Abstract
Droughts are increasingly cited as a driver of urbanization across Sub-Saharan Africa, yet little is known about the role they play in shaping the spatial expansion of cities. Combining satellite imagery on built- up areas with climatic data for 1984–2015, this study empirically examines whether and to what extent droughts influence the spatial expansion of African cities. It further investigates the heterogeneity of these effects across cities and countries. The findings indicate that extreme droughts significantly accelerate the built-up growth rate of cities, while more frequent but less severe droughts have negligible impacts. Importantly, these effects are strongly differentiated across cities. The 1 percent most extreme droughts boost the average speed at which new settlements emerge in the surroundings of a country's largest city by 75 percent, yet they do not alter the expansion of smaller cities and towns. These drought-induced effects intensify the sprawl of the largest cities and bear important policy implications. Extreme droughts put additional pressure on the largest and often overcrowded cities, potentially deepening congestion effects. They also contribute to exacerbating the speed at which cities expand in flood-prone areas, thereby magnifying urban flood risk. As the climate changes, the frequency of both extreme droughts and extreme rainfall events is projected to increase across the region, aggravating the likelihood of future drought-induced expansions of the largest cities and worsening urban flood risk prospects. These findings call for urgent and tailored risk reduction measures in both cities and rural areas.

Publication The Asymmetric Bank Distress Amplifier of Recessions(Washington, DC: World Bank, 2025-07-11)One defining feature of financial crises, evident in U.S. and international data, is asymmetric bank distress—concentrated losses on a subset of banks. This paper proposes a model in which shocks to borrowers’ productivity dispersion lead to asymmetric bank losses. The framework exhibits a “bank distress amplifier,” exacerbating economic downturns by causing costly bank failures and raising uncertainty about the solvency of banks, thereby pushing banks to deleverage. Quantitative analysis shows that the bank distress amplifier doubles investment decline and increases the spread by 2.5 times during the Great Recession compared to a standard financial accelerator model. The mechanism helps explain how a seemingly small shock can sometimes trigger a large crisis.Publication From Tailwinds to Headwinds(Washington, DC: World Bank, 2025-07-10)The first quarter of the twenty-first century has been transformative for emerging market and developing economies (EMDEs). These economies now account for about 45 percent of global GDP, up from about 25 percent in 2000, a trend driven by robust collective growth in the three largest EMDEs—China, India, and Brazil (the EM3). Collectively, EMDEs have contributed about 60 percent of annual global growth since 2000, on average, double the share during the 1990s. Their ascendance was powered by swift global trade and financial integration, especially during the first decade of the century. Interdependence among these economies has also increased markedly. Today, nearly half of goods exports from EMDEs go to other EMDEs, compared to one-quarter in 2000. As cross-border linkages have strengthened, business cycles among EMDEs and between EMDEs and advanced economies have become more synchronized, and a distinct EMDE business cycle has emerged. Cross-border business cycle spillovers from the EM3 to other EMDEs are sizable, at about half of the magnitude of spillovers from the largest advanced economies (the United States, the euro area, and Japan). Yet EMDEs confront a host of headwinds at the turn of the second quarter of the century. Progress implementing structural reforms in many of these economies has stalled. Globally, protectionist measures and geopolitical fragmentation have risen sharply. High debt burdens, demographic shifts, and the rising costs of climate change weigh on economic prospects. A successful policy approach to accelerate growth and development should focus on boosting investment and productivity, navigating a difficult external environment, and enhancing macroeconomic stability.Publication Intergenerational Income Mobility around the World(Washington, DC: World Bank, 2025-07-09)This paper introduces a new global database with estimates of intergenerational income mobility for 87 countries, covering 84 percent of the world’s population. This marks a notable expansion of the cross-country evidence base on income mobility, particularly among low- and middle-income countries. The estimates indicate that the negative association between income mobility and inequality (known as the Great Gatsby Curve) continues to hold across this wider range of countries. The database also reveals a positive association between income mobility and national income per capita, suggesting that countries achieve higher levels of intergenerational mobility as they grow richer.Publication The Macroeconomic Implications of Climate Change Impacts and Adaptation Options(Washington, DC: World Bank, 2025-05-29)Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.Publication Global Poverty Revisited Using 2021 PPPs and New Data on Consumption(Washington, DC: World Bank, 2025-06-05)Recent improvements in survey methodologies have increased measured consumption in many low- and lower-middle-income countries that now collect a more comprehensive measure of household consumption. Faced with such methodological changes, countries have frequently revised upward their national poverty lines to make them appropriate for the new measures of consumption. This in turn affects the World Bank’s global poverty lines when they are periodically revised. The international poverty line, which is based on the typical poverty line in low-income countries, increases by around 40 percent to $3.00 when the more recent national poverty lines as well as the 2021 purchasing power parities are incorporated. The net impact of the changes in international prices, the poverty line, and new survey data (including new data for India) is an increase in global extreme poverty by some 125 million people in 2022, and a significant shift of poverty away from South Asia and toward Sub-Saharan Africa. The changes at higher poverty lines, which are more relevant to middle-income countries, are mixed.

