Abstract
The Coronavirus disease 2019 (COVID-19) pandemic has magnified household preferences for convenience and affordability, presenting challenges as well as opportunities for the transition to clean cooking fuels. Initial findings from a study in rural Kenya suggest that the pandemic and lockdown have altered household cooking practices and fuel-use patterns. COVID-19 is nudging middle-income households to switch to modern cooking fuels (biogas and electricity), because these have been less disrupted by the COVID restrictions. However, without external support, COVID-19 will push poorer households further down the energy ladder.

Clean hydrogen holds growing potential (amid falling costs) to decarbonize fertilizer production. Hydrogen produces synthetic ammonia, a building block of most fertilizers. With the fertilizer market as a reliable off-taker, this shift could support the overall expansion of clean hydrogen, even as it boosts global food security. Biomass and ammonia are two options offering significant potential. Both can be used with coal or alone in newly constructed facilities or in modified power plants. Relatively new power plants are good candidates for modification. While work is underway demonstrating the feasibility of each material, there are logistical challenges to address, particularly in the case of ammonia.Publication Net Zero Energy by 2060(Washington, DC: World Bank, 2024-06-07)In the long term, both energy security and decarbonization in the region will depend on substantial increases in national climate ambitions. Achieving those increases will depend, in turn, on equally substantial increases in investment in low-carbon technologies, accompanied by timely policies and regulatory measures. The World Bank has developed a whole-energy-system model, data driven, technology rich, and bottom-up, to project optimal least-cost pathways for Europe and Central Asia to achieve a net zero energy target by 2060. This Live Wire is based on a report published in March 2024 (World Bank and ESMAP 2024).

