Abstract
The purpose of this Report is to provide recommendations for addressing common challenges while promoting academic and research excellence in higher education in Central Asia through regional cooperation between Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. Regional integration of higher education systems in Central Asia has the potential to drive positive changes in the sector and to generate significant economic and social benefits overall. By fostering cooperation, knowledge sharing and resource pooling among universities, the quality of higher education, research and innovation in Central Asia can be enhanced. This can be achieved through the establishment of centers of excellence, world-class universities and regional hubs that can attract highly qualified students and workers. Moreover, the regional integration of higher education systems offers an effective platform for sharing best practices and receiving support from regional leaders. The harmonization of academic standards facilitates the recognition of qualifications across countries, contributing to the mobility of students, faculty and workers, enabling them to participate in regional labor markets. This, in turn, stimulates the development of industries that are important to the economies of Central Asian countries. Finally, greater cooperation in higher education can play a crucial role in establishing a dynamic knowledge-based economy and enable Central Asia to move away from extractive industries – to ultimately achieve competitiveness on the global level.

    Background Report on Access, Equity, Excellence, and Finance in Higher Education in Bihar

    This background report was written at a time when the Government of Bihar (GoB) was launching a number of reforms in higher education. A private universities bill passed the Bihar state assembly in April 2013 paving the way for opening of private universities in the state. A strong effort to encourage universities and colleges to obtain National Assessment and Accreditation Council (NAAC) accreditation has been initiated. The objective of this background report is to provide policy-makers and stakeholders in higher education in Bihar with an overview of the opportunities and challenges that the state is facing in terms of reaching the ambitious goals in mission manav vikas. The report analyzes the data and information which is readily available on the access, equity, excellence, and finance. It can also be used as a baseline for the state higher education plan in Bihar drafted as part of the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) process. The report is reflecting what has been possible to do in a short period of time with the available data and information.

    Thailand - Towards a Competitive Higher Education System in a Global Economy

    The global economy has become increasingly complex and competitive. Many countries have turned to knowledge-based growth to transition from labor-intensive sectors to new and emerging economic activities that require higher skills and intellectual capital. In Thailand, higher education increasingly plays an essential role in enabling greater opportunities for economic growth and attractiveness to foreign investment. This social monitor provides a snapshot of the current state of the higher education sector in Thailand by examining its key characteristics, latest developments, strengths, and weaknesses. It also focuses on the extremely important relationships between higher education, research and development, innovation policies, and the private sector. In short, Thailand can rightfully point to major achievements in the development of its higher education system, including the establishment of autonomous universities and increasing access through innovative open universities such as Rajabhat and Rajamangala. However, the higher education system faces many challenges in the areas of governance, financing, quality, access, and its relationship to the private sector. Without significant changes in both policies and attitudes in these areas, Thailand's future vision as a knowledge-based economy relying on highly skilled labor and technological advances to drive growth and productivity will be extremely difficult to achieve.

    Putting Higher Education to Work : Skills and Research for Growth in East Asia

    A fundamental question facing East Asia, especially its low- and middle income economies, is how to sustain or even accelerate the growth of recent decades. From 1950 to 2005, for example, the region's real income per head rose sevenfold. With aging populations, these economies will need to derive an increasing share of growth from productivity improvements rather than from physical factor accumulation to drive growth. The book argues that higher education is failing to deliver skills for growth and research for innovation because of widespread disconnects between higher education institutions and other skill and research users and providers. These disconnects undermine the very functioning of the higher education system. The main assumption of the report is that to deliver labor market skills to higher education graduates, these institutions: (a) must have characteristics that are aligned with what employers and employees need; and (b) must be well connected among themselves and other skills providers. Similarly, to deliver research that can enhance innovation and productivity, higher education institutions need to have a strong role in research provision and have strong links with firms and other research providers.

    This book compares internationalization issues, trends, and opportunities in higher education in selected Latin American countries at the institutional, national, and regional levels. It addresses the specific elements of the internationalization process, such as mobility, curriculum, linkages, and networks. Rather than investigating these issues in detail, however, it examines them as part of a more comprehensive overview of policies, programs, and activities at all three levels. The volume examines these elements and the broader process of internationalization in the context of the overall development of higher education. It analyzes the potential contribution of internationalization to institution and nation building, examining such issues as the implications of trade, new forms of delivery, new providers, and the relevance of accreditation and quality assurance for higher education and their international dimensions.

