Framing Sustainable Mobility: How to Ensure that Today's Mobility Needs Are Not Met at the Expense of Future Generations

Abstract
In its crucial role, transport fosters development as it connects people to goods, services, social, and economic opportunities. But today’s data shows social exclusion linked to accessibility gaps in transport services—in rural areas, women, and the elderly—, high costs tosociety from poorly integrated transport systems, road fatalities, traffic congestion, air pollution, and environmental degradation. The question for global and country transportdecision-makers is how to meet the mobility needs of people and goods now, while preserving futuregenerations? The 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) identify an important and rich array of characteristics that define a sustainable world. Those characteristics, along with those identified in the economic literature, can be used to frame“sustainable mobility” around four global goals, which should address more than access. Formobility to be sustainable, it should have four attributes—equitable, efficient, safe, and green. In this way, mobility can benefit both present and future generations.

    Moving Toward Climate-Resilient Transport

    Infrastructure and services are critical to development and form the backbone of economic and community activities at the local, regional, national, and international levels. They enable the distribution of goods and services within and between countries and ease access to schools, markets, and health services. Food security and vaccination programs, for example, require functioning roads and railways and access to ports and airports to move critical supplies to people. While there is agreement on the need for greater connectivity, there is much debate on how to deliver it given the challenges from climate change. The contribution of the transport sector to increasing greenhouse gas emissions (GHG) and fossil fuel consumption have been at the center of global discussions on climate change. Transport is among the fastest growing sectors for CO2 emissions from fuel combustion, and it is estimated to contribute approximately 23 percent of total energy-related CO2 emissions in 2010. Transport enables development, but causes traffic congestion, pollution, noise, and road accidents, that together bring about 2 percent to 10 percent reduction in country-level GDP. Reversing this trend in emissions growth will require action to decouple emissions growth from GDP growth, driven by passenger and freight activity. This includes policies to encourage investment in low-carbon transport modes; programs to curb energy and emissions growth; and action to transform the way countries manage transport services.

    A National Framework for Sustainable Urban Transport Systems : Proposals for Improving Urban Transportation in Russian Cities

    In many Russian cities, these growing demands for mobility are not adequately met by the existing urban transport infrastructure and services. Most municipalities have had difficulties in planning and managing the development of their urban transport systems in a coherent manner, which is a precondition for successful resolution of the existing transport problems. In addition, there is a need to develop and put in place a sound legal and regulatory framework. Thus, in order to create favorable conditions for addressing the existing transport problems, there is a need to develop a national framework that would contribute to the creation of pre-requisites for sustainable development of urban transport systems. The purpose of this work is to develop proposals for the formation of the national framework for improvement of the quality and sustainability of urban transport and road traffic safety in Russian cities.

    Toward Sustainable and Energy Efficient Urban Transport

    Many cities of developing countries are experiencing rapid growth of motorized transportation. This is leading to severe congestion, which, in turn, is reducing productivity. Road accidents have been increasing. Transport emissions have become a major contributor to severe air pollution and greenhouse gas emissions. The main cause of these problems has been the increasing preference for personal motor vehicles for commuting to work and getting around the city. In many countries, urban development practices have worked in favor of such preference, leading to urban sprawl. Thus, remedial measures have to focus on reversing the preference for such modes of travel, shifting to public transport, cycling, or walking, and building and retrofitting cities to minimize the need for private automobiles. The objective of this guidance note is to present a systematic, practical, and comprehensive approach to dealing with the problems of urban transport. It outlines a framework of possible interventions and demonstrates how such interventions relate to the overall objectives of improving mobility and energy efficiency as well as reducing air pollution and road accidents. Thereafter, it highlights a range of cross-cutting issues that need to be addressed and also suggests steps to create an enabling environment to move towards a sustainable urban transport system. Its target audience is the city-level leadership and key decision makers responsible for sustainable urban mobility.

    The Next Step for Transport in the SDGs

    Transport was not part of the millennium development goals (MDGs) for 2000-15, which were adopted at the United Nations in September 2000. The omission was widely viewed in the transport community as a missed opportunity to use the strong linkage between transport and economic development to advance the attainment of the MDGs. Now a new 15-year development framework, the sustainable development goals (SDGs) for 2015-30, are about to be endorsed at the United Nations summit to be held September 25-27, 2015. This time, transport will be part of the framework as a key contributor to sustainable development. The SDGs comprise 17 goals and 169 targets; five of those targets directly involve transport, and attaining at least another six will critically depend on it. But efforts to influence the post-2015 development agenda will go on after the summit because the question of what indicators will be used to measure success is yet to be resolved. Attention in the transport community must now pivot toward that question to assure the selection of the most effective measures.

    Urban Accessibility / Mobility Index Feasibility Stage Report

    Given the increasing importance of the urban transport sector, the World Bank decided to explore the feasibility of setting up a possible urban accessibility/mobility index. The purpose of such an index would be to provide an indicator / measurement, of how urban transport systems in different cities compared to one another, and how the transport system developed in each individual city. The aim is to provide client cities and countries, along with the World Bank and other institutions, with some evidence-based information. It is for this reason that the Bank decided to develop a suitable index. However, urban transport has multiple dimensions, and cannot be comprehensively assessed by a single indicator. There is an acute lack of reliable data on different aspects concerning urban transport. Therefore, a compromise was decided upon, in order to develop an index that was both comprehensive and practical. The compromise required that data for the index / indicators should be easy to collect, easy to interpret and understand, and replicable from one city to another. It was also essential that the data be regularly updated and easily available. The core urban transport policy of the Bank is to help countries and cities develop policies that favor public transport and non-motorized transport modes, versus private cars and motorcycles. The outline design of the urban accessibility/mobility index explored in this feasibility stage report, has been envisaged to indeed reflect these objectives.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    Digital Progress and Trends Report 2023

    Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.
