Abstract
Gender gaps in Togo cut across many dimensions. Inequality starts in childhood, when girls are disadvantaged in access to schooling because of prevalent social norms and gender roles. It continues into adolescence, when a larger share of girls starts dropping out of school (with fewer than one in two completing secondary education), unable to continue education because of a number of factors, including child marriage, adolescent pregnancy, and time use patterns shaped by gender norms. In adolescence and adulthood, women face the constraints of limited education and economic opportunities, restrictive gender roles that leave women little time for participation in the labor force, financial inequities, high levels of acceptance of violence against women, health risks, and a lack of agency and decision-making capacity. This background paper to the Poverty and Gender Assessment Togo (2022) highlights the importance of addressing gender disparities to achieve continued poverty reduction in Togo.

    Face of Poverty in Madagascar : Poverty, Gender, and Inequality Assessment

    Madagascar has been entirely unsuccessful in reducing the number of its people that are poor, or extremely so, in the ten years since 2001, when poverty was already at a very high level. This well-known conclusion draws on the analysis of three successive rounds of the national household expenditure surveys (enquete periodiques aupres des menages, EPM) conducted by the Madagascar National Institute of Statistics (INSTAT) in 2001, 2005, and 2010. The objective of the analysis in this report is to document the levels and changes in poverty in Madagascar, and provide a detailed review of correlates of poverty and inequality in various dimensions, including gender, age, the structure of households, and place of residence. The report is an assessment of past poverty trends, and while policy implications are highlighted in many cases, the report is focused mainly on the descriptive, rather than prescriptive. It is found that the poverty headcount did not decrease between 2001 and 2005, rising instead from 71 to 75 percent of the population, rather than the 68 percent estimated official headcount for 2005. The methodology is described at length in the report and its annexes.

    This poverty assessment for Romania covers the period from 1995 to 2002, since the last World Bank poverty analysis reviewed the evolution of poverty from 1989 to 1994, the early years of transition from a socialist to a market economy. This assessment's objective is to understand how poverty has evolved and how economic growth and social protection programs, 10 percent of GDP, have affected poverty, as Romania prepares for accession to the European Union. The paper focuses on monetary dimensions of well-being, or consumption, to inform the policy dialogue in Romania on the extent and dynamics of poverty. The results are based on two comparable, nationally representative surveys: (i) the Romanian Household Budget Survey (ABF, upon its Romanian acronym) for the period 2001- 2002; and (ii) the Integrated Household Survey (AIG) for the period 1995-2000. Other dimensions of deprivations have been captured for 2002 using the Living Conditions Survey (ACOVI). While concentrating on monetary poverty, the paper captures dimensions of material poverty such as caloric intake; crowding and living conditions, and ownership of essential durables. In addition, it assesses poverty defined as capability to function in society, or adequate level of investments in health or education, or the lack of unemployment. Finally, the report reviews community poverty and perceptions of poverty. First, the changing economic structure is briefly described, as is the evolution of macroeconomic management. Second, the assessment is fitted into the context of the broader Bank program of analysis and lending. The rest of the paper is arranged as follows: a poverty profile (Chapter 2), an analysis of the impact of growth on poverty (Chapter 3), of labor force participation, unemployment and poverty (Chapter 4) and of social protection and poverty (Chapter 5).     Niger : Investing for Prosperity - A Poverty Assessment

    This report examines poverty trends and distribution of the poor in this larger context, paying particular attention to the most recent past. The report contributes to our understanding of the progress made in combating poverty in three ways. First, it updates our knowledge of poverty outcomes by examining the trends in poverty and vulnerability, as well as the profile and distribution of the poor and vulnerable across the country. Second it looks at the most common shocks, and their scale and influence on the welfare of the population. Third, it highlights the progress the country has made in improving opportunities for acquiring human capital and increasing incomes in rural areas. In this respect the report examines changes in access to education and health and improvements in productivity and income in small holder agriculture. It also explores the potential impact of public investments in agriculture. The report finds that, the biggest achievement in the last decade has been the substantive improvement in opportunities to acquire human capital.

