Abstract
This note presents a comprehensive analysis of Bogotá’s experience with the betterment levy—contribución de valorización (CV)—as a land value capture (LVC) instrument to finance urban transport infrastructure. Focusing on five major programs implemented in 1995, 2005, 2010, 2013, and 2018, the note draws critical lessons for cities in the developing world seeking sustainable, equitable, and locally anchored financing mechanisms. Unlike much of the existing literature that isolates the betterment levy from broader fiscal dynamics, this note situates the levy within Bogotá’s evolving tax ecosystem, including property and sales taxes, and highlights the pivotal role of a modernized cadaster. It shows that while the betterment levy has never fully financed transport projects on its own, it has consistently contributed to closing funding gaps, especially when paired with improved tax collection and strategic debt use. The note concludes with ten actionable lessons for other cities, emphasizing the importance of enabling legislation, affordability assessments, city-wide standards, and citizen participation. It also underscores the need to consider the total tax burden on residents and the political economy of earmarked revenues. Sound financing sources generate significantly more revenue than the cost of collecting it. Bogotá’s experience demonstrates that even partial revenue from betterment levies can be transformative when embedded in a robust fiscal and institutional framework.

    Decarbonizing Cities by Improving Public Transport and Managing Land Use and Traffic

    Urban transport is a significant contributor to climate-warming greenhouse gas (GHG) emissions in cities, with most urban transport emissions coming from cars. More than seventy percent of global carbon dioxide emissions come from cities, making mitigation efforts at the local level an important contributor to decarbonization. Urban transport also plays a fundamental role in the economic activity and welfare of urban citizens. Therefore, developing cities must find a way to continue to improve accessibility, while decoupling growth in travel demand from growth in GHG emissions. Affordable, safe, and convenient urban passenger mobility systems are critical for the welfare of urban residents, connecting people to jobs, education, health care, and recreation. This paper argues that cities in developing countries have a unique opportunity to preserve and encourage sustainable urban passenger mobility by building on their existing modal shares in public transport, walking, and biking the low carbon modes. Section 2 of this paper provides additional detail on key mobility and land use challenges that developing cities are facing. Section 3 outlines strategies to overcome the challenges. Section 4 summarizes the high-level takeaways and suggests a way forward for the international community to support city governments in providing better transport infrastructure, services, and enabling environments to ensure their long-term financial and environmental sustainability.

    Unlocking Land Values to Finance Urban Infrastructure

    Urban growth throughout the developing world has created a challenge for financing infrastructure. Investment in infrastructure is needed to provide basic services for newly developed parts of urban areas. It is needed to meet the demand for a safer and more reliable water supply, higher standards for the removal and treatment of wastewater and solid waste, and the transportation requirements of a population whose expectations of mobility rise with household incomes. Infrastructure investment also is essential to the economic productivity of cities. This book examines an important additional option for local infrastructure finance: capturing land value gains for public investment. Land values are highly sensitive to infrastructure investment and urban economic growth. Public works projects such as road construction, water supply, and mass transit investment produce benefits that are immediately capitalized into surrounding land values. Many cities in developing countries have underused public lands that would be more valuable if sold and converted into infrastructure assets. Tapping land values was a large part of the investment strategy of Western countries in financing urban infrastructure during the 19th century, when cities were growing most rapidly. As part of the overall financing mix, using land assets for infrastructure finance has several advantages. Most instruments of this type generate revenues upfront, making it easier to finance lumpy investment projects. Mobilizing finance from land transactions also generates price signals that increase the efficiency of urban land markets and help rationalize the urban development pattern.

    Unlocking Land Values to Finance Urban Infrastructure : Land-Based Financing Options for Cities

    Raising capital to finance urban infrastructure is a challenge. One solution is to 'unlock' urban land values - such as by selling public lands to capture the gains in value created by investment in infrastructure projects. Land-based financing techniques are playing an increasingly important role in financing urban infrastructure in developing countries. They complement other capital financing approaches, such as local government borrowing, and can provide price signals that make the urban land market more efficient.

    Financing Transit-Oriented Development with Land Values : Adapting Land Value Capture in Developing Countries

    Cities in developing countries are experiencing unprecedented urban growth. Unfortunately, this is often accompanied by the negative impacts of sprawl as a result of rapid motorization such as congestion, air pollution, greenhouse gas emissions, inefficient use of energy and time, and unequal accessibility. As these cities are often under severe fiscal constraints, they face great challenges in financing capital-intensive mass transit systems to reverse the course of these negative trends. Development-based land value capture (DBLVC) financing schemes being practiced in Asian megacities like Hong Kong SAR, China, and Tokyo have helped them not only to generate funds for transit investment and operational and maintenance costs but also to promote sustainable urban development through transit-oriented development (TOD). Many rapidly growing cities in developing countries have the conditions for introducing DBLVC – namely, strong economic growth, rising real incomes and increased motorization and congestion levels – all of which cause land value appreciation within proximity of transit stations or corridors. If adapted well to local contexts, DBLVC schemes have great potential to become an important strategic apparatus of urban finance and planning for cities in developing countries. Through a careful analysis of various case studies, this book provides strategies, policies, and methodologies that policy makers and practitioners can apply in developing their own DBLVC schemes for transit financing.

