Abstract
World Bank Group President David Malpass spoke about the pandemic that is having severe economic and health impacts around the world, and how the food sector is critical. He mentioned that the Coronavirus (COVID-19) has exposed long-standing problems in the global food system. He highlighted on the importance of reducing food loss and waste, which can increase food and nutrition security, reduce the environmental footprint of food systems, and improve the welfare of producers and consumers. He launched the new World Bank analysis that will help identify the right entry-points for countries to achieve their goals. He said that the new country diagnostics will help countries better target food loss and waste investments. He concluded by hoping that these reports motivate partners to find ways to cut food loss and waste, so that we end hunger and work together to create a healthy planet, healthy people and healthy economies.

    The report focuses on the role that food loss and waste (FLW) could play in reducing the environmental footprint of food systems while attempting to meet the caloric and nutrient needs of a population expected to increase by 3 billion people in the next 30 years. The performance of the global food system over the last century has been extraordinary. From a global population of 1.6 billion people in 1900 to nearly 8 billion in 2020, the agri-food sector has risen to the challenge of providing global caloric sufficiency, mainly by increasing yields of a few principal staple crops. However, this path is no longer sustainable.

    Competitive Agriculture or State Control : Ukraine's Response to the Global Food Crisis

    World market prices for grains and oilseeds have risen dramatically over the last 24 months. Despite a recent drop, wheat prices are still about twice what they were two years ago. Given the underlying causes, this situation is likely to persist for the medium term (International Food Policy Research Institute-IFPRI and World Bank projections use a time horizon until 2015). Rising food prices are causing significant hardship worldwide and threatening to cast large numbers of people into poverty. However, the current situation is a major opportunity for Ukraine, a net grain exporter with a significant exploitable yield gap and one of the few countries in the world that are in a position to significantly increase net exports and make up for emerging deficits elsewhere. With appropriate policies and investments, Ukraine could significantly increase its grain harvest and gain global market share in an environment of rising global demand. Even relatively conservative estimates of growth in yields and acreage indicate that a regular harvest of over 40 million tons will be possible. Seizing this opportunity will require a shift in policies and corresponding increases in private and public investment. Ukraine is in a position to make a significant contribution to the international effort to deal with the food crisis, while providing attractive investment and employment opportunities in the agriculture sector (in rural areas) that are expected to yield significant income, trade, and fiscal benefits.

    Managing the Livestock Revolution : Policy and Technology to Address the Negative Impacts of a Fast-Growing Sector

    Fueled by fast-expanding demand, the production of meat and milk in the developing world has doubled in recent decades, and this trend is expected to continue. This expanding sector can provide income, employment, and high quality nutrition for vulnerable groups, and in many areas of the world, essential soil fertility inputs. However, as production grows, market forces, often supported by deliberate or unintended government policies, are causing, in particular in the pig and poultry sector, a spatial concentration of larger-size production units, mostly around urban areas, and an economic concentration of production, processing and retailing. This geographical and economic concentration of the livestock sector probably improves the affordability of meat and milk for the urban poor, and might create better-paid employment up- and downstream of the producer, but has significant negative effects on the environment, animal and human health, and social equity. This paper has the following contents: executive summary; setting the scene - demand patterns, supply patterns, and structural changes; effects of the livestock revolution - environmental, public health, equity, and farm-size interactions; technical solutions, policy and institutional support mechanisms, and current activities, rationale for international involvement, and the way forward.

