Abstract
Given the increasing importance of the urban transport sector, the World Bank decided to explore the feasibility of setting up a possible urban accessibility/mobility index. The purpose of such an index would be to provide an indicator / measurement, of how urban transport systems in different cities compared to one another, and how the transport system developed in each individual city. The aim is to provide client cities and countries, along with the World Bank and other institutions, with some evidence-based information. It is for this reason that the Bank decided to develop a suitable index. However, urban transport has multiple dimensions, and cannot be comprehensively assessed by a single indicator. There is an acute lack of reliable data on different aspects concerning urban transport. Therefore, a compromise was decided upon, in order to develop an index that was both comprehensive and practical. The compromise required that data for the index / indicators should be easy to collect, easy to interpret and understand, and replicable from one city to another. It was also essential that the data be regularly updated and easily available. The core urban transport policy of the Bank is to help countries and cities develop policies that favor public transport and non-motorized transport modes, versus private cars and motorcycles. The outline design of the urban accessibility/mobility index explored in this feasibility stage report, has been envisaged to indeed reflect these objectives.

Publication The Dakar Bus Renewal Scheme : Before and After(World Bank, Washington, DC, 2010-05)The population of Senegal is about 12 million. Over 3 million people live in the Dakar metropolitan region, which is growing at twice the pace of the country as a whole (the population growth rate of Dakar is about 3.6 percent per year compared with the national rate of 2.2 percent per year). As in most cities in developing countries, authorities have found it difficult to meet the service demands of the growing population, particularly those of the poor, who are the most dependent on the public provision of water, electricity, transport, and other services. The objective of this study is to (1) establish how effective the finance scheme has been in improving the quality of urban transport services in Dakar since its implementation in 2005; (2) examine whether the approach is proving to be financially self-sustaining and what effect the introduction of new vehicles is having on other service providers; and (3) determine whether, on the basis of the available evidence, the scheme offers a sustainable approach (both operationally and financially) to improving transport service provision in other Sub-Saharan Africa (SSA) cities. The program is not designed to increase public transport capacity, and thus the impact on other transport operators has been minimal. Service quality has improved to the satisfaction of the general public.Publication International Experience in Bus Rapid Transit Implementation : Synthesis of Lessons Learned from Lagos, Johannesburg, Jakarta, Delhi, and Ahmedabad(World Bank, Washington, DC, 2012-01)It is in this context that this study has been undertaken to document BRT case studies in terms of the political setting, institutions/governance, public involvement and communications, service/operations/management and planning and their relationship to investment performance. The study has been undertaken in recognition of the fact that successful implementation and operation of BRT systems often reflects non-physical actors like leadership, communications, organizational structure, service planning and operating practices rather than the design of transitways, stations, terminals and vehicles. This paper does not seek to compare BRT with other forms of public transport but only seeks to evaluate a sample of BRT systems in terms of the softer issues that have contributed making a BRT system successful or not so successful.Publication Public Transport Subsidies and Affordability in Mumbai, India(World Bank, Washington, DC, 2007-11)This paper describes the role of public transport and the nature and incidence of transport subsidies in Mumbai, India. Mumbai has an extensive rail and bus network, and public transport is used for over 75 percent of all motorized trips in Greater Mumbai. Both rail and bus fares in Mumbai are subsidized: BEST, which operates public buses in Mumbai, is also an electric utility, and subsidizes bus fares from electricity revenues. We analyze the incidence of these subsidies, and their effect on mode choice, using data from a survey of households in Greater Mumbai. In Mumbai, as in many cities, the middle class is more likely to use public transport for travel than the poor. The poor, however, also use public transit, and their expenditure on public transit constitutes, on average, a larger share of their income than it does for the middle class. It is, therefore, the case that the poor benefit from transit subsidies in Mumbai, as well as the middle and upper-middle classes; however, the poorest 27 percent of the population receives only 19 percent of bus subsidies and 15.5 percent of rail subsidies. Indeed, 26 percent of the lowest income households surveyed do not use rail, while 10 percent do not use bus, implying that they receive no transit subsidies. Expenditure on transport accounts for 16 percent of income in the lowest income category (<5000 Rs./month), with 10 percent of income, on average, spent on bus and rail fares. This percentage, however, is not evenly distributed: it is much higher than 10 percent for households in which workers take the bus or train to work, and lower for households in which the main earner walks to work. Even in these households, however, 12.5 percent of income is spent on transportation. Expenditure on public transport would be even higher if bus fares in Mumbai were not subsidized. In 2005-2006, transport revenues of BEST fell below total costs by 30 percent and below