    Nicaragua - Poverty Assessment : Volume 2. Background Paper

    Nicaragua is a small, open economy that is vulnerable to external and natural shocks. With an estimated Gross National Income (GNI) per capita of US$1000 in 2006, and a total population of 5.2 million, it is one of the poorest countries in Latin America. Forty six percent of the population lived below the poverty line in 2005 (while 15 percent lived in extreme poverty), and the incidence of poverty is more than twice as high in rural areas (68 percent) than in urban areas (29 percent). Nicaragua's social indicators also rank among the lowest in the region, commensurate with its relatively low per capita income level. Nicaragua's long-term development vision is set out in its National Development Plan (NDP), 2005-2009, which gives greater importance to economic growth than the strategy document that preceded it. This also serves as its second Poverty Reduction Strategy (PRS). The goals of the PRS incorporate the MDGs, and establish medium (2006-2010) to long term targets (2015). By 2005, the country had made satisfactory progress on meeting the PRS/MDG targets for reducing extreme poverty, increasing net primary enrollment, and reducing infant and child mortality. This National Development Plan is being revised by the new government that took office on January 2007, which has expressed interest in maintaining policy continuity in those areas that have shown progress and tackling pending development challenges. These include efforts to improve the country's growth performance while reducing poverty, macroeconomic stability as a necessary, although not sufficient, condition to stimulate growth, and reduce poverty, a special focus on social issues that impact the poorest, including the MDGs, and environmental sustainability. Programmatic priorities for the new administration include a renewed focus on poverty reduction using a multi-sector approach, implementing pragmatic solutions to the energy crisis for the short to medium term; expanding water and sanitation services with environmentally sustainable solutions; sharing economic growth more broadly to tackle hunger, malnutrition and poverty; placing greater emphasis on preventive health and continuing social protection programs; extending illiteracy programs and improving education services, and pursuing municipal decentralization, state modernization, and good governance.

    Gender Dimensions of Community-Driven Development Operations

    Community-development development (CDD) programs require monitoring and evaluation (M&E) to tell those implementing and funding the programs whether they are on track to deliver, or have delivered, desired outcomes such as improved services, economic activity, and empowerment. The objective of this toolkit is to provide practical guidance to World Bank EAP operational task teams and other CDD practitioners (i.e. government/non-government organization (NGO) staff) on how to measure the gendered impact of CDD operations. First, this is necessary because CDD program reviews have found that gender indicators are not widely used. Second, several governments in the East Asia and Pacific (EAP) region have identified gender as an important pillar in poverty alleviation strategies, in the light of evidence suggesting that societies promoting more equal opportunities for men and women have higher growth, lower poverty, and better development outcomes. Third, gender mainstreaming is a critical facet of World Bank policy and programs. Fourth, as this toolkit demonstrates, it is straightforward to add gender indicators to a results framework. It involves disaggregating some of the indicators that will already be in the results framework by gender, as well as adding a limited number of specific gender indicators. This toolkit takes CDD practitioners and other interested readers through the necessary steps to identify where to track gender in the results framework, as well as suggesting possible indicators. This toolkit is organized in three sections: section one set out why gender matters for CDD mentoring and evaluation (M&E); section two provides an introduction (and pointers to further reading) on M&E topics that the non-specialist will find useful when constructing gender indicators. This includes a generic CDD results framework structure that provides convenient categories for incorporating gender M&E indicators; section three uses these categories to provide examples of indicators (and other evidence) from the EAP region and illustrates how gender M&E can be added to CDD program results frameworks.

