Abstract
This paper contains an initial reconnaissance of the situation in Yunfu, prior to the NanGuang project construction. It provides a brief overview of the trajectory of economic development in Yunfu from an economy that was dominated by primary industries to that by secondary industries. The development of local transport infrastructure is reviewed, as is the more detailed structure of local industries, with special emphasis on dominant industrial sectors and the planned industrial parks. The experience of high speed rail development impact elsewhere was drawn upon to reflect on the possible regional economic outcomes that might emerge following the opening of the Nanning-Guangzhou high speed rail. The structure of and the approach to a before and after monitoring study is considered. The remainder of the paper is divided into six parts. Part two gives a brief overview of the economic development in Yunfu municipality since its establishment in 1994. Part three describes local transport links and infrastructure. Part four provides a description of the internal structure of local industries, with special emphasis on the dominant industrial sectors and the planned industrial parks. Part five discusses possible regional economic impacts associated with the forthcoming high-speed rail line and part six summarizes a proposal for the next steps.

Publication Regional Economic Impact Analysis of High Speed Rail in China : Main Report(Washington, DC, 2014-06-25)This report reflects a two-stage work flow designed to fulfill the research objectives: stage one defined the methodology, and stages two tested this methodology and transferred the know-how to the China Railway Corporation and its consultants through case studies. Chapter two summarizes the theoretical framework within which regional economic impacts are discussed and quantified. Chapter three reviews current regional economic impact analyses in China. Chapter four summarizes the approach to practical regional impact assessment in other countries and reviews the relevance of the main methods in the Chinese context. Chapter five summarizes the work that has been carried out by the World Bank to date in estimating regional impacts in China. Chapter six develops a practical approach to quantifying the regional economic impacts of future HSR in China, including methods for data collection, surveys and interviews. Chapter seven presents the implementation of the methodology in the case studies and the interpretation of quantified model results. Chapter eight summarizes the conclusions and the recommendations for further work. In addition, appendices one to three provide further details about existing assessment studies and methodologies. Appendices four and five show the interview and survey forms. A separate report provides a step-by-step how-to guide for a regional economic impact assessment using a four zone generic example model, which as a simple numerical example complements the presentation of the case study applications on Changchun-Jilin HSR and the northern part of the Beijing-Shanghai HSR.Publication High-Speed Rail, Regional Economics, and Urban Development in China(World Bank, Beijing, 2013-01)Traditional economic evaluations of major transport infrastructure investments focus on the direct costs and benefits arising from travel, including user time savings, operator cost savings, and reductions in externalities including air pollution, noise, and accidents. There is an emerging consensus that major transport investments may have significant impacts that are not well captured by this type of conventional cost-benefit analysis. In China, the World Bank transport team has supported both econometric studies and on-the-ground surveys that begin to identify and quantify these impacts in the context of China's emerging High Speed Rail (HSR) program. Based on this and other research, the Bank team has begun to pilot a methodology to evaluate wider economic development benefits for several HSR projects, and has found them to be significant - of the same order as, but additional to the direct transport benefits that are traditionally measured. Crucially, these benefits of larger and better connected markets accrue to businesses and individuals even when they themselves do not travel. This paper highlights this research and methodology and the policy implications related to maximizing these benefits in practice.Publication Climate Change and the Economics of Targeted Mitigation in Sectors with Long-Lived Capital Stock(2009-09-01)Mitigation investments in long-lived capital stock (LLKS) differ from other types of mitigation investments in that, once established, LLKS can lock-in a stream of emissions for extended periods of time. Moreover, historical examples from industrial countries suggest that investments in LLKS projects or networks tend to be lumpy, and tend to generate significant indirect and induced emissions besides direct emissions. Looking forward, urbanization and rapid economic growth suggest that similar decisions about LLKS are being or will soon be made in many developing countries. In their current form, carbon markets do not provide correct incentives for mitigation investments in LLKS because the constraint on carbon extends only to 2012, and does not extend to many developing countries. Targeted mitigation programs in regions and sectors in which LLKS is being built at rapid rate are thus necessary to avoid getting locked into highly carbon-intensive LLKS. Even if the carbon markets were extended (geographically, sectorally, and over time), public intervention would still be required, for three main reasons. First, to ensure that indirect and induced emissions associated with LLKS are taken into account in investor s financial cost-benefit analysis. Second, to facilitate project or network financing to bridge the gap between carbon revenues that accrue over time as the project/network unfolds and the capital needed upfront to finance lumpy investments. Third, to internalize other non-carbon externalities (e.g., local pollution) and/or to lift barriers (e.g., lack of capacity to handle new technologies) that penalize the low-carbon alternatives relative to the high-carbon ones.Publication Political Economy of Regional Integration in Sub-Saharan Africa(World Bank, Washington, DC, 2016-02-01)Regional integration in sub-Saharan Africa (SSA) is crucial for its further economic development and, more importantly, its structural transformation away from agriculture towards higher value-added activities, such as manufacturing and services. Yet there are many paths towards greater integration, some of which are easier than others. In order to gain insights into how regional integration is occurring in SSA, determine