Abstract
Weather-related shocks and climate variability contribute to hampering progress toward poverty reduction in Sub-Saharan Africa. Droughts have a direct impact on weather-dependent livelihood means and the potential to affect key dimensions of households’ welfare, including food consumption. Yet, the ability to forecast food insecurity for intervention planning remains limited and current approaches mainly rely on qualitative methods. This paper incorporates microeconomic estimates of the effect of the rainy season quality on food consumption into a catastrophe risk modeling approach to develop a novel framework for early forecasting of food insecurity at sub-national levels. The model relies on three usual components of catastrophe risk models that are adapted for estimation of the impact of rainy season quality on food insecurity: natural hazards, households’ vulnerability and exposure. The paper applies this framework in the context of rural Mauritania and optimizes the model calibration with a machine learning procedure. The model can produce fairly accurate lean season food insecurity predictions very early on in the agricultural season (October-November), that is six to eight months ahead of the lean season. Comparisons of model predictions with survey-based estimates yield a mean absolute error of 1.2 percentage points at the national level and a high degree of correlation at the regional level (0.84).

Publication Economic of Adaptation to Climate Change : Bangladesh, Volume 1. Main Report(Washington, DC, 2010)Bangladesh is one of the most vulnerable countries in the world to climate risks. Two-thirds of the nation is less than 5 meters above sea level and is susceptible to river and rainwater flooding, particularly during the monsoon. The Bangladesh Climate Change Strategy and Action Plan (BCCSAP), adopted by the government of Bangladesh in 2009, seek to guide activities and programs related to climate change in Bangladesh. Until the past few years, climatic risks have been poorly reflected in national policies and programs Bangladesh. The objective of this study is to help decision makers in Bangladesh to better understand and assess the risks posed by climate change and to better design strategies to adapt to climate change. The study takes as its starting point the BCCSAP. It builds upon and strengthens the analytical models and quantitative assessment tools already in use in Bangladesh in support of the research and knowledge management theme of BCCSAP. The scope of this study is more limited than the BCCSAP, so the reported costs represent a lower bound on the total adaptation costs in Bangladesh. The study was developed in four discrete and somewhat independent components with varying degrees of analytical depth and quantification.Publication Building Resilience : Integrating Climate and Disaster Risk into Development(Washington, DC, 2013-11)This report presents the World Bank Group's experience in climate and disaster resilient development and contends that it is essential to eliminate extreme poverty and achieve shared prosperity by 2030. The report argues for closer collaboration between the climate resilience and disaster risk management communities through the incorporation of climate and disaster resilience into broader development processes. Selected case studies are used to illustrate promising approaches, lessons learned, and remaining challenges all in contribution to the loss and damage discussions under the United Nations Framework Convention on Climate Change (UNFCCC). The introduction provides an overview of the UNFCCC and also introduces key concepts and definitions relevant to climate and disaster resilient development. Section two describes the impacts of globally increasing weather-related disasters in recent decades. Section three summarizes how the World Bank Group's goals to end extreme poverty and boost shared prosperity are expected to be affected by rising disaster losses in a changing climate. Section four discusses the issue of attribution in weather-related disasters, and the additional start-up costs involved in climate and disaster resilient development. Section five builds upon the processes and instruments developed by the climate resilience and the disaster risk management communities of practice to provide some early lessons learned in this increasingly merging field. Section six highlights case studies and emerging good practices in climate and disaster resilient development. Section seven concludes the report, summarizing key lessons learned and identifying potential gaps and avenues for future work.Publication Economics of Adaptation to Climate Change : Samoa(Washington, DC, 2010)Over the last two decades Samoa has suffered major damage from two cyclones in 1990-91, minor damage from a third cyclone in 2004, and an earthquake tsunami in 2009. Changes in the scale and impact of these types of natural disasters are likely to be important consequences of climate change for the country because the increases in sea level and in average sea surface temperatures will increase theintensity and damage from major storms. Other potential impacts are linked to changes in the weather patterns associated with El Niño Southern Oscillation (ENSO) events. The primary concern focuses on the impact on agriculture, especially in periods of lower precipitation following strong El Niño episodes.This study examines the consequences of an increase in average temperatures of up to 1°C by 2050 and up to 2.75°C by 2100 for the frequency and intensity of major cyclones that hit the islands. Estimates of the economic damage caused by storms in the past have been used to calibrate a damage function that yields an estimated increase in the expected value of economic damage as the peak wind speeds for storms with return periods of 10, 50, or 100 years rise over time. In this framework the key element of adaptation is to ensure that buildings and other assets are designed to standards that enable them to cope with the greater wind stresses and more intense precipitation associated with worse storms.Publication Advancing Disaster Risk Financing and Insurance in ASEAN Member States : Framework and Options for Implementation, Volume 2. Technical Appendices(Washington, DC, 2012-04)This report is part of a project being jointly conducted by the World Bank, the Global Facility for Disaster Reduction and Recovery (GFDRR), the Association of Southeast Asian Nations (ASEAN) Secretariat, and United Nations International Strategy for Disaster Reduction (UNISDR). It aims to provide capacity building on disaster risk financing and insurance (DRFI) in ASEAN Member States. DRFI is a relatively new