    Land Value Capture in Urban DRM Programs

    Risk-sensitive land use planning is vital for sustainable economic development and effective Disaster Risk Management (DRM). Urban development programs should adopt risk-sensitive land use planning to encourage resilient development guiding the growth of people, assets and services within and away from hazardous zones. Many East Asia and the Pacific (EAP) countries have national land use policy and local plans which incorporate risk assessments; however, they typically lack the means for their implementation and incorporation into development planning. This note introduces the potential of Land Readjustment (LR) and Transfer of Development Rights (TDR) for DRM as seen in their application in Brazil, India, Japan, and the US. The note recommends that if municipalities build capacity for strategic land management, LR and TDR can be used effectively to finance and implement risk-sensitive land use plans. LR offers to accommodate and plan for risks with minimal displacement while TDR promises to equitably relocate development away from hazardous sites through the real estate market.

    South Asia Development Update, April 2025: Taxing Times

    Growth prospects for South Asia have dimmed. The global economic environment has become more challenging and is a source of heightened downside risks. After a decade of repeated disruptions, South Asia’s buffers to cushion new shocks are slim. Tackling some of its greatest inefficiencies and vulnerabilities could help South Asia navigate this unusually uncertain outlook: unproductive agricultural sectors, dependence on energy imports, pressures from rising global temperatures, and fragile fiscal positions. For most South Asian countries, increased revenue mobilization is a prerequisite for strengthening fiscal positions. Even taking into account the particular challenges of collecting taxes in South Asian economies—such as widespread informal economic activity and large agriculture sectors—South Asian economies face larger tax gaps than the average emerging market and developing economy (EMDE). This suggests the need for improved tax policy and administration. Until fiscal positions have strengthened, the burden of climate adaptation will disproportionately fall on the private sector. If allowed sufficient flexibility, private sector adaptation could offset about one-third of the likely climate damage by 2050. This may, however, require governments to remove obstacles that prevent workers and firms from moving across locations and activities. As growth prospects dim, the challenge grows to create jobs for South Asia’s rapidly expanding working-age population. South Asia’s large diasporas could become a source of strength if their knowledge, networks, and other resources can be better tapped for investment and trade.

    Lesotho Economic Update

    Following a decade of low and unstable growth, Lesotho has a unique opportunity to build a new foundation for robust and inclusive development. As real GDP growth pivoted from a 6.3 percent expansion in 2012 to an 8.2 percent contraction in 2020, per capita income levels declined sharply, and Lesotho’s hopes of improving living standards slipped away. However, the country now has a chance to return to a convergence path, as the second phase of the Lesotho Highlands Water Project (LHWP-II), increased revenue transfers from the Southern African Customs Union (SACU), and the renegotiation of water royalties from South Africa are expected to drive economic activity and provide resources for much-needed social spending and infrastructure investment. Seizing this opportunity will require effective prioritization of policies and investments, sound public financial management, and the restoration of sufficient fiscal buffers (savings) to counter negative shocks. This economic update highlights the critical role of fiscal policy in mitigating macroeconomic volatility and fostering sustainable and inclusive growth. It stresses the need for effective fiscal and public investment management reforms to address Lesotho’s economic challenges and unlock opportunities for development. Aligning fiscal policies with the goal of inclusive growth is essential to ensure that benefits reach all segments of society.

    Tunisia Economic Monitor, Fall 2024: Equity and Efficiency of Tunisia Tax System

    The Tunisian economy experienced a modest growth of 0.6 percent in the first half of 2024, following zero growth in 2023. By the end of 2024, Tunisia is projected to be the only country in its region with a real GDP still below pre-pandemic levels. The limited recovery in agriculture, coupled with declines in the oil and gas, garments, and construction sectors, hindered economic growth. Below-average rainfall restricted agricultural growth, which only recovered a third of the significant losses from the first half of 2023. The garment sector suffered due to reduced demand from the European Union, Tunisia's main export market. Oil and gas production continued its decade-long decline due to a lack of new investments, and the construction sector was impacted by limited domestic demand and challenging external financing conditions.
