Abstract
The Philippines has made significant progress in empowering women and in advancing gender equality. The government's policy on gender equality and women's empowerment has prioritized women's economic empowerment, advancing human rights and enhancing gender-responsive local governance. All these priority concerns are integral components of poverty reduction programs in the Philippines. The Philippines has made significant progress in empowering women and in advancing gender equality. Since the government introduced a constitution in 1987 affirming the equality of women, it has pursued a number of initiatives to mainstream gender concerns in national policies and programs. A development plan for women was launched in 1987, followed by a plan for gender-responsive development, 1995-2025, coordinated by the National Commission on the Role of Filipino women. In 2004, the commission drafted a framework plan for women that identify three priority concerns to meet the objectives of gender equality and women's empowerment: economic empowerment of women, protection and fulfillment of women's human rights, and gender-responsive governance. Projects that support these priorities will facilitate more equitable development across the Philippines, including supporting the full participation of women in political processes and governance in the international and national local level, strengthening gender-sensitive and inclusive programs and mechanisms with civil society, and increasing women's access to economic resources such as capital, technology, information, markets, and training.

    Mainstreaming Gender in Water and Sanitation

    Gender is a concept that refers to socially constructed roles, behavior, activities and attributes that a particular society considers appropriate and ascribes to men and women. A useful definition of the concept of gender mainstreaming is provided by the United Nations Economic and Social Council (1997), suggests that mainstreaming a gender perspective is the process of assessing the implications for women and men of any planned action, including legislation, policies or programs, in all areas and at all levels. It is a strategy for making the concerns and experiences of women as well as men, an integral dimension of the design, implementation, monitoring and evaluation of policies and programs in all political, economic and societal spheres, so that women and men benefit equally and inequality is not perpetuated. The ultimate goal is to achieve gender equality. The chapters that follow highlight in a short summary form experiences of mainstreaming gender at various levels in the water and sanitation sector. It begins with a discussion on gender responses to policy and its requirement for analysis and clear policy objectives to guide operations. The second section touches on experiences of mainstreaming gender within sector operations, beginning with the importance of mainstreaming in the workplace. Section three addresses gender responses to monitoring and evaluation processes, while the fourth section examines responses to gender issues within accountability and voice initiatives. Section five assesses gender responses within hygiene and behavior change programs, while section six examines the linkages between water, sanitation and HIV/AIDS. This is followed by an assessment of the way ahead. In each section good mainstreaming practices are highlighted, while a checklist summarizes key points to consider when mainstreaming gender.

    Community Midwifery Education Program in Afghanistan

    In the immediate post conflict period, Afghanistan's health services were in a deplorable and chaotic state. Access and utilization of reproductive health services and skilled care during pregnancy, childbirth, and the first month after delivery are key to saving those women at risk of dying due to pregnancy and childbirth complications. In a society where women seek care only from female providers, one barrier to expansion of services was the lack of qualified female health workers who could be deployed to remote health facilities. Very few midwives who had trained in Kabul or other big cities were willing to work in rural areas, and there were no education facilities and too few female school graduates who could be trained in the provinces. As maternal health was one of the top priorities of the health sector, the shortage of midwives to provide reproductive health services had to be tackled urgently. Hence the Community Midwifery Education (CME) Program was created. The program aimed not only to train more midwives, but also to ensure both their initial deployment in remote health facilities as well as good retention rates. These aims were realized through the creation of a new health cadre known as "community midwives," along with new competency-based curricula; establishment of CME schools in each province; relaxation of the admission criteria for students; and establishment of a strong accreditation board to ensure qualified midwives were trained by the program. The program's success is attributed to stakeholder strong engagement, equity, and strengthened human resource for health. The program should be expanded to address the continuing shortage of midwives. The Mnistry of Public Health considers the program a successful intervention and believes that there is great potential to replicate this model to train other health professionals and tackle the shortage of other human resources for health.

    Gender and Macroeconomic Policy

    This report aims to show how macroeconomic policies create differential opportunities for women and men. This volume comprises nine chapters covering four broad themes: gender as a category of analysis in macroeconomics; the implications of gender for macroeconomic aggregates, in particular consumption and economic growth; the role of gender in the labor market, globalization, and access to credit; and gender budgeting. Chapters one and two address the first theme. Chapter one focuses on the macroeconomic cost to growth and development that arises from rigid gender roles and associated gender asymmetries. Chapter two documents the progress made in gender mainstreaming by highlighting developments in data collection and monitoring that have moved beyond simply disaggregating data by male and female. Chapters three and four cover the second theme. Chapter three considers the role of gender relations in the macroeconomic aggregates of consumption, savings, investment, and government expenditure and the implications for macroeconomic policy in these areas. Chapter four examines gender relations and economic growth. Chapters five through seven focus on the third theme. Chapter five examines the labor market. Chapter six examines how globalization affects gender relations, particularly employment. Chapter seven concentrates on women's access to finance and documents gender asymmetries in this market. Chapter eight, on the fourth theme, highlights the impact fiscal policies have on gender relations. It documents how policy can be made more gender specific and reports on the progress made by countries that have adopted gender-responsive government budgeting. Chapter nine summarizes what is known about gender and macroeconomic policy, noting areas in which the literature is well developed as well as areas that require further research and study.

