Abstract
This paper explores trends in and the potential determinants of the types of jobs held by workers, and their relationship with poverty reduction, in an unbalanced panel of 89 countries over the past 30 years. Jobs are classified into five categories according to formality, occupation or level of skills required, and wage work versus self-employment. Net shifts into "upper tier" or skilled informal wage jobs, defined as professionals, managers, technicians, or clerks, from "lower tier" or lower skilled informal jobs were strongly associated with poverty reduction at the $1.90 and $3.20 lines. In contrast, net shifts into formal wage jobs from lower tier informal jobs were associated with modest poverty reductions at the $5.50 poverty line. The share of workers in informal upper tier jobs represents less than 2 percent of the workforce and has increased little over the past 30 years in low- and middle-income countries. The findings show that increases in upper tier informal wage jobs are associated with shifts of the workforce from microenterprises to small firms in lower- and upper-middle-income countries, but they are not discernibly associated with higher educational attainment or urbanization. In contrast, increases in the share of formal wage jobs are strongly associated with increases in the share of workers with post-secondary education, driven by high-income countries. The results suggest that upper tier informal wage jobs and the skills they require play a potentially important role in poverty reduction but are not automatically generated by increased educational attainment, urbanization, or firm size.

Publication Geopolitics and the World Trading System(Washington, DC: World Bank, 2024-12-23)Until the beginning of this century, the GATT/WTO system worked. Economic research provided a compelling explanation. It showed that if governments maximize the well-being of their own countries broadly defined, GATT/WTO principles would facilitate mutually beneficial cooperation over their trade policy choices. Now heightened geopolitical rivalry seems to have undermined the WTO. A simple transposition of the previous rationalization suggests that geopolitics and trade cooperation are not compatible. The paper shows that this is only true if rivalry eclipses any consideration of own-country well-being. In all other circumstances, there are gains from trade cooperation even with geopolitics. Furthermore, the WTO’s relevance is in question only if it adheres too rigidly to its existing rules and norms. Through measured adaptation to the geopolitical imperative, the WTO can continue to thrive as a forum for multilateral trade cooperation in the age of geopolitics.Publication Innovative Financial Instruments and Their Role in the Development of Jurisdictional REDD+(Washington, DC: World Bank, 2025-05-08)Achieving global net zero carbon emissions requires stopping deforestation and making full use of tropical forests as carbon sinks. Market instruments for the sale and purchase of emission outcomes coming from Reducing Emissions from Deforestation and Forest Degradation framework programs could play a very significant role in achieving this goal. The development of these markets has been insufficient so far: their scale as of today is much lower than what would be required to generate meaningful resources for the countries that host tropical forests, and the quality of existing instruments is generally insufficient to allow a scaling up in demand. However, efforts to improve the transparency and integrity of these instruments are accelerating, particularly around jurisdictional Reducing Emissions from Deforestation and Forest Degradation framework programs. In parallel with these efforts, innovations in financial instruments suited for the framework’s carbon markets are also taking place, but their scale is limited so far. This paper looks beyond the current state of the framework’s carbon markets to consider a set of innovative financial instruments that would allow completing the infrastructure of emissions trading, enhancing its utility for both issuers and buyers of carbon credits in the framework’s jurisdictional programs. The paper shows how a combination of forest carbon bonds, where countries sell forward (or commit) their emission reduction outcomes, as well as call and put options can be used to de-risk and encourage early investment in jurisdictional Reducing Emissions from Deforestation and Forest Degradation framework programs. To quantify the value of these innovations, the paper evaluates the potential scale of these instruments for the case of Brazil. The estimates suggest that the amounts that could be mobilized would represent a critical contribution to effective forest conservation. The proposed instruments and methods can be used by other tropical nations that are prepared to implement a large-scale