Abstract
Over the course of a six-year period from 2006-2011, the Government of Iraq (GOI), with support from the World Bank, undertook an ambitious effort to reform its public procurement system and legal framework. Among other actions, an Inter-Ministerial Task Force (IMTF) was created, consultations were held with civil society and the private sector, and a comprehensive new law was drafted based on international best practices. In some ways, the challenges to reforming Iraq's public procurement system mirror the usual obstacles in implementing public sector reforms. However, given the country context, this case also presents unique and important lessons that helped inform future-decision making on public procurement reform in other conflict states. Finally, the Iraqi experience showed the importance of adapting gradual fixes in tackling institution building. While maintaining a long-term vision is important, it becomes critical in a post-conflict environment to demonstrate early results. Public procurement in Iraq is a major component of the national economy, cutting across nearly every area of planning, program management, and budgeting. In 2013, Iraq's approved budget was valued at US$118.3 billion, in addition to an expected US$10 billion in supplementary budget items. The lack of a clear legal framework for public procurement also discouraged foreign investment, since foreign investors were uninterested in coming to invest in Iraq if they had no type of legal assurance that bidding would be competitive, and that their bids would be treated equally and fairly. Procurement reform also becomes particularly challenging since public procurement reform means tackling corruption. Thus, it is no surprise that procurement reform in Iraq require patience, deliberativeness, and tolerance.

Publication Ukraine : Country Procurement Assessment Report 2006(Washington, DC, 2007-03-30)Ukraine enacted a comprehensive Public Procurement Law (PPL) on February 22, 2000. The first World Bank Country Procurement Assessment Report (CPAR) for Ukraine finalized in November 2001 included an action plan for improving systemic efficiency of public procurement. Since the 2001 CPAR, the country has undergone numerous political and economic changes with natural concurrent evolution of the public procurement system. In light of these changes, the Government and the World Bank jointly undertook the present review of the legal and regulatory framework for procurement, institutional capacities, actual practice, and the integrity of the system as a whole. The analysis and main findings of this report are presented as follows: Section 2 analyzes the legislative and regulatory framework of late 2005 through this writing in 2006. Section 3 analyzes institutional framework and management capacity. Section 4 covers procurement operations, including functionality of the public procurement market, contract administration, and provisions for dispute resolution. The report then discusses integrity and transparency of the system (Section 5), e-procurement (Section 6), public procurement contract performance (Section 7), and gradual harmonization with the EU directives and eventual accession to the WTO (Section 8). Section 9 presents risk analysis and the 2006 action plan. Key recommendations are summarized in Section 9 and repeated in the executive summary.Publication Innovative Procurement Practices in Iraq's Social Safety Net Program(World Bank, Washington, DC, 2013-08)Well-functioning institutions are critical to reducing poverty and boosting growth. However, fragile and conflict-affected states generally lack the political and institutional structures needed to address pockets of poverty and promote development. One relevant example where the World Bank met this challenge was in the innovation of procurement procedures in a recent Social Safety Net (SSN) program in Iraq. Rather than allowing inefficient bidding procedures to block successful implementation, the team at hand adjusted their approach, and adopted simplified, non-traditional methods: they tested the ability of the local market to supply equipment through numerous smaller-value contracts, and removed constraints that discouraged the participation of local Small and Medium Sized Enterprises (SMEs). After 30 years of conflict and embargo, the Iraqi government sought to strengthen social protection for its citizens by transforming what were traditionally subsidies into a targeted cash-based SSN program. The experience of working in a conflict-affected country led to smaller procurement packages and simplified procedures. An unorthodox and riskier approach at the outset ended up not only saving costs but also strengthening the local private sector and generating jobs in the country.Publication The World Bank Group and Public Procurement--An Independent Evaluation : Appendixes to Volume 2(Washington, DC: World Bank, 2014)Good public procurement practices are a major determinant of the effectiveness of public expenditure. On behalf of their citizens, governments typically spend as much as 5-20 percent of their gross domestic product on procurement of goods and services, and effective procurement policies enable better use of government budgets. Good national procurement practices are therefore an essential element of the poverty reduction focus of the Bank. Good procurement in Bank projects is also associated with better development outcomes. Equally, sound public procurement in client countries is a prerequisite for the success of the Bank's newly introduced program for results lending instrument. The Bank seeks to ensure that its funds are used for the purpose intended and that they support development effectively