Abstract
In 2015, the World Bank embarked on a collaborative effort to understand and address the jobs challenge in Mindanao through the Mindanao Jobs Report (MJR). Good jobs — jobs that raise real income and lift people out of poverty — were needed for more than two million Mindanawons who were either unemployed or underemployed at the time of writing. In addition, large cohorts of youth would enter the labor force in the next few years and better jobs were needed for the many Mindanawons who were currently employed informally and who accounted for more than half of total employment in Mindanao. Following extensive consultations with many of Mindanao's leaders and stakeholders, the report came up with recommendations around the three areas, namely: (1) raising agricultural productivity and improving farm-to-market connectivity; (2) boosting human development; and (3) addressing drivers of conflict and fragility and building up institutions in Autonomous Region in Muslim Mindanao (ARMM) and conflict-affected areas.

Publication Labor Markets for Inclusive Growth(Washington, DC, 2013-04)This policy note outlines short, and medium-term policy options for addressing critical challenges affecting labor markets in Mexico, and in particular labor productivity. As labor is the main source of income for most of the population, poverty is closely linked to underemployment and low wages. Yet labor markets have played a limited role in poverty reduction in Mexico. Labor income accounted for just 22 percent of the decline in poverty in Mexico over the last decade compared with 38 percent in the rest of the region. Between the third quarter of 2008 and the third quarter of 2011, the labor income poverty index2 continued to decline in Brazil, Ecuador, and Peru but increased in Mexico. The equivalent measure produced by CONEVAL (Consejo Nacional de Evaluation), shows the labor poverty trend to be increasing through the first quarter of 2012. Finding the right bundle of policies to improve labor productivity and the functioning of the labor markets can serve to improve economic growth and welfare outcomes.Publication Providing Skills for Equity and Growth(Washington, DC, 2010)The scope of this report is twofold. First, it documents skills gaps and mismatches and attempts to understand the reasons for them. Second, it provides a framework for thinking about skills development, drawing on international best practices, with the intent of stimulating further discussion. Given the breadth of the task, in this report we narrow the focus on a particular segment of the labor force: unskilled youth. There are several reasons sustaining this choice. First, unskilled youth, most of whom are out of school and have little chance to integrate themselves into the labor market, represent a significant share of the labor force that will remain active for the next 30 or 40 years. If nothing is done, out-of school youth will benefit at best only marginally from growth, and may even become an obstacle to sustaining growth in the long term. Second, the current educational system still faces a strong challenge in retaining students, and unskilled youth are likely to remain high on the agenda in the next decade or even longer. Finally, in the past decade, training programs designed specifically for out-of-school youth have begun to emerge around the developing world, in particular in Latin America, and recent evaluations suggest that they can be effective in increasing productivity and the chance of finding employment. Nevertheless, many of the findings of this report extend to overall skills development in Cambodia. In particular, the report points to significant market failures preventing both firms and training providers from offering quality training at all levels, as well as the need to develop certification and accreditation systems that are valued and recognized by employers and span all levels of education. The report proceeds in four chapters. The first covers demographic trends and the labor market. The second looks at skills gaps and mismatches. The third reviews existing training providers. The concluding chapter considers policy options in going forward.Publication Improving Education Outcomes in South Asia(World Bank, Washington, DC, 2015-07)There have been many initiatives to improve education outcomes in South Asia. Still, outcomes remain stubbornly resistant to improvements, at least when considered across the region. To collect and synthesize the insights about what actually works to improve learning and other education outcomes, this paper conducts a systematic review and meta-analysis of 29 education-focused impact evaluations from South Asia, establishing a standard that includes randomized control trials and quasi-experimental designs. It finds that while there are impacts from interventions that seek to increase the demand for education in households and communities, those targeting teachers or schools and thus the supply-side of the education sector are generally much more adept at improving learning outcomes. In addition, interventions that provide different actors with resources and those that incentivize behavioral changes show moderate but statistically significant impacts on student learning. A mix of input- and incentive-oriented interventions tailored to the specific conditions on the ground appears most promising for fostering