Abstract
Over the past decade, Zambia’s gross domestic product (GDP) has been decreasing as a result of a devastating combination of external and domestic shocks. The country’s macroeconomic environment was weakened by the COVID-19 pandemic. Despite the worsening fiscal outlook, the need for better investments in human capital has never been greater. Building human capital is made more challenging because quality services need to cover a large proportion of the population. The main objective of this policy brief is to assess the funding of pre-primary to tertiary education and how effectively resources are utilized. The 2016 to 2021 period is used for review.

Publication Scaling up Social Assistance Where Data is Scarce(Washington, DC: World Bank, 2024-05-15)During the recent Covid-19 shock (2020/21), most countries used cash transfers to protect the livelihoods of those affected by the pandemic or by restrictions on mobility or economic activities, including the poor and vulnerable. While a large majority of countries mobilized existing programs and/or administrative databases to expand support to new beneficiaries, countries without such programs or databases were severely limited in their capacity to respond. Leveraging the Covid-19 shock as an opportunity to leapfrog and innovate, various low-income countries used new sources of data and computational methods to rapidly develop -level welfare-targeted programs. This paper reviews both crisis-time programs and regular social protection operations to distill lessons that could be applicable for both contexts. It examines three programs from the Democratic Republic of Congo, Togo, and Nigeria that used geospatial and mobile phone usage data and/or artificial intelligence (AI), particularly machine learning methods to estimate the welfare of applicants for individual-level welfare targeting and deliver emergency cash transfers in response to the pandemic. Additionally, it reviews two post-pandemic programs, in Lomé, Togo and in rural Lilongwe, Malawi, that incorporated those innovations into the more traditional delivery infrastructure and expanded their monitoring and evaluation framework. The rationale, key achievements, and main challenges of the various approaches are considered, and cases from other countries, as well as innovations beyond targeting, are taken into account. The paper concludes with policy recommendations and promising research topics to inform the discourse on leveraging novel data sources and estimation methods for improved social assistance in and beyond emergency settings.Publication Teacher Practices in Indonesia(Washington, DC: World Bank, 2024-09-13)Teach Primary (Teach) is a classroom observation tool developed by the World Bank that has been used in over 30 middle income countries across the world. It captures the quality of teaching practices by measuring (i) time on task: the time teachers spend on learning and the extent to which students are on task, and (ii) the quality of teaching practices measured by three primary areas: Classroom Culture, Instruction, and Socio-emotional Skills. The tool underwent a rigorous development and validation process which has met the appropriate psychometric criteria of reliability. As part of the Time on Task component, three “snapshots” of 1–10 seconds are used to record both the teacher’s actions and the number of students who are on task throughout the observation. The quality of teaching practices is evaluated in three areas: Classroom Culture, Instruction, and Socio-emotional Skills. These areas have nine corresponding elements that point to twenty-eight behaviors. The behaviors are characterized as low, medium, or high, based on the evidence observed in this classroom. These preliminary scores are translated into a five-point scale, which quantifies the teacher’s practices as captured in two, 15-minute observations. It represents not just the capacity of individuals to contribute productively to society, but also the potential for countries to achieve higher levels of economic development and social well-being. This report focuses on identifying the constraints to and solutions for improving human capital outcomes in the Federal Republic of Nigeria, a country with significant untapped potential in this critical area.Publication Civil Society and Peacebuilding : Potential, Limitations and Critical Factors(Washington, DC, 2007-02)This report develops and discusses a new analytical framework to understand the functions of civil society in peace building. In theory and practice, there is a wide variety of ways to categorize civil society contributions to development and peacebuilding. Donors tend to employ actor-oriented perspectives, focusing on supporting activities of different types of civil society organizations in a given situation. This report proposes to move toward a functional perspective, centered on the roles that different actors can play in conflict situations. The analysis shows that civil society can make numerous positive contributions and have unique potential to support peacebuilding and conflict mitigation. It can do so independently as actor in its own right, or in relation to peacebuilding processes and programs led by Governments or the international community. Despite many successful initiatives on the ground, however, civil society should not be considered a panacea. The existence of civil society per se cannot be equated with the existence of peacebuilding actors. Similarly, civil society strengthening and support does not automatically contribute to peacebuilding. While civil society organizations are frequently actors for peace, they equally have the potential to become actors of violence. So far, outcomes and impacts of different civil society peace interventions have not been sufficiently evaluated. Civil society and donors need to more strategically identify the objectives and demonstrate the relevance of the particular approaches they propose to engage in different phases of conflict/peacebuilding. Without greater clarity regarding objectives and intended impacts, and, without addressing existing institutional constraints and distortions, activities run the risk of being well-intentioned, but unlikely to achieve sustainable results.

The World Bank’s report, Digital-in-Health: Unlocking the Value for Everyone, calls for a new digital-in-health approach where digital technology and data are infused into every aspect of health systems management and health service delivery for better health outcomes. The report proposes ten recommendations across three priority areas for governments to invest in: prioritize, connect and scale.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries.
