Abstract
Women’s groups models vary widely across contexts but context-specific documentation is limited. This wide variation coupled with inconsistent terms used to describe these groups creates challenges in using the evidence collected on group-based interventions to inform policy. The typology presented in this brief focuses on economic women’s group models implemented in South Asia. Using program documents and evidence from evaluations, it identifies implementation models, key characteristics, and the implications of investing in women’s groups to improve economic outcomes in South Asia.

Publication Collective Action and Community Development : Evidence from Self-Help Groups in Rural India(World Bank, Washington, DC, 2013-07)In response to the problems of high coordination costs among the poor, efforts are underway in many countries to organize the poor through "self-help groups" (SHGs) -- membership-based organizations that aim to promote social cohesion through a mixture of education, access to finance, and linkages to wider development programs. The authors randomly selected 32 of 80 villages in one of the poorest districts in rural India in which to establish SHGs for women. Two years of exposure to these programs increased women's participation in group savings programs as well as the non-agricultural labor force. Compared to women in control villages, treated women were also more likely to participate in household decisions and engage in civic activities. The authors find no evidence however, that participation increased income or had a disproportionate impact by women's socio-economic status. These results are important in light of the recent effort to expand official support to SHGs under the National Rural Livelihood Mission.Publication What do We Know About Interventions to Increase Women’s Economic Participation and Empowerment in South Asia?(World Bank, Washington, DC, 2023-04-07)The World Bank’s South Asia Region Gender Innovation Lab (SARGIL) is conducting a systematic review and meta-analysis of interventions with direct or indirect effects on measures of women’s economic empowerment. The review focuses on changes in labor market outcomes, income, and other empowerment indicators. The goal is to document what has and has not worked for women in the region (covering all countries: Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka), understand the types of interventions implemented, and identify gaps in knowledge and action. Interventions are organized into five categories: Skills, Assets, Financial Products, Care, and Empowerment. This brief summarizes the main findings from the financial products category.Publication What Do We Know About Interventions to Increase Women’s Economic Participation and Empowerment in South Asia(Washington, DC: World Bank, 2023-07-25)The Care category covers interventions and mandates that reduce the care burden on women and, consequently, enable them to participate as active economic agents. For the review, care responsibilities are defined as activities that keep women engaged in looking after members of their household. Particularly, the review explores care activities that prevent women of working age from entering the labor force, both at the extensive and intensive margins. Household care activities include childcare, elder care, and care for the sick and disabled. The research for this review accounts for interventions that reduce this burden of care on women and enable them to enter or re-enter the work force. First, this includes childcare services—those provided by the government, non-governmental organizations (NGOs), private and employer-provided, or supported onsite childcare. Second, it accounts for policies or mandates that provide women with care services and childcare mandates. It also includes additional mandates that provide families with tax breaks, vouchers, and subsidy benefits to help with care responsibilities, and it accounts for labor market regulations, such as leave, family-friendly policies, and arrangements. The goal is to document what has worked and what has not for women in the region (covering all countries: Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka), the types of interventions implemented, and identifiable gaps in knowledge and action. The review organizes interventions in six broad categories: skills, assets, credit, labor market, entrepreneurship, and empowerment. This note summarizes the main findings from asset transfer interventions and changes in inheritance and property right policies.Publication A Call to Dignity : How Indonesia's Women-Headed Household Empowerment Program (PEKKA) is Transforming Lives and Changing Development Paradigms(Washington, DC, 2012)Launched in 2001 in response to the plight of a faction of poor women - the widows of the conflict in Aceh Province - the Women-Headed Household Empowerment Program (PEKKA) has mushroomed into a community-driven phenomenon across eight provinces that shows all signs of continued, rapid growth. Emphasizing vision, capacity building, networking, and advocacy for those at the lowest end of the social scale - poor single women heads of households - the PEKKA spark has become a blaze that seemed ready to ignite a national movement. A program that helps the individuals that most aid programs pass over - widows and single women household heads, PEKKA also seeks to embolden poor Indonesian women to take charge of their lives and engage in the development cycle as a cooperative bloc.lt;BRgt;

Publication Supporting Youth at Risk(World Bank, Washington, DC, 2008)The World Bank has produced this policy Toolkit in response to a growing demand from our government clients and partners for advice on how to create and implement effective policies for at-risk youth. The author has highlighted 22 policies (six core policies, nine promising policies, and seven general policies) that have been effective in addressing the following five key risk areas for young people around the world: (i) youth unemployment, underemployment, and lack of formal sector employment; (ii) early school leaving; (iii) risky sexual behavior leading to early childbearing and HIV/AIDS; (iv) crime and violence; and (v) substance abuse. About 184 million people—2.3 percent of the world’s population—live outside of their country of nationality. Almost half of them are in low- and middle-income countries. But what lies ahead? If managed well, migration can be a force for prosperity and can help achieve the United Nations’ Sustainable Development Goals. World Development Report 2023 proposes an innovative approach to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a “Match and Motive Matrix” that focuses on two factors: how closely migrants’ skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. Procurements acquire the works, goods, and services necessary to achieve the World Bank’s project development outcomes. The World Bank’s procurement processes must ensure that clients get the best value for every development dollar. In 2016, the World Bank reformed its procurement system for Investment Project Financing and launched a new procurement framework aimed at enhancing the Bank’s development effectiveness through better procurement. The reform sought to reduce procurement bottlenecks impeding project performance and modernize procurement systems. It emphasized cutting edge international good practice principles and was intended to be accompanied by procurement capacity strengthening to help client countries. This evaluation offers three recommendations to scale up reform implementation and enhance portfolio and project performance: (i) Improve change management support for the reform’s implementation. (ii) Strategically strengthen country-level procurement capacity.
