Abstract
Women, Business and the Law 2024 is the 10th in a series of annual studies measuring the enabling conditions that affect women’s economic opportunity in 190 economies. To present a more complete picture of the global environment that enables women’s socioeconomic participation, this year Women, Business and the Law introduces two new indicators—Safety and Childcare—and presents findings on the implementation gap between laws (de jure) and how they function in practice (de facto).
This study presents three indexes: (1) legal frameworks, (2) supportive frameworks (policies, institutions, services, data, budget, and access to justice), and (3) expert opinions on women’s rights in practice in the areas measured. The study’s 10 indicators—Safety, Mobility, Workplace, Pay, Marriage, Parenthood, Childcare, Entrepreneurship, Assets, and Pension—are structured around the different stages of a woman’s working life.
Findings from this new research can inform policy discussions to ensure women’s full and equal participation in the economy. The indicators build evidence of the critical relationship between legal gender equality and women’s employment and entrepreneurship. Data in Women, Business and the Law 2024 are current as of October 1, 2023.

Publication Women, Business and the Law 2023(Washington, DC: World Bank, 2023-03-02)“Women, Business and the Law 2023” is the ninth in a series of annual studies measuring the laws and regulations that affect women’s economic opportunity in 190 economies. The project presents eight indicators structured around women’s interactions with the law as they move through their lives and careers: Mobility, Workplace, Pay, Marriage, Parenthood, Entrepreneurship, Assets, and Pension. The 2023 edition identifies barriers to women’s economic participation and encourages reform of discriminatory laws. This year, the study also includes research, a literature review, and analysis of 53 years of reforms for women’s rights. Examining the economic decisions that women make throughout their working lives as well as tracking regulatory changes from 1970 to today, the study makes an important contribution to research and policy discussions about the state of women’s economic opportunities. By presenting powerful examples of change and highlighting the gaps still remaining, “Women, Business and the Law 2023” is a vital tool in ensuring economic empowerment for all. But many laws still make it difficult for women to fully participate in economic life whether by getting jobs or starting businesses. Discriminatory rules bar women from certain jobs, restrict access to capital for women-owned firms and limit women's capacity to make legal decisions. Gender differences in laws affect both developing and developed economies, and women in all regions. Women, business, and the law measures restrictions on women s employment and entrepreneurship as well as incentives for women s employment in 143 economies. Women, business, and the law and the World Bank's global financial inclusion global findings database show that in economies with a default full community of property regime, there are on average 10 percentage points more female owned accounts at formal financial institutions than in economies with a default separation of property regime. This report has shown that although much progress has been made in recent decades in gradually dismantling many of the legal restrictions which have hampered women from more fully contributing to national prosperity, there is a large unfinished agenda of reform. Gender equality is important not only for fairness and equity, but also for economic efficiency and is at the center of creating a more prosperous world.Publication Women, Business and the Law 2019(World Bank, Washington, DC, 2019-02-27)The World Bank Group’s Women, Business and the Law examines laws and regulations affecting women’s prospects as entrepreneurs and employees across 187 economies. Its goal is to inform policy discussions on how to remove legal restrictions on women and promote research on how to improve women’s economic inclusion. Women, Business and the Law 2019: A Decade of Reform introduces a new index measuring legal rights for women throughout their working lives in 187 economies. The index is composed of 35 data points grouped into eight indicators. The data covers a 10-year period not only to understand the current situation but to see how laws affecting women’s equality of opportunity have evolved over time. The index assesses economic rights at milestones spanning the arc of a woman’s working life: the ability to move freely; starting a job; getting paid; legal capacity within marriage; having children; running a business; managing assets; and getting a pension.Publication Fostering Women's Economic Empowerment through Special Economic Zones(World Bank, Washington, DC, 2011)This global report examines the opportunity for special economic zones to promote women's economic empowerment and boost zone and enterprise competitiveness in developing countries. The research covers Bangladesh, China, Costa Rica, Egypt, El Salvador, Jordan, Kenya, and the Philippines. The study focuses on women's economic empowerment in the context of zones at three levels: (i) fair employment and working conditions for female employees; (ii) equal access to opportunities for professional advancement; and (iii) investment opportunities for female entrepreneurs. The study also examines gender-friendly policies and practices that support these three main goals, which include a wide range of options around laws, regulations, labor policies, gender-sensitive professional development programs, family support mechanisms, women's health programs, and supplier diversity and capacity-building initiatives. This study establishes the business case for investments in women's economic empowerment in SEZs, and identifies good-practice examples of recommended enablers to address this investment opportunity. Enablers are defined as efforts to counteract the negative impact of the obstacles women face in economic participation, and can include policies and programs at the government, zone, and enterprise level. The study provides background, evidence of challenges and success stories, comprehensive recommendations, and a suite of tools and tips to implement the recommendations successfully.

