Developing Socioemotional Skills for the Philippines' Labor Market

Abstract
While the Philippines has achieved remarkable progress in raising the education level of its labor force, the standard proxy for educational attainment—years of formal schooling—is increasingly inadequate as a measure of workforce skills. About one-third of employers report being unable to fill vacancies due to lack of applicants with the requisite skills. Most of these “missing skills” are socioemotional skills,” also known as “non-cognitive skills”, “soft skills” or “behavioral skills.” Emerging international evidence suggests that socioemotional skills are increasingly crucial to the types of jobs being created by the global economy. The following study presents new evidence from employer and household surveys on the role of socioemotional skills in the Philippine labor market. The analysis reveals that: • Two-thirds of employers report difficulty in finding workers with adequate work ethics or appropriate interpersonal and communications skills. Firm-based training increasingly focuses on socioemotional skills. • The more educated and employed workers tend to score higher on measures of grit, decision-making, agreeableness, and extroversion. • Socioemotional skills are associated with an increase in average daily earnings, in particular for women, young workers, less-educated workers, and those employed in the service sector. • Higher levels of socioemotional skills are also correlated with a greater probability of being employed, having completed secondary education, and pursuing tertiary education. Studies suggest that primary school is the optimal age for shaping socioemotional skills, but the Philippines’ elementary education curriculum devotes limited resources to their development. Schools continue to be judged solely by students’ performance in cognitive achievement tests, but not on soft-skills competencies, and teachers are not appropriately trained to foster the development of them. Finally, interventions targeting workers entering the labor force can also effectively bolster their socioemotional skills, complementing effects to improve labor-market information and vocational counseling.

    Democratic Republic of Congo Urbanization Review

    The Democratic Republic of Congo has the third largest urban population in sub-Saharan Africa (estimated at 43% in 2016) after South Africa and Nigeria. It is expected to grow at a rate of 4.1% per year, which corresponds to an additional 1 million residents moving to cities every year. If this trend continues, the urban population could double in just 15 years. Thus, with a population of 12 million and a growth rate of 5.1% per year, Kinshasa is poised to become the most populous city in Africa by 2030. Such strong urban growth comes with two main challenges – the need to make cities livable and inclusive by meeting the high demand for social services, infrastructure, education, health, and other basic services; and the need to make cities more productive by addressing the lack of concentrated economic activity. The Urbanization Review of the Democratic Republic of Congo argues that the country is urbanizing at different rates and identifies five regions (East, South, Central, West and Congo Basin) that present specific challenges and opportunities. The Urbanization Review proposes policy options based on three sets of instruments, known as the three 'I's – Institutions, Infrastructures and Interventions – to help each region respond to its specific needs while reaping the benefits of economic agglomeration The Democratic Republic of the Congo is at a crossroads. The recent decline in commodity prices could constitute an opportunity for the country to diversify its economy and invest in the manufacturing sector. Now is an opportune time for Congolese decision-makers to invest in cities that can lead the country's structural transformation and facilitate greater integration with African and global markets. Such action would position the country well on the path to emergence.

    An Investment Framework for Nutrition

    The report estimates the costs, impacts and financing scenarios to achieve the World Health Assembly global nutrition targets for stunting, anemia in women, exclusive breastfeeding and the scaling up of the treatment of severe wasting among young children. To reach these four targets, the world needs $70 billion over 10 years to invest in high-impact nutrition-specific interventions. This investment would have enormous benefits: 65 million cases of stunting and 265 million cases of anemia in women would be prevented in 2025 as compared with the 2015 baseline. In addition, at least 91 million more children would be treated for severe wasting and 105 million additional babies would be exclusively breastfed during the first six months of life over 10 years. Altogether, achieving these targets would avert at least 3.7 million child deaths. Every dollar invested in this package of interventions would yield between $4 and $35 in economic returns, making investing in early nutrition one of the best value-for-money development actions. Although some of the targets—especially those for reducing stunting in children and anemia in women—are ambitious and will require concerted efforts in financing, scale-up, and sustained commitment, recent experience from several countries suggests that meeting these targets is feasible. These investments in the critical 1000 day window of early childhood are inalienable and portable and will pay lifelong dividends – not only for children directly affected but also for us all in the form of more robust societies – that will drive future economies.

