Abstract
The synergies between rooftop solar PV (RPV) and energy efficiency (EE) investments in the built environment include lower specific transaction costs, optimized RPV systems, shorter project payback periods (compared to RPV-only projects), and, for EE, enhanced project visibility. These synergies improve the likelihood of project implementation, which in turn helps to reduce peak demand, increase environmental benefits, improve energy security, and lower energy bills. Because the methods of financing and implementing RPV and EE in the built environment are often similar, it is wise to consider including an EE component when investing in an RPV project, and vice versa.

Publication Decarbonizing Ammonia and Nitrogen Fertilizers with Clean Hydrogen(Washington, DC: World Bank, 2025-03-12)Synthetic fertilizers are essential to sustaining the world’s population, but their production is responsible for 1.8–2.4 percent of global greenhouse gas emissions. Clean hydrogen holds growing potential (amid falling costs) to decarbonize fertilizer production. Hydrogen produces synthetic ammonia, a building block of most fertilizers. With the fertilizer market as a reliable off-taker, this shift could support the overall expansion of clean hydrogen, even as it boosts global food security. However, this transition may require adjustments, including changes in fertilizer types and modifications to existing subsidy schemes.Publication Mini Grids for Underserved Main Grid Customers(Washington, DC: World Bank, 2024-06-21)Can mini grids help to solve the problem of poorly served main grid connected communities A mini grid is an electricity generation and distribution network that supplies electricity to a localized group of customers. Mini grids can be isolated from or connected to the main grid. To date, most mini grids in Sub-Saharan Africa have been built in electrically isolated rural villages not connected to the main grid. Based on broad experience working with mini grid programs in more than 20 low- and middle-income countries and five detailed case studies, the authors offer observations and recommendations about mini grids in general and a new type known as “undergrid mini grids” being used in Nigeria and India to serve poorly served communities.Publication Mobilizing Commercial Financing to Scale Up Energy Efficiency in the Public Sector(Washington, DC: World Bank, 2025-01-22)Scaling up energy efficiency is critical to the energy transition—and the public sector is a good place to start. Biomass and ammonia are two options offering significant potential. Both can be used with coal or alone in newly constructed facilities or in modified power plants. Relatively new power plants are good candidates for modification. While work is underway demonstrating the feasibility of each material, there are logistical challenges to address, particularly in the case of ammonia.Publication Net Zero Energy by 2060(Washington, DC: World Bank, 2024-06-07)In the long term, both energy security and decarbonization in the region will depend on substantial increases in national climate ambitions. Achieving those increases will depend, in turn, on equally substantial increases in investment in low-carbon technologies, accompanied by timely policies and regulatory measures. The World Bank has developed a whole-energy-system model, data driven, technology rich, and bottom-up, to project optimal least-cost pathways for Europe and Central Asia to achieve a net zero energy target by 2060. This Live Wire is based on a report published in March 2024 (World Bank and ESMAP 2024).

