Lost at Sea? Navigate! Using Metrics and Results to Establish the Value of Communications and Knowledge in Sanitation and Water Service Delivery

Abstract
The communications and knowledge work of the World Bank Group takes many shapes; and although one commonality is its enhancement and support of the institutional mission and development objectives, communications and knowledge work is not always subject to monitoring processes as is the case with its operations counterpart. Similar to a ship's captain navigating by starlight, communications and knowledge work can be well guided by undefined indicators and tacit knowledge of what successful communications campaigns and knowledge management look like; however, if there were ever a time to develop and use more precise navigational instruments, now is that time. This smart lesson explores how the Water and Sanitation Program (WSP), a global partnership administered by the World Bank, developed such navigational instruments for communications and knowledge. By explicitly tying communications and knowledge activities to development objectives and taking time to identify, aggregate, and monitor outputs, qualitative and quantitative indicators, and assumptions, WSP helped quantify the contribution of communications and knowledge to the achievement of the program's business and development objectives.

    Taking Advantage of a Window of Opportunity

    Rwanda’s government and private sector took a bold step towards achieving a critical reform agenda with the design and implementationof a single window for international trade system. This implementation marked the first successful collaboration among Rwanda’s numerous agencies that over see the country’s cross-border trade. Addressing the demands of a diverse group of stakeholders was certainly daunting, but effective stakeholder engagement and change management efforts have produced results that are exerting a major impact on the efficiency of goods into and transiting Rwanda. Driving the Single Window project was an aspiration for greater collaboration at the level of government-to-government, business-to business and government-to-business. Rwanda’s membership in the East African Community, which is a Single Customs Territory was another critical factor. By addressing national needs and incorporating a regional focus and outreach in the management of cargo, the Rwanda Electronic Single Window has achieved success.

    Opening Opportunities

    One of the most challenging experiences for businesses involved in cross bordertrade along Kenya’s border points is the clearance of imports and exports. Until 2015, the process of clearing cargo was largely manual. More than 29 different government agencies with different roles in the clearance of international trade goods required businesses to apply for and submit different sets of cargo clearance documents. The World Bank Group’s trade and competitiveness team, through the Kenya investment climate program, has supported the government of Kenya in implementing the Kenya National Electronic Single Window System, also known as the Kenya TradeNet System. This smart lesson describes the system, how it works, its accomplishments, and lessons learned along the way.

    In 2008, Morocco’s National Ports Agency launched a project to create a national single-window platform for Morocco’s foreign tr ade. The process was long and difficult, and its success is owing in large part to the leadership and focus demonstrated by PORTNET S.A., the company created in 2012 to be in charge of the project. This SmartLesson describes the steps PORTNET took to forge a strategic alliance between public and private stakeholders in Morocco to achieve a common, mutually beneficial aim: streamline Morocco’s foreign trade procedures and improve its business climate.

    Jamaica’s Trade Facilitation Task Force

    Jamaica is taking steps to strengthen its trade environment as a way to improve the ease and ways of doing business and stimulate growth. In February 2015, Jamaica formed its National Committee on Trade Facilitation, known as the Trade Facilitation Task Force (TF2). During its first year, theTask Force had fruitful consultations with its members in the public and private sectors on how to increase trade facilitation in Jamaica. These consultations laid the foundation for the creation of a Trade Facilitation Project Plan, currently in use as a guide for the execution and monitoringof Jamaica’s trade-competitiveness activities. This SmartLesson describes the establishment of the Task Force and the progress of the Project Plan— and shares key lessons learned along the way.

    In 2015, the World Bank and International Finance Corporation (IFC) conducted a border-crossing time-release study (TRS) at three points on the Belarus border. The joint team customized a standard survey methodology to gather a wider range of data as well as to overcome time and other resource constraints. This smart lesson describes the team’s efforts to fit the TRS to the particular context in Belarus to ensure accurate and actionable data.

    A Roadmap for Tracking Knowledge Results – Experiences and Challenges

    From fostering expertise to packaging and sharing lessons from the field, the knowledge work of the World Bank Group takes many shapes. But unlike lending operations, knowledge work is not always subject to the same results monitoring processes. For example, the publishing of a report has often been used as the only indicator of a successful knowledge product. During a program-wide effort to develop and implement a results-based management framework for its technical assistance work, the Water and Sanitation Program (WSP), a multi-donor partnership administered by the World Bank, discovered that applying the same framework to its knowledge work helped demonstrate the value of knowledge by drawing a connection between knowledge inputs, outputs, outcomes, and impact. This smart lesson describes lessons from a technical assistance program's experience applying a results framework to knowledge work. In addition to demonstrating value, this helped better define different stages of knowledge work, measure progress, and better manage program communications and knowledge management.