impediments to it, and develop recommendations for how the World Bank and other development agencies can help further facilitate it, the World Bank commissioned a set of political economy of regional integration studies covering sector analyses of agriculture, financial services, professional services, trade facilitation, and transport. This report summarizes the findings from the sector studies and suggests recommendations for further efforts in these areas by the World Bank and other development agencies. In a comparative context, the findings of the studies suggest cautious optimism for regional integration efforts in sub-Saharan Africa. Economic integration is more likely to succeed when it occurs alongside regional attempts at improving political stability and or developing joint infrastructure.Publication Tracks from the Past, Transport for the Future : China's Railway Industry 1990-2008 and Its Future Plans and Possibilities(World Bank, 2009-05-01)This report describes and explains how, in the period 1990-2008, China's railway sector has contributed and responded to the incredibly challenging transport demands generated by China's economic development, and highlights the plans and possibilities that lie ahead. In 1949, China had only 22,000 km of poorly maintained and war-damaged railway line, less than 1,000 km of which was double-tracked with none being electrified. Since then, the government has transformed the railway sector into a vital element of China's national transport system and a key contributor to China's extraordinary record of economic growth. Today, China Rail is the second biggest carrier of rail freight and the biggest carrier of passenger transport in the world. It has the largest combined rail traffic task of any national railway system in the world, carrying about a quarter of the world's railway traffic on about seven percent of the global route-km of public railway. This paper describes how the Ministry of Railways, and its constituent regional railway administrations and other entities, have created a modern rail system by adopting proven international practices and technologies, giving them distinct Chinese characteristics, and adapting them to Chinese circumstances.

Publication High-Speed Railways in China(World Bank, Beijing, 2014-07)By the end of 2013, China railway had built a network of about 10,000 route-km of high-speed railways (HSR). The network has been built rapidly and at a relatively low unit cost compared with similar projects in other countries. This note takes a look at this expansion, its construction unit costs and some of its key cost components. It also outlines reasons that may explain the comparatively low cost of HSR construction in China.Publication High-Speed Rail(World Bank, Beijing, 2010-07)A high-speed rail service can deliver competitive advantage over airlines for journeys of up to about 3 hours or 750 km, particularly between city pairs where airports are located far from city centres. One suitable type of corridor is that which connects two large cities 250-500 km apart. But another promising situation is a longer corridor that has very large urban centres located, say, every 150-300 km apart. On these longer corridors, typical of some being built in China, high-speed rail has the ability to serve multiple city-pairs, both direct and overlapping. The overall financial performance of high-speed train services depends on enough people being able to pay a premium to use them. In Japan there is a surcharge for high-speed rail which doubles the fare on conventional services. China high-speed train fares are about three times conventional train fares. But in order to generate the required volume of passengers it will usually be necessary not only to target the most affluent travelers but also to adopt a fare structure that is affordable for the middle income population and, if any spare capacity still exists, to offer discount tickets with restrictions on use and availability that can fill otherwise unused seats. The combination of supportive features that exist on the eastern plains of China including very high population density, rapidly growing disposable incomes, and the prevalence of many large cities in reasonable proximity to one another (creating not just one city-pair but a string of such pairs) are not found in most developing countries. Nor could all countries assemble the focused collective capacity building effort and the economies of scale in construction costs that arise when a government can commit the country, politically and economically, to a decades-long program over a vast land area. Even in China, the sustainability of railway debt arising from the program as it proceeds will need to be closely monitored and payback periods will not be short, as they cannot be for such "lumpy" and long-lived assets. But a combination of those factors that create favorable conditions of both demand and supply comes together in China in a way that is distinctly favorable to delivering a successful high-speed rail system.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication High-Speed Railways in China(World Bank, Beijing, 2014-12)While new transport needs are emerging and existing transport needs are growing, the network of China Railway is one of the most densely used in the world. Between 2000 and 2013, China Railways experienced robust rail traffic growth. The combination of rapidly growing traffic and of high existing traffic density called for major new investments in order for railways to continue playing a substantial role in the Chinese economy. Understanding and addressing passenger needs will be critical to achieve the full impact of the HSR network. HSR remains a major investment that requires high traffic density to be justified economically and financially. It requires careful attention to the overall door-to-door trip experience for travelers. This includes dealing with aspects that sometimes extend beyond the remit of railways, for example by improving the access to and from the station, and, in particular, reducing the current waiting time for taxis at stations or ensuring good frequency for public transport services. It also includes optimizing train frequencies and city pairing based on emerging trip patterns and user surveys, introduction flexible ticket prices reflecting peak/off-peak periods, and introducing convenient e-ticketing services. By focusing on these aspects, and on the efficient and effective operation of the HSR network, HSR in China can be expected to continue to experience substantial growth for many years to come.Publication Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries(Washington, DC: World Bank, 2025-11-17)Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.
