Disaster Risk, Climate Change, and Poverty: Assessing the Global Exposure of Poor People to Floods and Droughts

Abstract
People living in poverty are particularly vulnerable to shocks, including those caused by natural disasters such as floods and droughts. Previous studies in local contexts have shown that poor people are also often overrepresented in hazard-prone areas. However, systematic evidence across countries demonstrating this finding is lacking. This paper analyzes at the country level whether poor people are disproportionally exposed to floods and droughts, and how this exposure may change in a future climate. To this end, household survey data with spatial identifiers from 52 countries are combined with present-day and future flood and drought hazard maps. The paper defines and calculates a “poverty exposure bias” and finds support that poor people are often overexposed to droughts and urban floods. For floods, no such signal is found for rural households, suggesting that different mechanisms—such as land scarcity—are more important drivers in urban areas. The poverty exposure bias does not change significantly under future climate scenarios, although the absolute number of people potentially exposed to floods or droughts can increase or decrease significantly, depending on the scenario and the region. The study finds some evidence of regional patterns: in particular, many countries in Africa exhibit a positive poverty exposure bias for floods and droughts. For these hot spots, implementing risk-sensitive land-use and development policies that protect poor people should be a priority.

    Climate and Social Sustainability in Fragility, Conflict, and Violence Contexts

    Climate change is widely recognized as a driver of violent conflict, but its broader social effects remain less understood. Ignoring these dimensions risks a vicious cycle where climate policies might undermine socially just adaptation. Evidence is still limited on how climate shocks influence political participation, trust, or migration. This paper helps fill that gap by examining links between climate change, conflict, and social sustainability, with a focus on inclusion, resilience, cohesion, and legitimacy. Using secondary data from 2019–24, the study applies simple correlation-based methods to test three hypotheses on the nature, severity, and composition of these associations. The analysis combines multiple climate impact measures, new conflict classifications, recent social sustainability frameworks, and controls for population and geography. The results reveal strong correlations—not causation—between climate events and contexts of fragility, conflict, and violence. Climate impacts are most pronounced in both national and subnational conflict settings. The study also finds robust links between fragility, conflict, and violence and low levels of social sustainability, reflecting its role as both a driver and consequence of conflict. Some dimensions—such as violent events and insecurity—appear weaker in areas most affected by climate shocks. Two of the hypotheses are supported, and one remains inconclusive.

    The Macroeconomic Implications of Climate Change Impacts and Adaptation Options

    Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.

    Institutional Capacity for Policy Implementation: An Analytical Framework

    State capacity is an important prerequisite for policy implementation, yet at the country level it is difficult to measure, assess, and reform. This paper proposes a focus on institutional capacity: the ability of public institutions to implement the specific policy mandates for which they are responsible. Based on a review of existing literature, the paper defines the different dimensions that compose institutional capacity and groups them into two cross-cutting categories: organizational dimensions (personnel, financial resources, information systems, and management practices) and governance dimensions (transparency, independence, and accountability). The paper proposes measures for organizational and governance dimensions using existing data, shows intra-institutional variation of these measures within countries, and discusses how new data could be collected for better measurement of these concepts. Finally, the paper illustrates how the framework can be used to diagnose the sources of common problems related to weak policy implementation.

    South Africa’s Fragmented Cities: The Unequal Burden of Labor Market Frictions

    Using high-resolution administrative, census, and satellite data, this paper shows that South African cities are characterized by spatial mismatches between where people live and where jobs are located, relative to 20 global peers. Areas within 5 kilometers of commercial centers have 9,300 fewer residents per square kilometer than expected, which is 60 percent below the global median. Poor, dense neighborhoods are most affected. In Johannesburg, a 10-percentile increase in distance from the nearest business hub corresponds to a 3.7-percentile drop in asset wealth (a proxy of household wellbeing) and 4.9-percentile drop in employment. In Cape Town, the declines are 4.0 and 3.7 percentiles, respectively. Employment is 87 percent lower in the poorest decile than the richest in Johannesburg and 61 percent lower in Cape Town. These findings suggest that South Africa’s spatial organization of people and economic activity constrains agglomeration and reinforces inequality. This methodology provides a scalable and standardized data-driven framework to analyze spatial accessibility and agglomeration frictions in complex, data-constrained urban systems.

