Abstract
Evidence from the most recent World Health Organization (WHO) survey on the global burden of disease shows that nearly 600,000 Africans die annually and millions more suffer from chronic illnesses caused by air pollution from inefficient and dangerous traditional cooking fuels and stoves. This tragic and avoidable first-order public health crisis disproportionately harms women and children. Moreover, cooking with wood, charcoal, crop waste, dung, coal, and potentially dangerous and polluting modern fuels, such as kerosene, also imposes tremendous direct costs on economies and households in Sub-Saharan Africa (SSA) and contributes to a wide range of negative environmental and climate change effects.This overview report, prepared in support of the World Bank’s Africa Clean Cooking Energy Solutions (ACCES) initiative, builds on earlier reports from the World Bank and the Global Alliance for Clean Cookstoves (GACC). The report establishes a baseline for the SSA cooking landscape and offers an overview of emerging opportunities to encourage increased investment in clean and improved cooking businesses across the region. This report covers the full range of clean and improved cooking solutions in SSA that can enhance the fuel efficiency and emissions performance of traditional technologies, each varying widely in terms of fuel feedstock, design, construction materials, methods of production, and harm mitigation potential.

    The State of the Global Clean and Improved Cooking Sector

    The global clean and improved cooking solutions sector has evolved significantly in recent years. Clean and improved cooking solutions are also beginning to generate attractive market opportunities for local and international private enterprises in the provision of cooking appliances, fuels, and financing. This report covers all clean and improved cooking solutions that can improve on the fuel efficiency and emissions performance of traditional cooking technologies such as the three stone fire, open U-shaped clay or mud stoves, metal bucket charcoal stoves, and unvented coal stoves. Under the definition of improved cooking solutions the report includes all cook stoves that improve fuel efficiency without reducing particulate matter emissions to the low levels necessary for optimal health and environmental outcomes as defined by World Health Organization (WHO) household air pollution guidelines and the International Standards Organization International Workshop Agreement (ISO IWA) guidelines for improved cook stoves. The objectives of this report are threefold: (1) establish a common fact base for sector analysis; (2) build a case for increased sector focus and investment; and (3) inform intervention strategies. The information provided in this report constitutes a best-effort attempt to harmonize definitions and data sources to give a comprehensive picture of the overall sector landscape, with the caveat that this is likely to be somewhat imprecise in various instances because of these definitional and data quality challenges. This report is divided into the following chapters: chapter one gives introduction. Chapter two presents the case for clean and improved cooking; chapter three presents the demand for clean and improved cooking energy; chapter four deals with the supply landscape; chapter five deals with the cooking appliance supply chain; chapter six presents the sector ecosystem; and chapter seven presents’ recommendations.

    Household Energy Access for Cooking and Heating : Lessons Learned and the Way Forward

    Half of humanity about 3 billion people are still relying on solid fuels for cooking and heating. Of that, about 2.5 billion people depend on traditional biomass fuels (wood, charcoal, agricultural waste, and animal dung), while about 400 million people use coal as their primary cooking and heating fuel (UNDP and WHO 2009). The majority of the population relying on solid fuels lives in Sub-Saharan Africa and in South Asia. In some countries in Central America and in East Asia and the Pacific, the use of solid fuels is also significant. The inefficient and unsustainable production and use of these fuels result in a significant public health hazard, as well as negative environmental impacts that keep people in poverty. Strategies to improve energy access to the poor have focused mainly on electricity access. They have often neglected non electricity household energy access. It is, however, estimated that about 2.8 billion people will still depend on fuel wood for cooking and heating in 2030 in a business-as-usual modus operandi (IEA 2010). The need for urgent interventions at the household level to provide alternative energy services to help improve livelihoods is becoming more and more accepted. This report's main objective is to conduct a review of the World Bank's financed operations and selected interventions by other institutions on household energy access in an attempt to examine success and failure factors to inform the new generation of upcoming interventions. First, the report provides a brief literature review to lay out the multidimensional challenge of an overwhelming reliance on solid fuels for cooking and heating. Second, it highlights how the Bank and selected governments and organizations have been dealing with this challenge. Third, it presents lessons learned to inform upcoming interventions. And finally, it indicates an outlook on the way forward.

    Ethanol as a Husehold Fuel in Madagascar : Health Benefits, Economic Assessment, and Review of African Lessons for Scaling-up

    This study was commissioned to analyse the cost efficiency and economic viability of an ethanol programme, for reducing disease, and protecting the forests in Madagascar. This information is also expected to be of interest regionally and internationally, given that the World Health Organization (WHO) estimates that there are nearly two million deaths per annum globally due to Household Air Pollution (HAP), representing 2.7 percent of the global burden of disease. Of these, nearly 400,000 deaths per annum due to HAP, are in sub-Saharan Africa. With only 20 percent of the world's population, Africa suffers a disproportionate share of around half of all deaths from pneumonia for children under five years, for which HAP is a major risk factor. This study investigates the potential of ethanol as a household fuel in Madagascar, focusing on three main components: health benefits, financial and economic assessment, and African lessons for scaling-up a program of support for ethanol as a household fuel.