    Middle-income countries are in a race against time. Many of them have done well since the 1990s to escape low-income levels and eradicate extreme poverty, leading to the perception that the last three decades have been great for development. But the ambition of the more than 100 economies with incomes per capita between US$1,100 and US$14,000 is to reach high-income status within the next generation. When assessed against this goal, their record is discouraging. Since the 1970s, income per capita in the median middle-income country has stagnated at less than a tenth of the US level. With aging populations, growing protectionism, and escalating pressures to speed up the energy transition, today’s middle-income economies face ever more daunting odds. To become advanced economies despite the growing headwinds, they will have to make miracles. Drawing on the development experience and advances in economic analysis since the 1950s, World Development Report 2024 identifies pathways for developing economies to avoid the “middle-income trap.” It points to the need for not one but two transitions for those at the middle-income level: the first from investment to infusion and the second from infusion to innovation. Governments in lower-middle-income countries must drop the habit of repeating the same investment-driven strategies and work instead to infuse modern technologies and successful business processes from around the world into their economies. This requires reshaping large swaths of those economies into globally competitive suppliers of goods and services. Upper-middle-income countries that have mastered infusion can accelerate the shift to innovation—not just borrowing ideas from the global frontiers of technology but also beginning to push the frontiers outward. This requires restructuring enterprise, work, and energy use once again, with an even greater emphasis on economic freedom, social mobility, and political contestability. Neither transition is automatic. The handful of economies that made speedy transitions from middle- to high-income status have encouraged enterprise by disciplining powerful incumbents, developed talent by rewarding merit, and capitalized on crises to alter policies and institutions that no longer suit the purposes they were once designed to serve. Today’s middle-income countries will have to do the same.

    Western Balkans 6 Country Climate and Development Report

    This Regional Western Balkans Countries Climate and Development Report (CCDR) stands out in several ways. In a region that often lacks cohesive regional alliances, this report emphasizes how the challenges faced across countries are often common and interconnected, and, importantly, that climate action requires coordination on multiple fronts. Simultaneously, it illustrates the differences across countries, places, and people that require targeted strategies and interventions. This report demonstrates how shocks and stressors re intensifying and how investments in adaptation could bring significant benefits in the form of avoided losses, accelerated economic potential, and amplified social and economic spillovers. Given the region’s high emission and energy intensity and the limitations of its current fossil fuel-based development model, the report articulates a path to greener and more resilient growth, a path that is more consistent with the aspiration of accession to the EU. The report finds that the net zero transition can be undertaken without compromising the economic potential of the Western Balkans and that it could lead to higher growth than under the Reference Scenario (RS) with appropriate structural reforms.

    The main message of this year's World development report: gender equality and development is that these patterns of progress and persistence in gender equality matter, both for development outcomes and policy making. They matter because gender equality is a core development objective in its own right. But greater gender equality is also smart economics, enhancing productivity and improving other development outcomes, including prospects for the next generation and for the quality of societal policies and institutions. Economic development is not enough to shrink all gender disparities-corrective policies that focus on persisting gender gaps are essential. This report points to four priority areas for policy going forward. First, reducing gender gaps in human capital-specifically those that address female mortality and education. Second, closing gender gaps in access to economic opportunities, earnings, and productivity. Third, shrinking gender differences in voice and agency within society. Fourth, limiting the reproduction of gender inequality across generations. These are all areas where higher incomes by themselves do little to reduce gender gaps, but focused policies can have a real impact. Gender equality is at the heart of development. It's the right development objective, and it's smart economic policy. The World development report 2012 can help both countries and international partners think through and integrate a focus on gender equality into development policy making and programming.

    World Development Report 2023: Migrants, Refugees, and Societies

    Migration is a development challenge. About 184 million people—2.3 percent of the world’s population—live outside of their country of nationality. Almost half of them are in low- and middle-income countries. But what lies ahead? As the world struggles to cope with global economic imbalances, diverging demographic trends, and climate change, migration will become a necessity in the decades to come for countries at all levels of income. If managed well, migration can be a force for prosperity and can help achieve the United Nations’ Sustainable Development Goals. World Development Report 2023 proposes an innovative approach to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a “Match and Motive Matrix” that focuses on two factors: how closely migrants’ skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. International cooperation will be critical to the effective management of migration.
