Abstract
This study explores the complex process of transit and land-use integration in rapidly growing cities in developing countries. It first identifies barriers to and opportunities for effective coordination of transit infrastructure and urban development. It then recommends a set of policies and implementation measures for overcoming these barriers and exploiting these opportunities. Well-integrated transit and land development create urban forms and spaces that reduce the need for travel by private motorized vehicles. Areas with good access to public transit and well-designed urban spaces that are walkable and bikeable become highly attractive places for people to live, work, learn, play, and interact. Such environments enhance a city's economic competitiveness, reduce local pollution and global greenhouse gas emissions, and promote inclusive development. These goals are at the heart of transit-oriented development (TOD), an urban form that is increasingly important to sustainable urban futures. This book uses a case study approach. It draws lessons from global best-case examples of transit-oriented metropolises that have direct relevance to cities in developing countries and elsewhere that are currently investing in bus rapid transit (BRT) and other high-capacity transit systems. It also reports the results of two original in-depth case studies of rapidly growing and motorizing cities that introduced extended BRT systems: Ahmedabad, India and Bogota, Colombia. Two shorter case studies enrich the understanding of factors that are critical to transforming cities with transit.

    Formulating an Urban Transport Policy : Choosing between Options

    As the developing world rapidly urbanizes, the demands on transport systems also grow often at a faster pace than the population. Given the above tendency, an effective and coordinated approach to urban transport requires that sound policies be put into place. Such policies enunciate the direction that a government wants to take; they lay the basic framework for downstream planning as well as project identification and prioritization. This document policy lays out the guiding principles for more detailed downstream planning. The objective of this guideline is to improve mobility, environmental quality, universal access, safety, and energy security of any urban transport policy. This guidebook is intended to be a practical support for formulating urban transport policies at the national, provincial, and local levels. To this end, it highlights some of the important issues that arise when creating an urban transport policy. The report is organized as follows: section one gives introduction. Section two presents a framework of possible actions, highlighting the avoid-shift-improve classification that has become common in professional practice. Section three talks about the governance of urban transport: which level of government should be responsible for it, which sector should lead it, and how different aspects should be coordinated. Section four highlights policies relating to land use planning and the benefits of integrating them with transport planning. Section five discusses the different modes of transport and whether there is a need for policies to promote any particular mode in preference to others. Section six delves into issues relating to personal motor vehicles and, more particularly, the extent to which policies should accommodate the car within the overall transport system. Sections seven and eight present policy options relating to public transport and para-transit, covering issues relating to pricing, coverage, technologies, etc. Section nine presents options relating to non-motorized modes. Section ten presents issues relating to parking, and section eleven suggests a balancing of supply-side measures and measures to contain demand. Section twelve highlights options relating to alternative fuels. Sections thirteen and fourteen cover the financing of urban transport and the role of the private sector. Finally, section fifteen covers issues relating to the process for formulating such policies, and options for implementation.

    Public Transport Capacity Analysis Procedures for Developing Cities

    The introduction of urban rail transit and high performance/quality/capacity bus transit systems throughout the world has dramatically improved the mobility of residents of cities in which they operate. The objectives of this work are: to provide a technical resource for transit planners and designers in developing cities in their public transport capacity and performance analysis work irrespective of mode. This report recommends methods of achieving practical transit capacity during normally encountered operating conditions. Where capacity is influenced by a measure of dispersion of some characteristic such as stop dwell time or vehicle headway, this is also noted. The purpose of measuring capacity is not just to provide a measure of system capability to transport passengers but also to provide some insight into the effect of service and physical design on customer service quality. When the demand for a service exceeds its schedule design capacity, service quality deteriorates either due to overcrowding on vehicles or at station platforms or diminished ability of customers to board the next arriving transport vehicle since it is already fully loaded, increased dwell times and hence decrease revenue speeds. The importance of service quality in transit capacity analysis cannot be overstated. Transit operators should be mindful that the urban transportation marketplace is more competitive. While it might be technically possible to design a service using a loading standard of 7 or 8 passengers per square meter, a number of customers will find that level intolerable and will seek alternate means of travel including walking (in the case of short distance trips), riding with someone else, riding taxis or purchasing a motorcycle or car. Accordingly, such loading standards should be thought of as interim measures until higher capacity at lower crowding can be achieved.