    Towards Open Knowledge : The State of World Bank Knowledge Services

    This first World Bank Knowledge Report launches what is intended as a series of World Bank Knowledge Reports. Although knowledge is a fundamental to the Bank s overall mission, and informs all of the Bank s development activities, it has not received the same degree of attention from management that has been accorded to its lending activities. By paying attention to knowledge work as a distinct service, the Bank and our stakeholders will be able to better understand the results of that work. This will lead to better management of the knowledge production process, more strategic partnerships with other knowledge institutions, and greater operational and policy impact. As the first in the series, this report spends some time surveying the horizon describing what kind of knowledge activities the World Bank undertakes and what its experience with this type of work has been. Consultations within the Bank and with external reviewers and partners during preparation of the report have enabled the institution to speak more clearly about the full range of these activities, and how they are evolving in response to changing conditions in the world and the changing demands of clients. In terms of the way forward, this first Knowledge Report makes some specific recommendations for measuring results and opening many of the Bank s processes to more external inputs. The report also identifies important issues that will become part of ongoing conversations, both within the Bank and with clients and external partners. This volume is a synthesis of inputs from a variety of studies and units across the Bank. These are covered in significantly greater detail in a Background Report, which may be of greatest interest to Bank staff and managers who want a more in-depth understanding.

    Learning and Results in World Bank Operations

    This report is the second in a program of evaluations that the independent evaluation group (IEG) is conducting on the learning that takes place through World Bank projects. Learning and knowledge are treated as parts of a whole and are presumed to be mutually reinforcing. The evaluation program addresses the following overarching questions: how well has the World Bank learned in its lending operations?; and what is the scope for improving how it generates, accesses, and uses learning and knowledge in these operations? Evaluation two includes findings from seven country case studies and interviews with Bank staff about their early experience of working within the Bank’s new global practices structure, which became operational on July 1, 2014. The aim is to assess the pre-FY2015 evidence in light of the new structure and roles, and to ask how long-term trends are likely to be modified as reforms evolve. Surveys and interviews reveal that, when it comes to managing projects, Bank staff rely first and foremost on a process of informal learning, leading to a gradual accumulation of tacit knowledge. Informal learning and tacit knowledge are built on the behaviors that flow from mindsets and from the characteristics and operating rules of the groups that individuals belong to. These behavioral underpinnings are mediated by incentives that institutions like the Bank provide to staff. The Bank has launched several important learning initiatives, such as the operational core curriculum. Chapter one presents approach. Chapter two mines the academic and management literature to examine the behavioral underpinnings of informal learning and tacit knowledge. Chapter three examines how individual and team behavior is mediated by the incentives that the Bank offers staff. Chapters four, five, and six examine three operational orientations of particular relevance to the new Bank: balancing of global and local focus, adaptiveness, and results focus. Chapter seven presents recommendations.

    The Art of Knowledge Exchange : A Results-Focused Planning Guide for Development Practitioners

    Knowledge exchange, or peer-to-peer learning, is a powerful way to share, replicate, and scale up what works in development. Development practitioners want to learn from the practical experience of others who have gone through, or are going through, similar problems. This guide emphasizes empowering local agents through experiential learning with peers from their own and other countries, by following a strategic, results-oriented approach to learning based on the World Bank institute's capacity development and results framework. Knowledge exchange can be used as part of a change process to powerful effect. But like any good capacity building approach, it should be anchored in the broader development context and your clients' needs should drive the agenda. The development goal focuses on the major objective your clients hope to achieve. It derives from a long-term regional, national, or local development strategy. The knowledge exchange initiative should bring your clients closer to realizing this goal, by targeting the institutional constraints preventing its achievement. The development goal therefore guides the design of your knowledge exchange. An effective development goal is locally owned and provides clear economic and social value to targeted beneficiaries. It's important to recognize that a knowledge exchange initiative will not result in the development goal, but should contribute to it. In some instances, knowledge exchange can be used to build group consensus on a development goal itself.

    The Capacity Development Results Framework

    The Capacity Development Results Framework (CDRF or the Framework) is a powerful new approach to the design, implementation, monitoring, management, and evaluation of development programs. Originally conceived to address well-documented problems in the narrow field of capacity development, the Framework can be profitably applied to assess the feasibility and coherence of proposed development projects, to monitor projects during implementation (with a view to taking corrective action), or to assess the results, or even the design, of completed projects. The framework can also be used as a step-by-step guide to the planning, implementation, and evaluation of projects and programs designed to build capacity for development at a national or sub-national level. That is how it is illustrated here. We chose this approach because such a guide was sorely needed, and because it allowed us to illustrate the full set of tools and processes provided by the framework. The framework is compatible with a broad range of situations and approaches to change management. But in all cases key actors in the change process must be identified and offered the knowledge and tools that they need to produce change in the direction of the desired goals. Critical points in the change path must be identified. At each such point, new information and experience must be assessed to guide subsequent decisions. Building capacity, driving change, and achieving development goals will typically be iterative processes.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.
