Abstract
This Handbook is for practitioners working in the social protection or fisheries sectors searching for innovative ways to promote sustainable fisheries and reduce human vulnerability. Amid a global decline in fish stocks, countries face challenges in reforming policies and implementing fisheries management measures that tend to impose short- to medium-term socioeconomic costs on fisheries workers. Given their role in managing risks through protecting people against shocks and transitions, as well as promoting better job opportunities, Social Protection and Jobs (SPJ) interventions have untapped potential to facilitate difficult fisheries reforms and management measures to promote sustainable and productive fisheries, with benefits for nature, climate, and people—including provision of food and nutrition. Focusing on the role of SPJ in the small-scale fisheries (SSF) sector, the Handbook offers practical knowledge to advance this agenda at the country level. It summarizes key concepts, challenges, and opportunities for SPJ to support productive and sustainable fisheries, how to collect and analyze data required to leverage these opportunities, and priorities moving forward.

Publication Integrating Social Protection and Economic Inclusion with Management of Sri Lanka’s Coastal Fisheries(Washington, DC: World Bank, 2024-11-13)Sri Lanka’s coastal fisheries are a vital source of livelihoods, food, and nutrition, and are integral to the country’s economy, culture, and society. However, coastal fish stocks are in decline and fail to meet domestic demand, leading to negative repercussions on livelihoods. This Case Study Note explores how Social Protection and Jobs (SPJ) policies and programs can help rebuild and maintain sustainable coastal fisheries in Sri Lanka, with a focus on the spiny lobster fishery on the south coast. The authors reviewed Sri Lanka’s evolving SPJ policies and programs to see how they may help fishers cope with short-term losses due to a potential extended closure aimed at rebuilding the lobster stock and complement long-term fishery management measures to, among other things, ensure that fishing effort does not increase. The authors also analyzed socio-economic survey data on coastal fishers, including their aspirations for education and livelihood improvement. Opportunities identified to link SPJ with fisheries management are included in this case study.Publication Reducing Vulnerability and Increasing Opportunity : Social Protection in the Middle East and North Africa(Washington, DC, 2002-01)Despite social, and economic diversity within the Middle East and North Africa (MENA) region, social protection systems share common characteristics. This report develops a framework for a more integrated approach to social protection, and proposes general strategic lines of actions to guide the reform of social protection systems in the MENA region. It argues that, while during the 1970s and 1980s, economic growth rates outweighed growth rates in other regions, and social indicators improved dramatically, the model of development was not sustainable. It further, discusses key features, and major weaknesses of the social protection systems in the MENA countries, by defining an alternative framework for social protection. However, it also argues that traditional social protection schemes, cannot constitute the sole mechanism to protect vulnerable population groups, help the poor, or increase social welfare. Actions outside the traditional social protection system, suggest promoting prudent macroeconomic management, improving governance, rethinking regulatory institutions, and reforming education, and health systems. Concurrently, actions within the traditional social protection system, include improvements in the financial sustainability of social insurance systems, reforming training systems, and designing safety nets as developmental, and community-based, not just assistance, and centrally administered schemes.Publication Developing a National Marine Spatial Planning Framework for Thailand’s Sustainable and Resilient Blue Economy(Washington, DC: World Bank, 2025-07-29)In the Baseline Assessment conducted for this project (full assessment is provided in the supplementary report), Thailand’s progress in advancing marine and coastal resource management through an ecosystem-based approach is evident. Thailand’s growth includes the integration of Marine Protected Areas (MPAs) and implemention of pilot MSP projects. However, the development of a National MSP Framework is critical to addressing persistent challenges moving forward—including fragmented governance, overlapping jurisdictions between local and national institutions, and gaps in data management. A comprehensive framework would enable better alignment between sustainable economic growth and environmental protection.Publication Sierra Leone : Social Protection Assessment(Washington, DC, 2013-06-14)The objective of this assessment is to respond to the government's call for analytical work to guide the development of an improved social protection system. Its goal is to help the government to put the social protection policy into action and to provide an analytic underpinning for the social protection pillar of the Agenda for Prosperity. The basis of the assessment is provided by the concept of social risk management (SRM), which was developed by the World Bank in the early 2000s, and the assessment uses the lifecycle (or life-course) analysis. Chapter one discusses the main risks facing families in Sierra Leone and the conceptual framework of this assessment. Chapter two identifies the country's main vulnerable groups, discusses the principal risks faced by these groups and by households in general, and estimates the number of individuals or households that are at risk. Chapter three reviews the principal programs that are already in place to address the risks that have been identified. Chapter four assesses the adequacy of the social protection system by analyzing: spending; program coverage, gaps, and overlaps; benefit generosity; targeting mechanisms and beneficiary incidence; cost-effectiveness; monitoring and evaluation; and institutional arrangements and participation. Chapter five contains recommendations. The complexity of building social protection systems should not be underestimated. It entails many different actors, preferences, programs, policies, instruments, institutions, and financing, and it often involves difficult trade-offs. The pace at which any social protection system is developed must therefore be in line with the country's institutional and financial conditions and capabilities.Publication Sierra Leone Social Protection Assessment(World Bank, Washington, DC, 2013-06)This assessment provides recommendations to help the government of Sierra Leone to put its Social Protection Policy into action. Ten years after civil war, and in the aftermath of the global crises, the key challenge for Sierra Leone in the area of social protection is to move from ad hoc emergency interventions towards a national social protection system. The assessment reviews current programs in light of risks and vulnerabilities faced by Sierra Leoneans during different stages of life. It concludes that to achieve the vision of the Social Protection Policy, it will be necessary to (a) fill program gaps while eliminating fragmentation; (b) develop effective mechanisms to maximize the poverty impact of interventions; and (c) strengthen institutional and coordination arrangements.