Publication Sierra Leone Disaster Risk Management Diagnostic Note(World Bank, Washington, DC, 2020)Sierra Leone is prone to natural hazards such as floods, landslides, tropical storms, coastal erosion, and droughts that cause severe economic damage and loss of lives with disproportionate effects on the poorest and most vulnerable. Climate change and underlying socioeconomic factors, such as the increase in urban population exposed to disasters, poverty, and low levels of economic development will most likely aggravate the impact of adverse natural events in the future. These further strains the coping capacity of Sierra Leone as a country which is still recovering from the Ebola outbreak of 2014-2016 and the current Coronavirus (COVID-19) pandemic. Epidemics and other health-related risks including cholera and dengue fever outbreaks in the aftermath of floods are another key concern, as evidenced by the fact that between 1980 and 2010, epidemics were the deadliest hazard in Sierra Leone, responsible for deaths due to disasters. This diagnostic note focuses on the disaster risk management in Sierra Leone as of 2020.Publication Struggling with the Rain(World Bank, Washington, DC, 2023-06-15)Weather-related shocks and climate variability contribute to hampering progress toward poverty reduction in Sub-Saharan Africa. Droughts have a direct impact on weather-dependent livelihood means and the potential to affect key dimensions of households’ welfare, including food consumption. Yet, the ability to forecast food insecurity for intervention planning remains limited and current approaches mainly rely on qualitative methods. This paper incorporates microeconomic estimates of the effect of the rainy season quality on food consumption into a catastrophe risk modeling approach to develop a novel framework for early forecasting of food insecurity at sub-national levels. The model relies on three usual components of catastrophe risk models that are adapted for estimation of the impact of rainy season quality on food insecurity: natural hazards, households’ vulnerability and exposure. The paper applies this framework in the context of rural Mauritania and optimizes the model calibration with a machine learning procedure. The model can produce fairly accurate lean season food insecurity predictions very early on in the agricultural season (October-November), that is six to eight months ahead of the lean season. Comparisons of model predictions with survey-based estimates yield a mean absolute error of 1.2 percentage points at the national level and a high degree of correlation at the regional level (0.84).Publication Quantitative Analysis of the Impact of Floods in Bolivia(World Bank, Washington, DC, 2017-12)Bolivia’s primary natural hazards - such as droughts, frost, severe rains, and hailstorms - are largely hydrometeorological in nature, and include phenomena derived from these, such as floods and landslides. Given their frequency and the proportion of the population exposed to them, floods cause significant economic losses primarily affecting infrastructure, agricultural, and livestock production. Given this context, disaster risk management has been a priority in the agenda of the Government of Bolivia, which has achieved significant progress in establishing a regulatory and institutional framework for this purpose. This study analyzes various indexes commonly used in economic literature to represent flood impacts. The results show that different indexes are consistent across the different characterizations, and point to a significant negative effect of excessive precipitation, intense rainfall, and river overflow, on both per capita income and household poverty. The study is divided into four sections. The first section describes the three indexes used in the study, the information used to calibrate them, and how their values are calculated. The second section describes the methodology used to assess floods imparts on household income and poverty. The third section describes the results for different variants of the indexes and includes a comparison of the predictions of each in different scenarios. The last section shows the main conclusions of the study.Publication Climate Change and Sea Level Rise : A Review of the Scientific Evidence(World Bank, Washington, DC, 2009-05)Sea-level rise (SLR) due to climate change is a serious global threat: the scientific evidence is now overwhelming. The rate of global sea level rise was faster from 1993 to 2003, about 3.1 mm per year, as compared to the average rate of 1.8 mm per year from 1961 to 2003 (IPCC, 2007); and significantly higher than the average rate of 0.1 to 0.2 mm/yr increase recorded by geological data over the last 3,000 years. Anthropogenic warming and SLR will continue for centuries due to the time scales associated with climate processes and feedbacks, even if greenhouse gas concentrations were to be stabilized. This paper reviews the scientific literature to date on climate change and sea level rise. There appears to be a consensus across studies that global sea level is projected to rise during the 21st century at a greater rate than during the period 1961 to 2003 and unanimous agreement that SLR will not be geographically uniform. Ocean thermal expansion is projected to contribute significantly, and land ice will increasingly lose mass at an accelerated rate. But most