Abstract
Most of the Organization for Economic Cooperation and Development (OECD) member countries has training institutions that offer corporate governance courses and programs for directors (e.g., the Institute of Directors in the United Kingdom, and the National Association of Corporate Directors in the United States) that have received independent accreditation. There is a high demand among corporate governance institutes and institutes of directors in the Middle East and North Africa (MENA) region and possibly other regions to have training programs that are accredited by recognized international bodies.

Publication Taking Advantage of a Window of Opportunity(International Finance Corporation, Washington, DC, 2017-02)Rwanda’s government and private sector took a bold step towards achieving a critical reform agenda with the design and implementationof a single window for international trade system. This implementation marked the first successful collaboration among Rwanda’s numerous agencies that over see the country’s cross-border trade. Addressing the demands of a diverse group of stakeholders was certainly daunting, but effective stakeholder engagement and change management efforts have produced results that are exerting a major impact on the efficiency of goods into and transiting Rwanda. Driving the Single Window project was an aspiration for greater collaboration at the level of government-to-government, business-to business and government-to-business. Rwanda’s membership in the East African Community, which is a Single Customs Territory was another critical factor. By addressing national needs and incorporating a regional focus and outreach in the management of cargo, the Rwanda Electronic Single Window has achieved success.Publication Opening Opportunities(International Finance Corporation, Washington, DC, 2017-02)One of the most challenging experiences for businesses involved in cross bordertrade along Kenya’s border points is the clearance of imports and exports. Until 2015, the process of clearing cargo was largely manual. More than 29 different government agencies with different roles in the clearance of international trade goods required businesses to apply for and submit different sets of cargo clearance documents. The World Bank Group’s trade and competitiveness team, through the Kenya investment climate program, has supported the government of Kenya in implementing the Kenya National Electronic Single Window System, also known as the Kenya TradeNet System. This smart lesson describes the system, how it works, its accomplishments, and lessons learned along the way.Publication PortNet in Morocco(International Finance Corporation, Washington, DC, 2017-01)In 2008, Morocco’s National Ports Agency launched a project to create a national single-window platform for Morocco’s foreign tr ade. The process was long and difficult, and its success is owing in large part to the leadership and focus demonstrated by PORTNET S.A., the company created in 2012 to be in charge of the project. This SmartLesson describes the steps PORTNET took to forge a strategic alliance between public and private stakeholders in Morocco to achieve a common, mutually beneficial aim: streamline Morocco’s foreign trade procedures and improve its business climate.Publication Jamaica’s Trade Facilitation Task Force(International Finance Corporation, Washington, DC, 2017-02)Jamaica is taking steps to strengthen its trade environment as a way to improve the ease and ways of doing business and stimulate growth. In February 2015, Jamaica formed its National Committee on Trade Facilitation, known as the Trade Facilitation Task Force (TF2). During its first year, theTask Force had fruitful consultations with its members in the public and private sectors on how to increase trade facilitation in Jamaica. These consultations laid the foundation for the creation of a Trade Facilitation Project Plan, currently in use as a guide for the execution and monitoringof Jamaica’s trade-competitiveness activities. This SmartLesson describes the establishment of the Task Force and the progress of the Project Plan— and shares key lessons learned along the way.Publication Opening Doors to Transparency in Cross-Border Trade(International Finance Corporation, Washington, DC, 2017-02)Most business leaders in Malawi see the Malawi Trade Portal (MTP) as a step forward in the provision of public information via online platforms and the promotion of transparency in the delivery of public services. Its purpose is to facilitate trade by promoting easier access to information on laws, regulations, measures, standards, procedures, and forms related tothe governance of exports, imports, and transit of goods. This SmartLesson describes how the MTP is helping authorities facilitate trade by increasing transparency and accountability and by reducing the time it takes to access regulatory information on trade across borders. and it shares the lessons the authors believe are the most replicable.