Publication Global Economic Prospects, June 2025(Washington, DC: World Bank, 2025-06-10)The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.Publication Reboot Development: The Economics of a Livable Planet(Washington, DC: World Bank, 2025-09-01)“Reboot Development: The Economics of a Livable Planet” explores how the foundational natural endowments of land, air, and water—long taken for granted—are under growing threat, putting at risk the very progress they helped create. For generations, natural resources have powered development, supporting health, food, energy, and economic opportunity. Today, strains on these resources are intensifying. This report argues that failing to maintain a livable planet is not merely a distant environmental concern, but a present economic threat. Drawing on new data, the report shows that over 90 percent of the world is exposed to poor air quality, degraded land, or water stress. Loss of forests cuts rainfall, dries soils, and worsens droughts, costing billions of dollars. The nitrogen paradox emerges—fertilizers boost yields but overuse in some regions harms crops and ecosystems. Meanwhile, air and water pollution silently damage health, productivity, and cognition, sapping human potential. The report warns that these hidden costs are too large to ignore. Yet the message is not one of constraint but of possibility. Nature, when wisely stewarded, can drive growth, create jobs, and build resilience. The report shows that more efficient resource use—like better nitrogen management and forest restoration—yields benefits that far exceed the costs. It also urges a shift to cleaner sectors and producing “better things,” noting that these provide new sources of growth, creating more jobs per dollar invested. The findings are clear: Investing in nature is not only good for the planet, it is smart development.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication The Global Findex Database 2025: Connectivity and Financial Inclusion in the Digital Economy(Washington, DC: World Bank, 2025-07-16)The Global Findex 2025 reveals how mobile technology is equipping more adults around the world to own and use financial accounts to save formally, access credit, make and receive digital payments, and pursue opportunities. Including the inaugural Global Findex Digital Connectivity Tracker, this fifth edition of Global Findex presents new insights on the interactions among mobile phone ownership, internet use, and financial inclusion. The Global Findex is the world’s most comprehensive database on digital and financial inclusion. It is also the only global source of comparable demand-side data, allowing cross-country analysis of how adults access and use mobile phones, the internet, and financial accounts to reach digital information and resources, save, borrow, make payments, and manage their financial health. Data for the Global Findex 2025 were collected from nationally representative surveys of about 145,000 adults in 141 economies. The latest edition follows the 2011, 2014, 2017, and 2021 editions and includes new series measuring mobile phone ownership and internet use, digital safety, and frequency of transactions using financial services. The Global Findex 2025 is an indispensable resource for policy makers in the fields of digital connectivity and financial inclusion, as well as for practitioners, researchers, and development professionals.Publication Commodity Markets Outlook, April 2025(Washington, DC: World Bank, 2025-04-29)Commodity prices are set to fall sharply this year, by about 12 percent overall, as weakening global economic growth weighs on demand. In 2026, commodity prices are projected to reach a six-year low. Oil prices are expected to exert substantial downward pressure on the aggregate commodity index in 2025, as a marked slowdown in global oil consumption coincides with expanding supply. The anticipated commodity price softening is broad-based, however, with more than half of the commodities in the forecast set to decrease this year, many by more than 10 percent. The latest shocks to hit commodity markets extend a so far tumultuous decade, marked by the highest level of commodity price volatility in at least half a century. Between 2020 and 2024, commodity price swings were frequent and sharp, with knock-on consequences for economic activity and inflation. In the next two years, commodity prices are expected to put downward pressure on global inflation. Risks to the commodity price projections are tilted to the downside. A sharper-than-expected slowdown in global growth—driven by worsening trade relations or a prolonged tightening of financial conditions—could further depress commodity demand, especially for industrial products. In addition, if OPEC+ fully unwinds its voluntary supply cuts, oil production will far exceed projected consumption. There are also important upside risks to commodity prices—for instance, if geopolitical tensions worsen, threatening oil and gas supplies, or if extreme weather events lead to agricultural and energy price spikes.
