Abstract
The CEMAC Economic Barometer is a semi-annual World Bank publication that presents a snapshot of recent developments and the economic outlook of the CEMAC region, followed by a brief assessment at the country level. It includes a focused technical section on a theme of regional relevance. This edition’s special topic provides policy options for the CEMAC countries to address challenges in the forestry sector, such as effectively designing fiscal instruments, improving forest governance, and increasing financial and technical support from the international community. It highlights how fiscal instruments can incentivize sustainable forestry and generate government revenue.

Publication India : Diagnostic Assessment of Select Environmental Challenges, Volume 2. Economic Growth and Environmental Sustainability, What Are the Tradeoffs?(Washington, DC, 2013-06-05)This report provides estimates of social and financial costs of environmental damage in India from three pollution damage categories: (i) urban air pollution, including particulate matter and lead; (ii) inadequate water supply, poor sanitation, and hygiene; (iii) indoor air pollution; and four natural resource damage categories: (a) agricultural damage from soil salinity, water logging, and soil erosion; (b) rangeland degradation; (c) deforestation; and (d) natural disasters. The estimates are based on a combination of Indian data from secondary sources and on the transfer of unit costs of pollution from a range of national and international studies. The quantification and monetary valuation of environmental damage involves many scientific disciplines including environmental, physical, and biological and health sciences, epidemiology, and environmental economics. Estimates of the costs of degradation are generally reported as a percent of conventional gross domestic product (GDP). This provides a useful estimate of the importance of environmental damages but it should not be interpreted that GDP will increase by a given percent if the degradation were to be reduced to zero. Any measures to reduce environmental degradation will have a cost and the additional cost goes up the greater is the reduction that is made. Hence a program to remove all degradation can well result in a lower GDP. This report provides a measure of the overall damage relative to a benchmark, in which all damages related to economic activity are eliminated. The report is structured as follows: section one provides a summary of estimated social and financial costs of environmental damage; section two focuses on urban air pollution; section three deals with water supply, sanitation, and hygiene; section four focuses on indoor air pollution; section five focuses on land degradation, crop production, and rangeland degradation; and section six deals with forest degradation.Publication Colombia - Country Note on Climate Change Aspects in Agriculture(Washington, DC, 2009-12)This country note briefly summarizes information relevant to both climate change and agriculture in Colombia, with focus on policy developments (including action plans and programs) and institutional make-up. Like most countries in Latin America, Colombia has submitted one national communication to the United Nations Framework Convention on Climate Change (UNFCCC) with a second one under preparation. Agriculture (including land use change and forestry) significantly contributes to total green house gas (GHG) emissions in the country. The emission reduction potential of the agricultural sector (including land use change and forestry) is significant and not yet sufficiently explored in the country. Colombia does not count with a single Clean Development Mechanism (CDM) projects in the agricultural sector. Agriculture is highly vulnerable to weather extremes, in particular on the Caribbean coast, where the threat of floods is prevalent. Reducing vulnerability to climate change is of utmost importance in the agricultural sector in Colombia, considering the role the sector plays in food security and livelihoods of rural populations.Publication Mexico - Country Note on Climate Change Aspects in Agriculture(Washington, DC, 2009-12)This country note briefly summarizes information relevant to both climate change and agriculture in Mexico, with focus on policy developments (including action plans and programs) and institutional make-up. Mexico is the only developing country to have submitted three national communications to the United Nations Framework Convention on Climate Change (UNFCCC), indicating strong commitment by the government for addressing climate change across sectors. Agriculture contributes little, in relative terms, to total green house gas (GHG) emissions and the emission reduction potential in the sector is small and primarily focused on methane reduction, though more diversified carbon trading opportunities can be pursued. Agriculture is highly vulnerable to weather extremes, in particular in the Northern parts of the country, where water scarcity is an issue, or the Southern parts of the country, where tropical storms caused extensive damage to crop and livestock production. Reducing vulnerability to climate change is of utmost importance in the agricultural sector in Mexico, considering the role the sector plays in food security and livelihoods of rural populations.Publication Green Growth Opportunities for Bhutan(Washington, DC, 2014-08)Bhutan has recently made significant progress in sustaining economic growth and reducing poverty. In 2012, average per capita household income was somewhat under USD 2,400/year (Living Standards Measurement Surveys 2012). Growth has averaged around 9 percent per annum over the past decade and is expected to be on the order of 8 percent per annum over the next five years. According to the 2012 Bhutan Poverty Analysis, 12 percent of the population are what is known as consumption poor , half the number as compared to 2007. Furthermore, extreme poverty defined as less than $1.25/day in PPP terms has fallen to only 2 percent of the total population. Bhutan has virtually eliminated extreme poverty within the living memory of one generation. Bhutan s population remains rural to a significant extent. According to a 2005 population census, 69 percent of the population lived in rural areas. And there remain significant income differences between urban and rural areas; average per capita household income