Publication Evaluating Training Programs for Small and Medium Enterprises : Lessons from Mexico(World Bank, Washington, DC, 2005-11)While there have been numerous impact evaluations of unemployed individuals participating in retraining programs or in programs to foster self-employment, impact evaluations of enterprises benefiting from training programs for small and medium enterprises (SMEs) are rare. The authors reevaluate the impact of the largest SME program in Mexico, the Comprehensive Quality and Modernization Program (CIMO). They show that compared to the control group, CIMO firms increased investments in worker training, had higher rates of capacity utilization, and were more likely to adopt quality practices. The evidence also suggests that these improved intermediate outcomes were associated with increased productivity growth among CIMO participants, impacts that were especially strong throughout the 1991-93 period. However, the productivity impacts of CIMO are not apparent in the 1993-95 period.Publication Does Training Work? Re-Examining Donor-Sponsored Training Programs in Developing Countries(World Bank, Washington, DC, 2006-02)This article examines the available evidence about training as an instrument of capacity development and asks whether it works and under which conditions it is most optimally pursued. The first part of the paper considers evidence from the World Bank and other international donors, which spend considerable sums on training in developing countries. The second part of the paper looks at the record of private sector firms to see what can be learned from company training programs, which have tended to be better documented and followed from a cost-effectiveness standpoint. The article then considers what conclusions from the private sector can help us toward a better understanding of the optimal conditions for training in a development context.Publication The International Finance Corporation's MBA Survey : How Developing Country Firms Rate Local Business School Training(World Bank, Washington, DC, 2003-12)Graduate education in business administration was developed in the U.S. around the turn of the twentieth century. MBA and similar graduate-level business programs took hold more slowly in other countries, but the number of such programs expanded more rapidly from the 1960s onward. In an effort to determine what firms from these countries require from business school graduates, the IFC used its extensive contacts with these firms to conduct a survey of the quality of business education in these countries. The survey results imply that the strengths and weaknesses of developing and transition country MBAs seem to overlap with those of MBAs from the U.S.: managers in the U.S. and in the developing countries find that the technical and analytical skills of MBAs are well developed while the practical training/skills and communication/language skills of MBAs are significantly lacking. On the whole, only the African and Middle Eastern firms were significantly dissatisfied with the quality of local MBA graduates. The survey results show that MBAs worldwide are not fully satisfying the needs of firms. Each of the other regions of the world has its own particular weaknesses, while at the same time some common weaknesses (such as work experience and communication skills) stand out. These results show that a cookie-cutter approach to training MBAs cannot work. Rather, MBA programs have to be tailored to suit the needs of the local business community while also teaching common business fundamentals.Publication Economic Impacts of Professional Training in the Informal Sector : The Case of the Labor Force Training Program in Côte d'Ivoire(World Bank, Washington, DC, 2005-07)The authors address the economic impact of the labor force training program (PAFPA) developed for the informal sector in Côte d'Ivoire. The data contain a subsample of the participants in the agricultural sector, tailoring sector, and the electronics sector, and a comparable control group of nonparticipants. The data have been analyzed using standard program evaluation tools, namely difference-in-difference estimators, in order to detect potential program impacts. The authors find positive economic impacts as a result of training received for some groups, namely women, the agricultural and electronics sectors, firms employing 1-3 individuals, and firms with 10 or more employees.Publication How Does the Short-Term Training Program Contribute to Skills Development in Bangladesh?(World Bank, Washington, DC, 2015-09)Skills development is one of the priorities for national economic development strategies of Bangladesh. The vision 2021 of the Government of Bangladesh gives the highest priority to building a large base of skilled workers in order to achieve a poverty-free middle-income country by 2021. The skills development sector is highly complex due to multiple service providers, a vast spectrum of target audiences, a large range in modalities of service provision, and varied emphases in terms of skills levels and types. The short-term training, a formal channel of six months training, is an important instrument for bridging the gap between the needs of the labor market for increasing the pool of skillful workers and the aspiration of the students for finding a good job. In order to assess the performance of short-term training and interventions by Skills and Training Enhancement Project (STEP), a tracer study was conducted between December 2013 and January 2014. Skills and Training Enhancement Project (STEP) is jointly financed by the World Bank, Canada and the Government of Bangladesh (GoB), which started in 2010 for contributing to Bangladesh’s medium to long-term objective of developing its human resources as a cornerstone of its strategy for poverty alleviation and economic growth. It supports competitively selected 42 public and 8 private short-term training institutions for improving the quality of training and providing opportunities to the disadvantaged youth for obtaining skills from the select training providers.

