Abstract
This paper studies employment patterns and trends in South Asia to shed light on determinants of extremely low female employment rates in the region. After a comprehensive literature review, the authors use employment data from about one hundred censuses and surveys from Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka to compare employment trends across countries over time. They work through data inconsistencies to standardize definitions of variables to compare demographic and labor market determinants: age, sector, contract type, location, and education. The paper finds that (i) overall since 2001, women's employment participation across South Asian countries has been low and broadly unchanged; (ii) the gender employment gap emerges more clearly in middle age brackets; (iii) rural female employment is higher than urban; (iv) agriculture is the economic sector accounting for the greatest share of female employment, although this is slowly changing in some countries, and; (v) women with mid-level education tend to have lower employment rates than those with both lower and higher education.

    The Future of Poverty

    Climate change is increasingly acknowledged as a critical issue with far-reaching socioeconomic implications that extend well beyond environmental concerns. Among the most pressing challenges is its impact on global poverty. This paper projects the potential impacts of unmitigated climate change on global poverty rates between 2023 and 2050. Building on a study that provided a detailed analysis of how temperature changes affect economic productivity, this paper integrates those findings with binned data from 217 countries, sourced from the World Bank’s Poverty and Inequality Platform. By simulating poverty rates and the number of poor under two climate change scenarios, the paper uncovers some alarming trends. One of the primary findings is that the number of people living in extreme poverty worldwide could be nearly doubled due to climate change. In all scenarios, Sub-Saharan Africa is projected to bear the brunt, contributing the largest number of poor people, with estimates ranging between 40.5 million and 73.5 million by 2050. Another significant finding is the disproportionate impact of inequality on poverty. Even small increases in inequality can lead to substantial rises in poverty levels. For instance, if every country’s Gini coefficient increases by just 1 percent between 2022 and 2050, an additional 8.8 million people could be pushed below the international poverty line by 2050. In a more extreme scenario, where every country’s Gini coefficient increases by 10 percent between 2022 and 2050, the number of people falling into poverty could rise by an additional 148.8 million relative to the baseline scenario. These findings underscore the urgent need for comprehensive climate policies that not only mitigate environmental impacts but also address socioeconomic vulnerabilities.

    Exports, Labor Markets, and the Environment

    What is the environmental impact of exports? Focusing on 2000–20, this paper combines customs, administrative, and census microdata to estimate employment elasticities with respect to exports. The findings show that municipalities that faced increased exports experienced faster growth in formal employment. The elasticities were 0.25 on impact, peaked at 0.4, and remained positive and significant even 10 years after the shock, pointing to a long and protracted labor market adjustment. In the long run, informal employment responds negatively to export shocks. Using a granular taxonomy for economic activities based on their environmental impact, the paper documents that environmentally risky activities have a larger share of employment than environmentally sustainable ones, and that the relationship between these activities and exports is nuanced. Over the short run, environmentally risky employment responds more strongly to exports relative to environmentally sustainable employment. However, over the long run, this pattern reverses, as the impact of exports on environmentally sustainable employment is more persistent.

    The Macroeconomic Implications of Climate Change Impacts and Adaptation Options

    Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.

    The Asymmetric Bank Distress Amplifier of Recessions

    One defining feature of financial crises, evident in U.S. and international data, is asymmetric bank distress—concentrated losses on a subset of banks. This paper proposes a model in which shocks to borrowers’ productivity dispersion lead to asymmetric bank losses. The framework exhibits a “bank distress amplifier,” exacerbating economic downturns by causing costly bank failures and raising uncertainty about the solvency of banks, thereby pushing banks to deleverage. Quantitative analysis shows that the bank distress amplifier doubles investment decline and increases the spread by 2.5 times during the Great Recession compared to a standard financial accelerator model. The mechanism helps explain how a seemingly small shock can sometimes trigger a large crisis.

    Impact of Heat Waves on Learning Outcomes and the Role of Conditional Cash Transfers

    This paper evaluates the impact of higher temperatures on learning outcomes in Peru. The results suggest that 1 degree above 20°C is equivalent to 7 and 6 percent of a standard deviation of what a student learns in a year for math and reading tests, respectively. These results hold true when the main specification is changed, splitting the sample, collapsing the data at school level, and using other climate specifications. The paper aims to improve understanding of how to deal with the impacts of climate change on learning outcomes in developing countries. The evidence suggests that conditional cash transfer programs can mitigate the negative effects of higher temperatures on students’ learning outcomes in math and reading.

    The Relationship between Female Labor Force Participation and Violent Conflicts in South Asia

    This paper explores the link between the prevalence of violent conflicts and extremely low female labor force participation rates in South Asia. The Labor Force Surveys from Bangladesh, Sri Lanka, India, and Pakistan are merged with the Global Terrorism Database to estimate the relationship between terrorist attacks and female labor supply. Geographical data on exposure to violence are used to compare administrative units exposed to attacks with those not exposed. The analysis finds that one additional attack reduces female labor force participation rates by about 0.008 percentage point, on average. Violence has less impact on male labor participation, thus widening the gender labor participation gap. The paper tests the added -- worker effect theory -- which posits that violence might increase female labor force participation as women try to make up for lost household income—and finds mixed evidence: greater prevalence of attacks may encourage married women to work more hours, but when the environment gets more risky, all women work fewer hours. The paper also finds that violence decreases female labor participation less where it was already higher and has a progressively greater impact on lowering female labor participation where the number of attacks is higher.

