Abstract
This report was prepared by Practical Action Consulting for the Africa Clean Cooking Energy Solutions (ACCES) initiative of the World Bank. Most of Sub-Saharan Africa continues to rely overwhelmingly on traditional fuels and cooking technologies, both of which are a major cause of death and illness as well as a range of socio-economic and environmental problems. More than 90 per cent of the rural population of Senegal relies on solid fuels (charcoal and firewood in particular, but also dung and agricultural residues) to meet its household cooking needs. The primary objective of this study is, (a) to establish a baseline for the current level of penetration of four alternative cooking fuels in Senegal in a number of pre-identified regions, and (b) to assess the feasibility of adopting them in those regions. The four fuels are briquettes from charcoal dust and agricultural residues; ethanol, mainly from sugar cane residue (that is, molasses); pure plant oil (PPO) from locally grown, oil-bearing plants such as Jatropha curcas; and a household biogas system using mainly livestock waste. Against this background, the World Bank commissioned this study to assess the feasibility of promoting the use of a number of alternative cooking fuels in Senegal, which were pre-identified for possible support under its Sustainable and Participatory Energy Management Project (PROGEDE II). Four alternative fuels were analysed in terms of their potential for adoption by households for cooking, each in a different region of Senegal: (a) briquettes in Dakar, (b) ethanol in Saint-Louis, (c) biogas in Kaolack, and (d) pure plant oil (PPO) in Tambacounda. The study includes a baseline assessment of household cooking fuels in Senegal, including a number of alternative fuels, as well as an analysis of their potential supply chains. Its objective is to inform a range of relevant stakeholders, in particular the Ministry of Energy and Mines in Senegal, the World Bank's PROGEDE II, nongovernmental organisations, investors and private sector companies, about strategies to increase production of and access to these alternative fuels. The study also presents important lessons on each alternative fuel deriving from household surveys in each region, a review of the relevant literature, interviews with stakeholder organisations, and focus group discussions (FGDs).

Publication Household Cooking Fuel Choice and Adoption of Improved Cookstoves in Developing Countries : A Review(World Bank, Washington, DC, 2014-06)Improving access to affordable and reliable energy services for cooking is essential for developing countries in reducing adverse human health and environmental impacts hitherto caused by burning of traditional biomass. This paper reviews empirical studies that analyze choices of fuel and adoption of improved stoves for cooking in countries where biomass is still the predominant cooking fuel. The review highlights the wide range of factors that influence households cooking fuel choices and adoption of improved stoves, including socioeconomic (access and availability, collection costs and fuel prices, household income, education and awareness), behavioral (food tastes, lifestyle), and cultural and external factors (indoor air pollution, government policies). The paper also summarizes the evidence on the significant adverse health impacts from exposure to indoor smoke, especially among women and young children. In low-income households, perceived health benefits of adopting improved stoves and financial benefits from fuel savings tend to be outweighed by the costs of improved stoves, even after accounting for the opportunity cost of time spent collecting biomass fuel. The paper identifies knowledge and evidence gaps on the success of policies and programs designed to scale up the adoption of improved cookstoves.Publication Ethanol as a Husehold Fuel in Madagascar : Health Benefits, Economic Assessment, and Review of African Lessons for Scaling-up(Washington, DC, 2011-06)This study was commissioned to analyse the cost efficiency and economic viability of an ethanol programme, for reducing disease, and protecting the forests in Madagascar. This information is also expected to be of interest regionally and internationally, given that the World Health Organization (WHO) estimates that there are nearly two million deaths per annum globally due to Household Air Pollution (HAP), representing 2.7 percent of the global burden of disease. Of these, nearly 400,000 deaths per annum due to HAP, are in sub-Saharan Africa. With only 20 percent of the world's population, Africa suffers a disproportionate share of around half of all deaths from pneumonia for children under five years, for which HAP is a major risk factor. This study investigates the potential of ethanol as a household fuel in Madagascar, focusing on three main components: health benefits, financial and economic assessment, and African lessons for scaling-up a program of support for ethanol as a household fuel.Publication Bioenergy Development : Issues and Impacts for Poverty and Natural Resource Management(World Bank, 2010)These report overviews recent developments in the consumption and production of bioenergy. It examines the main issues and possible economic implications of these developments and assesses their potential impact on land use and the environment, especially with respect to forests. The report examines both solid biomass and liquid biofuels, identifying opportunities and challenges at the regional and country levels. The development of bioenergy presents both opportunities and challenges for economic development and the environment. It is likely to have significant impacts on the forest sector, directly, through the use of wood for energy production, and indirectly, as a result of changes in land use. The impact of bioenergy on poverty alleviation in developing countries will depend on the opportunities for agricultural development, including income and employment generation, the potential to increase poor peoples' access to improved types of bioenergy; and the effects on energy and food prices. Five main messages emerge from this report: solid biomass will continue to be a principal source of energy; developments in bioenergy will have major implications for land use; tradeoffs, including those related to poverty, equity, and the environment, must be evaluated when choosing a bioenergy system; there is considerable potential for making greater use of forestry and timber waste as a bioenergy feedstock; and the climate benefits of bioenergy development are uncertain and highly location and feedstock specific.Publication Clean and Improved Cooking in Sub-Saharan Africa(World Bank, Washington, DC, 2014-11)Evidence from the most recent World Health Organization (WHO) survey on the global burden of disease shows that nearly 600,000 Africans die annually and millions more suffer from chronic illnesses caused by air pollution from inefficient and dangerous traditional