Abstract
The Government of Zimbabwe (GOZ) faces difficult choices in managing the size of its civil service wage bill. The Government understands the need to watch the escalating wage bill carefully and put in place a strategy to steer it to a sustainable level as early as possible. Historical and international comparisons suggest that an overall wage bill of around 10 percent of GDP should be the medium-term target. This note illustrates that Zimbabwe could take immediate steps in 2010 and 2011 that will put it on the path of a sustainable level of wage bill in the medium-term. The focus of efforts to contain the wage bill should be on short-term measures because designing and implementing a medium-term approach to wage bill management would be too challenging in view of prevailing economic uncertainty and complex political reality. The note covers the staff employed by the Central Government, including uniformed services and staff employed by the Grant-in-Aided (GIA) institutions. The staff employed by local governments and public enterprises are excluded because direct transfers from the central budget to local government and public enterprises are rather small. (annex A has an outline of the institutional aspects of civil service in Zimbabwe). Given the paucity of information, the note does not make any recommendations specific to the GIA wage bill.

Publication Niger's Infrastructure : A Continental Perspective(2011-06-01)Between 2000 and 2005 infrastructure made a net contribution of less than a third of a percentage point to the improved per capita growth performance of Niger, one of the lowest contributions in Sub-Saharan Africa. Raising the country's infrastructure endowment to that of the region s middle-income countries could boost annual growth in Niger by about 4.5 percentage points. Niger has made significant progress in some areas of its infrastructure, including water and telecommunications. But the country still faces a number of important infrastructure challenges, the most pressing of which is probably in the water and sanitation sector, as 82 percent of Nigeriens still practice open defecation, the highest in the continent. Niger also faces significant challenges in the power sector, as only 8 percent of the population is electrified. Niger currently spends about $225 million per year on infrastructure, leaving an annual funding gap of $460 million even after savings from curing inefficiencies are taken into account. Niger can close that gap by tapping alternative sources of financing or by adopting lower-cost technologies. There is plenty of room for private-sector participation in Niger's infrastructure sectors, and the adoption of lower-cost technologies could reduce the funding gap by almost half.Publication Zambia Growth, Infrastructure, and Investments : Role for Public Private Partnership(Washington, DC, 2008-06-26)The main purpose of this paper is to document and discuss infrastructure gaps, investment needs, and policy challenges in improving infrastructure services, with an emphasis on the role of Public Private Partnerships to access needed resources for investments in the various sub-sectors for accelerated growth and poverty reduction in Zambia. Zambia has made substantial progress in extending some infrastructure services, including telecom and roads, to its citizens. However, service delivery in other areas, such as water and sanitation, and electricity has been poor. With Zambia's annual growth increasing and demand for infrastructure services escalating, infrastructure bottlenecks are becoming more acute. This paper is targeted at two main audiences: the first is the broader universe of policymakers, planners, regulators, and technical specialists directly concerned with the delivery of infrastructure services. For these readers, the note provides an overview of the physical, financial, social, and institutional conditions of the country that cut across subsectors. It compares Zambia's infrastructure performance in terms of access rates, affordability, quality, and financial viability of its services to those observed in comparable countries. The second and related audience is the authorities. The note provides them with a sense of the foregone growth opportunities stemming from policy imperfections, an assessment of investment needs for accelerated growth, and how public private partnership can play a role in resource mobilization for the investment needs. The paper takes stock of the most relevant infrastructure issues in the key sectors: energy, water and sanitation and telecommunications.Publication Sierra Leone’s Infrastructure : A Continental Perspective(2011-06-01)Infrastructure development in Sierra Leone contributed about half a percentage point to the economy's per capita growth rate in 2003-07. But if Sierra Leone could upgrade its infrastructure to the level of the best performer in Africa, per capita growth rates could be boosted by more than three percentage points. After nine years of peace, economic activity is flourishing at every level in Sierra Leone. But the 11-year civil war destroyed the country's infrastructure, and rebuilding the road network and ports while improving the electrical, water, and telecommunications infrastructure is proving difficult. Looking ahead, expanding electrification is a top priority because current access levels, at only 1-5 percent of the urban population and 0 percent in rural areas, are impeding other development. The water and sanitation sector faces similar challenges, as only 1 percent of the rural population has access to piped water. Sierra Leone has been spending about $134 million annually on infrastructure in recent years. About $66 million is lost each year to inefficiencies. Comparing spending needs against existing spending and potential efficiency gains