    Toward Sustainable and Energy Efficient Urban Transport

    Many cities of developing countries are experiencing rapid growth of motorized transportation. This is leading to severe congestion, which, in turn, is reducing productivity. Road accidents have been increasing. Transport emissions have become a major contributor to severe air pollution and greenhouse gas emissions. The main cause of these problems has been the increasing preference for personal motor vehicles for commuting to work and getting around the city. In many countries, urban development practices have worked in favor of such preference, leading to urban sprawl. Thus, remedial measures have to focus on reversing the preference for such modes of travel, shifting to public transport, cycling, or walking, and building and retrofitting cities to minimize the need for private automobiles. The objective of this guidance note is to present a systematic, practical, and comprehensive approach to dealing with the problems of urban transport. It outlines a framework of possible interventions and demonstrates how such interventions relate to the overall objectives of improving mobility and energy efficiency as well as reducing air pollution and road accidents. Thereafter, it highlights a range of cross-cutting issues that need to be addressed and also suggests steps to create an enabling environment to move towards a sustainable urban transport system. Its target audience is the city-level leadership and key decision makers responsible for sustainable urban mobility.

    The Metro Manila Greenprint 2030

    The Greenprint 2030 is a resolute attempt on the part of MMDA to engage all stakeholders in a process to create a common vision for the region’s future. For the first time, all 16 cities and one municipality comprising Metro Manila are linked under one vision that sets developmental priorities for the region and provides direction to achieve those priorities. The vision is formulated within the wider Mega Manila context, considering the shared challenges and opportunities with adjacent provinces. Like other metropolitan plans, Greenprint 2030 starts with a vision. However, it differs from the comprehensive metropolitan planning exercises in that it focuses on developing strategic areas of opportunity. Through the vision process, connectivity, inclusiveness, and resilience emerged as the key entry points for strategic engagement. Based on the vision the Greenprint 2030 will provide metropolitan wide spatial guidance, demonstrate coordination mechanisms, and identify areas for catalytic investments. The green in Greenprint goes beyond trees and open spaces green is efficient transportation, affordable housing, and more resilient infrastructure. It emphasizes sustainable urban development as the underlying principle across the three themes of inclusivity, connectivity, and resiliency. These sectors work together to enable more efficient use of resources and to create a livable urban environment. The Greenprint 2030 offers the strategic direction which informs comprehensive spatial and development plans prepared by national and local government agencies, related to Metro and Mega Manila. Through this process, more options for metropolitan governance will also be examined. The aim is to equip the metropolitan area to compete globally and to provide its citizens a safe, resilient, and green environment.

    Attracting Capital for Railway Development in China

    China Railways Corporation (CRC) is considering new ways to attract capital to support the strategic development of the railway sector. Currently, government is the predominant equity financier, with debt being supplied by domestic bank credits and limited amounts borrowed from International Financial Institutions such as the World Bank and Asian Development Bank. Considering its high level of accumulated debt and liabilities (RMB 3.7 trillion on an asset base of 5.7 trillion), CRC wishes to explore equity investment mechanisms, to increase cash flow from its core and non-core activities, and to use different financing channels as a way to leverage the value of its assets and introduce market-based business models to the sector. CRC is seeking to attract investment from both the private sector and from public sources such as local governments and state owned enterprises. It refers to these sources of capital as ‘social capital.’ This report examines how companies in China and railways in seven other countries, China, France, India, Japan, Poland, Russia, United Kingdom, United States, have attracted capital and made capital budgeting decisions to support their strategic development.