topic and, therefore, training and capacity building of local stakeholders is essential. Governments must understand the benefits and the limitations of disaster risk financing and insurance as part of their comprehensive Disaster Risk Management (DRM) strategies. This report presents main findings and recommendations on DRFI in the ASEAN region. Following the World Bank disaster risk financing and insurance framework, it consists of five chapters, including this introduction. Chapter two presents a preliminary economic and fiscal risk assessment of natural disasters in ASEAN Member States. Chapter three provides an overview of the fiscal management of natural disasters currently implemented by ASEAN Member States. Chapter four reviews the state of the private catastrophe insurance markets, including property catastrophe risk insurance, agricultural insurance, and disaster micro-insurance. Chapter five identifies five main recommendations for strengthening the long-term financial and fiscal resilience of ASEAN Member States against natural disasters, as part of their broader disaster risk management and climate change adaptation agendas.Publication Lesotho Post-Disaster Needs Assessment : Heavy Rains 2010-11(World Bank, Washington, DC, 2011)The Kingdom of Lesotho is a land-locked nation located in the Drakensberg mountain range in Southern Africa. The country has a total area of 30355 km² and in 2009 had an estimated population of nearly 2.1 million, with nominal per capita Gross Domestic Product (GDP) of US$ 1080 (in 2010). About 75 percent live in rural areas, often in scattered mountain villages, while most of the urban population lives in and around the capital Maseru and the surrounding low lands. The hazards that affect Lesotho are drought, snowfall, hailstorms, strong winds, localized floods, and early frost. Lesotho's vulnerability to these hazards is compounded by a number of other underlying factors, including high levels of poverty, particularly in rural areas where the scattered nature of settlements makes the provision of and access to social services difficult. The high HIV prevalence rate has resulted in the existence of vulnerable groups, particularly Orphans and Vulnerable Children (OVCs). This document describes the implementation of the Post Disaster Needs Assessment (PDNA) process, presents the findings of the assessment and makes initial recommendations for post-disaster recovery, reconstruction and risk reduction activities, to be considered by the Government.

Publication Tanzania Country Climate and Development Report(Washington, DC: World Bank Group, 2024-12-12)The Country Climate and Development Report (CCDR) for Tanzania identifies the impact of climate change on the country’s economy. The CCDR uses macroeconomic, climate, sectoral, institutional, and financial models to identify the economy’s exposure to climate risks and the opportunities to integrate climate action and development. High poverty levels and dependence on rainfed, low-productivity agriculture leaves Tanzania’s economy vulnerable to climate risks. By 2050, climate change could push an additional 2.6 million people in poverty and force up to 13 million Tanzanians to migrate internally. The CCDR presents how implementation of three multisectoral intervention areas could generate climate-positive, resilient, and inclusive growth in Tanzania by 2050. These are: integrating climate considerations when strengthening human capital and social protection; optimizing land and water use and management to boost agriculture and rural productivity, augment climate resilience, and lower greenhouses gas emissions; and prioritizing resilient and low-carbon transport, energy and digital infrastructure systems in urban areas and different sectors. The CCDR details governance arrangements for effective climate change action, presents investment needs, and describes options for mobilizing financing. Action is needed both to reduce vulnerabilities of Tanzania’s current economy and realize the country’s Vision 2050 goal of a more inclusive and sustainable growth trajectory. Targeted climate action could boost private investment and job creation, enabling Tanzania to meet its development objectives in the face of global risks. Wellfunctioning ecosystems and educated populations are requisites for sustainable wellbeing. These and other too-often-neglected ingredients of national wealth must be addressed if the development path is to be sustainable. The Changing Wealth of Nations 2021: Managing Assets for the Future provides the most comprehensive accounting of the wealth of nations, an in-depth analysis of the evolution of wealth, and pathways to build wealth for the future. This report—and the accompanying global database—firmly establishes comprehensive wealth as a measure of sustainability and a key component of country analytics. It expands the coverage of wealth accounts and improves our understanding of the quality of all assets, notably, natural capital. Wealth—the stock of produced, natural, and human capital—is measured as the sum of assets that yield a stream of benefits over time. Changes in the wealth of nations matter because they reflect the change in countries’ assets that underpin future income. Countries regularly track GDP as an indicator of their economic progress, but not wealth, and national wealth has a more direct and long-term impact on people’s lives. This report provides a new set of tools and analysis to help policy makers navigate risks and to guide collective action. Wealth accounts can be applied in macroeconomic analysis to areas of major policy concern such as climate change and natural resource management. This report can be used to look beyond GDP, to gauge nations’ economic well-being, and to promote sustainable prosperity.Publication Sourcebook on the Foundations of Social Protection Delivery Systems(Washington, DC: World Bank, 2020-07-30)The Sourcebook synthesizes real-world experiences and lessons learned of social protection delivery systems from around the world, with a particular focus on social and labor benefits and services. It takes a practical approach, seeking to address concrete “how-to” questions, including: How do countries deliver social protection benefits and services? How do they do so effectively and efficiently? How do they ensure dynamic inclusion, especially for the most vulnerable and needy? How do they promote better coordination and integration—not only among social protection programs but also programs in other parts of government? How can they meet the needs of their intended populations and provide a better client experience? "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