operating costs by 20 percent. Rail fares, which are much lower than bus fares per km traveled, officially covered operating costs and almost covered depreciation expenses.Publication Greater Cairo : A Proposed Urban Transport Strategy(Washington, DC, 2006-11-10)The objective of the urban transport strategy note (UTSN) is to provide an assessment of the urban transport system in Greater Cairo (GC), identify what now appear to be the most pressing urban transport problems, and framework for urgent policy actions and investment priorities that would be the basis of a formal transport strategy to be adopted and implemented by the authorities of the metropolitan area of Cairo. This note is essentially based on a thorough review of the 2002 Urban Transportation Master Plan for GC and a rapid analysis of the current conditions and performance of the urban transport system. This note includes nine chapters. The first chapter provides a quick overview of the current situation of the UT in GC. In chapter two, present the main guiding principles and key components of the proposed strategy to prepare the ground for the following chapters. Chapter three to nine elaborate on the issues and policy recommendations for each of the components of the strategy: organization and operation of public transport systems (chapter three), investment policy in urban transport (chapter four), traffic management policy (chapter five), introducing travel demand management (chapter six), strengthening traffic enforcement (chapter seven), building urban transport institutions (chapter eight), affordability of urban transport services and financing policy (chapter nine). Finally a last chapter (ten) presents a priority action program including selected coherent mix of policy actions and cost effective investments to be implemented in the short and medium terms to initiate a process of long term improvements of the UT conditions and operations in Cairo metropolitan.Publication A Framework for Urban Transport Benchmarking(World Bank, Washington, DC, 2011)This report summarizes the findings of a study aimed at exploring key elements of a benchmarking framework for urban transport. Unlike many industries where benchmarking has proven to be successful and straightforward, the multitude of the actors and interactions involved in urban transport systems may make benchmarking a complex endeavor. It was therefore important to analyze what has been done so far, propose basic benchmarking elements and test them, and identify lessons for a simple and sustainable urban transport benchmarking framework. A major component of this study was to investigate (a) the availability of data for benchmarking and (b) the value of benchmarking on the basis of limited data. The study therefore proposes a benchmarking framework for urban transport, focusing on the performance of public transport. Because the design of a benchmarking framework depends on the objectives sought from it, the study focused on the performance of public transport systems from the policymaker s perspective. The study included pilot application of the proposed framework in five cities from three continents Beijing, Bucharest, Cape Town, Colombo, and Singapore. The pilot application and comparative analysis helped gauge applicability and practicality of the proposed framework.

Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Digital Progress and Trends Report 2023(Washington, DC: World Bank, 2024-03-05)Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.Publication The Container Port Performance Index 2023(Washington, DC: World Bank, 2024-07-18)The Container Port Performance Index (CPPI) measures the time container ships spend in port, making it an important point of reference for stakeholders in the global economy. These stakeholders include port authorities and operators, national governments, supranational organizations, development agencies, and other public and private players in trade and logistics. The index highlights where vessel time in container ports could be improved. Streamlining these processes would benefit all parties involved, including shipping lines, national governments, and consumers. This fourth edition of the CPPI relies on data from 405 container ports with at least 24 container ship port calls in the calendar year 2023. As in earlier editions of the CPPI, the ranking employs two different methodological approaches: an administrative (technical) approach and a statistical approach (using matrix factorization). Combining these two approaches ensures that the overall ranking of container ports reflects actual port performance as closely as possible while also being statistically robust. The CPPI methodology assesses the sequential steps of a container ship port call. ‘Total port hours’ refers to the total time elapsed from the moment a ship arrives at the port until the vessel leaves the berth after completing its cargo operations. The CPPI uses time as an indicator because time is very important to shipping lines, ports, and the entire logistics chain. However, time, as captured by the CPPI, is not the only way to measure port efficiency, so it does not tell the entire story of a port’s performance. Factors that can influence the time vessels spend in ports can be location-specific and under the port’s control (endogenous) or external and beyond the control of the port (exogenous). The CPPI measures time spent in container ports, strictly based on quantitative data only, which do not reveal the underlying factors or root causes of extended port times. A detailed port-specific diagnostic would be required to assess the contribution of underlying factors to the time a vessel spends in port. A very low ranking or a significant change in ranking may warrant special attention, for which the World Bank generally recommends a detailed diagnostic.Publication Global Economic Prospects, June 2025(Washington, DC: World Bank, 2025-06-10)The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.
