Abstract
The objective of this policy note is to provide an overview of the three draft project proposals and to recommend key design principles and implementation arrangement options for a coordinated outplacement program in the Eastern Wielkopolska region that would provide a package of services to motivate and help affected workers find suitable jobs in alignment with the TJTP. The focus of the note is on interventions supporting the social and labor transition in Eastern Wielkopolska, rather than the economic, spatial, and energy transformations which are also part of the JTM Pillar. Efforts to promote local economic development and environmental rehabilitation of affected subregions as well as to develop stakeholder engagement and public communication strategies are beyond the scope of this note.

    Who is Most Vulnerable to the Transition Away from Coal? Ruda Śląska Residents’ Preferences Towards Jobs and Land Repurposing

    After Germany, Poland is the EU’s second largest coal producer and consumer.1 96 percent of EU-27 hard coal production, or 54.4 million tons, is extracted in Poland (EURACOAL, 2020). In 2020, over 40 percent of the country’s total energy supply (TES) and 70 percent of its electricity generation come from coal and lignite (IEA, 2022), the highest rate in Europe. Coal in Poland also continues to employ about 88,000 people directly in the mines, down from about 444,000 in 1989. Europe’s commitment to stop its fossil fuel imports from Russia following Russia’s invasion of Ukraine is slowing down Poland’s coal phase-out to ensure energy security in Europe,2 but Poland remains committed to a complete coal mine closure by 2049.

    Towards a Just Coal Transition Labor Market Challenges and People’s Perspectives from Wielkopolska

    Part of a three-region set of papers analyzing coal-related labor market challenges in Poland, this paper focuses on Wielkopolska, which is most advanced in the transition out of coal. Finding viable job transitions is of enormous importance. The findings call for a more territorial-oriented approach to brokering the coal transition, rather than a sectoral one. First, even though limited from a regional perspective (4,000 workers), affected jobs are highly concentrated in a few already lagging and depopulating municipalities. Second, while coal-related workers are similarly skilled as other workers in Wielkopolska, non-coal related workers in the at-risk municipalities are substantially less skilled, exposing them to potential displacement effects. Finally, while ready to work and to be re-skilled, discrete choice experiments about their job attribute preferences show that all workers are averse both to commuting and relocating for work, even more so than in Silesia and Lower Silesia. Complementary social protection and employment support will be needed, and the paper suggests some policy options based on international experience. The paper concludes by illustrating how a big-data driven job-matching tool, calibrated on the Polish labor market, could be used to assist caseworkers in identifying “viable-job-transition-pathways” for affected workers as well as to help policymakers identify reskilling needs and attract investments.

    Towards a Just Coal Transition Labor Market Challenges and People’s Perspectives from Silesia

    Part of a three-region set of papers analyzing coal-related labor market challenges in Poland, this paper focuses on Silesia. The findings call for a more territorial-oriented approach to brokering the coal transition, rather than a sectoral one. First, the number of jobs directly linked to coal-mining in Silesia is substantial, with 72,000 employees in the mining conglomerates, and an additional 17,000 providing goods and services to the mines. Second, coal-related employment is heavily concentrated geographically: as much as 40 percent of the population of Bieruńsko-Iedziński is employed directly and indirectly in the mining sector, and 80 percent of the mining conglomerates' contract value goes to subcontractors within a 20km radius of the mines. Third, the coal sector is highly integrated among a few large firms: 28 percent of the indirect workforce is employed by 10 subcontractors. Fourth, workers in the mining conglomerates have lower foundational (but better technical) skills than their regional and national counterparts, especially those with lower education. Finally, while eager to work, discrete choice experiments about their job attribute preferences show that they are averse to both, commuting and relocating for work, even though less so than in Wielkopolska, yet more so that in Lower Silesia, the two other regions. Together this suggests that there are important welfare and political economic benefits to adequate job creation locally. The paper further advances a data-driven viable-job-matching tool specifically tailored to the Polish labor market and illustrates how it could be used to assess the potential of local labor markets and future investments to absorb the coal-affected workers accounting for their skills profile, re/upskilling needs, and job attribute preferences.

    Supporting Transition in Coal Regions

    This report outlines structural changes (adjustments) in the coal sector of eight countries in different regions of the world over the last 50 years that resulted from a transition away from coal to other energy sources in those regions. The countries are chosen because they provide a rich set of experiences from which lessons can be learned to help governments prepare for and manage a transition away from coal. Coal sector adjustment received World Bank support in four of the countries: Russia, Ukraine, Poland, and Romania. Broader observations are provided on four other countries where the World Bank was not providing support: namely, the United Kingdom and the Netherlands, where adjustment started in the 1960s; the United States, where employment adjustment started in the 1980s; and China, where adjustment started in the 1990s.