    Investment in Emerging and Developing Economies

    The world faces a pressing challenge to meet key development objectives amid slowing growth and rising macroeconomic and geopolitical risks. With the number of job seekers rising rapidly, infrastructure shortfalls continuing to be large, and climate costs mounting, the case for a significant investment push has never been stronger. Yet the capacity to respond in many emerging markets and developing economies has eroded. Since the global financial crisis, investment growth has slowed to about half its pace in the 2000s, with both public and private investment weakening. Foreign direct investment inflows—a critical source of capital, technology, and managerial know-how—have also fallen sharply and become increasingly concentrated, leaving low-income countries with only a marginal share. The risks of further retrenchment are significant, as trade tensions, policy uncertainty, and elevated debt levels continue to weigh on investment. Reigniting momentum will require ambitious domestic reforms to strengthen institutions, rebuild macro-fiscal stability, and deepen trade and investment integration—the foundations of a supportive business climate. At the same time, international cooperation is indispensable. A renewed commitment to a predictable system of cross-border trade and investment flows, combined with scaled-up financial support and sustained technical assistance, is essential to help emerging markets and developing economies—especially low-income countries and economies in fragile and conflict situations—bridge financing gaps and implement the domestic reforms needed to restore investment as an engine of growth, jobs, and development.

    Five Feet High and Rising : Cities and Flooding in the 21st Century

    Urban flooding is an increasingly important issue. Disaster statistics appear to show flood events are becoming more frequent, with medium-scale events increasing fastest. The impact of flooding is driven by a combination of natural and human-induced factors. As recent flood events in Pakistan, Brazil, Sri Lanka and Australia show, floods can occur in widespread locations and can sometimes overwhelm even the best prepared countries and cities. There are known and tested measures for urban flood risk management, typically classified as structural or engineered measures, and non-structural, management techniques. A combination of measures to form an integrated management approach is most likely to be successful in reducing flood risk. In the short term and for developing countries in particular, the factors affecting exposure and vulnerability are increasing at the fastest rate as urbanization puts more people and more assets at risk. In the longer term, however, climate scenarios are likely to be one of the most important drivers of future changes in flood risk. Due to the large uncertainties in projections of climate change, adaptation to the changing risk needs to be flexible to a wide range of future scenarios and to be able to cope with potentially large changes in sea level, rainfall intensity and snowmelt. Climate uncertainty and budgetary, institutional and practical constraints are likely to lead to a combining of structural and non-structural measures for urban flood risk management, and arguably, to a move away from what is sometimes an over-reliance on hard-engineered defenses and toward more adaptable and incremental non-structural solutions.

    Preparing to Manage Natural Hazards and Climate Change Risks in Dakar, Senegal : A Spatial and Institutional Approach

    This report describes a pilot study of natural risk hazards in the peri-urban extension areas of the Dakar Metropolitan Area, Senegal. The area subject of this study stretches across 580 square kilometers, covering less than 1 percent of the national territory, but housing about 50 percent of Senegal's urban population. Much of the rapid population growth of the Dakar Metropolitan Area is taking place beyond the boundaries of the Department of Dakar (the city center), in peri-urban areas that combine two disquieting features: they present significant vulnerability to some natural hazards, and they have unclear administrative and governance arrangements, often being out of the direct oversight of established urban and rural local governments. Situations like this are not unusual in developing countries, and call for more systematic attention to hazard risk management in peri-urban areas, including a better understanding and awareness of the nature of the hazards that they face as well as of the institutional capacities and measures that would be necessary to manage them better. The objective of this pilot study is, therefore, two-pronged. First, the study intends to propose a new methodology for quick assessment of natural hazard risks at a metropolitan region scale, using new tools of spatial analysis based on geographic information systems (GIS) data. Second, the study aims to apply the principles and diagnostic questionnaire of the climate change city primer developed by the East Asia region of the World Bank to get a comprehensive view of the institutional framework for climate change-related hazard risk management existing in the city at this time. Bringing the spatial and the institutional analyses together, the study proposes and starts to develop a number of dissemination and awareness-raising tools that can help to inform different stakeholders about the general parameters of the natural hazard risks facing the Dakar Metropolitan area. The pilot study concludes with a broad action plan for Dakar, to ramp up disaster management practices, as motivation for a stakeholder debate to define subsequently a set of specific and viable actions.