    Options for Aged Care in China

    China is aging at an unprecedented rate. Improvements in life expectancy and the consequences of the decades-old family planning policy have led to a rapid increase in the elderly population. According to the United Nations World Population Prospects, the proportion of older people age 65 and over will increase by about one-fourth by 2030, and the elderly will account for about one quarter of the total population by 2050. Population aging will not only pose challenges for elder care but also have an impact on the economy and all aspects of society (World Bank, 2016a). The government is aware of the need to develop an efficient and sustainable approach to aged care. To this end, the General Office of the State Council issued the 12th Five-Year Plan for the Development of Aged Care Services in China and the Development Plan for a System of Social Services for the Aged (2011-2015). It is now in the process of formulating the 13th Five-Year National Plan on Aging, which will further elaborate and finalize the reform roadmap for 2016 to 2020. The Plan is expected to be finalized and launched by June 2016. The National Development and Reform Commission (NDRC) helped draft these plans and is now leading the development of policy measures for the provision of social services for the elderly. This volume has been prepared to support the translation of the broad ideas on aged care provision expressed in the 12th and 13th Five-Year Plans and other government plans into reality and to help the government tackle the challenges described above. It strives to identify a policy framework that fits the Chinese context and can be put in place gradually. Specifically, it aims to provide an up-to-date understanding of the evolving aged care landscape in China; review international experiences in long-term care provision, financing, and quality assurance and assess their relevance to China’s current situation; discuss implications of current developments and trends for the future of aged care in China; and propose policy options based on available evidence and best practices.

    Transforming Karachi into a Livable and Competitive Megacity

    With a population of 16 million, Karachi is the largest megacity in Pakistan. Despite being a large city that is home to many, it has seen a substantial decline in quality of life and economic competitiveness in recent decades. Basic service delivery is very poor, with very low indicators for water supply, sanitation, public transport and public spaces. Pollution levels are high, and the city is vulnerable to disasters and climate change. A highly complex political economy, institutional fragmentation, land contestation, crime and security issues and social exclusion exacerbate these issues and make city management challenging. The Karachi City Diagnostic and Transformation Strategy attempts to present detailed data on the economy, livability and key urban services of the city, by identifying and quantifying the requirements to bridge the services gap in the city. It also proposes pathways towards the transformation of Karachi into a more livable, inclusive and economically competitive city by outlining policy actions that the city can undertake. The first part of the report provides an in-depth review of Karachi and is organized into three themes focused on key aspects of city management: (i) city growth and prosperity – discussing city economy, competitiveness, business environment and poverty; (ii) city livability – discussing urban and spatial planning, urban governance and municipal service delivery (water and sanitation, public transport and solid waste); and (iii) sustainability and inclusiveness – discussing the city’s long term resilience based on fiscal management, disaster resilience and climate change, and social inclusion. In each section, a diagnostic is provided on the issues, along with possible prioritized actions to resolve them. The second part of the report concludes by identifying four pillars for city transformation. These include: (i) building inclusive, coordinated and accountable institutions; (ii) greening Karachi for sustainability and resilience; (iii) leveraging on the city's economic, social and environmental assets; and (iv) creating a smart city through smart policies and technology.

    Adults’ Cognitive and Socioemotional Skills and their Labor Market Outcomes in Colombia

    Previous research has shown that people with higher cognitive skills (mental abilities) and socioemotional skills (behaviors and personality) get better labor market outcomes. It is unclear, however, if this conclusion applies to low- and middle-income countries, given that existing literature builds on studies that are dominantly about highincome countries. In this paper, we explore how cognitive and socioemotional skills of adults, ages 15–64, relate to their labor market outcomes in the context of Colombia. Controlling for a range of confounding factors in a crosssectional survey, we do find that adults with higher skills also have better outcomes, while cognitive and socioemotional skills correlate with different ones and seemingly through different channels. Adults with higher cognitive skills have better jobs (with higher earnings, more formal, and highskilled) and are more likely to complete tertiary education. Socioemotional skills correlate more modestly with having a better job but more strongly with labor market participation and tertiary-education completion. Results suggest that adults with both cognitive and socioemotional skills tend to do better in the labor market and that policies boosting the development of both types may be beneficial in Colombia.

