Abstract
The reform of China's collectively owned forest land, began in 2008, is arguably the largest land-reform undertaking in modern times in terms of area and people affected. Under the reform, forest lands have been contracted to rural households, allowing them more independence in exercising their rights and interests in the forest lands, giving them more opportunities to improve family incomes, and creating incentives for them to cultivate, conserve, and manage forests. These lands are home to some 610 million people, many of them poor. With urbanization, vast numbers of Chinese men have migrated to cities to work, leaving women as the predominant labor force in rural areas. Indeed, some 70 percent of China’s agriculture labor force is now female. The immense scope of this change calls for a systematic examination of how China's rural women gain access to and exploit forest land and associated resources and services. The reform was designed to unfold in two broad stages. In the first, collectively owned forest lands suitable for contracting were allocated on equal terms to each household in affected villages. The ongoing second stage represents a deepening of the reform. It deals with subsidies and ecological compensation, financial services (including use of forest tenure as collateral and transfers of forest land), forest insurance, technical services and training, farmers’ associations and cooperatives, and market services. However, the monitoring had not covered the gender dimension of the reform, meaning that the gender data required to accurately reflect the full effects of the reform have been lacking. Building on the annual monitoring conducted by the FEDRC, the study reported here added gender-related investigation and analysis to obtain gender data about the current reform situation, its problems, and their causes. It also included structured interviews with rural women and group meetings with local government agencies, women’s federations, and village committees.The ultimate objective of the study is to achieve better gender-responsiveness in China’s collective forest tenure reform. Specifically, this includes: (i) equality in access to and control of forest lands, as well as access to associated resources and services; (ii) women’s participation and equality in decision-making concerning the conservation and utilization of forest resources; and (iii) impacts of the first two aspects on the status and well-being of women. The World Bank has had over 30 years of successful cooperation with China in the forestry sector. Women’s access to the services and resources that are the focus of the second stage of the reform will be a critical element of the World Bank’s continuing reform dialogue with its Chinese partners.

Publication Vietnam’s Household Registration System(Ha Noi: Hong Duc Publishing House, 2016-06)The household registration system known as ho khau has been a part of the fabric of life in the country for over 50 years. The system was implemented as an instrument of public security, economic planning, and control of migration, at a time when the state played a stronger role in direct management of the economy and the life of its citizens. Although the system has become less rigid over time, concerns persist that ho khau limits the rights and access to public services of those who lack permanent registration in their place of residence. Due largely to data constraints, however, previous discussions about the system have relied largely on anecdotal or partial information. This report attempts to fill that gap, by bringing new data and empirical analysis to the table. The report covers five areas: 1) the history of the system; 2) the size and characteristics of the population without permanent registration; 3) service access of those without permanent registration; 4) the debate about the system in the media and among policymakers; and 5) the fiscal impacts of increased migration. The final chapter considers possible policy directions.Publication Briefing Book from Development Partners of Moldova(Washington, DC, 2015)The community of development partners in the Republic of Moldova would be honored to engage in the development policy dialogue with the new Government. This briefing book from development partners is offered as a first step in such a dialogue and is solely intended to assist the new Government by providing development partners views and proposals that it can use to the extent it considers useful and relevant. These recommendations are based on Moldova s existing policy orientations as set out in the National Development Strategy Moldova 2020, its international obligations, and the Association Agreement (AA) with the European Union (EU). Moldova made a formal commitment to accelerate the country s development by making it capital-intensive, sustainable and knowledge-driven. With a strategic framework outlining Moldova s development path in place, it is now critical to accelerate implementation of the reforms including those set out in the Association Agenda to move closer to the EU. Moldova faces significant risks in the financial sector, which should be addressed as a matter of urgency. A well-regulated and reliable banking sector is fundamental to business, people and international investors. At the same time a robust system of public financial management should be in place to ensure transparency and accountability of public finances. Moldova should develop a competitive business environment attractive to new investment. Moldova should also take advantage of new trading opportunities through effective implementation of the Deep and Comprehensive Free Trade Area (DCFTA).Publication Country Social Analysis : Ethnicity and Development in Vietnam - Main Report(World Bank, 2009-01-01)This report " Country Social Analysis (CSA) " focused on ethnicity and development in Vietnam is a provocative analysis of marginality in contemporary Southeast Asia. It seeks to understand the macro social and political processes, and provides an analysis of how social, political, and cultural factors influence the opportunities and constraints to more equitable, inclusive development. This study provides research findings to support both the Bank's and the government of Vietnam's goals of social inclusion for ethnic minorities and poverty reduction. Previous studies, including the Bank's Country Partnership Study for Vietnam (CPS) and the government's Socioeconomic Development Plan (SEDP), focus on four organizing principles: (1) improving the business environment; (2) strengthening social inclusion; (3) strengthening natural resource and environmental management; and (4) improving governance. This study focuses particularly on the issue of strengthening social inclusion. Part one of this summary report is a literature review that discusses background information on ethnic minorities, including their classification, history, current living conditions, and poverty outcomes. Part two presents the results of field-based research and provides in-depth analysis of six fundamental factors that explain how differences between ethnic groups contribute to remarkably different livelihood strategies and economic outcomes. Part three summarizes the policy implications of research findings, suggesting areas for further consideration.Publication Expanding Women's Access to Land and Housing in Urban Areas(World Bank, Washington, DC, 2014)Evidence is mounting that secure property rights have positive effects for poor people in general and women in particular. The aim of this report is to review what is known about women s access to and control over land and real property in urban settings, identifying approaches to strengthening property rights that enhance women s agency, and sharing key lessons. Section two synthesizes the evidence on urban women s priorities with respect to land and housing; the factors that influence women s access to and control over land and secure tenure, including legal and institutional frameworks and social relationships, especially within the family; and what is known about the extent to which women have access to, control over and use of urban land and housing, and through what forms of tenure. In section three, recent reform of laws, policies and practices to meet the needs of poor people in urban areas, especially women, will be assessed. Section four provides a short discussion of some of the strategies, tactics and alliances that are being adopted to bring about legal reforms and to influence the content, design and implementation of programs in urban areas. Publication Global Economic Prospects, June 2023(Washington, DC: World Bank, 2023-06-06)Global growth is projected to slow significantly in the second half of this year, with weakness continuing in 2024. Inflation pressures persist, and tight monetary policy is expected to weigh substantially on activity. The possibility of more widespread bank turmoil and tighter monetary policy could result in even weaker global growth. Rising borrowing costs in advanced economies could lead to financial dislocations in the more vulnerable emerging market and developing economies (EMDEs). In low-income countries, in particular, fiscal positions are increasingly precarious. Comprehensive policy action is needed at the global and national levels to foster macroeconomic and financial stability. Among many EMDEs, and especially in low-income countries, bolstering fiscal sustainability will require generating higher revenues, making spending more efficient, and improving debt management practices. Continued international cooperation is also necessary to tackle climate change, support populations affected by crises and hunger, and provide debt relief where needed. In the longer term, reversing a projected decline in EMDE potential growth will require reforms to bolster physical and human capital and labor-supply growth.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.
