Abstract
Urban transport is a significant contributor to climate-warming greenhouse gas (GHG) emissions in cities, with most urban transport emissions coming from cars. More than seventy percent of global carbon dioxide emissions come from cities, making mitigation efforts at the local level an important contributor to decarbonization. Urban transport also plays a fundamental role in the economic activity and welfare of urban citizens. Therefore, developing cities must find a way to continue to improve accessibility, while decoupling growth in travel demand from growth in GHG emissions. Affordable, safe, and convenient urban passenger mobility systems are critical for the welfare of urban residents, connecting people to jobs, education, health care, and recreation. This paper argues that cities in developing countries have a unique opportunity to preserve and encourage sustainable urban passenger mobility by building on their existing modal shares in public transport, walking, and biking the low carbon modes. Section 2 of this paper provides additional detail on key mobility and land use challenges that developing cities are facing. Section 3 outlines strategies to overcome the challenges. Section 4 summarizes the high-level takeaways and suggests a way forward for the international community to support city governments in providing better transport infrastructure, services, and enabling environments to ensure their long-term financial and environmental sustainability.

    The path to low-carbon urban transport looks fundamentally different in developed and developing countries. Most cities in developing countries have not yet developed their land use and transportation infrastructure around cars, leaving a window of opportunity to chart a new path to low-carbon, efficient and inclusive urban transport. While developed countries may focus on retrofitting existing fleets (e.g., through electrification), developing countries can build their transport systems with a low-carbon approach at the core, allowing for more inclusive and climate-friendly growth in the future. With this approach, most of the changes that make urban transport greener also make cities more livable. Encouraging dense, compact, and mixed-use development (while limiting sprawl) and building effective public transport systems and safe pedestrian routes all reduce traffic and local pollution while increasing citizens’ ability to access jobs, health services and education. This report provides a framework that can help cities leverage these synergies and create transport systems that will support social and economic development outcomes while also reducing emissions.

    Achieving Energy Savings by Intelligent Transportation Systems Investments in the Context of Smart Cities

    Faced with the challenge of providing adequate transport services with limited resources, cities have, for several decades, been investing in Intelligent Transportation Systems (ITS). ITS utilize Information and Communications Technology (ICT) to make more efficient use of existing transport infrastructure with the aim of improving transport services and reducing congestion, accidents, and air pollution. In the past two decades, with the rapid advancement of ICT and intensive advocacy from big technology vendors, the concept of ‘smart cities’ has gained great popularity and many cities have started to undertake a more holistic approach to improving urban services using technology in the name of smart city initiatives. Section two introduces these themes, which serve as the analytical framework to understand how smart mobility investments lead to energy savings. The comparison in the search for similarities among the case studies and interviews helped us develop a conceptual model, emphasizing cause and effect and presented in section three, of how ITS deployment and operation in the context of smart cities leads to energy saving benefits. This conceptual model is presented with detailed discussions of institutional, technological, and physical conditions at each step in the model. Section four focuses on energy savings with quantitative evidence of energy saving potential of ITS investments collected from literature and case studies. Section five links the results of this study to the Wuhan Integrated Transport Development Project and how the knowledge has been incorporated into project design. To further explore the energy efficiency potential of Wuhan and to mainstream ITS and smart transport solutions as a source of achieving energy efficiency using results of this study, a TRACE analysis was also completed as part of this research effort. This analysis focused on the passenger transport sector. Finally, policy recommendations on the major conditions under which ITS investments in the context of smart cities achieve energy savings are summarized in Section 6 with specific implications for cities in the developing countries.

    Achieving Energy Savings by Intelligent Transportation Systems Investments in the Context of Smart Cities

    Investments in intelligent transportation systems (ITS) are beginning to take place in the context of smart city initiatives in many cities. Energy efficiency and emissions reduction are becoming essential rationales for such investments. It is important, therefore, to understand under what conditions investments in ITS in the context of smart cities produce energy savings. We reviewed existing literature, conducted case studies and interviews, and found that the smart cities context has transformed traditional ITS into “smart mobility” with three major characteristics: people-centric, data-driven, and powered by bottom-up innovations. We argue that there are four main steps for smart mobility solutions to achieve energy savings and that several institutional, technical, and physical conditions are required at each step. Energy savings are achieved when users change their behavior and result in less travel, modal shift, and reduction of per-km energy consumption in the short term. Smart mobility solutions also enable other energy saving policies or initiatives, which would otherwise not be feasible. In the long term, users’ lifestyles could change and lead to further energy savings. For cities in developing countries with lower motorization, less-developed infrastructure, less financial resources, and less institutional and technical capacity, our recommendations to achieve benefits from smart mobility investments are: (1) involve all public and private players in a collaborative and transparent setting; (2) develop the technical capacity to procure and monitor information services; and (3) focus on basic infrastructure, including a coherent road network and basic traffic management measures.