    Turkey : Higher Education Policy Study, Volume 1. Strategic Directions for Higher Education in Turkey

    Countries that invest heavily and effectively in education and skills to produce information and knowledge will benefit economically and socially. The European Union (EU) has set the goal to make Europe the most competitive and dynamic knowledge-based economy in the world. Turkey, in its Ninth Development Plan, aims to increase educational attainment and develop a lifelong education strategy to meet the requirements of a changing and developing economy and labor market. To meet the EU goal and the Turkey goal requires education systems that are more flexible, more effective and more easily accessible to a wider range of people. Education and skill levels in Turkey lag behind international standards, including the European Union. As highlighted in figures and discussion in a later section of the paper on access and equity, results of international tests show poor performance for many students in Turkey and participation in secondary education, as well as tertiary education, is low by international standards. Significant disparities also exist in educational quality and access by gender, social and economic group, and geographic location.

    AI for Risk-Based Supervision

    Regardless of the individual perspectives on Artificial Intelligence (AI), it can transform the personal and professional lives at an unprecedented pace. It will also impact one of the most regulated and supervised industries in the world - the financial sector. Risk-based supervision (RBS) has been the gold standard for financial sector supervision over the past two decades, promising to aid supervisors in fulfilling their extensive and constantly growing responsibilities with limited resources. The remarkable advancement of AI in recent years, both in terms of performance and accessibility, promises to revolutionize numerous industries, including the financial sector. The benefits of AI for financial sector supervision extend beyond the automation of some manual activities. Moreover, AI can enable supervisors to undertake processes that were previously considered too time-consuming or and impossible to perform at the previous stage of technological development. Recognizing that the financial sector and its regulatory bodies are inevitably part of this ongoing evolution, the authors set out in this paper to examine the tangible impact of AI on the financial sector, with a particular focus on the supervisory perspective and the transition to an effective RBS regime. The authors also attempted to forecast the medium- and long-term implications of AI on the roles and responsibilities of the financial sector supervisor. This exploration seeks to enhance our understanding of how AI is influencing the financial landscape and its implications for future regulatory practices.

    Global Economic Prospects, January 2025

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    Commodity Markets Outlook, October 2024

    Commodity prices are expected to decrease by 5 percent in 2025 and 2 percent in 2026. The projected declines are led by oil prices but tempered by price increases for natural gas and a stable outlook for metals and agricultural raw materials. The possibility of escalating conflict in the Middle East represents a substantial near-term upside risk to energy prices, with potential knock-on consequences for other commodities. However, over the forecast horizon, longer-term dynamics—including decelerating global oil demand, diversifying oil production, and ample oil supply capacity—suggest sizable downside risks to oil prices, especially if OPEC+ unwinds its latest production cuts. There are also dual risks to industrial commodity demand stemming from economic activity. On the one hand, concerted stimulus in China and above-trend growth in the United States could push commodity prices higher. On the other, weaker-than-anticipated global industrial activity could dampen them. Following several overlapping global shocks in the early 2020s, which drove parallel swings in commodity prices, commodity markets appear to be departing from a period of tight synchronization. A Special Focus analyzes commodity price synchronization over time and considers the relative importance across commodity cycles of a wide range of demand and supply shocks, including global demand shocks and shocks specific to different commodity markets. It concludes that, while supply shocks were the dominant commodity price driver in the early 2000s and around the global financial crisis, post-pandemic price movements have been more substantially shaped by commodity-specific shocks, such as those related to conflicts.

    Shifting Shores

    Foreign direct investment (FDI) has powered prosperity in developing countries for decades. Yet FDI, once a reliable contributor to economic growth, a conduit for the transfer of technology and innovation, and a link to domestic and international markets, has slowed in recent years as shocks have multiplied. Global commercial competition, supply chain disruptions during and after the pandemic, less efficient transportation and shipping routes due to conflicts, and policies aimed at encouraging investment at home are increasingly shaping the flow of FDI. A half-century of global economic integration, driven by trade and FDI and the search for markets, natural resources, and low labor and input costs, is shifting to a more uncertain investment environment. This new world of FDI is increasingly defined by near-shoring, friend-shoring, and reshoring, each a way to gain greater control and ensure the resilience of supply chains and access to markets. As a result, FDI is relocating, with the shifts influenced by factors determined by geopolitical proximity and traditional location-specific determinants. Consequently, some emerging markets and developing countries (EMDEs) may attract less FDI, while others stand to benefit from their geopolitical or trade alliances. Although anecdotal reports of FDI relocation in specific countries are common, the scope of this trend remains uncertain. Questions such as the extent of FDI relocations, the permanence of these trends, and which countries stand to benefit the most are yet to be fully answered. To help understand these developments and the challenges they raise, this report presents new evidence based on the findings of a survey of investment promotion agencies. These national organizations shepherd billions of dollars of FDI annually through the global economy. We also examine FDI shifts through third countries for geopolitical reasons. The conclusions suggest that nearshoring and friend-shoring-driven relocations are increasingly shaping the FDI landscape.

    Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth

    Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.