    Skills for the Labor Market in the Philippines

    This book investigates trends in skills demand and supply over the past two decades for insights into ways to build (and use) the critical skills needed to sustain competitiveness of the Philippine economy. Part one of the book investigates trends in demand for skills in the country overall and by sectors, explores its possible determinants, and attempts to identify emerging skills gaps. Part two turns to the analysis of the supply of skills in the country with a focus on the ability of education and training to provide highly skilled labor, keeping workers' skills updated, and providing skills development opportunities for the unskilled. It explores employers' perceptions on the quality of institutions and provides detailed analysis of the main characteristics, outcomes, and challenges in four key (or growing) subsectors of the provision of skills in the country: higher education, postsecondary technical-vocational education, non-formal secondary education, and postemployment training. It concludes with a summary of policy recommendations.

    Botswana Labor Market Signals on Demand for Skills

    Botswana has an official unemployment rate of 17.8 percent. The low labor-intensity of growth is a potential explaining factor for this high level of unemployment. It is thus essential to analyze the role of education and training in the access to employment. This note finds that the role of education has changed under the effect of schooling expansion and persistent unemployment. Labor market institutions appear to have a limited impact on employment and wage levels, while the importance of active labor market programs is growing. This note aims to identify labor market signals that point to demand for specific current and future skills. The note seeks to answer the following questions: does the labor market place a higher premium on workers literacy and numeracy skills, technical skills, or behavioral skills?; is the labor market more in need of secondary or tertiary education graduates?; and will growing economic sectors (for example, tourism) benefit more by increasing the supply of sector-specific skills (for example, through specific training for tour guides and hospitality staff) or general skills (for example, through training of lawyers and accountants who can be absorbed in any sector of the economy)?.This note analyzes the following data and documentation to identify labor market signals in the Botswana economy: government economic growth and diversification strategies; general labor market data; and enterprise and employee surveys.

    Socio-Emotional Skills for Labor Market Outcomes in the Turkish Cypriot Community

    The labor market of the Turkish Cypriot community (TCc) is characterized by low participation and low employment rates, especially among youth. A series of World Bank reports on the Turkish Cypriot (TC) labor market and higher education sector between 2016 and 2019 found a mismatch between the skills generated by the higher education system in the TCc and those in demand in the labor market. Socio-emotional skills are critical determinants of whether youth can work towards achieving their aspirations in the course of their education, and whether they are likely to find and sustain employment over the longer term. When questioned about the labor supply, employers in the TCc pointed to a lack of technical, interpersonal and socio-emotional skills among TC youth and students; this, in turn, reduces their employability due to their low productivity and effectiveness in the workplace. This remainder of this report contains sections on experimental design, data and empirical strategy, implementation, results, discussion and conclusion.

    Pakistan Labor Market Study : Regulation, Job Creation, and Skills Formation in the Manufacturing Sector

    In an effort to improve employment outcomes and industrial productivity, the Government of Pakistan (GoP) has launched a dual-track reform process involving broad-based overhaul of labor laws and institutions, and expansion and reform of the Vocational and Technical Training (VTT) system. Labor market regulation and laws are useful economic and social institutions designed to protect workers from undesirable consequences of market failure such as arbitrary or discriminatory actions by employers. They also help stabilize employment and household incomes against aggregate business cycles and shocks. Labor regulation is also an important element of society's instruments for the provision of social security and the maintenance of health, safety, and environmental standards in economic activities. Labor regulation in Pakistan is excessive by international standards, as can be seen from data on a number of indicators of labor market flexibility. All things considered, Pakistani industry and workers will seem to be better off with a more flexible labor market. The report analyzes the existing labor laws and institutions, along with the new draft laws, from this point of view. It also provides a review of the current VTT system and changes for it.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    World Bank Reference Guide to Climate Change Framework Legislation

