Contextual Design and Promotion of Clean Biomass Stoves: The Case of the Indonesia Clean Stove Initiative

Abstract
In 2012, five years after the start of Indonesia’s campaign to convert millions of households to liquefied petroleum gas (LPG), the Indonesia Clean Stove Initiative (CSI) was launched by the country’s Ministry of Energy and Mineral Resources and the World Bank. All new technologies, including sustainable energy solutions, are introduced into a social context that affects how readily they will be adopted and how theywill be used. This brief describes experience integrating technical and social aspects of clean cook stoves in Indonesia and lessons learned in embracing complexity and facing realities inthe field. The Indonesia CSI originally aimed at complete replacement of the traditional (baseline) stove and focused on wood-only users, following the conventional wisdom at the time that clean technologies described in the international literature on clean cooking, remainedpartly valid, other salient factors added complexity to the situationand posed more fundamental challenges: (i) cooking is not a standard task; (ii) LPG users and wood users are more similar than onemight think; (iii) biomass stove performance is context variable; (iv) cooks are clearly aware of the negative effects of smoke; (v) gender relations have to be taken into account; The Indonesia CSI was supported by a teamof social scientists thatincluded a sociologist,an anthropologist, and astatistician coordinatedby a senior social development specialist to bring context back to the core of the proposed actions. The key lessons from the analysis are as follows: (i) Women, who represent 96 percent of stove users, wantdirect, immediate, and concrete benefits from newstoves; (ii) A complex segmentation of fuel use appears, in which cooking tasks complement fuel availability and income askey variables; Indonesian cooks first want a stove that does the job: powerful, fast, and easy to ignite and operate. But durability, efficiency,and comfort during use also matter. Half of the households in Central Java use both wood and LPG, often for different cooking tasks and at different times of day.

    Synthetic fertilizers are essential to sustaining the world’s population, but their production is responsible for 1.8–2.4 percent of global greenhouse gas emissions. Clean hydrogen holds growing potential (amid falling costs) to decarbonize fertilizer production. Hydrogen produces synthetic ammonia, a building block of most fertilizers. With the fertilizer market as a reliable off-taker, this shift could support the overall expansion of clean hydrogen, even as it boosts global food security. However, this transition may require adjustments, including changes in fertilizer types and modifications to existing subsidy schemes.

    Mini Grids for Underserved Main Grid Customers

    Can mini grids help to solve the problem of poorly served main grid connected communities A mini grid is an electricity generation and distribution network that supplies electricity to a localized group of customers. Mini grids can be isolated from or connected to the main grid. To date, most mini grids in Sub-Saharan Africa have been built in electrically isolated rural villages not connected to the main grid. Based on broad experience working with mini grid programs in more than 20 low- and middle-income countries and five detailed case studies, the authors offer observations and recommendations about mini grids in general and a new type known as “undergrid mini grids” being used in Nigeria and India to serve poorly served communities.

    Mobilizing Commercial Financing to Scale Up Energy Efficiency in the Public Sector

    Scaling up energy efficiency is critical to the energy transition—and the public sector is a good place to start. Programs in public buildings, in particular, can introduce new models and thus help shape markets. Given the limits of public financing against huge investment needs, countries must unlock commercial financing. The first steps are to adopt international best practices and select financing mechanisms suited to local policy and regulatory frameworks, public agency characteristics, implementation barriers, and the maturity of financial markets.

    Using Biomass or Green Ammonia to Replace Coal in Existing Thermal Power Plants

    Finding fuel sources to replace coal in power plants is crucial in the march toward decarbonization. Biomass and ammonia are two options offering significant potential. Both can be used with coal or alone in newly constructed facilities or in modified power plants. Relatively new power plants are good candidates for modification. While work is underway demonstrating the feasibility of each material, there are logistical challenges to address, particularly in the case of ammonia.

    Net Zero Energy by 2060

    In the long term, both energy security and decarbonization in the region will depend on substantial increases in national climate ambitions. Achieving those increases will depend, in turn, on equally substantial increases in investment in low-carbon technologies, accompanied by timely policies and regulatory measures. The World Bank has developed a whole-energy-system model, data driven, technology rich, and bottom-up, to project optimal least-cost pathways for Europe and Central Asia to achieve a net zero energy target by 2060. This Live Wire is based on a report published in March 2024 (World Bank and ESMAP 2024).