Publication Exploiting Market-Based Mechanisms to Meet Utilities' Energy Efficiency Obligations(World Bank, Washington, DC, 2014-06-13)Electric utilities are key actors in the quest to induce large-scale energy savings among end users. But often it is not enough simply to mandate utilities to achieve a specific target. Three new market-based mechanisms are available for utilities to use in promoting energy efficiency. Historically, mechanisms of demand-side management may be classified as regulatory, policy-based, market-based, and load-targeting. This knowledge note is important, because electric utilities are well-positioned to help raise energy efficiency. The three new market-based mechanisms to help achieve this goal include Establish a white certificates scheme establishing a white certificates scheme, establishing energy efficiency auctions, and establishing energy efficiency feed-in tariffs. These new market-based models are available for utilities to use in promoting energy efficiency, in concert with other means of procurement. Whatever the design, program effectiveness will depend on technically competent and trusted verification of energy savings and their costs, long-term commitment to maintaining the efficiency program, and flexibility in adjusting it over time to ensure that programs keep performing.Publication A Review of Solar Energy : Markets, Economics and Policies(2011-10-01)Solar energy has experienced phenomenal growth in recent years due to both technological improvements resulting in cost reductions and government policies supportive of renewable energy development and utilization. This study analyzes the technical, economic and policy aspects of solar energy development and deployment. While the cost of solar energy has declined rapidly in the recent past, it still remains much higher than the cost of conventional energy technologies. Like other renewable energy technologies, solar energy benefits from fiscal and regulatory incentives and mandates, including tax credits and exemptions, feed-in-tariff, preferential interest rates, renewable portfolio standards and voluntary green power programs in many countries. Potential expansion of carbon credit markets also would provide additional incentives to solar energy deployment; however, the scale of incentives provided by the existing carbon market instruments, such as the Clean Development Mechanism of the Kyoto Protocol, is limited. Despite the huge technical potential, development and large-scale, market-driven deployment of solar energy technologies world-wide still has to overcome a number of technical and financial barriers. Unless these barriers are overcome, maintaining and increasing electricity supplies from solar energy will require continuation of potentially costly policy supports.Publication Financing Energy Efficiency Measures for Residential Building Stock : Scaling Up Energy Efficiency in Buildings in the Western Balkans(World Bank Group, Washington, DC, 2014-05)Within the Western Balkans region, a secure energy supply is critical to sustaining economic growth. Currently, the region relies heavily on imported hydrocarbons and maintains high energy intensity relative to Gross Domestic Product, or GDP. This places a huge burden on companies, which require affordable and reliable infrastructure services to be competitive; the public sector, which spends significant budgetary resources on energy; and households, which have to pay a high portion of their income for energy services. As energy pricing is further rationalized, a higher burden will be placed on all sectors, especially poorer households. The residential sector is a significant energy consumer. Its share of total final energy consumption ranges from 28 percent to 32 percent (compared with the EU average of 27 percent). Fairly simple renovations such as insulation, heating system upgrades, and improvements to windows and lighting could reduce consumption in this sector by some 9 percent, with payback periods generally less than 8 years. Such improvements could help ease the impact of future tariff increases while helping reduce the region's projected energy supply and demand gap.Publication Thirsty Energy : Understanding the Linkages between Energy and Water(World Bank, Washington, DC, 2015-01)Population growth and economic development, aggravated by climate change, will increase pressure on energy and water resources. Integrated planning can make the most of these two essential and scarce resources. What are the challenges? and, What are our options?Publication Toward a Low-Carbon Economy : Renewable Energy and Energy Efficiency Portfolio Review(Washington, DC, 2013)Renewable energy and energy efficiency projects continue to perform strongly in the World Bank Group (WBG) energy portfolio and are increasingly being mainstreamed in the WBG's energy lending. In fiscal 2007 a total of US$1,433 million supported 63 renewable energy and energy efficiency projects in 32 countries. In addition to operational activities, the WBG engages in a variety of economic sector work and technical assistance focused on renewable energy and energy efficiency. This work is an integral part of the WBG activities, which is valued as an important source of information and advice for policy makers and other stakeholders. In addition, these activities are an important component in the preparation of future lending activities. The Energy Sector Management Assistance Program (ESMAP) is a multi-donor trust-funded global technical assistance program that has reached its 25th anniversary. This program provides policy advice on sustainable energy development to governments of developing countries and economies in transition. The carbon finance project aims at promoting investments in wind energy to reduce greenhouse gas emissions, to contribute to the further development of the international carbon market in Mexico through the supply of emissions reductions under the clean development mechanism and to improve energy security.

Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.Publication Democratic Republic of Congo Urbanization Review(Washington, DC: World Bank, 2018)The Democratic Republic of Congo has the third largest urban population in sub-Saharan Africa (estimated at 43% in 2016) after South Africa and Nigeria. It is expected to grow at a rate of 4.1% per year, which corresponds to an additional 1 million residents moving to cities every year. If this trend continues, the urban population could double in just 15 years. Thus, with a population of 12 million and a growth rate of 5.1% per year, Kinshasa is poised to become the most populous city in Africa by 2030. Such strong urban growth comes with two main challenges – the need to make cities livable and inclusive by meeting the high demand for social services, infrastructure, education, health, and other basic services; and the need to make cities more productive by addressing the lack of concentrated economic activity. The Urbanization Review of the Democratic Republic of Congo argues that the country is urbanizing at different rates and identifies five regions (East, South, Central, West and Congo Basin) that present specific challenges and opportunities. The Urbanization Review proposes policy options based on three sets of instruments, known as the three 'I's – Institutions, Infrastructures and Interventions – to help each region respond to its specific needs while reaping the benefits of economic agglomeration The Democratic Republic of the Congo is at a crossroads. The recent decline in commodity prices could constitute an opportunity for the country to diversify its economy and invest in the manufacturing sector. Now is an opportune time for Congolese decision-makers to invest in cities that can lead the country's structural transformation and facilitate greater integration with African and global markets. Such action would position the country well on the path to emergence.Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.