    Climate change is a grave threat to global development and shared prosperity. Its impacts are expected to intensify even as the world responds to the Coronavirus (COVID-19) crisis. The poor and most vulnerable will be the worst affected. Climate change poses particularly difficult challenges for policy makers. It demands action across all sectors of the economy and across all of society. Action to address climate change requires coordination among multiple governmental and nongovernmental stakeholders. The extended time frame over which climate change unfolds requires a capability to plan, implement, and sustain a credible commitment to increasingly ambitious policies over multiple political cycles. To address these challenges, countries need effective institutions. National framework legislation on climate change can help put these institutions in place. It can enshrine stable and ambitious targets, create mechanisms for realizing these targets, and ensure proper oversight and accountability. The authors hope the twelve key principles for framework legislation laid out in this guide will contribute to building back better by helping countries to lay a solid foundation for climate-smart development that creates new jobs and markets, boosts economic growth, and provides a safer, cleaner environment for all.

    Green growth, technology and innovation

    The paper explores existing patterns of green innovation and presents an overview of green innovation policies for developing countries. The key findings from the empirical analysis are: (1) frontier green innovations are concentrated in high-income countries, few in developing countries but growing; (2) the most technologically-sophisticated developing countries are emerging as significant innovators but limited to a few technology fields; (3) there is very little South-South collaboration; (4) there is potential for expanding green production and trade; and (5) there has been little base-of-pyramid green innovation to meet the needs of poor consumers, and it is too early to draw conclusions about its scalability. To promote green innovation, technology and environmental policies work best in tandem, focusing on three complementary areas: (1) to promote frontier innovation, it is advisable to limit local technology-push support to countries with sufficient technological capabilities -- but there is also a need to provide global technology-push support for base-of-pyramid and neglected technologies including through a pool of long-term, stable funds supported by demand-pull mechanisms such as prizes; (2) to promote catch-up innovation, it is essential both to facilitate technology access and to stimulate technology absorption by firms -- with critical roles played by international trade and foreign direct investment, with firm demand spurred by public procurement, regulations and standards; and (3) to develop absorptive capacity, there is a need to strengthen skills and to improve the prevailing business environment for innovation -- to foster increased experimentation, global learning, and talent attraction and retention. There is still considerable progress to be made in ranking green innovation policies as most appropriate for different developing country contexts -- based on more impact evaluation studies of innovation policies targeted at green technologies.

    Child Marriage and Faith Affiliation in Sub-Saharan Africa

    This article has two main objectives. First, it provides an account of trends in child marriage in Africa and a brief analysis of the statistical association between child marriage and faith affiliation. Second, it cautions against broad generalizations about child marriage and faith affiliation, in order to show that beyond stylized facts derived from household survey data, there is also substantial heterogeneity within the adherents of any particular faith as to how the practice of child marriage is considered. The analysis focuses on Islamic communities.

    Natural Disasters, Poverty and Inequality

    Conventional risk assessments underestimate the human and macroeconomic costs of disasters, leading to inefficient risk management strategies. This happens because conventional assessments focus on asset losses, neglecting important relationships between vulnerability and development. When affected by a hazard, poor households take longer to recover from disasters and are more likely to face long-term consequences. Forced to manage trade-offs between essential consumption and reconstruction, these households are more likely to face persistent health or education costs. This chapter proposes a review of existing research into the natural disaster-poverty-inequality nexus and the various metrics that can be used to measure disaster impacts, such as recovery times, economic (income or consumption) losses, poverty incidence, inequality, and welfare or well-being losses. Each of these metrics provides a different perspective on disaster costs and suggest different spatial and sectoral priorities for action. Focusing on the concepts of well-being losses and socioeconomic resilience, this chapter shows how more comprehensive accounting of disaster impacts can better inform disaster risk management and climate change adaptation strategies and support their integration into development and poverty-reduction policies.