    Baseline and Feasibility Assessment for Alternative Cooking Fuels in Senegal

    This report was prepared by Practical Action Consulting for the Africa Clean Cooking Energy Solutions (ACCES) initiative of the World Bank. Most of Sub-Saharan Africa continues to rely overwhelmingly on traditional fuels and cooking technologies, both of which are a major cause of death and illness as well as a range of socio-economic and environmental problems. More than 90 per cent of the rural population of Senegal relies on solid fuels (charcoal and firewood in particular, but also dung and agricultural residues) to meet its household cooking needs. The primary objective of this study is, (a) to establish a baseline for the current level of penetration of four alternative cooking fuels in Senegal in a number of pre-identified regions, and (b) to assess the feasibility of adopting them in those regions. The four fuels are briquettes from charcoal dust and agricultural residues; ethanol, mainly from sugar cane residue (that is, molasses); pure plant oil (PPO) from locally grown, oil-bearing plants such as Jatropha curcas; and a household biogas system using mainly livestock waste. Against this background, the World Bank commissioned this study to assess the feasibility of promoting the use of a number of alternative cooking fuels in Senegal, which were pre-identified for possible support under its Sustainable and Participatory Energy Management Project (PROGEDE II). Four alternative fuels were analysed in terms of their potential for adoption by households for cooking, each in a different region of Senegal: (a) briquettes in Dakar, (b) ethanol in Saint-Louis, (c) biogas in Kaolack, and (d) pure plant oil (PPO) in Tambacounda. The study includes a baseline assessment of household cooking fuels in Senegal, including a number of alternative fuels, as well as an analysis of their potential supply chains. Its objective is to inform a range of relevant stakeholders, in particular the Ministry of Energy and Mines in Senegal, the World Bank's PROGEDE II, nongovernmental organisations, investors and private sector companies, about strategies to increase production of and access to these alternative fuels. The study also presents important lessons on each alternative fuel deriving from household surveys in each region, a review of the relevant literature, interviews with stakeholder organisations, and focus group discussions (FGDs).

    Household Cooking Fuel Choice and Adoption of Improved Cookstoves in Developing Countries : A Review

    Improving access to affordable and reliable energy services for cooking is essential for developing countries in reducing adverse human health and environmental impacts hitherto caused by burning of traditional biomass. This paper reviews empirical studies that analyze choices of fuel and adoption of improved stoves for cooking in countries where biomass is still the predominant cooking fuel. The review highlights the wide range of factors that influence households cooking fuel choices and adoption of improved stoves, including socioeconomic (access and availability, collection costs and fuel prices, household income, education and awareness), behavioral (food tastes, lifestyle), and cultural and external factors (indoor air pollution, government policies). The paper also summarizes the evidence on the significant adverse health impacts from exposure to indoor smoke, especially among women and young children. In low-income households, perceived health benefits of adopting improved stoves and financial benefits from fuel savings tend to be outweighed by the costs of improved stoves, even after accounting for the opportunity cost of time spent collecting biomass fuel. The paper identifies knowledge and evidence gaps on the success of policies and programs designed to scale up the adoption of improved cookstoves.

    Poverty and Shared Prosperity 2022: Correcting Course provides the first comprehensive analysis of the pandemic’s toll on poverty in developing countries. It identifies how governments can optimize fiscal policy to help correct course. Fiscal policies offset the impact of COVID-19 on poverty in many high-income countries, but those policies offset barely one quarter of the pandemic’s impact in low-income countries and lower-middle-income countries. Improving support to households as crises continue will require reorienting protective spending away from generally regressive and inefficient subsidies and toward a direct transfer support system—a first key priority. Reorienting fiscal spending toward supporting growth is a second key priority identified by the report. Some of the highest-value public spending often pays out decades later. Amid crises, it is difficult to protect such investments, but it is essential to do so. Finally, it is not enough just to spend wisely - when additional revenue does need to be mobilized, it must be done in a way that minimizes reductions in poor people’s incomes. The report highlights how exploring underused forms of progressive taxation and increasing the efficiency of tax collection can help in this regard. Poverty and Shared Prosperity is a biennial series that reports on global trends in poverty and shared prosperity. Each report also explores a central challenge to poverty reduction and boosting shared prosperity, assessing what works well and what does not in different settings. By bringing together the latest evidence, this corporate flagship report provides a foundation for informed advocacy around ending extreme poverty and improving the lives of the poorest in every country in the world.     After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

    Poverty and Shared Prosperity 2018

    The World Bank Group has two overarching goals: End extreme poverty by 2030 and promote shared prosperity by boosting the incomes of the bottom 40 percent of the population in each economy. As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor.     Poverty and Shared Prosperity 2016 is the first of an annual flagship report that will inform a global audience comprising development practitioners, policy makers, researchers, advocates, and citizens in general with the latest and most accurate estimates on trends in global poverty and shared prosperity. This edition will also document trends in inequality and identify recent country experiences that have been successful in reducing inequalities, provide key lessons from those experiences, and synthesize the rigorous evidence on public policies that can shift inequality in a way that bolsters poverty reduction and shared prosperity in a sustainable manner. Specifically, the report will address the following questions: • What is the latest evidence on the levels and evolution of extreme poverty and shared prosperity? • Which countries and regions have been more successful in terms of progress toward the twin goals and which are lagging behind? • What does the global context of lower economic growth mean for achieving the twin goals? • How can inequality reduction contribute to achieving the twin goals? • What does the evidence show concerning global and between- and within-country inequality trends? • Which interventions and countries have used the most innovative approaches to achieving the twin goals through reductions in inequality? The report will make four main contributions. First, it will present the most recent numbers on poverty, shared prosperity, and inequality. Second, it will stress the importance of inequality reduction in ending poverty and boosting shared prosperity by 2030 in a context of weaker growth. Third, it will highlight the diversity of within-country inequality reduction experiences and will synthesize experiences of successful countries and policies, addressing the roots of inequality without compromising economic growth. In doing so, the report will shatter some myths and sharpen our knowledge of what works in reducing inequalities. Finally, it will also advocate for the need to expand and improve data collection—for example, data availability, comparability, and quality—and rigorous evidence on inequality impacts in order to deliver high-quality poverty and shared prosperity monitoring.
