Abstract
The World Bank Group (WBG), in collaboration with the Government of Bihar, is implementing a government-to-person (G2P) health payments project with co-funding from the Bill and Melinda Gates Foundation (BMGF). The timeliness and integrity of these monetary incentives are key to their effectiveness. In late 2009, WBG began discussions with the State Health Society of Bihar (SHSB) and BMGF about delays and inefficiencies related to conditional incentive payments to health program beneficiaries and health workers. On the basis of those initial discussions, WBG conducted a diagnostic with SHSB on health payments in Bihar in 2010-11. WBG found that health programs in Bihar experienced significant delays (ranging from two months to two years) in making incentive payments and that health officials spent nearly 30 percent of their time administering payments instead of providing health care services. To address those challenges, WBG recommended that SHSB modernize its health payment system by: (a) automating the calculation, verification, and recording of payments; (b) enabling centralized payment processing; and (c) making payments using electronic funds transfers directly into beneficiary bank accounts.

It shows that developing e-leadership institutions is a long-term process, fraught with uncertainties, but a process that remains at the heart of implementing ICT-enabled development strategies. It focuses on improving governance and the delivery of public services, bridging economic divides, promoting social inclusion, and drastically cutting transaction costs across the economy. It seeks to exploit new sources of growth, employment, and competitiveness by promoting the ICT and IT-enabled services industries and the use of ICT by small enterprises to network and compete. This book draws on the experience of Sri Lanka to explore what is involved in moving from vision to implementation of a comprehensive e-development strategy-the e-Sri Lanka program. The focus is on building local e-leadership institutions to drive this process and leveraging ICT to transform government and empower communities through e-government and e-society. Finally, to allow sound selection and management of projects, particularly in a national context, it is critical that the program be free from pressure by government, private companies, or others that may seek to use the program to exercise their influence.Publication Republic of Tunisia : Information and Communications Technology Contribution to Growth and Employment Generation, Volume 1. Policy Note(Washington, DC, 2002-03)This policy note is the first of two volumes, drafted in conjunction with a more detailed technical report. It was prepared in response to a request by the Government of Tunisia for Bank assistance to formulate an ICT development strategy, in accordance with the targets set in the Government of Tunisia's 10th development plan. The policy note highlights current constraints to ICT sector development and proposes measures to eliminate them. It should be read in conjunction with the broader strategy report (volume two: technical report), which contains complementary data and technical information. The Government objectives were conveyed to the World Bank team in May 2001. The strategy is aimed at bolstering the country's emerging ICT sector and maximizing its ability to compete in local, regional, and global markets. In this context, the major objectives of the ICT strategy are to: (a) maximize the ICT contribution to growth and employment generation; (b) position Tunisia in the global ICT market; and (c) integrate ICT into the Tunisian economy. Indirect issues of the ICT impact on productivity and competitiveness are marginally treated in this note. The report compares the state of ICT development in Tunisia that of other economies, taking into account Tunisia's relative strengths and weaknesses in developing a competitive and robust ICT industry. The report outlines the pillars of a strategy and specifies measures to be implemented by the Government, the private sector, and other stakeholders.Publication Czech Republic Report on an Integrated Revenue Administration, Volume 2(Washington, DC, 2008-06)The Czech authorities invited the World Bank to provide an independent evaluation of the Government's draft plan for the merger of the Tax and Customs Administrations, and with an eye on the eventual integration of the collection of social contributions into a newly created revenue authority. In Volume I of this report, we present a preliminary examination of the Government's draft plan for tax and customs merger. Volume II does a preliminary assessment of the issues relating to integrating collection of social contributions within the tax administration.The assessment of the Government's plan in this report is intended to assist the Government in taking a more informed decision on this issue based on lessons learned from international experience. Integration and fundamental reforms are complex processes and require adequate time, financial resources and careful management of the change process itself in order to be successful. In the report, we have pointed out the key challenges and risks and how these can be overcome. We have flagged the major issues that the Government must consider, and highlighted the challenges that the Government must be aware of when designing the establishment of a modern, unified revenue administration. We have recommended a medium term strategy that will take into consideration the key issues and concerns.Publication Enhancing the Livelihoods of the Rural Poor through ICT - A Knowledge Map(World Bank, Washington, DC, 2008-06)The major objective of the study was to come up with illustrative success stories as well as failures to give lessons on ICT interventions in the area of rural livelihoods and their impact in Tanzania. The key issues addressed in this study were: 1) common ICTs used by the rural poor in Tanzania; 2) which ICTs are regarded as attractive by different groups and why; 3) the use of ICTs by different age cohorts as part of their livelihoods strategies; 4) the role of ICTs in influencing the livelihoods of the poor; 5) what effects, if any, does use of these resources have on vulnerability, livelihoods and value of assets; and 6) whether or not ICT services can be improved in relation to their usage and effects. The study also made a comparative analysis of the use of ICTs by different groups based on age, location, gender and ethnicity. This study was conducted for a period of four months from October 2006 to January 2007, in three different districts (Bagamoyo, Moshi Rural and Njombe). The findings from this study reveal that ICTs commonly used by the rural poor in the selected districts are radio, mobile phone and TV. Development of ICTs is a result of a number of interventions by government, NGOs, development partners and the private sector, and this has impacted on the livelihoods of the rural poor. Survey results confirmed this by revealing that ICTs contributed to improving rural livelihoods through improved businesses (17%), increased access to education (3%), ease of communications (50%) and increased access to key information (30%). The output of this study is expected to inform policymakers as well as other stakeholders, such as development partners, civil society and the private sector, on how ICTs can be adapted to help improve the livelihoods of poor individuals, families and communities in rural areas and increase their income opportunities and/or livelihood sources, thereby improving their chances of escaping from persistent poverty. It also documents what has already been implemented in Tanzania as far as ICTs and rural livelihoods are concerned, and the pertinent gaps in terms of improving the livelihoods of the rural poor by using ICT tools.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Making Procurement Work Better – An Evaluation of the World Bank’s Procurement System(Washington, DC: World Bank, 2024-12-06)This evaluation assesses the results, successes, and challenges of the World Bank 2016 procurement reform. Procurements acquire the works, goods, and services necessary to achieve the World Bank’s project development outcomes. The World Bank’s procurement processes must ensure that clients get the best value for every development dollar. In 2016, the World Bank reformed its procurement system for Investment Project Financing and launched a new procurement framework aimed at enhancing the Bank’s development effectiveness through better procurement. The reform sought to reduce procurement bottlenecks impeding project performance and modernize procurement systems. It emphasized cutting edge international good practice principles and was intended to be accompanied by procurement capacity strengthening to help client countries. This evaluation offers three recommendations to scale up reform implementation and enhance portfolio and project performance: (i) Improve change management support for the reform’s implementation. (ii) Strategically strengthen country-level procurement capacity. (iii) Consistently manage the full spectrum of procurement risks to maximize project success.Publication Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises(Washington, DC: World Bank Group, 2013-10-28)Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.