Publication Direct and Indirect Impacts of Transport Mobility on Access to Jobs: Evidence from South Africa(Washington, DC: World Bank, 2025-11-12)Access to jobs is essential for economic growth. In Africa, unemployment rates are notably high. This paper reexamines the relationship between transport mobility and labor market outcomes, with a particular focus on the direct and indirect effects of transport connectivity. As predicted by theory, wages are influenced by the level of commuting deterrence. Generally, higher earnings are associated with longer commute times and/or higher commuting costs. Local accessibility is also important, especially for individuals with time constraints. Both direct and indirect impacts are found to be significant in South Africa, where job accessibility has been challenging since the end of apartheid. For the direct impact, the wage elasticity associated with commuting costs is significant. Returns on commute are particularly high for women. Local accessibility to socioeconomic facilities, such as shops and health services, is also found to have a significant impact, consistent with the concept of mobility of care. To enhance employment, therefore, it is crucial to connect people not only to job locations but also to various socioeconomic points of interest, such as markets and hospitals, in an integrated manner. This integration will enable individuals to spend more time working and commuting longer distances.Publication Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries(Washington, DC: World Bank, 2025-11-17)Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.Publication Continental Drying: A Threat to Our Common Future(Washington, DC: World Bank, 2025-11-04)Grounded in new evidence from satellite data, “Continental Drying: A Threat to Our Common Future” presents the first global assessment of freshwater reserves over the past two decades. The findings expose an alarming trend of “continental drying,” a persistent long-term decline in freshwater availability across vast landmasses. Not only are droughts and deluges becoming more unpredictable, but the total amount of freshwater available for use has also significantly declined. Continental drying, driven by global warming, worsening droughts, and unsustainable water and land use, is a silent but accelerating crisis—largely unknown to the public—that reshapes the global water narrative. Continental drying raises profound risks. This report reveals new empirical evidence showing how freshwater depletion leads to major job losses, reduced incomes, wildfires, and biodiversity threats. In the long term, the combined effects of drying and warming could push societies toward a tipping point where damage accelerates rapidly and adaptation becomes increasingly difficult. Against the backdrop of continental drying, global water consumption rose by 25 percent between 2000 and 2019, with about a third of this increase occurring in regions already experiencing drying. Compounding the pressure, a substantial share of water use in drying regions remains inefficient. Continental Drying identifies hot spots where rising demand and declining supply converge and explores where and how water savings can be realized. This report recommends a three-pronged approach to address the crisis: managing demand, augmenting water supply, and improving water allocation. Five cross-cutting levers—strengthening institutions, reforming water tariffs and repurposing subsidies, adopting water accounting, leveraging data and technological innovations, and valuing water in trade—are essential for effective implementation and to attract private investment to finance the approach. Beyond water, addressing trade barriers, investing in education and skills development, and improving access to markets and financial services are critical for strengthening job and livelihood resilience amid a continental drying crisis.Publication Kyrgyz Republic Country Climate and Development Report(Washington, DC: World Bank, 2025-11-03)This Country Climate and Development Report (CCDR) on the Kyrgyz Republic aims to support the country’s development goals amid a changing climate. The CCDR considers two policy scenarios up to 2050: the business-as-usual (BAU) and high-growth scenarios. As it quantifies the likely impacts of climate change on the Kyrgyz economy between now and 2050, the report highlights key government actions to best prepare for and adapt to climate impacts (referred to as “with adaptation” measures), with a particular focus on the time horizon up to 2030. The CCDR also outlines a path to net zero emissions by 2050 (referred to as “with mitigation” measures, “decarbonization,” or, simply, “net zero 2050”), highlighting associated development co-benefits.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