    Measuring Financial Inclusion : The Global Findex Database

    This paper provides the first analysis of the Global Financial Inclusion (Global Findex) Database, a new set of indicators that measure how adults in 148 economies save, borrow, make payments, and manage risk. The data show that 50 percent of adults worldwide have an account at a formal financial institution, though account penetration varies widely across regions, income groups and individual characteristics. In addition, 22 percent of adults report having saved at a formal financial institution in the past 12 months, and 9 percent report having taken out a new loan from a bank, credit union or microfinance institution in the past year. Although half of adults around the world remain unbanked, at least 35 percent of them report barriers to account use that might be addressed by public policy. Among the most commonly reported barriers are high cost, physical distance, and lack of proper documentation, though there are significant differences across regions and individual characteristics.

    Governance Matters IV : Governance Indicators for 1996-2004

    The authors present the latest update of their aggregate governance indicators, together with new analysis of several issues related to the use of these measures. The governance indicators measure the following six dimensions of governance: (1) voice and accountability; (2) political instability and violence; (3) government effectiveness; (4) regulatory quality; (5) rule of law, and (6) control of corruption. They cover 209 countries and territories for 1996, 1998, 2000, 2002, and 2004. They are based on several hundred individual variables measuring perceptions of governance, drawn from 37 separate data sources constructed by 31 organizations. The authors present estimates of the six dimensions of governance for each period, as well as margins of error capturing the range of likely values for each country. These margins of error are not unique to perceptions-based measures of governance, but are an important feature of all efforts to measure governance, including objective indicators. In fact, the authors give examples of how individual objective measures provide an incomplete picture of even the quite particular dimensions of governance that they are intended to measure. The authors also analyze in detail changes over time in their estimates of governance; provide a framework for assessing the statistical significance of changes in governance; and suggest a simple rule of thumb for identifying statistically significant changes in country governance over time. The ability to identify significant changes in governance over time is much higher for aggregate indicators than for any individual indicator. While the authors find that the quality of governance in a number of countries has changed significantly (in both directions), they also provide evidence suggesting that there are no trends, for better or worse, in global averages of governance. Finally, they interpret the strong observed correlation between income and governance, and argue against recent efforts to apply a discount to governance performance in low-income countries.

    Governance Matters VIII : Aggregate and Individual Governance Indicators 1996–2008

    This paper reports on the 2009 update of the Worldwide Governance Indicators (WGI) research project, covering 212 countries and territories and measuring six dimensions of governance between 1996 and 2008: Voice and Accountability, Political Stability and Absence of Violence/Terrorism, Government Effectiveness, Regulatory Quality, Rule of Law, and Control of Corruption. These aggregate indicators are based on hundreds of specific and disaggregated individual variables measuring various dimensions of governance, taken from 35 data sources provided by 33 different organizations. The data reflect the views on governance of public sector, private sector and NGO experts, as well as thousands of citizen and firm survey respondents worldwide. The authors also explicitly report the margins of error accompanying each country estimate. These reflect the inherent difficulties in measuring governance using any kind of data. They find that even after taking margins of error into account, the WGI permit meaningful cross-country comparisons as well as monitoring progress over time.     Government Matters III : Governance Indicators for 1996-2002

    The authors present estimates of six dimensions of governance covering 199 countries and territories for four time periods: 1996, 1998, 2000, and 2002. These indicators are based on several hundred individual variables measuring perceptions of governance, drawn from 25 separate data sources constructed by 18 different organizations. The authors assign these individual measures of governance to categories capturing key dimensions of governance and use an unobserved components model to construct six aggregate governance indicators in each of the four periods. They present the point estimates of the dimensions of governance as well as the margins of errors for each country for the four periods. The governance indicators reported here are an update and expansion of previous research work on indicators initiated in 1998 (Kaufmann, Kraay, and Zoido-Lobat 1999a,b and 2002). The authors also address various methodological issues, including the interpretation and use of the data given the estimated margins of errors.
