Abstract
The world is moving backward in its efforts to end hunger, food insecurity, and malnutrition. Reaching the Sustainable Development Goal 2, Zero Hunger, targets by 2030 is becoming more challenging each year. In addition to food price increases, most vulnerable people and communities face a range of shocks that compromise their food security. Disasters caused by natural hazards, conflicts, disease and pandemics, financial and political crises, and the impacts of climate change, all drive recent food insecurity and malnutrition trends. The intensification of these drivers will continue to challenge food security and nutrition, therefore, broadening food security to better insulate the vulnerable from medium- and longer-term impacts is a useful adjunct to looking at immediate food assistance needs. This Evaluation Insight Note (EIN) answers the question: How has the World Bank integrated resilience into food security operations The EIN includes five main insights: (i) Food security operations are increasingly focusing on resilience. (ii) Emergency operations designed to address acute crises can, and increasingly do, include resilience features. (iii) Closed projects with resilience features achieved higher outcome ratings. (iv) Food security projects with resilience features tend to have a longer time frame to tackle the drivers of food insecurity with five strategies: pairing various interventions, providing emergency support and creating income opportunities (productive inclusion); using decentralized approaches, including community engagement; leveraging partners and donor coordination; and strong analytics and design. (v) It is critical to adapt the pace and sequencing of short- and long-term reforms and measures to country capacity.

Publication Evaluation Insight Note(Washington, DC: World Bank, 2023-02-01)Domestic revenue mobilization (DRM) has become an increasingly important part of international and country-level policy agendas. This Evaluation Insight Note gathers insights from World Bank projects and operations supporting DRM through a detailed review of six Independent Evaluation Group (IEG) Project Performance Assessment Reports (PPARs). It synthesizes key issues that affected each project’s ability to sustain results across five countries (Croatia, Guatemala, Liberia, Pakistan, and Panama) and one state (Rio de Janeiro in Brazil). Interventions covered include four development policy operations (DPOs), one technical assistance loan, and one specific investment loan (now called investment project financing). Four insights from this synthesis are: 1) In the operations reviewed, political economy constraints were usually identified and analyzed at the time of approval and, for the most part, reasonable mitigation measures were identified ex ante; however, tax reforms were still derailed. 2) Prior actions in DPOs often benefited from being paired with investment projects or technical support from development partners. 3) Although coordinating with development partners was often discussed in project documents, extensive coordination occurred in only a few cases, with mixed results. 4) Results frameworks to track progress on DRM were often not well articulated, sometimes missing baselines or targets, being overly optimistic, or lacking clear results chains.Publication World Bank Group Assistance to Low-Income Fragile and Conflict-Affected States : An Independent Evaluation(World Bank, Washington, DC, 2014-01)Fragile and conflict-affected states (FCS) have become an important focus of World Bank Group assistance in recent years as recognition of the linkages between fragility, conflict, violence, and poverty has grown. Addressing issues of recurring conflict and political violence and helping build legitimate and accountable state institutions are central to the Bank Group's poverty reduction mission. This evaluation assesses the relevance and effectiveness of World Bank Group country strategies and assistance programs to FCS. The operationalization of the World Development Report 2011: Conflict, Security, and Development (2011 WDR) is also assessed, to see how the framework has been reflected in subsequent analytical work, country assistance strategies, and the assistance programs. The evaluation framework was derived from the concepts and priorities articulated in recent WDRs, policy papers, and progress reports issued by Bank Group management, to draw lessons from FCS. The framework is organized around the three major themes emerging from the 2011 WDR: building state capacity, building capacity of citizens, and promoting inclusive growth and jobs. The evaluation focuses on International Development Association (IDA)-only countries, which are deemed to have certain characteristics such as very low average income and no access to private finance, making them eligible for special finance tools and programs. As the benchmark for measuring results, Bank Group performance is evaluated in 33 fragile and conflict-affected states against that of 31 IDA-only countries that have never been on the FCS list. Six new country case studies; analyses of Bank Group portfolios; human resources and budget data; secondary analysis of IEG evaluations; background studies including those on aid flows, gender, private sector development, and jobs; and surveys of Bank Group staffs and stakeholders are also included in the evaluation.Publication The World Bank Group and the Global Food Crisis : An Evaluation of the World Bank Group Response(Washington, DC: World Bank Group, 2013-06)The unanticipated spike in international food prices in 2007-08 hit many developing countries hard. The World Bank (International Bank for Reconstruction and Development and International Development Association) organized rapidly for short-term support in the crisis, launching a fast-track program of loans and grants, the Global Food Crisis Response Program (GFRP). The GFRP mainly targeted low-income countries, and provided detailed policy advice to governments and its own staff on how to respond to the crisis. The Bank also scaled up lending for agriculture and social protection to support the building of medium-term resilience to future food price shocks. The International Finance Corporation (IFC) responded by sharply increasing access to liquidity for agribusinesses and agricultural traders in the short and medium term, as well as new programs to improve incentives for agricultural market participants. This evaluation assesses the effectiveness of the World Bank Group (WBG) response in addressing the short-term impacts of the food price crisis and in enhancing the resilience of countries to future shocks. Bank group support for the short-term response reached vulnerable countries, though it is less clear whether it reached