education outcomes in South Asia.Publication Gambia, The - Youth Employment and Skills Development Study : Improving Youth Employment Outcomes Through Enhanced Skills Development(World Bank, 2010-08-01)Despite substantial improvements in access to basic education and steady economic growth, The Gambia still faces considerable challenges in respect to reducing poverty. As the result of its narrow economic base and its reduced internal market, the country will continue to rely heavily on the productivity of its citizens to reverse the cycle that keeps families in poverty generation after generation. Poverty reduction is a complex equation that involves improvements in job creation, especially for high-skilled and productive employment, as well as improvements in human capital levels to ensure that citizens are able to take advantage of employment opportunities. Currently, however, low human capital levels greatly limit the productivity and employment outcomes of the population, as evidenced by the fact that a majority continues to work in subsistence agriculture, especially in rural areas. The Second Poverty Reduction Strategy Paper II (2007-2015, PRSP II) recognizes the need to focus on improving youth employment outcomes. It states that 'The Gambia has a problem of youth unemployment especially those that have limited skills. Consequently, a big proportion of the youth are part of the people categorized as poor in The Gambia. PRSP II will focus on the problem of youth unemployment through various approaches including supporting private sector investment that creates jobs for the youth, increasing access to productive assets particularly credit by the youth, and retooling and training the youth to increase their employability.'Publication Programs Promoting Young Women's Employment(World Bank, Washington, DC, 2008-10)The World Bank is launching an initiative aimed at addressing the economic needs of adolescent girls and young women in poor or post-conflict countries. Working together with governments, donors, foundations, and private sector partners, the Bank proposes to develop and test a core set of promising interventions to promote the economic empowerment of adolescent girls and young women. This paper undertakes a review of existing policies and programs designed to promote labor force participation of young women in developing countries. While programs that directly address marriage or fertility can influence young women's labor force participation, the focus of this paper is on programs primarily addressing employment. Some programs for promoting young people's transition into the labor market take a minimalistic approach (for example, concentrating on skills training alone). Other employment programs, particularly those targeted to young women, simultaneously address multiple constraints limiting participation (for example, lack of skills, limited mobility, child care needs, and lack of sexual and reproductive health information). The goal of this paper is to unpack and assess what elements of program design are essential to promoting young women's transition to the labor market. The paper is organized as follows: section one gives introduction. Section two provides an overview of some of the major trends and issues facing young women in the labor market in an international context. Section three describes a selection of best practice programs, some of which are focused exclusively on employment training and others of which take a more integrated approach to providing gender-targeted adolescent services. Section four details the lessons learned from the implementation and evaluation of these programs, and considers the circumstances under which a minimalist versus comprehensive or integrated approach may be most effective. Section five concludes and summarizes the policy and program recommendations.

Publication Guide to the Debt Management Performance Assessment Tool(Washington, DC, 2008-02-05)The purpose of this document is to provide guidance and supplemental information to assist with country assessments of debt management performance, using the Debt Management Performance Assessment (DeMPA) tool. The DeMPA is a methodology used for assessing public debt management performance through a comprehensive set of 15 performance indicators spanning the full range of government Debt Management (DeM) functions. It is based on the principles set out in the International Monetary Fund (IMF) and World Bank guidelines for public debt management, initially published in 2001 and updated in 2003. It is modeled after the Public Expenditure and Financial Accountability (PEFA) framework for performance measurement of public financial management. The DeMPA has been designed to be a user-friendly tool to undertake an assessment of the strengths and weaknesses in government DeM practices. This guide provides additional background and supporting information so that a no specialist in the area of debt management may undertake a country assessment effectively. The guide can be used by assessors in preparing for and undertaking an assessment. It is particularly useful for understanding the rationale for the inclusion of the indicators, the scoring methodology, and the list of supporting documents or evidence required, and the questions that could be asked for the assessment.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