    Vietnam : Strengthening the Social Safety Net to Address New Poverty and Vulnerability Challenges

    As it transitions to Middle-Income Country (MIC) status, Vietnam is considering whether its social protection system is adequate to meet rapidly changing needs associated with strong economic growth, integration of its economy in regional and global markets, industrialization, urbanization and other economic and societal shifts. Vietnam's social safety net - programs with the following objectives: 1) alleviation of chronic poverty; 2) help to the poor in coping with the worst forms of shocks and transient poverty; and 3) promotion of human development for long-term poverty alleviation. This note aims to assess the system of social safety net programs currently in place in Vietnam and to gauge how well it covers the poor and vulnerable populations. This note highlights two messages: first, it identifies gaps in the current poverty reduction and social protection system - programs that help address urban vulnerability and poverty and that help the poor and vulnerable manage shocks - which could be closed through strengthened and more effective household-targeted social safety net programs. Second, in examining the existing core social safety net programs the note finds that, while targeting is respectable, their primary weakness lies in limited coverage. Based on these findings, this note strengthens household-targeted social safety net interventions in Vietnam as a complement to geographically-targeted poverty reduction programs and social insurance.

    Learning from World Bank History : Agriculture and Food-Based Approaches for Addressing Malnutrition

    The purpose of this paper is to provide forward-looking recommendations for linking agriculture and nutrition by looking back over the 40 years since both nutrition and rural development began at the Bank in 1973. This paper sets out to explore whether what is currently being suggested has been attempted in the past; in what circumstances, with what sort of support or commitment, by what actors, and with what results. Throughout, the World Bank is a case study set within the larger development aid architecture due to its role as one of the largest actors in agriculture and nutrition investments in developing countries around the nutrition initially was housed in the Population department (1972-75), and then moved to Agriculture and Rural Development (1975-79). Since 1979 it has been housed with health and other human development world. The initial motivation was to showcase the depth of historical resources available in the World Bank Group Archives, and to demonstrate how they can be used to inform current practice. Several lessons learned primarily from the World Bank experience are applicable to the Bank's current commitment to nutrition-sensitive agriculture, as well as to the development community at large, that is tackling the same agenda.

    Remarks to the Annual Meetings 2020 Development Committee

    David Malpass, President of the World Bank Group, announced that the Board approved a fast track approach to emergency health support programs that now covers 111 countries. Most projects are well advanced, with average disbursement upward of 40 percent. The goal is to take broad, fast action early. The operational framework presented back in June has positioned the Bank to help countries address immediate health threats and social and economic impacts and maintain our focus on long-term development. The Bank is making good progress toward the 15-month target of 160 billion dollars in surge financing. Much of it is for the poorest countries and will take the form of grants or low-rate, long-maturity loans. IFC, through the Global Health Platform, will be providing financing to vaccine manufacturers to foster expanded production of COVID-19 vaccines in both part 1 and 2 countries, providing production is reserved for emerging markets. The Development Committee holds a unique place in the international architecture. It is the only global forum in which the Governments of developed countries and the Governments of developing countries, creditor countries and borrower countries, come together to discuss development and the ‘net transfer of resources to developing countries.’ The current International Financial Architecture system is skewed in favor of the rich and creditor countries. It is important that all voices are heard, so Malpass urged the Ministers of developing countries to use their voice and speak their minds today. Malpass urged consideration of how we can build a new approach to debt restructuring that allows for a fair relationship and balance between creditors and debtors. This will be critical in restoring growth in developing countries; and helping reverse the inequality.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Improving the Performance of Higher Education in Vietnam

    The progress of East Asian economies in recent years illustrates a strong symbiotic relationship among higher education, innovation, and growth through the production of research and skills. In the case of Vietnam, higher education has a significant positive effect on household poverty and long-term earnings at the individual level, where annualized private returns to higher education are above fifteen percent, one of the highest levels in the world. As Vietnam aspires to become an upper middle-income country by 2035, its productivity needs to increase continuously, which requires greater production and effective use of highskilled manpower and science, technology and innovation (STI). There is a disconnect between Vietnam’s remarkable achievement on equitable economic growth and human development, on the one hand, and the performance of the higher education system, on the other hand. Vietnam has experimented with a number of higher education reforms in the last two decades, with some success in expanding access but missing opportunities in achieving good results on quality and relevance, and in furthering equity. The main objective of this Bank’s report is to provide a diagnosis of the current performance of the Vietnamese universities and propose a range of options for transforming and developing the higher education system.