    Results-Based Financing to Promote Clean Stoves

    Past market failures to deliver clean cooking and heating solutions, especially to low-income households, suggest the continued need for subsidies if universal access is to be achieved. To succeed, however, subsidies must be well-targeted, have low potential for “leakage,” and be calibrated to avoid destroying commercial incentives and discipline. Results-based financing, which disburses public resources against demonstrated results, can be used to mobilizeand sustain private-sector participation in scaling up access to clean stoves. Pilots implementing this approach under the World Banks Clean Stove Initiative show promising results.

    The East Asia and Pacific (EAP) clean stove initiative (CSI) forum is part of the World Bank's EAP CSI regional program, which focuses on achieving access to modern cooking and heating solutions in the EAP region, particularly through the scaled-up access to advanced cooking and heating stoves for poor, primarily rural households, who are likely to continue using solid fuels to meet their cooking and heating needs beyond 2030. The objectives of the EAP CSI forum are twofold. The first is to share results from implementing the first phase of the CSI, including reports on initial stocktaking activities in the four participating countries and the intervention strategies. The second is to promote collaboration, learning, and knowledge-sharing as the country initiatives move into their second phase. Market forces and mechanisms are powerful tools for ensuring a sustainable supply of clean cooking stoves and should be harnessed in a way that helps the private sector develop, market, and deliver modern cooking solutions. Thus, the CSI intervention strategy in each country needs to strike the right balance between market-based solutions, including innovative financing mechanisms (for example, results-based financing (RBF), with appropriately targeted subsidies. Government policies are needed to: (i) establish and maintain adequate levels of subsidies; and (ii) design and implement effective subsidy allocation mechanisms to mobilize and sustain private-sector participation in scaling up access to clean stoves. This paper is organized as follows: chapter one is Indonesia: toward universal access to clean cooking, key findings from the CSI; chapter two is Indonesia CSI program: government perspective; chapter three gives CSI implementation activity in Lao People's Democratic Republic (PDR); chapter four is China: toward universal access to clean cooking and heating, key findings from the CSI (phase one); chapter five presents development of clean stoves in China; and chapter six is millennium challenge account: Mongolia energy and environment project (2010 to 2013).

    Promoting Energy Access Projects under the Clean Development Mechanism : Standardized Baselines and Suppressed Demand

    New concepts under the Clean Development Mechanism (CDM), namely standardized baselines and suppressed demand, should facilitate the implementation of CDM energy access projects, particularly in Least Developed Countries (LDCs), by reducing transaction costs and reflecting the real emission reductions achieved. Governments and authorities in LDCs can play a prominent role in making these new CDM opportunities available. The improvement of the regulatory framework can facilitate the development of innovative carbon-based financing schemes required for successful scaling-up of CDM energy access projects in LDCs. The main purpose of this paper is to outline how the new CDM concepts of standardized baselines and suppressed demand may be used to promote energy access projects under the CDM, in the context of new and expanded role of host country Designated National Authorities (DNAs). In the process, the paper also identifies challenges in the use of these concepts and opportunities for further simplification. By way of illustration, one specific energy access technology, solar home systems, is analyzed in detail. The paper is organized as follows: chapter one is introduction; chapter two provides an overview of the current status of CDM projects in LDCs; chapter three introduces energy access projects in LDCs; chapter four outlines new approaches under the CDM for energy access projects; chapter five goes into the challenges for the application of standardized baselines in LDCs; and chapter six gives recommendations on implementing the new CDM concepts.

