Publication: Incorporating Spousal Support into a Mindset-focused Business Training for Women in Ethiopia

Abstract
Psychology-based business trainings that develop a proactive entrepreneurial mindset have been shown to be more effective than traditional business training in supporting female entrepreneurs to grow their businesses. At the same time, recent studies have shown that women’s business decisions are influenced by their spouse, and that these intrahousehold dynamics contribute to gender gaps in entrepreneurship outcomes. A new training curriculum developed by the World Bank Africa Gender Innovation Lab (GIL) in partnership with the Digital Opportunity Trust (DOT) builds on these insights by inviting male partners to participate in a mindset focused program targeted to women entrepreneurs that is partly delivered at the trainees’ home. This GIL case study summarizes key learnings from a pilot intervention carried out with participants across four cities in Ethiopia during 2021–2022.

Publication Phone-Based Financial Heuristics Training for Female Retailers in Ethiopia(Washington, DC: World Bank, 2023-09-01)A recent review of evidence on the impacts of business training indicates the need to develop alternatives to formal classroom training, simpler rules-of-thumb-type trainings for less sophisticated firms, and business trainings that can be scaled up affordably. In partnership with ideas42, the World Bank’s Africa Gender Innovation Lab (GIL) piloted a heuristics (rules-of-thumb)-based business training in Ethiopia that delivers easy-to-remember and -implement financial and business practices. The training was designed for small-scale female retailers and is delivered by phone using prerecorded messages and interactive voice response technology. A key motivation was to make the program accessible to women who are busy tending their families and shops, and who may have limited ability to attend classroom-based trainings.Publication Full Esteem Ahead? Mindset-Oriented Business Training in Ethiopia(World Bank, Washington, DC, 2019-06)Is there a mindset gap holding women back in business? Can entrepreneurship training instill a set of attitudes, behaviors, and strategies that are thought to underpin success in business such as motivation, perseverance, and self-confidence? This study conducted two randomized controlled trials to evaluate the effect of mindset-oriented business trainings on the performance of women-owned micro and small enterprises in Ethiopia. The trainings were underpinned by psychology with a mission to foster self-esteem and entrepreneurial spirit. Despite a similar approach, however, the quality of delivery seemed to matter as impacts of the trainings on business performance were mixed. A key channel for an impact on profits is if the training can actually effectuate the mindset change, with only one training transferring higher levels of entrepreneurial self-efficacy, personal initiative, and entrepreneurial locus of control to the women, relative to a control group. The study finds suggestive evidence that psychological skills and mindset are better inspired by a trainer who previously owned a business themselves and therefore may have a better understanding of the entrepreneurs' specific challenges. The study concludes that psychological skills are important for women's business success, and these skills can indeed be transferred using training, assuming a shared identity match between trainer and student. Service delivery appears to be critical for inculcating these important skills.Publication The Impacts of COVID-19 on Women-Owned Enterprises in Ethiopia(World Bank, Washington, DC, 2020-07)This brief summarizes findings from a high-frequency survey of women-owned firms in Ethiopia which participate in the International Development Association (IDA) - financed Women Entrepreneurship Development Project (WEDP). Over the past five years, WEDP reached nearly 40,000 women-owned firms in Ethiopia with meso-loans and business training. Many WEDP firms had been on a high-growth trajectory, with firms that benefited from WEDP services growing incomes by 67 percent and employment by 55 percent over a three-year period prior to the crisis. This brief is based on the results from the first round of the survey, implemented between May 15, 2020 and June 15, 2020, revealing some initial insights into the scale of the impacts and the nature of the challenges currently facing the WEDP firms.Publication Africa Gender Innovation Lab Ethiopia Gender Diagnostic(World Bank, Washington, DC, 2019)Ethiopia has made remarkable economic progress over the past decade, achieving high gross domestic product (GDP) growth and dramatically reducing poverty. Despite this success, current gender gaps show that challenges remain to realizing inclusive growth and the full potential of women’s economic empowerment. In Ethiopia, women still lag men on several important economic indicators, including employment rate, agricultural productivity, earnings from self-employment, and wage income. While the Government of Ethiopia has already made significant commitments and investments aiming to close the country’s gender gaps, new data offer an opportunity to generate critical evidence to strategically target these investments. For this reason, the Africa gender innovation lab’s (GIL) Ethiopia gender diagnostic report provides innovative analysis on the root causes and drivers of gender inequality in Ethiopia. Using data from the latest round of the Ethiopia socioeconomic survey (2015-2016) and an established statistical approach, the report examines the country’s gender gaps in employment, agricultural productivity, and income from self- and wage employment. It presents specific policy areas for the government to target in addressing the constraints faced by female workers, farmers, and business owners. The key findings and policy recommendations are discussed in the report.Publication Enterprising Women(Washington, DC: World Bank, 2024-04-03)Beginning in 2012, Ethiopia’s first ever women-entrepreneur focused line of credit was established through the Women Entrepreneurship Development Project (WEDP). WEDP provides finance and business training for growth-oriented urban women entrepreneurs in Ethiopia with an aim to boost business earnings and employment. Over the ten years since inception, WEDP has expanded to operate across 18 Ethiopian cities, registering 60,000 women entrepreneurs into the program. As of February 2024, WEDP has provided more than 25,000 loans, and business training to over 30,000 women entrepreneurs. WEDP has also contributed to a wealth of learning and innovation, including research in partnership with the World Bank’s Gender Innovation Lab (GIL), and the Innovations in Financing Women Entrepreneurs (IFWE) project supported by Global Affairs Canada (GAC). In this brief the authors highlight key results from impact evaluations that were embedded into the WEDP operation and provide details of some of the innovations being tested.

Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.
