Abstract
The Business Environment and Enterprise Performance Surveys 2013 (BEEPS orEnterprise Surveys) conducted by the World Bank provides new opportunities to betterunderstand obstacles to female entrepreneurship in Turkey and thereby develop morefocused policies to improve it. The last BEEPS for Turkey, conducted between January 2013 and May 2014, covers 1,344 enterprises that employ at least 5 people and operate in industry or services all around Turkey. Those who are identified as “the top manager”,“the main decision maker” and “owner/one of the owners (by any share in the capital)of the enterprise” in the survey are referred to as the “leader of the enterprise” for the purpose of this study. It is well documented that participation of women in economic life in Turkey is too lowboth compared to that of men in the country and that of women in countries of similarper capita income. This gender gap in economic participation is observed not only inparticipation in the labor market, but also in entrepreneurship. Although women in most countries lag behind men in entrepreneurship, the gap is particularly large in Turkey.Achieving gender equity in economic life is one of the main areas covered by the Turkey Country Partnership Strategy of the World Bank Group. One of the projects that the Bank has been implementing together with the Ministry of Family and Social Policies tothis end is the “Increasing Women’s Access to Economic Opportunities”. This study aims to contribute to the project by identifying and analyzing gender aspects ofentrepreneurship in Turkey. In addition to the main survey that includes questions about the business environment, a separate module on gender was included in the 2013 Turkey survey. The purpose of the gender module was to get a better understanding of the profiles and performance of enterprises led by women as well as the profiles of what we define as womencompany leaders. The outline of this study is as follows: The second section compares profiles ofentrepreneurs led by men versus those led by women. So, the basic characteristics ofenterprises are compared by gender of the leader. The third section compares theprofiles of the company leaders themselves. The forth section analyzes performances ofenterprises by gender of the leader and finally the fifth section analyses the perceptionof business environment constraints by gender of the business leader.

    Growing Women-led Enterprises in the Mekong : Testing a Methodology for Accelerating Growth

    According to a recent global entrepreneurship monitor, 48 percent of entrepreneurs globally are women. Growth-oriented women entrepreneurs face challenges such as lack of access to support services and relevant knowledge as well as regulatory and legal barriers. Recognizing the barriers that often prevent women from growing their businesses, infoDev embarked on a small pilot project designed to test a new methodology for increasing the capacity, confidence, and networks of growth-oriented women leading small businesses. The objective was to test whether this methodology will indeed lead to business expansion. infoDevapos;s pilot - the Mekong womenapos;s entrepreneurship challenge (MWEC) - set out to test a methodology based primarily on structured facilitation of peer-to-peer learning among growth-oriented women entrepreneurs. This report discusses the design, outcomes, and lessons of MWEC in further detail and provides a few preliminary recommendations for the design of future programs targeting the growth of women-owned enterprises.

    The Impact of the COVID-19 Pandemic on Women-Led Businesses

    The COVID-19 pandemic has struck businesses across the globe with unprecedented impacts. The world economy has been hit hard and firms have experienced a myriad of challenges, but these challenges have been heterogeneous across firms. This paper examines one important dimension of this heterogeneity: the differential effect of the pandemic on women-led and men-led businesses. The paper exploits a unique sample of close to 40,000 mainly formal businesses from 49 countries covering the months between April and September 2020. The findings show that women-led micro-businesses, women-led businesses in the hospitality industry, and women-led businesses in countries more severely affected by the COVID-19 shock were disproportionately hit compared with businesses led by men. At the same time, women-led micro-firms were markedly more likely to report increasing the use of digital platforms, but less likely to invest in software, equipment, or digital solutions. Finally, the findings also show that women-led businesses were less likely to have received some form of public support although they have been hit harder in some domains. In a crisis of the magnitude of the COVID-19 pandemic, evidence tracing the impact of the shock in a timely fashion is desperately needed to help inform the design of policy interventions. This real-time glimpse into women-led businesses fills this need for robust and policy-relevant evidence, and due to the large country coverage of the data, it is possible to identify patterns that extend beyond any one country, region, or sector, but at the cost of some granularity for testing more complex economic theories.