Publication Toward Universal Access to Clean Cooking and Heating(World Bank, Washington, DC, 2016-05)Early Lessons from the East Asia and Pacific Clean Stove Initiative Initial lessons from the East Asia and Pacific (EAP) Clean Stove Initiative (CSI) confirm the need for country-specific roadmaps, strong national support, well-targeted subsidies, and integration of local conditions and international best practices into stoves standards and testing protocols. Pilot results suggest that results-based financing is a promising way to incentivize the clean stoves market. Linkage with other projects having clean stoves components could accelerate scaled-up implementation.Publication Results-Based Financing to Promote Clean Stoves(World Bank, Washington, DC, 2015-06)Past market failures to deliver clean cooking and heating solutions, especially to low-income households, suggest the continued need for subsidies if universal access is to be achieved. To succeed, however, subsidies must be well-targeted, have low potential for “leakage,” and be calibrated to avoid destroying commercial incentives and discipline. Pilots implementing this approach under the World Banks Clean Stove Initiative show promising results.Publication China : Accelerating Household Access to Clean Cooking and Heating(Washington, DC, 2013-09)The China Clean Stove Initiative (CSI), a collaborative effort of the Chinese government and the World Bank, aims to scale up access to clean cooking and heating stoves for poor, primarily rural households, who are likely to continue using solid fuels beyond 2030. More than half of China's population still relies on solid fuels (coal and biomass) for cooking and heating; many of these households, located mainly in rural areas, are likely to continue using solid fuels in the near future. Switching to modern energy alternatives would be the most effective way to achieve clean cooking and heating solutions and should be encouraged; yet such fuels are more expensive than solid fuels, requiring more costly stoves and delivery infrastructure. Effective strategies to scale up the dissemination of clean burning, fuel-efficient stoves for household cooking and heating can mitigate the health hazards associated with the burning of solid fuels. It is estimated that Household Air Pollution (HAP) from solid fuel use results in more than a million premature deaths each year in China. Scaled-up access to clean and efficient stoves is consistent with China's strategy to promote energy conservation, reduced carbon emissions, and green energy in villages. The China CSI comprises four phases: 1) initial stocktaking and development of the implementation strategy; 2) institutional strengthening, capacity building, and piloting of the strategy; 3) scaled-up program implementation; and 4) evaluation and dissemination of lessons learned. This report will serve as a knowledge base and roadmap to encourage and engage all interested parties in working together on this important agenda. The initial CSI stocktaking exercise calls for a comprehensive strategy comprising institutional strengthening and building of an enabling policy and regulatory environment, market and business development, and stimulation of household demand, supported by an innovative, results based financing approach.Publication Household Cooking Fuel Choice and Adoption of Improved Cookstoves in Developing Countries : A Review(World Bank, Washington, DC, 2014-06)Improving access to affordable and reliable energy services for cooking is essential for developing countries in reducing adverse human health and environmental impacts hitherto caused by burning of traditional biomass. This paper reviews empirical studies that analyze choices of fuel and adoption of improved stoves for cooking in countries where biomass is still the predominant cooking fuel. The review highlights the wide range of factors that influence households cooking fuel choices and adoption of improved stoves, including socioeconomic (access and availability, collection costs and fuel prices, household income, education and awareness), behavioral (food tastes, lifestyle), and cultural and external factors (indoor air pollution, government policies). The paper also summarizes the evidence on the significant adverse health impacts from exposure to indoor smoke, especially among women and young children. In low-income households, perceived health benefits of adopting improved stoves and financial benefits from fuel savings tend to be outweighed by the costs of improved stoves, even after accounting for the opportunity cost of time spent collecting biomass fuel. The paper identifies knowledge and evidence gaps on the success of policies and programs designed to scale up the adoption of improved cookstoves.Publication Baseline and Feasibility Assessment for Alternative Cooking Fuels in Senegal(World Bank, Washington, DC, 2014-05)This report was prepared by Practical Action Consulting for the Africa Clean Cooking Energy Solutions (ACCES) initiative of the World Bank. Most of Sub-Saharan Africa continues to rely overwhelmingly on traditional fuels and cooking technologies, both of which are a major cause of death and illness as well as a range of socio-economic and environmental problems. More than 90 per cent of the rural population of Senegal relies on solid fuels (charcoal and firewood in particular, but also dung and agricultural residues) to meet its household cooking needs. The primary objective of this study is, (a) to establish a baseline for the current level of penetration of four alternative cooking fuels in Senegal in a number of pre-identified regions, and (b) to assess the feasibility of adopting them in those regions. The four fuels are briquettes from charcoal dust and agricultural residues; ethanol, mainly from sugar cane residue (that is, molasses); pure plant oil (PPO) from locally grown, oil-bearing plants such as Jatropha curcas; and a household biogas system using mainly livestock waste. Against this background, the World Bank commissioned this study to assess the feasibility of promoting the use of a number of alternative cooking fuels in Senegal, which were pre-identified for possible support under its Sustainable and Participatory Energy Management Project (PROGEDE II). Four alternative fuels were analysed in terms of their potential for adoption by households for cooking, each in a different region of Senegal: (a) briquettes in Dakar, (b) ethanol in Saint-Louis, (c) biogas in Kaolack, and (d) pure plant oil (PPO) in Tambacounda. The study includes a baseline assessment of household cooking fuels in Senegal, including a number of alternative fuels, as well as an analysis of their potential supply chains. Its objective is to inform a range of relevant stakeholders, in particular the Ministry of Energy and Mines in Senegal, the World Bank's PROGEDE II, nongovernmental organisations, investors and private sector companies, about strategies to increase production of and access to these alternative fuels. The study also presents important lessons on each alternative fuel deriving from household surveys in each region, a review of the relevant literature, interviews with stakeholder organisations, and focus group discussions (FGDs).

Publication Global Economic Prospects, June 2024(Washington, DC: World Bank, 2024-06-11)After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Further adverse shocks could push the global economy into recession. Small states are especially vulnerable to such shocks because of the reliance on external trade and financing, limited economic diversification, elevated debt, and susceptibility to natural disasters. Against this backdrop, it is critical that EMDE policy makers ensure that any fiscal support is focused on vulnerable groups, that inflation expectations remain well anchored, and that financial systems continue to be resilient. Inflation pressures persist, and tight monetary policy is expected to weigh substantially on activity. Rising borrowing costs in advanced economies could lead to financial dislocations in the more vulnerable emerging market and developing economies (EMDEs). In low-income countries, in particular, fiscal positions are increasingly precarious. Comprehensive policy action is needed at the global and national levels to foster macroeconomic and financial stability. Among many EMDEs, and especially in low-income countries, bolstering fiscal sustainability will require generating higher revenues, making spending more efficient, and improving debt management practices. Continued international cooperation is also necessary to tackle climate change, support populations affected by crises and hunger, and provide debt relief where needed. At the global level, cooperation needs to be strengthened to provide debt relief, facilitate trade integration, tackle climate change, and alleviate food insecurity.
