Abstract
The Results in Education for All Children (REACH) Trust Fund supports and disseminates research on the impact of results-based financing on learning outcomes. The EVIDENCE series highlights REACH grants around the world to provide empirical evidence and operational lessons helpful in the design and implementation of successful performance-based programs. A REACH-supported study tested the impact of results-based incentives for meso-level officials (Resource Persons, or RPs) and teachers on teacher attendance at school. The incentives led to a 15 percentage point increase in the likelihood of a teacher being present, averaged across audit visits. The training increased the amount of time RPs spent mentoring teachers, but this increased mentoring did not lead to any changes in teaching practices.

    Results-based financing (RBF) has gained popularity in the international development community because of its potential to make education spending more effective and efficient. In the education sector, RBF has been primarily applied to four levels: teachers; students and families; schools; and governments. The results overall have been mixed, with some notable successes and some disappointing experiences. This report explores when and how RBF can help achieve better impacts in education. While there is no rigorous evidence available to suggest that RBF on its own is better at producing learning outcomes relative to other development financing modalities, there is a significant amount of research that shows RBF can have positive effects by incentivizing specific stakeholders in the education system. In addition, there is operational evidence available on how RBF can be designed and implemented with country partners more effectively. It is important for practitioners and policymakers to learn from this evidence as the RBF portfolio in education grows across development agencies.

    Strengthening Teacher Mentoring and Monitoring Systems

    Over the last 10 years, a special cadre of middle-level management known as Resource Persons (RPs) was specifically created in India for carrying out teacher mentoring and monitoring activities. Despite being allocated almost one-third of the education budget targeted at improving learning outcomes, the RPs are a poorly understood cadre with little known about their roles, responsibilities and effectiveness. In this paper, drawing on detailed data collected from school audits, unannounced classroom observations, student, teacher and RP surveys in approximately 350 primary and upper primary schools in Jharkhand, India, authors assess RPs’ mentoring and monitoring activities. This assessment points to several interesting findings. First, most children are behind their grade level in terms of achieving proficiency in reading and math. Second, teacher absenteeism remains a significant problem. Third, despite high levels of self-reported effort by RPs, these efforts do not translate into effective teaching activities. We postulate that asymmetries in contractual arrangements and demographic and social attributes between RPs and teachers limit RP mentoring efforts. Fourth, student responses on teaching methods are more consistent with independent classroom observations than teacher or RP reports on teaching activities. Our findings have three important policy recommendations: a) for improving teacher mentoring, more educated and qualified RPs must be hired and re-trained who are then entrusted with the sole responsibility of mentoring teachers; b) for improving teacher monitoring, governments should pilot student assessments of teaching activities along with independent school monitoring that eventually builds a culture of feedback based on accurate data to improve teaching and teacher mentoring; c) for improving both teacher monitoring and mentoring, the state should invest in holistically improving the use of enabler technology systems through technologies that work in constrained environments, a robust EMIS with strong data management capabilities, and a workforce with digital competence.

    Review of the Evidence on Short-Term Education and Skills Training Programs for Out-of-School Youth with a Focus on the Use of Incentives

    Short-term education and skills training programs are a popular way to meet the needs of unemployed, out-of-school youth by providing them with an opportunity to quickly acquire qualifications and skills that can lead to productive employment. This paper reviews the global evidence to identify which programs are most effective at delivering results. How incentives for stakeholders are incorporated into the program design is given particular attention. Based on the findings, recommendations are offered for the future design of these training programs.

    Cameroon - Can School Grants and Teacher Incentives be Used to Increase School Access and Improve Quality?

    The Results in Education for All Children (REACH) Trust Fund at the World Bank funded a feasibility study and a pre-pilot of performance-based school grants and teacher incentives among 20 rural primary schools in Cameroon. The purpose was to assess whether these RBF mechanisms could feasibly be used to improve transparency, financial management, and monitoring at the school level, increase community satisfaction, and draw lessons from the implementation of these RBF mechanisms to enable the initiative to be scaled up throughout Cameroon. While it is not possible to draw conclusions about the effect of this RBF program on education access or quality given the short time period and small sample size, this pre-pilot demonstrated that RBF is feasible in rural primary schools in Cameroon and highlighted the importance of several critical preconditions that must be in place for RBF to be effective. These preconditions include a simple and context-appropriate design, clear communication with key stakeholders, effective monitoring tools to assess school and teacher performance, and community involvement.

    Results-Based Financing in Education

    Result-based financing (RBF) captures the essence of how the World Bank Group (WBG) is implementing its education strategy, Learning for All. The strategy emphasizes learning (rather than just schooling), since that is what leads to economic growth, development, and poverty reduction. Second, the strategy calls for investing For all so as to ensure the equity dimension behind the Sustainable Development Goals (SDGs) and the Bank’s Twin Goals of reducing poverty and boosting shared prosperity. These goals can be achieved through strengthening education systems. This paper largely focuses on how finance, and RBF specifically, can be used as a lever to pull education systems into coherence. RBF encompasses all of the four transformations called for: performance, innovation, inclusion, and finance. Specifically, putting results first (performance), and embracing results-based approaches to finance (finance) is at the heart of the WBG approach. The approach also offers a new way of approaching problems (innovation), and incentivizing results allows for differentiating levels of rewards, in order to favor traditionally disadvantaged groups, such as rural girls or children living with disabilities (inclusion).

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

    Remarks to the Annual Meetings 2020 Development Committee

    David Malpass, President of the World Bank Group, announced that the Board approved a fast track approach to emergency health support programs that now covers 111 countries. Most projects are well advanced, with average disbursement upward of 40 percent. The goal is to take broad, fast action early. The operational framework presented back in June has positioned the Bank to help countries address immediate health threats and social and economic impacts and maintain our focus on long-term development. The Bank is making good progress toward the 15-month target of 160 billion dollars in surge financing. Much of it is for the poorest countries and will take the form of grants or low-rate, long-maturity loans. IFC, through the Global Health Platform, will be providing financing to vaccine manufacturers to foster expanded production of COVID-19 vaccines in both part 1 and 2 countries, providing production is reserved for emerging markets. The Development Committee holds a unique place in the international architecture. It is the only global forum in which the Governments of developed countries and the Governments of developing countries, creditor countries and borrower countries, come together to discuss development and the ‘net transfer of resources to developing countries.’ The current International Financial Architecture system is skewed in favor of the rich and creditor countries. It is important that all voices are heard, so Malpass urged the Ministers of developing countries to use their voice and speak their minds today. Malpass urged consideration of how we can build a new approach to debt restructuring that allows for a fair relationship and balance between creditors and debtors. This will be critical in restoring growth in developing countries; and helping reverse the inequality.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.