in rural areas is estimated to be 28,000 Nu against 80,000 Nu in urban areas. There is, though, significant ongoing migration to population centers in search of increased opportunities. The 2005 urban population share of 31 percent of total population represents a substantial increase from only 5 percent in 1995.Publication Biodiversity, Ecosystem Services, and Climate Change : The Economic Problem(Washington, DC, 2010-11)Climate change is both a cause and an effect of biodiversity change. Along with anthropogenic dispersion, climate change is the main driver of change in the geographical distribution of both beneficial and harmful species, crops, livestock, harvested wild species, pests, predators and pathogens. And the capacity of ecosystems to adapt to climate change depends on the diversity of species they currently support. This paper considers the connection between climate, biodiversity and ecosystem services. The impact of climate change on human wellbeing is measured by the change in ecosystem services caused by climate related change in biodiversity. Similarly, the role of species richness and abundance in climate change mitigation or adaptation is measured by the change in the climate-related services of biodiversity. The categories of ecosystem services are those applied in the millennium ecosystem assessment. The paper first considers how climate and biodiversity have been linked in recent attempts to link the two things. From the side of the natural sciences, this covers the consequences of climate change for various dimensions of biodiversity. From the side of the social sciences, it covers the value of biodiversity in the carbon cycle. It then uses insights from the economic treatment of the relation between biodiversity and ecosystem services to re-evaluate the connection between biodiversity and climate change, and to draw conclusions for climate policy.

Publication Zimbabwe(World Bank, Washington, DC, 2019-03-01)This report presents an assessment of Zimbabwe’s agriculture sector disaster risk and management capacity. The findings indicate that Zimbabwe is highly exposed to agricultural risks and has limited capacity to manage risk at various levels. The report shows that disaster-related shocks along Zimbabwe’s agricultural supply chains directly translate to volatility in agricultural GDP. Such shocks have a substantial impact on economic growth, food security, and fiscal balance. When catastrophic disasters occur, the economy absorbs the shocks, without benefiting from any instruments that transfer the risk to markets and coping ability. The increasing prevalence of ‘shock recovery-shock’ cycles impairs Zimbabwe’s ability to plan and pursue a sustainable development path. The findings presented here confirm that it is highly pertinent for Zimbabwe to strengthen the capacity to manage risk at various levels, from the smallholder farmer, to other participants along the supply chain, to consumers (who require a reliable, safe food supply), and ultimately to the government to manage natural disasters. The assessment provides the following evidence on sources of risks and plausible risk management solutions. It is our hope that the report contributes to action by the Government of Zimbabwe to adopt a proactive and integrated risk management strategy appropriate to the current structure of the agricultural sector.Publication World Development Report 2019(Washington, DC: World Bank, 2019)Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.Publication Ten Steps to a Results-Based Monitoring and Evaluation System : A Handbook for Development Practitioners(Washington, DC: World Bank, 2004)An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, Non-governmental Organizations (NGOs), civil society, international organizations, and donors are among the stakeholders interested in better performance. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programs, and projects. This handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a 'readiness assessment' and take the practitioner through the design, management, and importantly, the sustainability of such systems. The handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way.Publication Supporting Youth at Risk(World Bank, Washington, DC, 2008)The World Bank has produced this policy Toolkit in response to a growing demand from our government clients and partners for advice on how to create and implement effective policies for at-risk youth. The author has highlighted 22 policies (six core policies, nine promising policies, and seven general policies) that have been effective in addressing the following five key risk areas for young people around the world: (i) youth unemployment, underemployment, and lack of formal sector employment; (ii) early school leaving; (iii) risky sexual behavior leading to early childbearing and HIV/AIDS; (iv) crime and violence; and (v) substance abuse. The objective of this Toolkit is to serve as a practical guide for policy makers in middle-income countries as well as professionals working within the area of youth development on how to develop and implement an effective policy portfolio to foster healthy and positive youth development.Publication The Power of Survey Design : A User's Guide for Managing Surveys, Interpreting Results, and Influencing Respondents(Washington, DC: World Bank, 2006)The vast majority of data used for economic research, analysis, and policy design comes from surveys-surveys of households, firms, schools, hospitals, and market participants, and, the accuracy of the estimate will depend on how well the survey is done. This innovative book is both a 'how-to' go about carrying out high-quality surveys, especially in the challenging environment of developing countries, and a 'user's guide' for anyone who uses statistical data. Reading this book will provide data users with a wealth of insight into what kinds of problems, or biases to look for in different data sources, based on the underlying survey approaches that were used to generate the data. In that sense the book is an invaluable 'skeptics guide to data'. Yet, the broad storyline of the book is something that should be absorbed by statistical data users. The book will teach and show how difficult it often is to obtain reliable estimates of important social and economic facts, and, therefore encourages you to approach all estimates with sensible caution.
