Abstract
This report reflects a two-stage work flow designed to fulfill the research objectives: stage one defined the methodology, and stages two tested this methodology and transferred the know-how to the China Railway Corporation and its consultants through case studies. Chapter two summarizes the theoretical framework within which regional economic impacts are discussed and quantified. Chapter three reviews current regional economic impact analyses in China. Chapter four summarizes the approach to practical regional impact assessment in other countries and reviews the relevance of the main methods in the Chinese context. Chapter five summarizes the work that has been carried out by the World Bank to date in estimating regional impacts in China. Chapter six develops a practical approach to quantifying the regional economic impacts of future HSR in China, including methods for data collection, surveys and interviews. Chapter seven presents the implementation of the methodology in the case studies and the interpretation of quantified model results. Chapter eight summarizes the conclusions and the recommendations for further work. In addition, appendices one to three provide further details about existing assessment studies and methodologies. Appendices four and five show the interview and survey forms. A separate report provides a step-by-step how-to guide for a regional economic impact assessment using a four zone generic example model, which as a simple numerical example complements the presentation of the case study applications on Changchun-Jilin HSR and the northern part of the Beijing-Shanghai HSR.

    Brazil : Evaluating the Macroeconomic and Distributional Impacts of Lowering Transportation Costs

    This report is designed to provide policymakers with estimates of the likely outcomes of an array of potential changes in transportation sector policy. To this end, the report uses a variety of economy-wide models to simulate alternative cost reductions and efficiency improvements. A detailed discussion of the various policies that may yield efficiency gains and cost reductions, as well as the specifics of their implementation, is beyond the scope of the report. The report is structured to move from a general description of Brazil's transportation sector to more specific analyses and simulations of individual and concerted changes. The first chapter sets the stage by providing a summary discussion of Brazil's transportation sector that includes both an overview of its historical development and a look at the recent evolution of government policies. In the second chapter, the fiscal and economic effects of shifts in public investment between alternative and competing transportation modes (roads, railroads, and waterways) are simulated using a fixed-price input-output model. The report's third chapter uses a computable general equilibrium (CGE) model to analyze the effects of cost reductions in land transportation on macroeconomic variables and income distribution. The fourth chapter uses a multiregional CGE model to simulate the effects of port efficiency improvements on regional economic development (including short- and long-term growth, employment, and welfare). The fifth chapter uses a similar model to analyze the national and state-level impacts of two federal highway projects in the state of Minas Gerais in terms of economic growth, regional inequalities, employment, and poverty. The last chapter summarizes the findings and provides conclusions and recommendations.

    Regional Impacts of High Speed Rail in China : Spatial Proximity and Productivity in an Emerging Economy

    This paper contains an initial reconnaissance of the situation in Yunfu, prior to the NanGuang project construction. It provides a brief overview of the trajectory of economic development in Yunfu from an economy that was dominated by primary industries to that by secondary industries. The development of local transport infrastructure is reviewed, as is the more detailed structure of local industries, with special emphasis on dominant industrial sectors and the planned industrial parks. The experience of high speed rail development impact elsewhere was drawn upon to reflect on the possible regional economic outcomes that might emerge following the opening of the Nanning-Guangzhou high speed rail. The structure of and the approach to a before and after monitoring study is considered. The remainder of the paper is divided into six parts. Part two gives a brief overview of the economic development in Yunfu municipality since its establishment in 1994. Part three describes local transport links and infrastructure. Part four provides a description of the internal structure of local industries, with special emphasis on the dominant industrial sectors and the planned industrial parks. Part five discusses possible regional economic impacts associated with the forthcoming high-speed rail line and part six summarizes a proposal for the next steps.

    Climate Change and the Economics of Targeted Mitigation in Sectors with Long-Lived Capital Stock

    Mitigation investments in long-lived capital stock (LLKS) differ from other types of mitigation investments in that, once established, LLKS can lock-in a stream of emissions for extended periods of time. Moreover, historical examples from industrial countries suggest that investments in LLKS projects or networks tend to be lumpy, and tend to generate significant indirect and induced emissions besides direct emissions. Looking forward, urbanization and rapid economic growth suggest that similar decisions about LLKS are being or will soon be made in many developing countries. In their current form, carbon markets do not provide correct incentives for mitigation investments in LLKS because the constraint on carbon extends only to 2012, and does not extend to many developing countries. Targeted mitigation programs in regions and sectors in which LLKS is being built at rapid rate are thus necessary to avoid getting locked into highly carbon-intensive LLKS. Even if the carbon markets were extended (geographically, sectorally, and over time), public intervention would still be required, for three main reasons. First, to ensure that indirect and induced emissions associated with LLKS are taken into account in investor s financial cost-benefit analysis. Second, to facilitate project or network financing to bridge the gap between carbon revenues that accrue over time as the project/network unfolds and the capital needed upfront to finance lumpy investments. Third, to internalize other non-carbon externalities (e.g., local pollution) and/or to lift barriers (e.g., lack of capacity to handle new technologies) that penalize the low-carbon alternatives relative to the high-carbon ones.

    Pricing Externalities from Passenger Transportation in Mexico City

    The Mexico City Metropolitan Area has been suffering severely from transportation externalities such as accidents, air pollution, and traffic congestion. This study examines pricing instruments to reduce these externalities using an analytical and numerical model. The study shows that the optimal levels of a gasoline tax and a congestion toll on automobiles could generate social benefits, measured in terms of welfare gain, of US$132 and US$109 per capita, respectively, through the reduction of externalities. The largest component of the welfare gains comes from reduced congestion, followed by local air pollution reduction. The optimal toll and tax would, however, double the cost of driving and could be politically sensitive. Still, more than half of those welfare gains could be obtained through a more modest tax or toll, equivalent to $1 per gallon of gasoline. The welfare gains from reforming the pricing of public transportation are small relative to those from reforming the taxation of automobiles. Although the choice among travel modes depends on specific circumstances, in the absence of road travel pricing that accounts for externalities, there will be potential for higher investment in roads relative to mass transit. Given the rapidly increasing demand for transportation infrastructure in Mexico City, careful efforts should be made to include the full social costs of travel in evaluating alternative infrastructure investments.

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Fixing the Foundation

    Countries in middle-income East Asia and the Pacific were already experiencing serious learning deficits prior to the COVID-19 pandemic. COVID-related school disruptions have only made things worse. Learning poverty -- defined as the percentage of 10-year-olds who cannot read and understand an age-appropriate text -- is as high as 90 percent in several countries. Several large Southeast Asian countries consistently perform well below expectations on adolescent learning assessments. This report examines key factors affecting student learning in the region, with emphasis on the central role of teachers and teaching quality. It also analyzes the role education technologies, which came into widespread use during the pandemic, and examines the political economy of education reform. The report presents recommendations on how countries can strengthen teaching to improve learning and, in doing so, can enhance productivity, growth, and future development in the region.