and efficiently. Thus, the twin issues that underpin this Independent Evaluation Group (IEG) evaluation are first, how effectively has the World Bank helped build well-functioning public procurement systems in client countries and second, how well have Bank procurement policies and procedures for its investment lending supported the development effectiveness of Bank lending? The evaluation parallels an intensive review by Bank management of the institution's procurement function, motivated by the need to respond to a range of internal and external changes in the Bank's procurement environment. Several evaluations point to the value of coordination between procurement and public expenditure reforms, but also to the difficulties of realizing such coordination. Finally, there are queries related to the adaptability of current Bank procurement guidelines to new contexts, such as public-private partnerships (PPPs); technology loans; and small, fragile, or conflict-affected states. These questions have also contributed to the evaluation's design and coverage.Publication Philippines Country Procurement Assessment Report 2012(Manila, 2013)Proper public procurement practices directly reflect good governance. Transparent and effective procurement practices minimize expenditure and create opportunity. Procurement is an enormous component in the process by which governments build infrastructure, such as schools and hospitals. It involves the management of significant amounts of money and is therefore often the cause for allegations of corruption and government inefficiency. The difference between getting public procurement right and doing it wrong has the potential to be either highly rewarding, or highly damaging. In some nations, reforms implemented to improve the efficiency of public procurement have resulted in savings of 1% of a country's gross domestic product. One can see why public procurement is so significant to the development of a country and its people. Citizens have the right to expect their government to spend these funds for the good of the people. In the past, corruption, inefficiency, ignorance, and disorganization have resulted in billions of pesos worth of losses. It is with the importance of these issues in mind that this report is produced to report on the state of procurement in the Philippines today. A 2012 CPAR action plan integrating all the existing and proposed initiatives and recommendations to address the areas for improvement in the Public Procurement System is presented at the end of this report. The action plan provides the road map and agenda for procurement reforms to be undertaken by the government, together with its development partners during 2013-2016. Some of the priorities focus on strengthening monitoring and enforcement and procurement capacity, and improving procurement processes and practices, i.e., (i) implementation of the professionalization program, (ii) implementation of the Agency Procurement Compliance and Performance Indicator, or APCPI and development of mechanisms to enforce compliance, (iii) review and possible revision of the IRR to provide procedures for international competitive bidding, (iv) establishment of an independent complaints or protest review body and development of its governing rules and procedures, and (v) development and implementation of a framework to sustain and ensure CSO participation in procurement monitoring. The Philippine development forum sub-working Group on Procurement will continue to monitor the implementation of the action plan, ensure the availability of funding support and address issues that may arise during implementation.Publication Democratic Republic of São Tomé and Príncipe : Country Integrated Fiduciary Assessment, Volume 3. Country Procurement Assessment(Washington, DC, 2007-06)This Integrated Fiduciary Assessment is the first of its kind for Sao Tome and Principe. It combines the analysis and policy recommendations from a public expenditure review (PER), a country financial accountability assessment (CFAA), and a country procurement assessment review (CPAR). The goal of the report is to identify the major challenges facing the country in the prepetroleum era (the next three to five years) in public finance management (including public enterprises) as it attempts to implement its National Poverty Reduction Strategy (NPRS) with a tight resource envelope. This executive summary presents recent economic developments and fiscal sustainability analysis that takes into account petroleum and no-petroleum scenarios, with corresponding analysis on which of the Millennium Development Goals (MDGs) are reachable. The summary reports on revenue and expenditure performance since 2000-01, issues related to the implementation of the public investment program (PIP) and its coordination with the NPRS, and the budget process, including findings from the Health PER, which highlights a lack of allocative efficiency. The summary reports on the financial fragility of state-owned enterprises (SOEs) and the possible fiscal consequences for the central budget, especially regarding the implicit subsidies and tax breaks to (and the hypothetical tariff increases of) the electricity and water company. The summary of reports on the status of the public finance management system (budget preparation, execution, control, governance, and human resources) and the reform process that may address many of the concerns it rises. Finally, the summary presents the findings related to the procurement process, including the legislative and regulatory framework, institutional framework and management capacity, procurement operations and market practices, and integrity and transparency of the system.