    Trends and Determinants of Female Labor Force Participation in Morocco

    The U-shape theory argues that at early stages of development, countries experience a reduction in the female labor force participation, eventually followed by a recovery. In Morocco, female labor force participation is now lower than it was two decades ago due to several factors that are discussed in the paper. There is also a persistent 50-percentage-points gender gap in labor force participation rates, despite improvements typically related to development and female inclusion—such as a higher gross domestic product per capita, lower fertility rates, and better access to education. At the same time, urban job creation has not been able to offset rural job destruction nor the increase in the working age population for both genders. Using data from the Moroccan Labor Force Survey, the World Values Survey, and the Arab Barometer, probit models and a multinomial logit are estimated to explore the challenges affecting female insertion into the labor market. The findings show that higher educational attainment increases the probability of female participation, but this relationship has decreased over time, not being enough to offset other obstacles caused by other individual and household characteristics. Being married and the presence of other inactive women are found to decrease female participation. The educational level of the head of household (typically men) increases female inactivity, suggesting that potentially gender roles may drive women out of the labor market and slow the recovery in women’s participation.

    Changes in Female Employment in Mexico

    The unemployment and labor force participation gender gaps narrowed in Mexico after the 2008 global economic crisis, when female labor force participation increased. This paper aims to understand female labor force participation growth and identify its main determinants. For that purpose, the paper estimates a probit model with data from the National Employment Survey of 2007 and 2017, when the unemployment rate returned to the pre-crisis level. Broadly, the results show that increasing labor force participation of women ages 36 to 65 sustained the growth of overall female labor force participation, women's educational attainment can offset any individual or household obstacle to women's employability, and childcare availability significantly supports mothers' employability.

    Apparel in South Asia

    Apparel is the largest labor-intensive manufacturing industry in South Asia, and is a major employer of women. Although South Asia’s apparel sector benefits from many of the same favorable conditions as East Asia’s, performance in South Asian apparel remains well below that of East Asia. The objective of this study is to identify the policy changes necessary for South Asia to capitalize on this opportunity. The authors review the apparel sectors in Bangladesh, India, Pakistan and Sri Lanka, and compare them with Vietnam and China. The report uses quantitative data (analysis based on a gravity model, enterprise and buyer surveys) and qualitative information (interviews with leading firms) to identify changes in policies that would enable South Asia to meet the requirements of global buyers. Low productivity and poor trade logistics make it difficult for South Asia’s apparel sector to compete in global markets, despite a cost advantage due to lower wages than other major exporters. Leading firms exhibit that world class operational performance can be achieved in South Asia by investing in training and technology. These firms overcame constraints in the external environment by achieving economies of scale, and in the case of India and Pakistan, by integrating vertically to avoid barriers to sourcing high-quality inputs on the global market. All countries should promote Plug and Play industrial zones with ready to use industrial buildings and facilities to promote women labor force participation, as female workers would be the main beneficiaries of growth in apparel production.

    Sewing Success? Employment, Wages, and Poverty following the End of the Multi-Fibre Arrangement

    The global textile and apparel sector is critically important as an early phase in industrialization for many developing countries and as a provider of employment opportunities to thousands of low-income workers, many of them women. The goal of this book is to explore how the lifting of the Multi-fibre Arrangement/ Agreement on Textiles and Clothing (MFA/ATC) quotas has affected nine countries Bangladesh, Cambodia, Honduras, India, Mexico, Morocco, Pakistan, Sri Lanka, and Vietnam with the broader aim of better understanding the links between globalization and poverty in the developing world. Analyzing how employment, wage premiums, and the structure of the apparel industry have changed after the MFA/ATC can generate important lessons for policy makers for economic development and poverty reduction. This book uses in-depth country case studies as the broad methodological approach. In-depth country studies are important because countries are idiosyncratic: differences in regulatory context, history, location, trade relationships, and policies shape both the apparel sector and how the apparel sector changed after the end of the MFA. In-depth country studies place broader empirical work in context and strengthen the conclusions. The countries in this book were chosen because they represent the diversity of global apparel production, including differences across regions, income levels, trade relationships, and policies. The countries occupy different places in the global value chain that now characterizes apparel production. Not surprisingly, the countries studied in this book represent the diversity of post-MFA experiences. This book highlights four key findings: The first is that employment and export patterns after the MFA/ATC did not necessarily match predictions. This book shows that only about a third of the variation in cross-country changes in exports is explained by wage differences. While wage differences explain some of the production shifts, domestic policies targeting the apparel sector, ownership type, and functional upgrading of the industry also played an important role. Second, changes in exports are usually, but not always, good indicators of what happens to wages and employment. While rising apparel exports correlated with rising wages and employment in the large Asian countries, rising exports coincided with falling employment in Sri Lanka. Third, this book identifies the specific ways that changes in the global apparel market affected worker earnings, thus helping to explain impacts on poverty. Fourth, in terms of policies, the countries that had larger increases in apparel exports were those that promoted apparel sector upgrading; those that did not promote upgrading had smaller increases or even falling exports.