    Clean Stove Initiative Forum Proceedings : Beijing, China, April 26-29, 2014

    The objectives of the second EAP CSI Regional Forum are twofold. The first is to share the progress, findings, and challenges of implementing the initiative s second phase. The second is to promote South-South collaboration, learning, and knowledge-sharing, with a focus on China s experiences. The forum is being held in Beijing on April 28, 2014, as part of a four-day event (April 26 29, 2014). A two-day, pre-forum event held April 26 27 focuses on participation in the 8th China Clean Stoves Expo in Langfang, Hebei province. Post-forum, South-South knowledge-exchange activities, scheduled for April 29, feature a meeting with officials of China s Rural Energy and Environment Agency (REEA) on South- South collaboration, tour of the stove-testing center at China Agriculture University in Beijing, and field visits with local stove manufacturers in Gaobeidian, Hebei province. The forum is co-organized by the China Alliance for Clean Stoves (CACS) and the REEA, Ministry of Agriculture, with funding support provided by the Australian government s DFAT, through the World Bank s EAAIG, and ASTAE.

    Scaling Up Clean Cooking Solutions

    The nexus of improved energy access, direct health benefits and reduced indoor air pollution can be achieved in part through expanding access to clean cookstoves and fuels. This is of particular significance to approximately three billion people, mainly in South Asia and Sub-Saharan Africa, who still rely on solid fuels (traditional biomass and coal) for cooking and heating. Large-scale adoption and sustained use of clean cookstoves is not materializing due to a variety of context specific barriers both on the consumer and producer/distributor sides. While financing in terms of a lack of investment and working capital appear to be constraints for producers, lack of information, awareness, and cultural barriers dominate for consumers and should not be underestimated. Addressing these challenges requires a multi-pronged approach across four key drivers that have been identified through reviewing successful programs: awareness raising; markets and preferences; technologies and standards; and innovative financing.

    The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    The Container Port Performance Index 2023

    The Container Port Performance Index (CPPI) measures the time container ships spend in port, making it an important point of reference for stakeholders in the global economy. These stakeholders include port authorities and operators, national governments, supranational organizations, development agencies, and other public and private players in trade and logistics. The index highlights where vessel time in container ports could be improved. Streamlining these processes would benefit all parties involved, including shipping lines, national governments, and consumers. This fourth edition of the CPPI relies on data from 405 container ports with at least 24 container ship port calls in the calendar year 2023. As in earlier editions of the CPPI, the ranking employs two different methodological approaches: an administrative (technical) approach and a statistical approach (using matrix factorization). Combining these two approaches ensures that the overall ranking of container ports reflects actual port performance as closely as possible while also being statistically robust. The CPPI methodology assesses the sequential steps of a container ship port call. ‘Total port hours’ refers to the total time elapsed from the moment a ship arrives at the port until the vessel leaves the berth after completing its cargo operations. The CPPI uses time as an indicator because time is very important to shipping lines, ports, and the entire logistics chain. However, time, as captured by the CPPI, is not the only way to measure port efficiency, so it does not tell the entire story of a port’s performance. Factors that can influence the time vessels spend in ports can be location-specific and under the port’s control (endogenous) or external and beyond the control of the port (exogenous). The CPPI measures time spent in container ports, strictly based on quantitative data only, which do not reveal the underlying factors or root causes of extended port times. A detailed port-specific diagnostic would be required to assess the contribution of underlying factors to the time a vessel spends in port. A very low ranking or a significant change in ranking may warrant special attention, for which the World Bank generally recommends a detailed diagnostic.

    Too often, services fail poor people in access, in quality, and in affordability. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.

    Unlocking the Power of Healthy Longevity

    Noncommunicable diseases (NCDs) are among the major health and development challenges of our time. Every year, about 41 million people die due to NCDs. This makes up about 74 percent of all deaths globally, the majority of which are in low- and middle-income countries (LMICs). Countless more people live with NCDs every day. Yet, NCDs are largely treatable and preventable. The risk of developing NCDs and deaths from them can both be lowered with appropriate attention to prevention and treatment. However, weak health systems and limited access to affordable care and information, especially in LMICs, contribute to lapses in seeking and receiving appropriate and timely care. This compendium is a compilation of 18 chapters, each exploring a different but related topic in the nexus of NCDs, human capital, and productivity. It is based on a series of analytical work taken up by the World Bank to support the Healthy Longevity Initiative (HLI) - a collaborative effort between the World Bank, the University of Toronto, and key academic and development partners including the Harvard University and the University of Washington. The HLI presents one of a growing set of efforts to increase the urgency of policy response to NCDs across the world.
