dc.description.abstract	Performance-based financing (PBF) approaches have expanded rapidly in lower-and middle income countries, and especially in Africa. The number of countries has grown from three in 2006 to 32 in 2013. PBF schemes are flourishing and cause considerable demand for technical assistance in executing these health reforms in a rational and accountable manner. Currently there is a lack of knowledge among many health reformers of how to implement performance-based financing pilot projects, and scale them up intelligently. In a context of tremendous demand for solid design and implementation experience and given the rapid expansion of results-based financing (RBF) programs, there is an urgent need to build capacity in designing and implementing PBF programs. As yet there has been little attempt to gather the learning from these experiences together in one volume and, moreover, in a form that serves as a guide to implementers. This toolkit answers the most pressing issues related to the supply-side RBF programs of which PBF forms part.	en
dc.description.abstract	Qu’est-ce qu’un financement basé sur la performance (FBP) ? Pourquoi est-il utilisé pour le financement des services de santé dans les pays à revenu faible et intermédiaire inférieur ? Lorsque les praticiens veulent introduire un FBP dans leur pays, comment doivent-ils procéder ? Cette Boîte à outils répond aux deux premières questions tout en mettant l’accent sur la troisième. Bien qu’elle réponde abondamment au « quoi » et au « pourquoi », la Boîte à outils se concentre essentiellement sur le « comment » : le processus, la planification, la conception et la mise en œuvre de FBP. Elaborée et revue par des praticiens qui ont expérimenté différentes méthodes et participé à leur conception, à leur application, à leur observation et à l’évaluation de leurs effets, la Boîte à outils propose un guichet unique où chaque praticien trouvera des exemples de formulaires, d’outils, de feuilles de calcul, de contrats, de termes de référence, de cadres d’évaluation de la performance, etc. qui ont été élaborés dans le cadre de FBP mis en œuvre avec succès en Asie et en Afrique. La Partie 1 (Chapitres 1 à 8) aborde les questions conceptuelles qui se posent au niveau de l’établissement de santé. La Partie 2 (Chapitres 9 à 16) est consacrée aux structures et aux questions de mise en œuvre. La Partie 3 (Chapitre 17) examine les données factuelles sur les FBP et compare les approches adoptées par les pays à revenu faible et intermédiaire inférieur avec celles mises en avant par les pays de l’Organisation de coopération et de développement économiques (OCDE).	fr