Publication Doing Business 2020(Washington, DC: World Bank, 2020)Doing Business 2020 is the 17th in a series of annual studies investigating the regulations that enhance business activity and those that constrain it. It provides quantitative indicators covering 12 areas of the business environment in 190 economies. The goal of the Doing Business series is to provide objective data for use by governments in designing sound business regulatory policies and to encourage research on the important dimensions of the regulatory environment for firms.Publication Youth Employment in Sub-Saharan Africa(Washington, DC: World Bank and Agence Française de Développement, 2014-01-27)Sub-Saharan Africa has just experienced one of the best decades of growth since the 1960s. Between 2000 and 2012, gross domestic product (GDP) grew more than 4.5 percent a year on average, compared to around 2 percent in the prior 20 years (World Bank various years). In 2012, the region's GDP growth was estimated at 4.7 percent- 5.8 percent if South Africa is excluded (World Bank 2013). About one-quarter of countries in the region grew at 7 percent or better, and several African countries are among the fastest growing in the world. Medium-term growth prospects remain strong and should be supported by a rebounding global economy. The challenge of youth employment in Africa may appear daunting, yet Africa's vibrant youth represent an enormous opportunity, particularly now, when populations in much of the world are aging rapidly. Youth not only need jobs, but also create them. Africa's growing labor force can be an asset in the global marketplace. Realizing this brighter vision for Africa's future, however, will require a clearer understanding of how to benefit from this asset. Meeting the youth employment challenge in all its dimensions, demographic, economic, and social, and understanding the forces that created the challenge, can open potential pathways toward a better life for young people and better prospects for the countries where they live. The report examines obstacles faced by households and firms in meeting the youth employment challenge. It focuses primarily on productivity, in agriculture, in nonfarm household enterprises (HEs), and in the modern wage sector, because productivity is the key to higher earnings as well as to more stable, less vulnerable, livelihoods. To respond to the policy makers' dilemma, the report identifies specific areas where government intervention can reduce those obstacles to productivity for households and firms, leading to brighter employment prospects for youth, their parents, and their own children.Publication The Distribution of Crisis Credit(Washington, DC: World Bank, 2022-02-14)This paper studies the distribution of credit during crisis times and its impact on firm indebtedness and macroeconomic risk. Whereas policies can help firms in need of financing, they can lead to adverse selection from riskier firms and higher default risk. The paper analyzes a large-scale program of public credit guarantees in Chile during the COVID-19 pandemic using unique transaction-level data on the demand and supply of credit, matched with administrative tax data, for the universe of banks and firms. Credit demand channels loans toward riskier firms, distributing 4.6 percent of gross domestic product and increasing firm leverage. Despite increased lending to riskier firms, macroeconomic risks remain small. Several factors mitigate aggregate risk: the small weight of riskier firms, the exclusion of the riskiest firms, bank screening, contained expected defaults, and the government absorption of tail risk. The empirical findings are confirmed with a model of heterogeneous firms and endogenous default.Publication World Development Report 2023: Migrants, Refugees, and Societies(Washington, DC : World Bank, 2023-04-25)Migration is a development challenge. About 184 million people—2.3 percent of the world’s population—live outside of their country of nationality. Almost half of them are in low- and middle-income countries. But what lies ahead? As the world struggles to cope with global economic imbalances, diverging demographic trends, and climate change, migration will become a necessity in the decades to come for countries at all levels of income. If managed well, migration can be a force for prosperity and can help achieve the United Nations’ Sustainable Development Goals. World Development Report 2023 proposes an innovative approach to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a “Match and Motive Matrix” that focuses on two factors: how closely migrants’ skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. International cooperation will be critical to the effective management of migration.Publication The State of Identification Systems in Africa(World Bank, Washington, DC, 2017)The global landscape of identification (ID) is changing rapidly. Technology is making it cheaper to identify people accurately, while the opportunities of the digital era are making it more important to be able to prove one’s identity. The role of ID systems has become essential in areas ranging from financial inclusion, social protection, migration, and even coping with natural disasters. Based on the World Bank’s identification for development (ID4D) program’s database, more than 40 percent of those lacking IDs in the world live in Africa. For the first time, the World Bank is planning to provide financial support and technical assistance to ID systems in Africa; this is an area in which it has had marginal involvement until now. The knowledge base related to ID systems in Africa has expanded dramatically. Applying a standardized assessment approach, the World Bank has financed more than 20 country reports and produced a synthesis report covering 17 of them. This publication draws from those reports as well as primary and secondary sources to provide a brief sketch of the foundational ID system in 48 African countries. The brief also confirms that the gaps in the legal and institutional environment that were found in the subset of countries covered in the synthesis report are representative of the wider African context. This volume represents a very small step toward increasing the understanding of the rapidly changing landscape of ID systems in Africa.