cooking fuels and stoves. This tragic and avoidable first-order public health crisis disproportionately harms women and children. Moreover, cooking with wood, charcoal, crop waste, dung, coal, and potentially dangerous and polluting modern fuels, such as kerosene, also imposes tremendous direct costs on economies and households in Sub-Saharan Africa (SSA) and contributes to a wide range of negative environmental and climate change effects.This overview report, prepared in support of the World Bank’s Africa Clean Cooking Energy Solutions (ACCES) initiative, builds on earlier reports from the World Bank and the Global Alliance for Clean Cookstoves (GACC). The report establishes a baseline for the SSA cooking landscape and offers an overview of emerging opportunities to encourage increased investment in clean and improved cooking businesses across the region. This report covers the full range of clean and improved cooking solutions in SSA that can enhance the fuel efficiency and emissions performance of traditional technologies, each varying widely in terms of fuel feedstock, design, construction materials, methods of production, and harm mitigation potential.Publication Household Energy Access for Cooking and Heating : Lessons Learned and the Way Forward(Washington, DC: World Bank, 2012)Half of humanity about 3 billion people are still relying on solid fuels for cooking and heating. Of that, about 2.5 billion people depend on traditional biomass fuels (wood, charcoal, agricultural waste, and animal dung), while about 400 million people use coal as their primary cooking and heating fuel (UNDP and WHO 2009). The majority of the population relying on solid fuels lives in Sub-Saharan Africa and in South Asia. In some countries in Central America and in East Asia and the Pacific, the use of solid fuels is also significant. The inefficient and unsustainable production and use of these fuels result in a significant public health hazard, as well as negative environmental impacts that keep people in poverty. Strategies to improve energy access to the poor have focused mainly on electricity access. They have often neglected non electricity household energy access. It is, however, estimated that about 2.8 billion people will still depend on fuel wood for cooking and heating in 2030 in a business-as-usual modus operandi (IEA 2010). The need for urgent interventions at the household level to provide alternative energy services to help improve livelihoods is becoming more and more accepted. This report's main objective is to conduct a review of the World Bank's financed operations and selected interventions by other institutions on household energy access in an attempt to examine success and failure factors to inform the new generation of upcoming interventions. First, the report provides a brief literature review to lay out the multidimensional challenge of an overwhelming reliance on solid fuels for cooking and heating. Second, it highlights how the Bank and selected governments and organizations have been dealing with this challenge. Third, it presents lessons learned to inform upcoming interventions. And finally, it indicates an outlook on the way forward.

Publication Reboot Development: The Economics of a Livable Planet(Washington, DC: World Bank, 2025-09-01)“Reboot Development: The Economics of a Livable Planet” explores how the foundational natural endowments of land, air, and water—long taken for granted—are under growing threat, putting at risk the very progress they helped create. For generations, natural resources have powered development, supporting health, food, energy, and economic opportunity. Today, strains on these resources are intensifying. This report argues that failing to maintain a livable planet is not merely a distant environmental concern, but a present economic threat. Drawing on new data, the report shows that over 90 percent of the world is exposed to poor air quality, degraded land, or water stress. Loss of forests cuts rainfall, dries soils, and worsens droughts, costing billions of dollars. The nitrogen paradox emerges—fertilizers boost yields but overuse in some regions harms crops and ecosystems. Meanwhile, air and water pollution silently damage health, productivity, and cognition, sapping human potential. The report warns that these hidden costs are too large to ignore. Yet the message is not one of constraint but of possibility. Nature, when wisely stewarded, can drive growth, create jobs, and build resilience. The report shows that more efficient resource use—like better nitrogen management and forest restoration—yields benefits that far exceed the costs. It also urges a shift to cleaner sectors and producing “better things,” noting that these provide new sources of growth, creating more jobs per dollar invested. The findings are clear: Investing in nature is not only good for the planet, it is smart development.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. On the upside, it offers prospects for income generation, especially in developing countries, where most people work in low-productivity, low-quality, often informal jobs. The virtual and often temporary nature of gig work also provides flexibility for often neglected groups such as women, youth, migrants, and people with disabilities. These jobs could be a stepping-stone to bet¬ter-quality jobs for low-skilled workers by helping them learn critical digital skills and close the digital divide. But most gig jobs offer little to no protection for workers, with uncertain income streams and no clear career pathways. Depending on local labor regulations, many gig workers are not protected against unfair practices, abuse or injuries while working. Gig work also raises challenges for managing data security and privacy. The report examines how countries can navigate the promise and perils of online gig work. It reveals that the online gig workforce is much larger than previously assumed with an estimated 154 million to 435 million Online gig workers around the globe. For the first time ever, the report mapped and tracked regional platforms and gig workers who work in languages other than English. Key messages are: • Online gig work is expanding, accounting for up to 12% of the global labor force and is a growing source of income for millions. • Demand for online gig workers is rising faster in developing countries than in industrialized countries. • Local gig platforms play a vital role in the local labor market, but they face challenges in establishing a viable business model, and opportunities for long-term growth. • Online gig work can support inclusion by providing work opportunities for youth, women, and low-skilled workers. • Gig workers, like most other informal sector workers in developing countries, are often outside the purview of labor regulations. • The gig economy can offer opportunities locally to build digital skills, increase income-earning opportunities, and facilitate social protection coverage of informal workers.
