Abstract
The COVID-19 pandemic has wreaked havoc upon global learning, with many countries facing severe school disruptions and closures. An emerging literature based on household survey data points to the pandemic as having exacerbated inequalities in education and learning in countries from Italy to Denmark, the United Kingdom, and the United States. This brief offers new analysis on the impacts of the COVID-19 pandemic on learning outcomes for six sub-Saharan African countries. The authors analyze detailed household level data from several rounds of panel phone surveys collected by the World Bank in Burkina Faso, Ethiopia, Malawi, Mali, Nigeria, and Uganda. These surveys were first implemented between late April and early June 2020, after school closures due to the pandemic. In each survey round, the surveyed households were asked a set of core questions on topics such as knowledge of COVID and mitigation measures, access to educational activities during school closures, dynamics of employment, household income and livelihood, income loss and coping strategies, and received assistance.O

    Educational inequalities during COVID-19: Results from longitudinal surveys in Sub-Saharan Africa

    While the literature on the COVID-19 pandemic is growing, there are few studies on learning inequalities in a lower-income, multi-country context. Analyzing a rich database consisting of 34 longitudinal household and phone survey rounds from Burkina Faso, Ethiopia, Malawi, Mali, Nigeria, Tanzania, and Uganda with a rigorous linear mixed model framework, we find lower school enrolment rates during the pandemic. But countries exhibit heterogeneity. Our variance decomposition analysis suggests that policies targeting individual household members are most effective for improving learning activities, followed by those targeting households, communities, and regions. Households with higher education levels or living standards or those in urban residences are more likely to engage their children in learning activities and more diverse types of learning activities. Furthermore, we find some evidence for a strong and positive relationship between public transfers and household head employment with learning activities for almost all the countries.

    Simulating the Potential Impacts of COVID-19 School Closures on Schooling and Learning Outcomes

    School closures due to COVID-19 have left more than a billion students out of school. This paper presents the results of simulations considering three, five and seven months of school closure and different levels of mitigation effectiveness resulting in optimistic, intermediate and pessimistic global scenarios. Using data on 157 countries, the analysis finds that the global level of schooling and learning will fall. COVID-19 could result in a loss of between 0.3 and 0.9 years of schooling adjusted for quality, bringing down the effective years of basic schooling that students achieve during their lifetime from 7.9 years to between 7.0 and 7.6 years. Close to 7 million students from primary up to secondary education could drop out due to the income shock of the pandemic alone. Students from the current cohort could, on average, face a reduction of $355, $872, or $1,408 in yearly earnings. In present value terms, this amounts to between $6,472 and $25,680 dollars in lost earnings over a typical student's lifetime. Exclusion and inequality will likely be exacerbated if already marginalized and vulnerable groups, like girls, ethnic minorities, and persons with disabilities, are more adversely affected by the school closures. Globally, a school shutdown of 5 months could generate learning losses that have a present value of $10 trillion. By this measure, the world could stand to lose as much as 16 percent of the investments that governments make in the basic education of this cohort of students. The world could thus face a substantial setback in achieving the goal of halving the percentage of learning poor and be unable to meet the goal by 2030 unless drastic remedial action is taken.

    Poverty Imputation in Contexts without Consumption Data

    A key challenge with poverty measurement is that household consumption data are often unavailable or infrequently collected or may be incomparable over time. In a development project setting, it is seldom feasible to collect full consumption data for estimating the poverty impacts. While survey-to-survey imputation is a cost-effective approach to address these gaps, its effective use calls for a combination of both ex-ante design choices and ex-post modeling efforts that are anchored in validated protocols. This paper refines various aspects of existing poverty imputation models using 14 multi-topic household surveys conducted over the past decade in Ethiopia, Malawi, Nigeria, Tanzania, and Vietnam. The analysis reveals that including an additional predictor that captures household utility consumption expenditures—as part of a basic imputation model with household-level demographic and employment variables—provides poverty estimates that are not statistically significantly different from the true poverty rates. In many cases, these estimates even fall within one standard error of the true poverty rates. Adding geospatial variables to the imputation model improves imputation accuracy on a cross-country basis. Bringing in additional community-level predictors (available from survey and census data in Vietnam) related to educational achievement, poverty, and asset wealth can further enhance accuracy. Yet, there is within-country spatial heterogeneity in model performance, with certain models performing well for either urban areas or rural areas only. The paper provides operationally-relevant and cost-saving inputs into the design of future surveys implemented with a poverty imputation objective and suggests directions for future research.

    The Labor Market Impacts of COVID-19 in Four African Countries (April to October 2020)

    As part of a global effort led by the World Bank to track the socio-economic impacts of Coronavirus disease 2019 (COVID-19), the living standards measurement study (LSMS) team supports high-frequency phone surveys in Ethiopia, Malawi, Nigeria, and Uganda (among other countries). This brief focuses on the early impacts of COVID-19 on the labor market and their evolution from April to October 2020 using phone surveys in four African countries.

    Imputing Poverty Indicators without Consumption Data

    Accurate poverty measurement relies on household consumption data, but such data are often inadequate, outdated, or display inconsistencies over time in poorer countries. To address these data challenges, this paper employs survey-to-survey imputation to produce estimates for several poverty indicators, including headcount poverty, extreme poverty, poverty gap, near-poverty rates, as well as mean consumption levels and the entire consumption distribution. Analysis of 22 multi-topic household surveys conducted over the past decade in Bangladesh, Ethiopia, Malawi, Nigeria, Tanzania, and Viet Nam yields encouraging results. Adding household utility expenditures or food expenditures to basic imputation models with household-level demographic, employment, and asset variables could improve the probability of imputation accuracy by 0.1 to 0.4. Adding predictors from geospatial data could further increase imputation accuracy. The analysis also shows that a larger time interval between surveys is associated with a lower probability of predicting some poverty indicators, and that a better imputation model goodness-of-fit (R2) does not necessarily help. The results offer cost-saving inputs for future survey design.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction.     Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    The Sourcebook synthesizes real-world experiences and lessons learned of social protection delivery systems from around the world, with a particular focus on social and labor benefits and services. It takes a practical approach, seeking to address concrete “how-to” questions, including: How do countries deliver social protection benefits and services? How do they do so effectively and efficiently? How do they ensure dynamic inclusion, especially for the most vulnerable and needy? How do they promote better coordination and integration—not only among social protection programs but also programs in other parts of government? How can they meet the needs of their intended populations and provide a better client experience? The Sourcebook structures itself around eight key principles that can frame the delivery systems mindset: (1) delivery systems evolve over time, do so in a non-linear fashion, and are affected by the starting point(s); (2) additional efforts should be made to “do simple well”, and to do so from the start rather than trying to remedy by after-the-fact adding-on of features or aspects; (3) quality implementation matters, and weaknesses in the design or structure of any core system element will negatively impact delivery; (4) defining the “first mile” for people interface greatly affects the system and overall delivery, and is most improved when that “first mile” is understood as the weakest link in delivery systems); (5) delivery systems do not operate in a vacuum and thus should not be developed in silos; (6) delivery systems can contribute more broadly to government’s ability to intervene in other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services; (7) there is no single blueprint for delivery systems, but there are commonalities and those common elements constitute the core of the delivery systems framework; (8) inclusion and coordination are pervasive and perennial dual challenges, and they contribute to the objectives of effectiveness and efficiency.