    Chile : A Strategy to Promote Innovative Small and Medium Enterprises

    This study is to provide the Government of Chile with a review of the portfolio of small and medium enterprise (SMEs) development programs and the institutions that provide them, leading to recommendations to improve the effectiveness of a streamlined portfolio. This emphasis is important for economic reasons, given the sectors role in employment, and the possibility of improving its integration into the national economy and export-oriented production and marketing chains. However, this analysis also identifies areas where SMEs can more effectively leverage government programs to become more productive, efficient, and innovative. The analysis is based on interviews with key policymakers, managers and other staff of the government institutions responsible for most of the programs secondary reports, and discussions with small business managers, business association leaders, academicians and financial intermediaries. The report is organized as follows: The first chapter reviews the evolution of the macroeconomic and business environment in Chile, and provides the theoretical arguments upon which the governments intervention in favor of SMEs has been based; second chapter examines the characteristics of the SME sector, as well as key determinants of SME productivity and growth; third chapter describes the obstacles to SME development, such as constraints to financial resources; fourth chapter recommends a streamlined portfolio of private sector assistance projects and provides an institutional analysis of Production Development Corporation (Corporacion de Fomento de la Produccion) (CORFO), Agricultural Development Institute (Instituto de Desarrollo Agropecuario) (INDAP) and Technical Cooperation Service of Chile (Servicio de Cooperacion Tecnica de Chile) (SERCOTEC); fifth chapter focuses on programs that promote innovation, technology and networks, and finally sixth chapter offers strategic and operational recommendations to improve the effectiveness of the Governments investment in SME programs.

    Competitive Small and Medium Enterprises : A Diagnostic to Help Design Smart SME Policy

    Small and medium-sized enterprises (SMEs) account for a lion's share of the enterprises in most economies and are also thought to be an engine of new growth and innovation. The focus of this paper is to take the insights on SME mix and segments to practical implications for developing countries around the world. The paper attempts to do this by providing a diagnostic approach that client countries and regions can use to assess their SME sectors and tease out firms' contribution to the local economy. Guidelines and specific examples of policies based on the insights in the paper have been provided. Lastly, the paper includes some areas of future research that are required on the subject. This paper proceeds in three steps. The first is to better understand the economic contribution of SMEs. This analysis complements the existing policy focus and takes it further to direct attention to a more specific set of growth drivers to enable the firms that matter disproportionately, the competitive SMEs, while remaining inclusive and avoiding market distortion. The second step is to develop a perspective on how best to complement the policy focus on competitive SMEs with that on larger firms. Policy-makers need to structure policy appropriately to develop a healthy eco-system of firms. The third step is to make this analysis actionable by policy-makers. This paper provides an initial SME policy diagnostic. A better understanding of how to encourage SME growth has the potential to make a substantial contribution to national economic performance.

    Closing the Credit Gap for Formal and Informal Micro, Small, and Medium Enterprises

    Job creation and economic growth through private sector development have become primary areas of focus for policy makers around the world in the aftermath of the global financial crisis. Recent evidence points to the importance of small and medium enterprises (SMEs) in providing employment across countries. In addition to employing the largest number of people in aggregate, SMEs generate the most new jobs. But SMEs also face many challenges in day-to-day operations and to grow. This note is a report back on the state of the credit gap for MSMEs with this new and updated data, while providing additional focus on the sizable informal enterprise sector in the developing world. In addition, this report examines various operational challenges that small and informal firms face, and some formalization obstacles they often cite as the primary reasons for not registering their business. A framework to differentiate the informal sector is offered, with the intention of segmenting the vast landscape of informal firms some of which exist today due to opportunistic behavior, while others are just trying to survive and to better design specific interventions depending on the stage of development and the willingness of the firm to register its business. The rest of this report is organized as follows. Section I focuses on the credit gap for formal MSMEs, and offers some innovative models and interventions that can be used to more fully meet the financial and non-financial needs of formal MSMEs. Section II focuses exclusively on informal enterprises, and goes beyond the access to finance paradigm, describing the operational challenges faced by informal firms, reviewing the experiments that have tried to induce higher rates of formalization, and looking at a series of private sector models that if combined, could more fully meet the needs of informal firms.

    Digital Progress and Trends Report 2023

    Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

    Today’s unprecedented growth of data and their ubiquity in our lives are signs that the data revolution is transforming the world. And yet much of the value of data remains untapped. Data collected for one purpose have the potential to generate economic and social value in applications far beyond those originally anticipated. But many barriers stand in the way, ranging from misaligned incentives and incompatible data systems to a fundamental lack of trust. World Development Report 2021: Data for Better Lives explores the tremendous potential of the changing data landscape to improve the lives of poor people, while also acknowledging its potential to open back doors that can harm individuals, businesses, and societies. To address this tension between the helpful and harmful potential of data, this Report calls for a new social contract that enables the use and reuse of data to create economic and social value, ensures equitable access to that value, and fosters trust that data will not be misused in harmful ways. This Report begins by assessing how better use and reuse of data can enhance the design of public policies, programs, and service delivery, as well as improve market efficiency and job creation through private sector growth. Because better data governance is key to realizing this value, the Report then looks at how infrastructure policy, data regulation, economic policies, and institutional capabilities enable the sharing of data for their economic and social benefits, while safeguarding against harmful outcomes. The Report concludes by pulling together the pieces and offering an aspirational vision of an integrated national data system that would deliver on the promise of producing high-quality data and making them accessible in a way that promotes their safe use and reuse. By examining these opportunities and challenges, the Report shows how data can benefit the lives of all people, but particularly poor people in low- and middle-income countries.
