Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.

Doing Business also measures features of labor market regulation, which is not included in these two measures. This year’s report introduces major improvements by expanding the paying taxes indicators to cover postfiling processes—tax audits, tax refunds and tax appeals—and presents analysis of pilot data on selling to the government which measures public procurement regulations. Also for the first time this year Doing Business collects data on Somalia. Using the data originally developed by Women, Business and the Law, this year for the first time Doing Business adds a gender component to three indicators—starting a business, registering property, and enforcing contracts—and finds that those economies which limit women’s access in these areas have fewer women working in the private sector both as employers and employees.

    Doing Business 2010 : Reforming through Difficult Times - Comparing Regulation in 183 Economies

    Doing Business 2010 is the seventh in a series of annual reports investigating the regulations that enhance business activity and those that constrain it. Doing Business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 183 economies-from Afghanistan to Zimbabwe-and over time. The methodology for the employing workers indicators changed for Doing Business 2010. Research is ongoing in two new areas: getting electricity and worker protection. Initial results are presented in this report. The paper includes the following headings: overview, starting a business, dealing with construction permits, employing workers, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts, and closing a business.

    Doing Business in the East African Community 2013 : Smarter Regulation for Small and Medium-Size Enterprises

    Doing Business in the East African Community (EAC) 2013 is the fourth in a series of regional reports drawing on the global Doing Business project and its database. In recent years the Doing Business project has helped put business regulatory reform on the agenda of many countries-at all income levels. Over the past 8 years the 5 members of the EAC-Burundi, Kenya, Rwanda, Tanzania, and Uganda-have continued to take steps to make it easier for local firms to start up and operate. Continual improvement of the business environment is important for countries seeking to benefit from greater trade and investment through regional integration. The common market protocol, which entered into force in July 2010, is supposed to be fully implemented by December 2015. By that time the EAC is expected to have achieved the 'four freedoms'-free movement of people, goods, services and capital within the common market. Among the main tasks of the committees is to set up and implement coherent, broad-based regional reform programs to improve the investment climate of the region as a whole and make it an attractive destination for external investors. The Doing Business methodology is also responsive to the needs of policy makers. Rules and regulations are under the direct control of policy makers-and policy makers intending to change the experience and behavior of businesses will often start by changing rules and regulations that affect them. Doing Business captures several important dimensions of the regulatory environment as they apply to local firms. It provides quantitative measures of regulations for starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency. The Doing Business data are based on domestic laws and regulations as well as administrative requirements. The data cover 185 economies-including small economies and some of the poorest economies, for which little or no data are available in other data sets.

    Doing Business in Italy 2013 : Smarter Regulations for Small and Medium-Size Enterprises

    Doing Business in Italy 2013 is a new subnational report of the Doing Business series. It measures business regulations and their enforcement across 4 indicators in 13 Italian cities: Bari (Apulia), Bologna (Emilia-Romagna), Cagliari (Sardinia), Campobasso (Molise), Catanzaro (Calabria), L'Aquila (Abruzzo), Milan (Lombardy), Naples (Campania), Padua (Veneto), Palermo (Sicily), Potenza (Basilicata), Rome (Latium), and Turin (Piedmont) and the indicator trading across borders in 7 ports: Cagliari (Sardinia), Catania (Sicily), Genoa (Liguria), Gioia Tauro (Calabria), Naples (Campania), Taranto (Apulia), Trieste (Friuli-Venezia Giulia). The cities were selected by the Department for Planning and Coordination of Economic Policy (DIPE) of the Presidency of the Council of Ministers of the Italian Republic. The cities can be compared against each other, and with 185 economies worldwide. Doing Business investigates the regulations that enhance business activity and those that constrain it. Regulations affecting 5 stages of the life of a business are measured at the subnational level in Italy: starting a business, dealing with construction permits, registering property, trading across borders and enforcing contracts. These indicators were selected because they cover areas of local jurisdiction or practice. The indicators are used to analyze economic outcomes and identify what reforms have worked, where and why. The data in Doing Business in Italy 2013 are current as of June 1st, 2012.

    The Doing Business (DB) project measures the number of procedures, time and cost for a small and medium-size limited liability company to start up and formally operate. This DB 2014 report addresses issues such as minimum capital requirements, and the role of risk-based inspections in construction, and their relevance, functions, challenges and implementation. Case studies from Trinidad and Tobago, Malaysia, Singapore, Colombia and Azerbaijan, and Korea are discussed in detail, elaborating on the issues faced, the solutions or outcomes, and benefits.

    Colombia : Bank Financing to Small- and Medium-Sized Enterprises (SMEs) in Colombia

    Small-and Medium-Sized Enterprises (SMEs) represent an important part of the Colombian economy, although they are not well documented in official statistics. In particular, there does not exist sufficient periodic data as to their characteristics, evolution, or overall contribution to the economy - in most cases, SMEs tend to be bundled together with micro enterprises in official statistics. The true size of the market is understated due to informality. Lack of access to finance has been cited as an important problem in recent surveys. However, there are significant differences in perceptions as to the size and causes of the financing gap. While there is strong evidence to support its existence following the 1999 crisis, the significant growth of this market in recent years raises some questions as to whether such perceptions remain valid. One of the lessons of the last few years is that banks will expand SME lending on their own accord - in spite of the presence of important constraints - when they perceive the attractiveness of this market and have begun to saturate easier (in terms of business model) market segments such as corporate and consumer lending. However, in order to ensure the sustainable growth of this market, continued strong macroeconomic performance and a stable and consistent policy framework in the financial sector have been identified as important considerations.

    Education can be the key to ending poverty in a livable planet, but governments must act now to protect it. Climate change is increasing the frequency and intensity of extreme weather events such as cyclones, floods, droughts, heatwaves and wildfires. These extreme weather events are in turn disrupting schooling; precipitating learning losses, dropouts, and long-term impacts. Even if the most drastic climate mitigation strategies were implemented, extreme weather events will continue to have detrimental impacts on education outcomes.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.