Third, while eager to work, discrete choice experiments about their job attribute preferences show that they are averse to both, commuting and relocating for work, even though less so than in Silesia and Wielkopolska, the two other regions. Together this suggests that there are important welfare and political economic benefits to adequate job creation locally.     This report explores priorities and challenges faced by Georgia to promote green transition and support its businesses to reduce their emissions through energy efficiency. The report stresses the need for improved incentives and opportunities for business investments in energy efficiency and renewables. The report points to the importance of productivity as a driver of energy efficiency at the firm-level, as well as the importance of information and knowledge spillovers from more efficient firms to less efficient ones when these are in close-by locations and in similar sectors. The report finds that key drivers of energy efficiency upgrading include prices of energy, as these generate key incentives for businesses to upgrade their investments and organization, as well as technology adoption and quality green and general management practices. To support green transition, the report recommends a comprehensive policy package of reforms and programs, including: (i) Horizontal economy-wide policies centered around price signals and regulations, improvements to the grid infrastructure, and reliability of electricity services; (ii) Information – raising firms awareness about potential benefits of becoming more energy efficient and available energy saving. (iii) Capabilities - helping firms identify opportunities for improvement of management, organization, technology, and skills; and (iv) Finance - easing access to financial resources required for upgrading firms’ technology. Finally, the report emphasizes the importance of targeting by using appropriate diagnostic and benchmarking tools to assess specific needs and readiness of businesses to upgrade and invest in energy efficiency.

    Unlocking Blue Carbon Development

    The purpose of this paper is to provide a practical framework to guide governments in catalyzing and scaling up public and private investment in Blue Carbon as part of their blue economy development. It does this by describing in detail a Blue Carbon Readiness Framework, a step-by-step, well-illustrated guide with simple checklists. Client countries can use the illustrations and checklists to determine their readiness to catalyze and scale up investment in blue carbon credit finance. The Blue Carbon Readiness Framework consists of three pillars: 1. Data and Analytics; 2. Policy and Institutions; 3. Finance.

    The Mexican Social Protection System in Health

    With a population of 113 million and a per-capita Gross Domestic Product, or GDP of US$10,064 (current U.S. dollars), Mexico is one of the largest and highest-income countries in Latin America and the Caribbean (LAC). The country has benefited from sustained economic growth during the last decade, which was temporarily interrupted by the financial and economic crisis. Real GDP is projected to grow 3.8 percent and 3.6 percent in 2012 and 2013, respectively (International Monetary Fund, or IMF 2012). Despite this growth, poverty in the country remains high; with half of the population living below the national poverty line. The country is also highly heterogeneous, with large socioeconomic differences across states and across urban and rural areas. In 2010, while the extreme poverty ratio in the Federal District and the states of Colima and Nuevo Leon was below 3 percent, in Chiapas, Guerrero, and Oaxaca it was 25 percent or higher. These large regional differences are also found in other indicators of well-being, such as years of schooling, housing conditions, and access to social services. This case study assesses key features and achievements of the Social Protection System in Health (Sistema de Proteccion Social en Salud) in Mexico, and particularly of its main pillar, Popular Health Insurance (Seguro Popular, PHI). It analyzes the contribution of this policy to the establishment and implementation of universal health coverage in Mexico. In 2003, with the reform of the General Health Law, the PHI was institutionalized as a subsidized health insurance scheme open to the population not covered by the social security schemes. Today, the PHI covers all of its intended affiliates, about 52 million people

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    At Your Service?: The Promise of Services-led Growth in Uzbekistan

    In Uzbekistan, the services sector accounts for more than half of all jobs and has been central to the process of structural transformation over the past three decades. In the past decade, the growth of Uzbekistan’s services exports has lagged behind its manufactures' exports while FDI greenfield announcements to both sectors have been even. The growth of the services sector in the past five years was driven by social services, mostly reflecting increased public spending. This report groups the services sector into four categories based on their skill intensity, the extent of their linkages with other sectors, and their tradability in international markets: low-skilled consumer services, low-skilled enabling services , global innovator services. Of these groups, social services accounted for three-fourths of employment growth in the services sector between 2017–2022. These services also experienced relatively high rates of labor productivity growth, which was largely driven by higher public spending on wages and salaries.
