Abstract
As a region that is impacted by multiple shocks, multi-hazard early warning systems (MHEWS) that provide timely, actionable information are critical to protecting lives, assets and livelihoods in the Caribbean. As the region experiences the compound and cascading effects of multiple hazards, the need to find cost-effective ways to improve regional and national impact-based MHEWS is growing. Although a few Caribbean Community (CARICOM) countries have an operational MHEWS dealing with hydrometeorological hazards, there is not yet an operational system addressing an ensemble of multiple hazards of different origins such as hydrometeorological, geophysical or biological in a MHEWS context. This roadmap focuses on achieving people-centered and self-sustaining regional impact-based MHEWS that ensure participation from gender groups, community leaders, vulnerable groups, and the private sector. It is centered around ten strategic initiatives which, implemented together, can help transform national and regional delivery of the MHEWS required for the Caribbean to thrive. This roadmap presents these initiatives, the vision, inclusive guiding principles, and an analysis of the social and economic benefits of EWS. Finally, it makes recommendations for implementing.

Publication Strengthening Hydromet and Multi-hazard Early Warning Services in Uzbekistan(World Bank, Washington, DC, 2022-08)The road map presents a potential pathway to strengthen Uzbekistan’s national hydrometeorological (hydromet) and multi-hazard early warning systems and services, based on the needs of the user community. It is based on a technical evaluation and assessment of the needs and capacities of Uzhydromet which, as the main service provider in Uzbekistan, issues meteorological and hydrological information, forecasts and warnings. This road map identifies gaps and challenges in the production and delivery of weather, climate, and hydrological information and services, and proposes a strategy for improving the country’s institutional capacity in support of saving lives, protecting property and livelihoods, and social and economic developmentPublication Fiscal Disaster Risk Assessment Options for Consideration(World Bank, Washington, DC, 2015-06)Pakistan is vulnerable to a number of adverse natural events and has experienced a wide range of disasters over the past 40 years, including floods, earthquakes, droughts, cyclones, and tsunamis. The World Bank is supporting the Government of Pakistan (GoP) in building capacity in the area of disaster risk management (DRM) in order to build resilience from both humanitarian and fiscal shocks associated with natural disasters. The World Bank is providing technical assistance to the GoP for the development of a national disaster risk financing strategy. This non-lending technical assistance aims to: (i) assess the fiscal exposure of the GoP to natural disasters; (ii) present options for the development of a national strategy to improve financial response capacity for natural disasters; and (iii) promote property catastrophe risk insurance for both public and private dwellings. Disaster risk financing and insurance (DRFI) is one of the five pillars in the proactive and strategic framework for DRM promoted by the World Bank. The World Bank has been promoting a proactive and strategic framework for DRM based on five pillars: (i) risk identification; (ii) risk reduction; (iii) preparedness; (iv) financial protection; and (v) resilient recovery. Chapter one is introduction. Chapter two presents an overview of the budget processes for the financing of natural disaster losses during each of the three post-disaster phases. Chapter three provides a preliminary financial disaster risk assessment for Pakistan, focusing particularly on the fiscal impact of natural disasters. Chapter four presents an overview of the private catastrophe insurance market; and chapter five reviews the options for future financing of natural disaster recovery and reconstruction expenditures.Publication Understanding Risk in an Evolving World : Emerging Best Practices in Natural Disaster Risk Assessment(World Bank, Washington, DC, 2014-10)The 10-year-long Hyogo Framework for Action (HFA) set out to substantially reduce impacts from natural disasters by 2015. Despite efforts toward this goal, economic losses from natural disasters are rising from US$50 billion each year in the 1980s, to just under $200 billion each year in the last decade (World Bank and GFDRR 2013). The economic losses sustained by lower- and middle-income countries alone over the last 30 years represent a full third of all total development assistance in the same time period, offsetting tremendous efforts by governments, multilateral organizations, and other actors. As the HFA period ends against a backdrop of challenging disaster risk trends, and consultations toward a post-2015 framework move forward, it is important to reflect on the role of disaster risk assessments in achieving disaster and climate resilience, and on the contributions risk assessments have made over the last 10 years. Understanding Risk in an Evolving World: Emerging Best Practices in Natural Disaster Risk Assessment, which was developed to inform post-HFA discussions and the 2015 Global Assessment Report on Disaster Risk Reduction (GAR),1 reports on the current state of the practice of risk assessment and on advances made over the last decade.Publication Disaster Risk Reduction and Emergency Management in Armenia(World Bank, Washington, DC, 2009-10)This report addresses the fact that natural disasters have caused vast social upheaval and economic damage to Armenia. This ongoing vulnerability to natural disasters has led Armenia to appreciate the advantages of developing a comprehensive strategy to help minimize ensuing fiscal exposure because the national budget will never be adequate to mitigate, respond, and recover from these recurrent but unavoidable crises. Since the Spitak earthquake, Government has reorganized its emergency management system and established many seismic mitigation activities and created a Ministry of Emergency Situations (MoES) and established a cabinet-level Minister responsible for disaster response. Government may wish to build on these achievements. The report is also based on a study carried out in Armenia under the Global Facility for Disaster Reduction and Recovery (GFDRR) project, which analyzed disaster risks, assessed existing systems, mechanisms, and institutional capacities, and made recommendations for developing a comprehensive national disaster reduction and preparedness agenda, which could form the basis for a natural disaster reduction project.Publication Understanding Risk in an Evolving World : A Policy Note(World Bank, Washington, DC, 2014)The foundation for DRM is understanding the hazards, and the exposure and vulnerability of people and assets to those hazards. By quantifying the risks and anticipating the potential impacts of hazards, governments, communities, and individuals can make informed prevention decisions. Such information can be used to set priorities for development and adaptation strategies, sector plans, programs, projects, and budgets.

Publication Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises(Washington, DC: World Bank Group, 2013-10-28)Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication Global Rapid Post-Disaster Damage Estimation (GRADE) Report(Washington, DC: World Bank, 2024-08-05)This Global Rapid Post-Disaster Damage Estimation (GRADE) report provides a synopsis of the estimated direct economic damage in Saint Vincent and the Grenadines (SVG) due to the passage Hurricane Beryl. The report is based on a rapid and remote post disaster damage assessment that follows the established GRADE methodology. Hurricane Beryl passed over southern SVG on July 1, 2024. Wind speeds ranged from a Category 4 hurricane in the southern Grenadines, then lessening to the north with Tropical Storm force winds felt on the main island of Saint Vincent. The objective of this report is to provide an estimate of the direct economic damage to physical assets caused by Hurricane Beryl in Saint Vincent and the Grenadines (SVG) and to provide information on the spatial distribution of damages to support development of a roadmap for recovery and reconstruction.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries.