    Strategic Gender Assessment of Mali

    This issues paper discusses a gender assessment exercise carried out in April-June 2005. It provides the government of Mali and its partners with proposals aimed at improving policies and activities that promote gender equity and equality (GEE). The study is divided into four sections: Section 1 presents the national context within which the study falls; Section 2 deals with the gender profile in Mali; Section 3 addresses the institutional framework for gender implementation in Mali; and Section 4 gives the conclusions and recommendations of the study. Based on the findings of the study, advocacy will be carried out among decision-makers to inform them about gender-specific developmental challenges, and encourage them to give concrete support to gender mainstreaming.

    Lao PDR - Mapping the Gender Dimensions of Trade : A Preliminary Exposition

    The Lao Government has also made important commitments to gender equality in both its national socio-economic development planning and in a number of international agreements. Through mapping the gender dimensions of trade in Lao PDR, this report aims to draw out key inter-linkages between a more open trade policy and gender. Recent export performance in Lao has been strong and mostly driven by hydro-electricity and minerals, which constituted more than half of all exports in 2010 and are predicted to grow even more in the next few years. To better understand the interaction between gender and trade policy, this paper presents a gender mapping exercise for export development in Lao PDR and in this regard presents simple recommendations on how to undertake this type of exercise. The paper is split in two parts: the first sketches out a simple methodological framework that can be used by researchers to do an initial mapping of the inter-relationships between export promotion/trade policy and gender. The second part of the paper is aimed primarily at policy makers. It uses the framework to provide a diagnostic which examines: 1) sectors in Lao with potential for export expansion that could benefit women; 2) gender-based constraints in these sectors which limit their expansion through trade; and 3) potential impacts for women, both positive and negative, from an increase in Lao's natural resource exports.

    Places do well when they promote transformations along the dimensions of economic geography: higher densities as cities grow; shorter distances as workers and businesses migrate closer to density; and fewer divisions as nations lower their economic borders and enter world markets to take advantage of scale and trade in specialized products. World Development Report 2009 concludes that the transformations along these three dimensions density, distance, and division are essential for development and should be encouraged. The conclusion is controversial. Slum-dwellers now number a billion, but the rush to cities continues. A billion people live in lagging areas of developing nations, remote from globalizations many benefits. And poverty and high mortality persist among the world’s bottom billion, trapped without access to global markets, even as others grow more prosperous and live ever longer lives. Concern for these three intersecting billions often comes with the prescription that growth must be spatially balanced. This report has a different message: economic growth will be unbalanced. To try to spread it out is to discourage it to fight prosperity, not poverty. But development can still be inclusive, even for people who start their lives distant from dense economic activity. For growth to be rapid and shared, governments must promote economic integration, the pivotal concept, as this report argues, in the policy debates on urbanization, territorial development, and regional integration. Instead, all three debates overemphasize place-based interventions. Reshaping Economic Geography reframes these debates to include all the instruments of integration spatially blind institutions, spatially connective infrastructure, and spatially targeted interventions. By calibrating the blend of these instruments, today’s developers can reshape their economic geography. If they do this well, their growth will still be unbalanced, but their development will be inclusive.

It also includes new material on research ethics and partnerships to conduct impact evaluation.     Boom, Bust and Up Again? Evolution, Drivers and Impact of Commodity Prices: Implications for Indonesia

    Indonesia is one of the largest commodity exporters in the world, and given its mineral potential and expected commodity price trends, it could and should expand its leading position. Commodities accounted for one fourth of Indonesia's Gross Domestic Product (GDP) and more than one fifth of total government revenue in 2007. The potential for further commodity growth is considerable. Indonesia is the largest producer of palm oil in the world (export earnings totaled almost US$9 billion in 2007 and employment 3.8 million full-time jobs) and the sector has good growth prospects. It is also one of the countries with the largest mining potential in view of its second-largest copper reserves and third-largest coal and nickel reserves in the world. This report consists of seven chapters. The first six chapters present an examination and an analysis of the factors driving increased commodity prices, price forecasts, economic impact of commodity price increases, effective price stabilization policies, and insights from Indonesia's past growth experience. The final chapter draws on the findings of the previous chapters and suggests a development strategy for Indonesia in the context of high commodity prices. This section summarizes the contents of the chapters and their main findings.

    Too often, services fail poor people in access, in quality, and in affordability. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.

    Long-term needs and sustained effort are underlying themes in this year's report. As with most of its predecessors, it is divided into two parts. The first looks at economic performance, past and prospective. The second part is this year devoted to population - the causes and consequences of rapid population growth, its link to development, why it has slowed down in some developing countries. The two parts mirror each other: economic policy and performance in the next decade will matter for population growth in the developing countries for several decades beyond. Population policy and change in the rest of this century will set the terms for the whole of development strategy in the next. In both cases, policy changes will not yield immediate benefits, but delay will reduce the room for maneuver that policy makers will have in years to come.
