Abstract
Ensuring that all girls and young women receive a quality education is their human right, a global development imperative, and a strategic priority for the World Bank. Achieving gender equality is central to the World Bank Group twin goals of ending extreme poverty and boosting shared prosperity on a livable planet. As the largest development partner in education globally, the World Bank ensures that all of its education projects are gender-sensitive, and works to overcome barriers that are preventing girls and boys from equally benefiting from countries’ investments in education.

Publication Making Everyone Count(World Bank, Washington, DC, 2011-11)The Philippines has made significant progress in empowering women and in advancing gender equality. The government's policy on gender equality and women's empowerment has prioritized women's economic empowerment, advancing human rights and enhancing gender-responsive local governance. All these priority concerns are integral components of poverty reduction programs in the Philippines. The Philippines has made significant progress in empowering women and in advancing gender equality. Since the government introduced a constitution in 1987 affirming the equality of women, it has pursued a number of initiatives to mainstream gender concerns in national policies and programs. A development plan for women was launched in 1987, followed by a plan for gender-responsive development, 1995-2025, coordinated by the National Commission on the Role of Filipino women. In 2004, the commission drafted a framework plan for women that identify three priority concerns to meet the objectives of gender equality and women's empowerment: economic empowerment of women, protection and fulfillment of women's human rights, and gender-responsive governance. Projects that support these priorities will facilitate more equitable development across the Philippines, including supporting the full participation of women in political processes and governance in the international and national local level, strengthening gender-sensitive and inclusive programs and mechanisms with civil society, and increasing women's access to economic resources such as capital, technology, information, markets, and training.Publication Making Women's Voices Count(World Bank, Washington, DC, 2012-10)The countries of East Asia and the Pacific (EAP) are among the most vulnerable in the world to the physical, social, and economic effects of natural disasters. Disaster impacts are not distributed uniformly within a population. Due to existing socio-economic conditions, cultural beliefs and traditional practices, women and men are affected differently. In many cases, the mortality rates for women in the aftermath of a disaster are much higher than those of men. For example, women represented an estimated 61 percent of fatalities in Myanmar after Cyclone Nargis in 2008, 70 percent after the 2004 Indian Ocean Tsunami in Banda Aceh, and 91 percent after Cyclone Gorky in Bangladesh in 1991. Failure to consider the different impact disaster have on women and men are likely to lead to overlooking the true costs of disasters and making disaster risk management (DRM) support less effective. Gender-blind responses can also reinforce, perpetuate and increase existing gender inequalities, making bad situations worse for women and other vulnerable groups. To make DRM effective, therefore, it is essential that both women and men's voices and needs are integrated on equal terms men in the design and implementation of DRM programs. To address key issues and bottlenecks for mainstreaming gender issues into disaster risk management projects; and to help teams design and implement gender dimensions into disaster risk management work, the infrastructure and social development groups of the World Bank's Sustainable Development Department in the East Asia and Pacific region have jointly produced a set of operationally relevant guidance notes for World Bank staff, clients and development partners. Grounded in extensive field work in Lao PDR and Vietnam, and drawing on the significant amount of material already available, these notes aim to condense a number of complex issues and themes to provide 'first stop' practical information.Publication Understanding the Dynamics of Gender and Nutrition in Bangladesh : Implications for Policy and Programming(Washington, DC, 2010-07)During the past two decades, Bangladesh has made considerable progress in development, sustaining high rates of economic growth and reducing poverty rates by nine percent between 2000 and 2005. This report aims to contribute to reducing malnutrition in Bangladesh through a better understanding of gender-nutrition linkages. It is also part of a larger effort on multisectoral approaches to improving nutrition. The report takes as its starting point, the hypothesis that gender inequality in Bangladesh is instrumental in shaping nutrition outcomes. This study has demonstrated that gender and nutrition are intimately associated and that there are strong linkages between women's status and both their own, and their children's nutritional status.Publication Strategic Gender Assessment of Mali(World Bank, Bamako, 2006-02)This issues paper discusses a gender assessment exercise carried out in April-June 2005. It provides the government of Mali and its partners with proposals aimed at improving policies and activities that promote gender equity and equality (GEE). The study is divided into four sections: Section 1 presents the national context within which the study falls; Section 2 deals with the gender profile in Mali; Section 3 addresses the institutional framework for gender implementation in Mali; and Section 4 gives the conclusions and recommendations of the study. Based on the findings of the study, advocacy will be carried out among decision-makers to inform them about gender-specific developmental challenges, and encourage them to give concrete support to gender mainstreaming.Publication Opening Doors : Gender Equality and Development in the Middle East and North Africa(Washington, DC, 2013-02-06)Since the early 1990s, countries in the Middle East and North Africa (MENA) Region have made admirable progress in reducing the gap between girls and boys in areas such as access to education and health care. Indeed, almost all young girls in the Region attend school, and more women than men are enrolled in university. Over the past two decades, maternal mortality declined 60 percent, the largest decrease in the world. Women in MENA are more educated than ever before. It is not only in the protest squares that have seen women whose aspirations are changing rapidly but increasingly unmet. The worldwide average for the participation of women in the workforce is approximately 50 percent. In MENA, their participation is half that at 25 percent. Facing popular pressure to be more open and inclusive, some governments in the region are considering and implementing electoral and constitutional reforms to deepen democracy. These reforms present an opportunity to enhance economic, social, and political inclusion for all, including women, who make up half the population. However, the outlook remains uncertain. Finally, there are limited private sector and entrepreneurial prospects not only for jobs but also for those women who aspire to create and run a business. These constraints present multiple challenges for reform. Each country in MENA will, of course, confront these constraints in different contexts. However, inherent in many of these challenges are rich opportunities as reforms unleash new economic actors. For the private sector, the challenge is to create more jobs for young women and men. The World Bank has been pursuing an exciting pilot program in Jordan to assist young women graduates in preparing to face the work environment.

Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Egypt Country Climate and Development Report(World Bank, Washington, DC, 2022-11-08)This Country Climate and Development Report (CCDR) explores the challenges and opportunities of improving the alignment of Egypt’s development goals with its climate ambition. The CCDR offers a set of policy options and investment opportunities that, if implemented within five years, can deliver short-term benefits in selected sectors while also creating momentum toward important long-term benefits. The options identified in this report provide: Cost-effective adaptation approaches to reduce the negative impacts of climate change; Policy interventions to improve efficiency in the use of natural resources, and complement the creation of fiscal space to finance projects that reduce the vulnerability of people and the economy to climate shocks; Actions that can help avoid carbon lock-in through low-cost policy changes; Interventions to strengthen the country’s competitiveness while reducing negative externalities (such as pollution) and incentivize Egypt’s move towards a low carbon growth path in a manner consistent with its development objectives. Overall, the report identifies opportunities to reduce inefficiencies, manage risk, and strengthen the foundation for increased private sector participation.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options.