    Jamaica : Toward a Strategy for Financial Weather Risk Management in Agriculture

    This report forms part of the technical assistance provided by the World Bank under the Non-lending Technical Assistance Program for the Caribbean 'market-based agriculture risk management in the Caribbean.' The program is largely financed by the European Union All Agriculture Commodities Program (AACP) Initiative and contributions from the International Fund for Agriculture Development (IFAD) and the World Bank. This document provides technical input for designing a national strategy for addressing the financial weather risks facing the agricultural sector of Jamaica. As such, it identifies the various options from current available financial risk transfer instruments for addressing crop weather risks for small farmers (livestock risks are not directly addressed in this report) and identifies the public investments needed for supporting market development of the agricultural insurance market. The report is structured in five sections to facilitate its presentation. The first two sections present a snapshot of the Jamaican economy and agricultural sector, and the current situation of agricultural insurance; third section addresses a set of key issues for designing a government strategy for agricultural financial weather risk management; fourth section contains the elements of public policy and investments to support market development for agricultural insurance, and various illustrations of how to structure financial weather risk management instruments for the sector. The report concludes with a short section containing final remarks and recommendations.

    Building Resilience to Disaster and Climate Change through Social Protection

    Natural disasters and climate change are among the greatest threats to development. Although natural disasters have always presented risks, climate change increases those risks and compounds them by adding a greater level of uncertainty. As a result of their increased frequency, the economic and social costs of disasters are mounting (World Bank 2010). Natural disasters and climate change can push people into chronic and transient poverty and force them to adopt negative coping strategies. Social protection programs play an important role in protecting poor and vulnerable people from these impacts and helping them reduce their exposure and vulnerability to them. This toolkit provides guidance on how to prepare social protection programs to respond to disasters and climate change. The snapshots of good practice experiences and practical tips for implementation are intended to guide decision makers in countries facing these risks in adapting their social protection programs to reduce negative impacts and accelerate recovery. The focus of this toolkit is aligned with the role and expertise of the World Bank, which has traditionally supported early and long-term recovery and helped rebuild livelihoods and infrastructure. This toolkit provides examples of good practice experiences and practical guidance for the practitioner in that direction.

    Potential for Application of a Probabilistic Catastrophe Risk Modelling Framework to Poverty Outcomes

    This paper analyzes the potential to combine catastrophe risk modelling (CAT risk modeling) with economic analysis of vulnerability to poverty using the example of drought hazard impacts on the welfare of rural households in Ethiopia. The aim is to determine the potential for applying a derived set of damage (vulnerability) functions based on realized shocks and household expenditure/consumption outcomes, onto a forward-looking view of drought risk. The paper outlines the CAT risk modeling framework and the role of the vulnerability module, which describes the response of an affected exposure to a given hazard intensity. The need to explicitly account for different household characteristics that determine vulnerability within our model is considered, analogous to how a CAT risk model would differentiate damage functions for buildings by different classes of construction. Results for a regression model are presented, estimating ex-post drought impacts on consumption for heterogeneous household types (e.g. with cattle, safety-net access, illness). Next, the validity/generalizability of the derived functions are assessed, to infer applicability of the derived relationships within a CAT risk modelling framework. In particular, the analysis focuses on external validity: whether the relationships established in the dataset can be used for forecasting outside of the sample used for analysis. The model is stress-tested using statistical methods of resampling. This involves randomly splitting the data into “training” and "testing" datasets. The tests show consistency of results across the datasets. Finally, future plans are outlined with regard to developing a fuller catastrophe risk model to combine with the consumption results.