the most vulnerable people within countries. The program supported 35 countries, with Sub-Saharan Africa accounting for about 60 percent of funding. The majority of support went to four countries-Bangladesh, Ethiopia, the Philippines, and Tanzania. The speed of the response often had costs for quality, and design deficiencies could not always be rectified quickly during implementation. The Bank's short-term assistance to agriculture took the form of input subsidy and distribution operations to increase food supply. Short-term support for social safety nets mainly consisted of in-kind transfers and public works programs. The Bank's medium-term response for agriculture significantly increased lending and focused on expanding productive capacity and resilience.Publication Social Safety Nets and Gender : Learning from Impact Evaluations and World Bank Projects(World Bank, Washington, DC, 2014)Poverty reduction is the overarching objective of the World Bank Group and is reflected in the institution s commitment to the Millennium Development Goals (MDGs). More recently, the twin goals of the institution, eradicating extreme poverty by 2030 and boosting shared prosperity, expressed a renewed commitment toward the Bank Group s vision of a world free of poverty. This message is intimately related to another main goal of the institution: advancing gender equality. The shared prosperity goal calls for ensuring that men and women and boys and girls are included in the development process. This review focuses on a core set of poverty reduction interventions: Social Safety Net (SSN) programs. SSNs, a subset of social protection programs, are noncontributory transfer programs. Their main objective is to protect the poor against destitution and promoting equality of opportunity. The need to integrate gender considerations into the design of SSNs (and social protection interventions more generally) is an explicit objective of the World Bank Social Protection (SP) strategy. This report analyzes whether SSN interventions produce results and help to improve gender equality for men and women and boys and girls, either as a deliberate outcome or as an unplanned consequence. The report discusses whether SSN interventions aim to empower women and achieve greater gender equality, or impact other gender outcomes as one of their main goals. The report also looks at what type of actions and indicators these interventions adopt and what results they obtain. The report reviews evidence of results on SSN-specific outcomes.Publication Brazil Country Program Evaluation, FY2004-11 : Evaluation of the World Bank Group Program(Washington, DC: World Bank, 2014-10-27)This country program evaluation (CPE) evaluates World Bank Group (International Bank for Reconstruction and Development (IBRD), or the Bank, International Finance Corporation (IFC), and Multilateral Investment Guarantee Agency (MIGA) operations in Brazil from FY2004 through FY2011. It seeks to answer two questions: to what extent was the Bank Group program relevant to Brazil's development needs?, and how effective were Bank Group operations in helping to accelerate economic growth and making growth more inclusive and environmentally sustainable? The period reviewed was covered by two country strategies, one for FY2004-07 and the other for FY2008-11. The evaluation comments on aspects of the country partnership strategy (CPS) FY2012-15 with particular reference to its relevance and design. The report aims to extract lessons relevant to future Bank Group operations in Brazil. The study also examines the synergies between lending and knowledge services and the effectiveness of collaboration within the Bank Group and with external development partners. This report has five chapters. Chapter one gives purpose and country context. Chapter two summarizes the Bank Group operations and examines trends and patterns during the evaluation period. Chapters three and four assess the relevance and contributions of these operations to the objectives stated in the country strategies. The concluding chapter draws lessons and recommendations for the Bank Group's future engagement in Brazil.

Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication Education, Social Norms, and the Marriage Penalty(Washington, DC: World Bank, 2024-10-16)A growing literature attributes gender inequality in labor market outcomes in part to the reduction in female labor supply after childbirth, the child penalty. However, if social norms constrain married women’s activities outside the home, then marriage can independently reduce employment, even in the absence childbearing. Given the correlation in timing between childbirth and marriage, conventional estimates of child penalties will conflate these two effects. The paper studies the marriage penalty in South Asia, a context featuring conservative gender norms and low female labor force participation. The study introduces a split-sample, pseudo-panel approach that allows for the separation of marriage and child penalties even in the absence of individual-level panel data. Marriage reduces women’s labor force participation in South Asia by 12 percentage points, whereas the marginal penalty of childbearing is small. Consistent with the central roles of both opportunity costs and social norms, the marriage penalty is smaller among cohorts with higher education and less conservative gender attitudes.Publication Making Procurement Work Better – An Evaluation of the World Bank’s Procurement System(Washington, DC: World Bank, 2024-12-06)This evaluation assesses the results, successes, and challenges of the World Bank 2016 procurement reform. Procurements acquire the works, goods, and services necessary to achieve the World Bank’s project development outcomes. The World Bank’s procurement processes must ensure that clients get the best value for every development dollar. In 2016, the World Bank reformed its procurement system for Investment Project Financing and launched a new procurement framework aimed at enhancing the Bank’s development effectiveness through better procurement. The reform sought to reduce procurement bottlenecks impeding project performance and modernize procurement systems. It emphasized cutting edge international good practice principles and was intended to be accompanied by procurement capacity strengthening to help client countries. This evaluation offers three recommendations to scale up reform implementation and enhance portfolio and project performance: (i) Improve change management support for the reform’s implementation. (ii) Strategically strengthen country-level procurement capacity. (iii) Consistently manage the full spectrum of procurement risks to maximize project success.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.
