dc.description.abstract	This policy note presents strong evidence of the impacts of early childhood exposure to shocks on later life human capital outcomes in lower-middle-income countries, particularly in the Sahel region. It recommends key, evidence-based social protection interventions to mitigate these impacts and protect human capital as follows : cash transfers to improve child nutritional outcomes, particularly when combined with behavior change communication on water, sanitation and hygiene and hygiene practices; conditional cash transfers to increase educational outcomes, especially when monitored and reinforced; contributory schemes to mitigate the impact of shocks on asset loss and household expenditure, particularly health, livestock, and climate insurance schemes; food distribution interventions to mitigate the impact of shocks on nutritional and educational outcomes, particularly for children under–five, which is a critical period for growth and development; behavioral interventions to positively influence health and educational behavior and spending, especially nutrition education, academic nudges, and maternal psychotherapy interventions; and the success of these interventions requires context- and population-appropriate program design and implementation to maximize their effects on protecting human capital.	en
dc.description.abstract	Cette note de politique présente des preuves solides des impacts de l’exposition de la petite enfance à des chocs sur les résultats du capital humain plus tard dans la vie dans les pays à revenu intermédiaire de la tranche inférieure, en particulier dans la région du Sahel. Elle recommande des interventions de protection sociale importantes, fondées sur des données probantes, pour atténuer ces impacts et protéger le capital humain: • Des transferts monétaires pour améliorer les résultats nutritionnels des enfants, en particulier lorsqu’ils sont associés à une communication sur le changement de comportement en matière d’eau, assainissement et hygiène; • Des transferts monétaires conditionnels pour améliorer les résultats scolaires, en particulier lorsqu’ils sont contrôlés et renforcés; • Des régimes contributifs pour atténuer l’impact des chocs sur la perte d’actifs et les dépenses des ménages, en particulier les systèmes d’assurance santé, bétail et climat; • Des interventions de distribution de denrées alimentaires pour atténuer l’impact des chocs sur les résultats nutritionnels et éducatifs, en particulier pour les enfants de moins de 5 ans, période critique pour la croissance et le développement; • Interventions comportementales pour influencer positivement les comportements et les dépenses en matière de santé et d’éducation, en particulier l’éducation nutritionnelle, les conseils scolaires et les interventions de psychothérapie maternelle; • Le succès de ces interventions nécessite une conception et une mise en œuvre des programmes adaptées au contexte et à la population afin de maximiser leurs effets sur la protection du capital humain.	fr