    Transforming Cities with Transit : Transit and Land-Use Integration for Sustainable Urban Development

    This study explores the complex process of transit and land-use integration in rapidly growing cities in developing countries. It first identifies barriers to and opportunities for effective coordination of transit infrastructure and urban development. It then recommends a set of policies and implementation measures for overcoming these barriers and exploiting these opportunities. Well-integrated transit and land development create urban forms and spaces that reduce the need for travel by private motorized vehicles. Areas with good access to public transit and well-designed urban spaces that are walkable and bikeable become highly attractive places for people to live, work, learn, play, and interact. Such environments enhance a city's economic competitiveness, reduce local pollution and global greenhouse gas emissions, and promote inclusive development. These goals are at the heart of transit-oriented development (TOD), an urban form that is increasingly important to sustainable urban futures. This book uses a case study approach. It draws lessons from global best-case examples of transit-oriented metropolises that have direct relevance to cities in developing countries and elsewhere that are currently investing in bus rapid transit (BRT) and other high-capacity transit systems. It also reports the results of two original in-depth case studies of rapidly growing and motorizing cities that introduced extended BRT systems: Ahmedabad, India and Bogota, Colombia. Two shorter case studies enrich the understanding of factors that are critical to transforming cities with transit.

    Land-Value Capture in Bogotá

    This note presents a comprehensive analysis of Bogotá’s experience with the betterment levy—contribución de valorización (CV)—as a land value capture (LVC) instrument to finance urban transport infrastructure. Focusing on five major programs implemented in 1995, 2005, 2010, 2013, and 2018, the note draws critical lessons for cities in the developing world seeking sustainable, equitable, and locally anchored financing mechanisms. Unlike much of the existing literature that isolates the betterment levy from broader fiscal dynamics, this note situates the levy within Bogotá’s evolving tax ecosystem, including property and sales taxes, and highlights the pivotal role of a modernized cadaster. It shows that while the betterment levy has never fully financed transport projects on its own, it has consistently contributed to closing funding gaps, especially when paired with improved tax collection and strategic debt use. The note concludes with ten actionable lessons for other cities, emphasizing the importance of enabling legislation, affordability assessments, city-wide standards, and citizen participation. It also underscores the need to consider the total tax burden on residents and the political economy of earmarked revenues. Sound financing sources generate significantly more revenue than the cost of collecting it. Bogotá’s experience demonstrates that even partial revenue from betterment levies can be transformative when embedded in a robust fiscal and institutional framework.

    Toward Sustainable and Energy Efficient Urban Transport

    Many cities of developing countries are experiencing rapid growth of motorized transportation. This is leading to severe congestion, which, in turn, is reducing productivity. Road accidents have been increasing. Transport emissions have become a major contributor to severe air pollution and greenhouse gas emissions. The main cause of these problems has been the increasing preference for personal motor vehicles for commuting to work and getting around the city. In many countries, urban development practices have worked in favor of such preference, leading to urban sprawl. Thus, remedial measures have to focus on reversing the preference for such modes of travel, shifting to public transport, cycling, or walking, and building and retrofitting cities to minimize the need for private automobiles. The objective of this guidance note is to present a systematic, practical, and comprehensive approach to dealing with the problems of urban transport. It outlines a framework of possible interventions and demonstrates how such interventions relate to the overall objectives of improving mobility and energy efficiency as well as reducing air pollution and road accidents. Thereafter, it highlights a range of cross-cutting issues that need to be addressed and also suggests steps to create an enabling environment to move towards a sustainable urban transport system. Its target audience is the city-level leadership and key decision makers responsible for sustainable urban mobility.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Framing Sustainable Mobility

    In its crucial role, transport fosters development as it connects people to goods, services, social, and economic opportunities. But today’s data shows social exclusion linked to accessibility gaps in transport services—in rural areas, women, and the elderly—, high costs tosociety from poorly integrated transport systems, road fatalities, traffic congestion, air pollution, and environmental degradation. The question for global and country transportdecision-makers is how to meet the mobility needs of people and goods now, while preserving futuregenerations? The 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) identify an important and rich array of characteristics that define a sustainable world. Those characteristics, along with those identified in the economic literature, can be used to frame“sustainable mobility” around four global goals, which should address more than access. Formobility to be sustainable, it should have four attributes—equitable, efficient, safe, and green. In this way, mobility can benefit both present and future generations.

    Reducing Greenhouse Gases

    World Bank is applying to transport initiatives a new and distinctive method of greenhouse gas (GHG) analysis as part of its comprehensive GHG accounting policy. In transport, choices by travelers determine usage, and a fundamental trend in much of the world is strongly boosting GHG emissions: the massive rise in motorization as household incomes and technical advances make it affordable. This tendency will push transport fuel emissions much higher unless projects sharply expand the opportunities and incentives for users to adopt low-emission modes. The World Bank’s GHG analysis for transport shows whether a given transport project can help lower the trajectory of the sector’s GHG emissions. A central feature is an estimate of the wider social costs of emissions under various modes, for example, air pollution and accidents, as well as climate change. Including them greatly increases the demonstrated benefit of emissions reducing projects and thus will also help accelerate the move to a sustainable transport sector.