Publication Rethinking Fiscal Policies(Washington, DC: World Bank, 2025-05-27)This paper examines the redistributive impact of fiscal policy—specifically taxes and transfers—on poverty and inequality in eight countries in the Middle East and North Africa: the Arab Republic of Egypt, Djibouti, the Islamic Republic of Iran, Iraq, Jordan, Morocco, Tunisia, and the West Bank and Gaza. Utilizing the Commitment to Equity framework, the analysis evaluates how fiscal interventions alter income distribution across these diverse national contexts. The results indicate that direct cash transfers and social assistance programs are generally effective in reducing poverty and shielding vulnerable populations, while in-kind benefits—particularly in education and healthcare—significantly contribute to mitigating income inequality. In contrast, generalized subsidies, especially in the energy sector, are fiscally burdensome and largely regressive, offering limited equity gains. Indirect taxes, although important for revenue generation, often exacerbate income disparities. The study underscores the need for comprehensive fiscal reforms, including the expansion of well-targeted transfers, adoption of progressive taxation, and reallocation of inefficient subsidies toward investments in human capital. Successful initiatives, such as Egypt’s Takaful and Karama and Jordan’s Takaful and bread subsidy compensation programs, illustrate scalable models of effective redistribution. Moreover, the Islamic Republic of Iran’s progressive tax policies highlight viable pathways to equitable revenue mobilization. Strengthening investment in education and health is essential for promoting long-term equity, enhancing upward mobility, and supporting inclusive and sustainable development across the region.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication State of Social Protection Report 2025(Washington, DC: World Bank, 2025-04-07)Social protection goes well beyond cash transfers; it includes policies and programs that bridge skill, financial, and information gaps, aiding people in securing better jobs. The three pillars of social protection—social assistance, social insurance, and labor market programs—support households and workers in handling crises, escaping poverty, facing transitions, and seizing employment opportunities. But despite a substantial expansion over the past decade, 2 billion people remain uncovered or inadequately covered across low- and middle-income countries. Drawing from administrative and household survey data from the World Bank’s Atlas of Social Protection Indicators of Resilience and Equity (ASPIRE), the "State of Social Protection Report 2025: The 2-Billion-Person Challenge" documents advances and challenges to strengthening social protection and labor systems across low- and middle-income countries, analyzing the evolution of expenditure, coverage, and adequacy of support. This report details four policy action areas governments can embrace to maximize the benefits of adequate social protection for all: extending social protection to those in need; strengthening the adequacy of social protection support; building shock-proof social protection systems; and optimizing social protection financing. The report discusses how the path of reforms will depend on country context, capacity, and fiscal space. The rising frequency of shocks and crises calls for major investments in the adaptability and preparedness of social protection and labor systems. Amid a world in transition, social protection is more important and necessary than ever.Publication The Global Findex Database 2025: Connectivity and Financial Inclusion in the Digital Economy(Washington, DC: World Bank, 2025-07-16)The Global Findex 2025 reveals how mobile technology is equipping more adults around the world to own and use financial accounts to save formally, access credit, make and receive digital payments, and pursue opportunities. Including the inaugural Global Findex Digital Connectivity Tracker, this fifth edition of Global Findex presents new insights on the interactions among mobile phone ownership, internet use, and financial inclusion. The Global Findex is the world’s most comprehensive database on digital and financial inclusion. It is also the only global source of comparable demand-side data, allowing cross-country analysis of how adults access and use mobile phones, the internet, and financial accounts to reach digital information and resources, save, borrow, make payments, and manage their financial health. Data for the Global Findex 2025 were collected from nationally representative surveys of about 145,000 adults in 141 economies. The latest edition follows the 2011, 2014, 2017, and 2021 editions and includes new series measuring mobile phone ownership and internet use, digital safety, and frequency of transactions using financial services. The Global Findex 2025 is an indispensable resource for policy makers in the fields of digital connectivity and financial inclusion, as well as for practitioners, researchers, and development professionals.Publication Growth in the Middle East and North Africa(Washington, DC: World Bank, 2024-10-16)This issue of the MENA Economic Update presents a summary of recent macroeconomic trends, including an update of the conflict centered in Gaza and its regional spillovers, alongside an analysis of factors that shape the long-term growth potential of the region, with special attention to the persistent effects of conflicts. A modest uptick in growth is forecast for 2024, which nonetheless masks important disparities within the region. The acceleration is driven by the high-income oil exporters, while growth is expected to decelerate among developing MENA countries, both developing oil exporters and developing oil importers. Despite current challenges, the region can dramatically boost growth by better allocating talent in the labor market, leveraging its strategic location, and promoting innovation. Closing the gender employment gap, rethinking the footprint of the public sector, and facilitating technology transfers through trade under enhanced data quality and transparency can help the region leap toward the frontier. Peace is a pre-condition for catching up to the frontier, as conflict can undo decades of progress, delaying economic development by generations.