controversial are the mass balance loss estimates of the Greenland and Antarctic Ice Sheets and what the yet un-quantified dynamic processes will imply in terms of SLR. Recent evidence on the vulnerability of Greenland and west Antarctic ice sheets to climate warming raises the alarming possibility of SLR by one meter or more by the end of the 21st century.Publication Weathering Storms(World Bank, Washington, DC, 2016-06)In the past decades, natural disasters have caused substantial human and economic losses in Central America, with strong adverse impacts on gross domestic product per capita, income, and poverty reduction. This study provides a regional perspective on the impact of hurricane windstorms on socioeconomic measures in the short term. Apart from modeling the socioeconomic impact at the macro and micro levels, the study incorporates and juxtaposes data from a hurricane windstorm model categorizing three hurricane damage indexes, which lends a higher level of detail, nuance, and therefore accuracy and comprehensiveness to the study. One standard deviation in the intensity of a hurricane windstorm leads to a decrease in growth of total per capita gross domestic product of between 0.9 and 1.6 percent, and a decrease in total income and labor income by 3 percent, which in turn increases moderate and extreme poverty by 1.5 percentage points. These results demonstrate the causal relationship between hurricane windstorm impacts and poverty in Central America, producing regional evidence that could improve targeting of disaster risk management policies toward those most impacted and thus whose needs are greatest.

Every year, about 41 million people die due to NCDs. This makes up about 74 percent of all deaths globally, the majority of which are in low- and middle-income countries (LMICs). Countless more people live with NCDs every day. Yet, NCDs are largely treatable and preventable. The risk of developing NCDs and deaths from them can both be lowered with appropriate attention to prevention and treatment. However, weak health systems and limited access to affordable care and information, especially in LMICs, contribute to lapses in seeking and receiving appropriate and timely care. This compendium is a compilation of 18 chapters, each exploring a different but related topic in the nexus of NCDs, human capital, and productivity. It is based on a series of analytical work taken up by the World Bank to support the Healthy Longevity Initiative (HLI) - a collaborative effort between the World Bank, the University of Toronto, and key academic and development partners including the Harvard University and the University of Washington. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Poverty, Prosperity, and Planet Report 2024(Washington, DC: World Bank, 2024-10-15)The Poverty, Prosperity, and Planet Report 2024 is the latest edition of the series formerly known as Poverty and Shared Prosperity. The report emphasizes that reducing poverty and increasing shared prosperity must be achieved in ways that do not come at unacceptably high costs to the environment. The current “polycrisis”—where the multiple crises of slow economic growth, increased fragility, climate risks, and heightened uncertainty have come together at the same time—makes national development strategies and international cooperation difficult. Offering the first post-Coronavirus (COVID)-19 pandemic assessment of global progress on this interlinked agenda, the report finds that global poverty reduction has resumed but at a pace slower than before the COVID-19 crisis. Nearly 700 million people worldwide live in extreme poverty with less than US$2.15 per person per day. Progress has essentially plateaued amid lower economic growth and the impacts of COVID-19 and other crises. Today, extreme poverty is concentrated mostly in Sub-Saharan Africa and fragile settings. At a higher standard more typical of upper-middle-income countries—US$6.85 per person per day—almost one-half of the world is living in poverty. The report also provides evidence that the number of countries that have high levels of income inequality has declined considerably during the past two decades, but the pace of improvements in shared prosperity has slowed, and that inequality remains high in Latin America and the Caribbean and Sub-Saharan Africa. Worldwide, people’s incomes today would need to increase fivefold on average to reach a minimum prosperity threshold of US$25 per person per day. Where there has been progress in poverty reduction and shared prosperity, there is evidence of an increasing ability of countries to manage natural hazards, but climate risks are significantly higher in the poorest settings. Nearly one in five people globally is at risk of experiencing welfare losses due to an extreme weather event from which they will struggle to recover. The interconnected issues of climate change and poverty call for a united and inclusive effort from the global community. Development cooperation stakeholders—from governments, nongovernmental organizations, and the private sector to communities and citizens acting locally in every corner of the globe—hold pivotal roles in promoting fair and sustainable transitions. By emphasizing strategies that yield multiple benefits and diligently monitoring and addressing trade-offs, we can strive toward a future that is prosperous, equitable, and resilient.