    Climate Resilient Ningbo Project : Local Resilience Action Plan, Volume 1. Final Report

    Ningbo serves as the Chinese pilot city for the World Bank Climate Resilient Cities (CRC) Program. The CRC program aims to, prepare local governments in the East Asia region to better understand the concepts and consequences of climate change; how climate change consequences contribute to urban vulnerabilities; and what is being done by city governments in East Asia and around the world to actively engage in learning capacity building, and capital investment programs for building sustainable, resilient communities. This local resilience action plan (LRAP) had four parts. Part one investigated natural hazards weather observations and climate models. Seven key climatic parameters were selected: temperature, rainfall, drought, heat wave, flood, tropical cyclone, and sea level rise. Part two examined how the city functions, and pursues socio-economic development through a city vulnerability assessment. The qualitative, city vulnerability assessment was based on five sectors- people, infrastructure, environment, economy, and government. Each sector was analyzed extensively on a range of issues, and compared to other similar Chinese cities to more accurately judge its performances. Part three is the gap analysis. It was performed to understand the government actions and their effectiveness to respond to natural disasters, and whether the current and planned policies and programs address the current and future climate change impacts and natural disasters. This part was supported by the following inventories: inventory of natural disasters, and inventory of policies and programs. Part four therefore was to develop recommendations for each of the city vulnerability sectors. The 70 plus recommendations are specific to Ningbo's vulnerabilities and risks. They are described briefly, intended to serve as an introduction. Feasibility studies are recommended before further action or implementation.

    Digital Africa

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Climate Risks, Exposure, Vulnerability and Resilience in Nepal

    The authors investigate key climate change hazards affecting Nepali households and livelihoods: river flooding, heat exposure, drought, landslides, and air pollution. The authors analyze the distributional impacts of these hazards by combining spatial distributions of exposure with measures of socio-economic vulnerability and coping ability. While landslides are more likely to occur in the northern mountainous areas of Nepal, the southern parts of Nepal are at higher exposure to river flooding, heat, and drought hazards. Coping ability is highest in the southern lowlands (Terai) and urban settlements, which leaves northern, mountainous areas more vulnerable, despite being less affected. New human settlements in mountainous areas are built on steeper slopes as flat land in valleys has become scarce, which increases their vulnerability to floods and landslides. Forward modelling (2041-2060) shows increasing severity of heat and intensifying extreme rainfall. The increase in extreme precipitation events affects particularly the historically less-affected western provinces with relatively low economic development. Overall, the northern parts of the country will require concerted support to withstand shocks, and in the south, investments in agricultural livelihoods will be needed to support adaptation to climate risk. Proactive, spatially targeted investments are needed by all levels of government to mitigate the welfare impacts of these diverse climate change hazards. National investments in human capital are required to transform Nepali livelihoods in line with a green transition.

    Building Resilience for Sustainable Development of the Sundarbans : Strategy Report

    Recognizing the importance and uniqueness of the Sundarbans, the United Nations Educational, Scientific and Cultural Organization (UNESCO) declared the Indian portion of the forest a World Heritage Site in 1987, and the UNESCO Man and the Biosphere Program has included the Sundarbans Biosphere Reserve in the Global Network of Island and Coastal Biosphere Reserves Contributing to Action on Climate Change and Sustainable Development. While the Sundarbans region is celebrated for its ecological attributes, it is a difficult place to live in. The inhabited portions of India s Sundarbans are characterized by severe poverty, which both contributes to and arises from the vulnerability of the population to a growing range of natural hazards. Resilience is characterized by a capacity to adapt to changing conditions and persistent stresses by responding effectively. However, the resilience of those residing in the Sundarbans has been undermined by a long series of persistent pressures. Sea level rise, salinization of soil and water, cyclonic storms and flooding have combined over the past century to render this one of the most hazardous areas in the Indian subcontinent.