jurisdictional program. Although the paper acknowledges that the current state of carbon markets would still not allow their deployment in the short term, the conclusion is that these instruments have significant potential, and their future development could be an important contribution to the establishment of successful markets for the conservation of tropical forests.Publication Disentangling the Key Economic Channels through Which Infrastructure Affects Jobs(Washington, DC: World Bank, 2025-04-03)This paper takes stock of the literature on infrastructure and jobs published since the early 2000s, using a conceptual framework to identify the key channels through which different types of infrastructure impact jobs. Where relevant, it highlights the different approaches and findings in the cases of energy, digital, and transport infrastructure. Overall, the literature review provides strong evidence of infrastructure’s positive impact on employment, particularly for women. In the case of electricity, this impact arises from freeing time that would otherwise be spent on household tasks. Similarly, digital infrastructure, particularly mobile phone coverage, has demonstrated positive labor market effects, often driven by private sector investments rather than large public expenditures, which are typically required for other large-scale infrastructure projects. The evidence on structural transformation is also positive, with some notable exceptions, such as studies that find no significant impact on structural transformation in rural India in the cases of electricity and roads. Even with better market connections, remote areas may continue to lack economic opportunities, due to the absence of agglomeration economies and complementary inputs such as human capital. Accordingly, reducing transport costs alone may not be sufficient to drive economic transformation in rural areas. The spatial dimension of transformation is particularly relevant for transport, both internationally—by enhancing trade integration—and within countries, where economic development tends to drive firms and jobs toward urban centers, benefitting from economies scale and network effects. Turning to organizational transformation, evidence on skill bias in developing countries is more mixed than in developed countries and may vary considerably by context. Further research, especially on the possible reasons explaining the differences between developed and developing economies, is needed.Publication Economic Consequences of Trade and Global Value Chain Integration(World Bank, Washington, DC, 2025-04-04)This paper introduces a new approach to measuring Global Value Chains (GVC), crucial for informed policy-making. It features a tripartite classification (backward, forward, and two-sided) covering trade and production data. The findings indicate that traditional trade-based GVC metrics significantly underestimate global GVC activity, especially in sectors like services and upstream manufacturing, and overstate risks in early trade liberalization stages. Additionally, conventional backward-forward classifications over-estimate backward linkages. The paper further applies these measures empirically to assess how GVC participation mediates the impact of demand shocks on domestic output, highlighting both the exposure and stabilizing potential of GVC integration. These new measures are comprehensively available on the World Bank’s WITS Platform, providing a key resource for GVC analysis.Publication Labor Market Scarring in a Developing Economy(Washington, DC: World Bank, 2025-05-08)This paper estimates the magnitude of labor market scarring in a developing economy, a setting that has been understudied by the labor scarring literature dominated by advanced economies. The paper assesses the contributions of “stigma” versus “lost human capital,” which cause earnings losses among displaced workers relative to non-displaced workers. The findings indicate that job separations caused by plant closings result in sizable and long-lasting reductions in earnings, with an average decline of 7.5 percent in hourly wages over a nine-year period. The estimate for one year after a plant closing is larger, at a decline of 10.8 percent. In a common sample, after controlling for unobserved, time-invariant individual characteristics, the impact of a plant closing declines from 11.9 to 8.2 percent. These results imply that stigma in the labor market due to imperfect information about workers (captured by unobservable worker characteristics) accounts for 30.8 percent of the average earnings losses, whereas lost employer-specific human capital explains the remaining 69.2 percent. The paper explores the effects of job separations due to plant closings on other labor market outcomes, including hours worked and informality, and provides estimates across genders and levels of education.