leaves an annual funding gap of $59 to $278 million per year. If savings from greater efficiency could be fully captured, Sierra Leone would not meet its posited infrastructure targets for another 30 years. Sierra Leone needs to make difficult decisions about the prioritization of infrastructure investments and must think strategically about bundling and sequencing investments for maximum returns.Publication Sierra Leone's Infrastructure(World Bank, Washington, DC, 2011-03)Infrastructure has contributed significantly to the growth of West African economies during the past decade. In Sierra Leone, infrastructure added only around 0.51 percentage points to the per capita growth rate over 2003-07. Similarly to other countries in the region and the rest of the continent, the boost to historic growth came predominately from the ICT (Information and Telecommunications Technology) revolution while power-sector deficiencies and poor roads held back growth. After nine years of peace, economic activity is flourishing at every level in Sierra Leone. Political stability, high government accountability, good governance standards, and streamlined tax reform helped Sierra Leone to become a bright success story, turning the country into the easiest and quickest place to start business in West Africa. Sierra Leone's image in the eyes of investors is strengthened as the country ranked as one of the top five countries in Africa for investor protection. Looking ahead, the country faces a number of critical infrastructure challenges. Perhaps the most daunting of these challenges lies in the power sector, the poor state of which retards development of other sectors. Access to power is very low, at around 1 to 5 percent in urban areas, and is nonexistent in the countryside. The country's installed power-generation capacity is around 13 megawatts per million people, which is lower than what other low-income and fragile states have installed. The entire existing power infrastructure is concentrated in the western part of the country, and even with the functioning of the Bumbuna power plant, only half the suppressed demand for Freetown, let alone that for the rest of the country, is being met. Regardless of recent reduction in tariffs, Sierra Leoneans still pay some of the highest tariffs in Africa. In 2010, Sierra Leoneans paid three times as much for power as did residents of African countries that relied on hydropower. Making investments in more cost-effective power generation options is therefore an important strategic objective for Sierra Leone, without which further electrification will simply be unaffordable for the wider population.Publication Benin's Infrastructure(World Bank, Washington, DC, 2011-06)Between 2000 and 2005 infrastructure made an important contribution of 1.6 percentage point to Benin's improved per capita growth performance, which was the highest among West African countries during the period. Raising the country's infrastructure endowment to that of the region's middle-income countries could boost annual growth by about 3.2 percentage points. Benin has made significant progress in some areas of its infrastructure. The rural road network is in relatively good condition, and about 30 percent of the rural population has access to an all-season road, a level above the country's peers. Air transport connectivity has improved. Also, important market liberalization reforms designed to attract private capital to the water and information and communications technology (ICT) sectors have boosted performance. In particular, increased competition in the ICT market has contributed to the rapid expansion of mobile and Internet services. Addressing Benin's infrastructure challenges will require sustained expenditures of $712 million per year over the next decade, with heavy emphasis on capital expenditure. Almost half of the total relates to the transport sector. At 16.6 percent of Benin's 2005 gross domestic product (GDP), this effort is almost at the level of other Sub-Saharan African countries. Benin already spends around $452 million per year on infrastructure, equivalent to about 10.5 percent of its GDP. Almost $101 million a year is lost to inefficiencies of various kinds, associated mainly with under pricing in the power and water sectors; poor financial management of utilities; and inefficient allocation of resources across sectors. If Benin could raise tariffs to cost-recovery levels, and reduce operational inefficiencies in line with reasonable developing-country benchmarks, it could substantially boost flows to the infrastructure sectors. Comparing spending needs with existing spending and potential efficiency gains (and assuming that the inefficiencies are fully captured) leaves an annual funding gap of $210 million per year. By far the largest share of the gap can be traced to the water supply and sanitation sectors. Benin has the potential to close this gap by adopting alternative technologies in water supply, transport and power. Savings from alternative technologies could amount to as much as $227 million per year.

Publication Transport Policies and Development(World Bank, Washington, DC, 2015-07)This survey reviews the current state of the economic literature, assessing the impact of transport policies on growth, inclusion, and sustainability in a developing country context. The findings are summarized and methodologies are critically assessed, especially those dealing with endogeneity issues in empirical studies. The specific implementation challenges of transport policies in developing countries are discussed.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication World Development Report 2004(World Bank, 2003)Too often, services fail poor people in access, in quality, and in affordability. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people.