    Investing in Women’s Employment : Good for Business, Good for Development

    Economic growth is more robust and sustainable when women and men alike participate fully in the labor market. Better jobs for women, employment that leads to higher wages and greater decision-making, also have a positive influence on the ways households spend money on children s nutrition, health, and education. Meanwhile, companies that invest in women s employment gain an important competitive advantage. Yet despite the persuasive evidence that gender equality has a transformative effect on productivity and growth, women s full economic and productive potential remains unrealized in many parts of the world. Globally, while women s education levels have increased and educated women now earn more than their uneducated peers, gender gaps in labor-market participation and wage levels persist. Women continue to be underrepresented in formal and higher value-added employment. This report, investing in women s employment: good for Business, good for development, is the first result of the WINvest initiative. It draws on members experiences and encourages business to tap and manage female talent in emerging and developing markets.

    What are the Main Variables that Influence the Dynamics of Ecuador’s Sovereign Risk?

    This paper analyzes the determinants of Ecuador’s sovereign spreads as measured by the EMBI index. We use Bayesian algorithms to estimate a structural vector autoregressive model with three blocks (international, regional, and domestic). Global variables drive most of the dynamics of the Ecuadorian EMBI, also influenced by the evolution of sovereign risks in other Latin American countries like Chile and Peru. We likewise show that the increase in public debt is the primary domestic variable affecting the Ecuadorian EMBI.

    Gender Dimensions of Education Access and Achievement in Sri Lanka

    Sri Lanka is a lower-middle income country with an impressive record of achievementsin economic and human development. Despite 26 years of conflict, Sri Lanka, an island countrywith a population of 20.6 million has stood out from its regional counterparts with high levels ofhuman development. Sri Lanka’s score in the Human Development Index (HDI) is 0.766—whichput the country in the high human development category (UNDP 2016). The country has also hasalso witnessed significant economic growth in recent years: in 2017, its per capita income was3,842 (UDS), more than four times that of its GPD in 2002. With these achievements, it has nowadvanced the economic ladder, from a low to a middle-income country.2. Policy makers are keen to build on the country’s successes and to ensure that the benefitseconomic growth are distributed equitably in the population. Sri Lanka is poised to grow, witha development strategy expressly aimed at fostering strong and equitable growth for its entirepopulation (Bhatta, Ebenezer and Nyugen 2014). Despite its achievements in human development,the country has had persistent pockets of inequity, by region, as well as population sub-group- andsocial inequity, whether caused by gender, economic disadvantage, or any other factor, over a longperiod of time, that has limited the potential benefits of growth (Aturupane 1999a; Dundar, Millot,Riboud, Shojo, Aturupane, Goyal, and Raju 2017). Sri Lanka’s policy makers recognize this andunderstand the importance of ensuring equitable growth.

    Low Female Labor Force Participation in Sri Lanka : Contributory Factors, Challenges and Policy Implications

    Even though Sri Lanka is a fore-runner in many human development dimensions and aspects of gender equality amongst the South Asian countries, it is similar to other South Asian countries when it comes to women's participation in economic activities. Female labor force participation has not changed much in recent decades and remained stagnant at a rate around 30 to 35 percent of working age women. This rate is much lower than one would expect given the educational attainment of the female population in Sri Lanka. In order to encourage increased women s participation in economic activities, the first condition is to understand what is keeping them out of the scene. This paper analyzes the underlying reasons behind low participation rates of women in economic activities. It also investigates the employment outcomes, occupational choice, rates of returns, and skills set of economically active women in comparison with men to identify and understand the gaps. The findings have been used to suggest potential policies and programs that can help remove some of those barriers and encourage and enable women to become more economically active in the labor market.

    The main message of this year's World development report: gender equality and development is that these patterns of progress and persistence in gender equality matter, both for development outcomes and policy making. They matter because gender equality is a core development objective in its own right. But greater gender equality is also smart economics, enhancing productivity and improving other development outcomes, including prospects for the next generation and for the quality of societal policies and institutions. Economic development is not enough to shrink all gender disparities-corrective policies that focus on persisting gender gaps are essential. This report points to four priority areas for policy going forward. First, reducing gender gaps in human capital-specifically those that address female mortality and education. Second, closing gender gaps in access to economic opportunities, earnings, and productivity. Third, shrinking gender differences in voice and agency within society. Fourth, limiting the reproduction of gender inequality across generations. These are all areas where higher incomes by themselves do little to reduce gender gaps, but focused policies can have a real impact. Gender equality is at the heart of development. It's the right development objective, and it's smart economic policy. The World development report 2012 can help both countries and international partners think through and integrate a focus on gender equality into development policy making and programming.