Publication How Well Did Real-Time Indicators Track Household Welfare Changes in Developing Countries during the COVID-19 Crisis?(Washington, DC: World Bank, 2024-09-23)This paper investigates the extent to which real-time indicators derived from internet search, cell phones, and satellites predict changes in household socioeconomic indicators across approximately 300 administrative level-1 regions in 20 countries during the COVID-19 crisis. Measures of changes in socioeconomic status in each region are taken from high-frequency phone surveys. When using the first wave of data, fielded between April and August 2020, models selected using the least absolute shrinkage and selection operator explain 37 percent of the cross-regional variation in the share of households reporting declines in total income and 34 percent of the share of respondents reporting work stoppages since the onset of the crisis. Real-time indicators explain a lower amount of the within-region variation in income losses and current employment over time, with an R2 of 15 percent for current employment and 22 to 26 percent for the prevalence of income declines. When limiting the sample to urban regions, real-time indicators are far more effective at explaining within-region variation in income losses and current employment, with R2 values of approximately 0.54 and 0.38, respectively. Income gains, self-reported food insecurity, social distancing behavior, and child school engagement are more difficult to predict, with R2 values ranging from 0.06 to 0.17. Google search terms related to food, money, jobs, and religion were the most powerful predictors of work stoppage and income declines in the first survey wave, while those related to food, exercise, and religion better tracked changes in income declines and employment over time. Google mobility measures are also strong predictors of changes in employment and the prevalence of specific types of income declines. In general, satellite data on vegetation, pollution, and nighttime lights are far less predictive. Google mobility and search data, and to a lesser extent vegetation and pollution data, can provide a meaningful signal of regional economic distress and recovery, particularly during the early phases of a major crisis such as COVID-19.Publication Investing in Skills to Accelerate Job Transitions(Washington, DC: World Bank, 2024-08-28)The paper reviews the dynamics of human capital – mostly skills – accumulation and utilization during successful and static episodes of structural transformation in a sample of more than 90 countries over the last thirty years to identify cases when improvements in human capital are not met by skills demand - signaling an unbalance between investment in skills and other factors of production. A framework is proposed to differentiate inefficient skills investments by cases of over- and under-investment relative to skills demand, cases of skills underutilization, even at the right level of investment, and cases of skills mismatches due human capital’s misallocation across geographical areas and field of study. Based on country case studies, the paper examines the different forms of inefficient human capital accumulation and utilization and the potential market and policy failures that lead to such inefficiencies across individuals, firms, and governments. The framework is used to differentiate policy priorities depending on the constraints to efficient human capital accumulation and utilization and the stage of the structural transformation.Publication Results Readiness in Social Protection and Labor Operations(World Bank, Washington, DC, 2011-02)Labor allocation to its most efficient use, promoting employment and human capital investment as well as functioning labor markets can contribute to long-term economic growth, poverty reduction and to help workers manage their risks. A labor market policy framework includes both regulations and programs. However, the optimal framework is not standard and universal but varies country by country depending on the level of economic and financial development, culture and other structural characteristics. Labor market projects are equally concentrated in Latin America and the Caribbean and Eastern Europe and Central Asia regions and one is China. Interestingly, the number of projects having 'improving labor market' as the primary component has increased over time. All project development objectives in the cohort of projects reviewed focus on promoting higher employment and increasing economic opportunities as the main objective especially via training programs. About half of the projects also seek to reach specific vulnerable groups by improving targeting mechanisms and to improve the quality of social assistance services by reducing the cost of job search through access to enhanced employment services and by improving employability.Publication Small Area Estimation of Monetary Poverty in Mexico Using Satellite Imagery and Machine Learning(World Bank, Washington, DC, 2022-09)Estimates of poverty are an important input into policy formulation in developing countries. The accurate measurement of poverty rates is therefore a first-order problem for development policy. This paper shows that combining satellite imagery with household surveys can improve the precision and accuracy of estimated poverty rates in Mexican municipalities, a level at which the survey is not considered representative. It also shows that a household-level model outperforms other common small area estimation methods. However, poverty estimates in 2015 derived from geospatial data remain less accurate than 2010 estimates derived from household census data. These results indicate that the incorporation of household survey data and widely available satellite imagery can improve on existing poverty estimates in developing countries when census data are old or when patterns of poverty are changing rapidly, even for small subgroups.Publication Improving Access to Jobs and Earnings Opportunities : The Role of Activation and Graduation Policies in Developing Countries(World Bank, Washington, DC, 2012-03-01)Throughout the developing world there is a growing demand for advice on the design of policies to facilitate access of the most vulnerable individuals to jobs, while reducing their dependency from public income support schemes. Even though these policies are common to both the activation and graduation agendas, a separation is needed as the graduation of beneficiaries out of poverty is a much more ambitious agenda. This paper proposes a simple policy framework highlighting the most common barriers for productive employment. It also reviews the topic of incentive compatibility of income support schemes and employment support programs that are used to address them. The paper finds that, especially in middle income countries, activation and active labor market programs play an important role connecting individuals to jobs and improving earnings opportunities. In low income countries, these programs are far from being a panacea to graduate beneficiaries out of poverty. Furthermore, only scant evidence is available on the pathways to graduation and significant knowledge gaps remain. More cross-disciplinary research is needed to strengthen the evidence base and develop recommendations for different contexts and capacity levels.

Publication Western Balkans 6 Country Climate and Development Report(Washington, DC: World Bank Group, 2024-07-16)This Regional Western Balkans Countries Climate and Development Report (CCDR) stands out in several ways. In a region that often lacks cohesive regional alliances, this report emphasizes how the challenges faced across countries are often common and interconnected, and, importantly, that climate action requires coordination on multiple fronts. Simultaneously, it illustrates the differences across countries, places, and people that require targeted strategies and interventions. This report demonstrates how shocks and stressors re intensifying and how investments in adaptation could bring significant benefits in the form of avoided losses, accelerated economic potential, and amplified social and economic spillovers. Given the region’s high emission and energy intensity and the limitations of its current fossil fuel-based development model, the report articulates a path to greener and more resilient growth, a path that is more consistent with the aspiration of accession to the EU. The report finds that the net zero transition can be undertaken without compromising the economic potential of the Western Balkans and that it could lead to higher growth than under the Reference Scenario (RS) with appropriate structural reforms.Publication Drones for Development(Washington, DC: World Bank, 2025-03-03)In 2021-23, the World Bank conducted regional analytical work under the Support for Unmanned Aircraft Systems (Drones) in Projects and Operations in Latin America and the Caribbean (LAC) Advisory Services and Analytics. The work involved in-depth analysis of the development of unmanned aircraft systems (UAS) in 35 countries across LAC, identified key use cases, and provided a map of key domestic market players. UAS can be defined as aircraft designed to operate autonomously, or aircraft piloted remotely without a human on board, plus the equipment necessary for their safe and efficient operation. This comprehensive definition embraces all aspects of such systems. In popular usage, UAS are often referred to as drones. This is an imprecise term that focuses on the remotely piloted vehicle without including the flying systems behind it. Given the widespread acceptance and use of the term, however, drones may be used synonymously with unmanned aircraft systems in this report. Innovation in the UAS sector has resulted in a wide variety of models as new applications are developed. Drones are designed for specific purposes and have different capabilities in terms of range, speed, hovering capability, and load-carrying capacity. Sizes and shapes range from tiny drones used for photography, to big cargo drones able to transport loads weighing dozens of kilos. Costs range from a few hundred dollars for small units to several million dollars for systems requiring infrastructure for operation or for systems equipped with high-tech on-board technology. This variety allows for a wide span of uses that, beyond today’s widespread recreational use, can provide new technical solutions for many professional applications in the civil domain. This report intends to give an overview of the stage of UAS development in the region and serve as a guiding document for public sector decision-makers willing to explore the use of this technology.Publication Panama Poverty and Equity Assessment 2024(Washington, DC: World Bank, 2025-02-12)Panama has been one of the fastest-growing countries in the region, with rapid economic expansion accompanied by significant poverty reduction. Driven by public and private investment as well as labor accumulation, the Panamanian economy grew by an annual average of 5.7 percent between 1990 and 2023, much higher than the regional average of 2.5 percent. This growth contributed to a significant reduction in poverty. Using the poverty line of US$6.85 per day per capita (2017 PPP), the share of Panamanians affected by poverty improved from one in two in 1989 to only one in ten lived in 2023. Nevertheless, Panama remains one of the most unequal countries in the world. While poverty in urban areas was 4.8 percent in 2023, poverty in indigenous regions (comarcas) reached 76 percent—15 times higher. Limited progress in reducing inequality, as measured by the Gini coefficient, contrasts with Panama’s achievements in other areas. Globally, Panama ranked 11th in inequality in 2000, with a Gini coefficient of 53.8. Two decades later, it ranked 8th, with a Gini coefficient of 50.9 as of 2022. This report examines Panama’s achievements and challenges in reducing poverty and inequality to inform policy options. With a special focus on the 2008–2023 period the report documents progress in poverty and equity in recent decades, highlighting access to basic services, expansion of quality jobs, improvement of human capital, and promotion of household resilience as critical policy priorities.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.
