Abstract
The first World Manga series offers a premise where the hero must grapple with social problems of a global magnitude that are set in the real world. Fifteen year-old orphan Rei survives by his wits and guts on the mean streets of the world. His fortunes take a strange turn when he meets a trainer wielding some powerful transformational magic who offers to coach him to achieve his dream of becoming the greatest marital artist in the world! But it seems Rei's trainer is more interested in developing his mind, spirit and ugh! Heart than his thrashing, raging, and fighting moves! The stakes get higher when Rei meets a young woman fighting just to survive! Can Rei meets vanquish the specter of poverty? Publication Sexual and Gender-Based Violence in the Kivu Provinces of the Democratic Republic of Congo : Insights from Former Combatants(World Bank, Washington, DC, 2013-09)Ending the period of conflict, violence and insecurity in Eastern DRC would contribute tremendously to addressing the high levels of ongoing Sexual and Gender-Based Violence (SGBV). This study has been conducted in partnership with the Non-Governmental Organization (NGO) vivo international, to determine individual motivations, as well as strategic or tactical aspects of sexual violence of different armed groups and their leadership. SGBV is a complex problem requiring an integrated and multi-sectoral response, even more so in a fragile environment with ongoing conflict, such as in Eastern DRC. Responses to violence against women need to address, among others: health sector including physical and mental health issues, the criminal-justice sector, economic empowerment, community development (promoting equitable access to resources for women and men), prevention of violence (e.g., through formal and informal education), and advocacy at the community, national and international levels. Any effective response must combine enforcing laws and prosecuting perpetrators to break the cycle of impunity, while addressing the individual and societal wounds, and working to prevent a normalization and recurrence of sexual violence.Publication Defining Heroes : Key Lessons from the Creation of Veterans Policy in Timor-Leste(Washington, DC, 2008-09)This study seeks to examine and reflect on the process, results and lessons of the efforts to recognize and assist veterans of the resistance in Timor-Leste. The aim is to document those aspects that may have value for other post-conflict settings where nascent institutions are attempting to wrestle with similar issues. The paper proceeds in four sections. Section two provides background and contextual information. Four themes are covered: the development of veterans' policy in post-conflict settings; the history of the Timorese resistance movement; military formation and demobilization under United Nations Transitional Administration in East Timor (UNTAET); and, the predicament of veterans at the reestablishment of independence (2002). Section three documents the creation of veterans' policy in Timor-Leste. In rough chronological order it focuses on seven phases: the establishment of the veterans' commissions; the registration of veterans; public consultations; legislation development; recognition measures, pensions and assistance, as well as some of the key challenges ahead. Section four draws out some of the key lessons of the Timorese experience, including both more strategic and more operational lessons. Section five concludes.Publication A Comparative Study of Ex-Combatant Reintegration in the African Great Lakes Region(World Bank, Washington, DC, 2014-07)This report is structured in three parts. Part one is a summary document, including: (i) an executive summary (ii) an introduction; (iii) a review of core concepts of reintegration that will be referred to in this study; (iv) a meta-analysis of reintegration process¬es in the Great Lakes Region (GLR) vis-à-vis the conceptual discussion; and (v) conclusions to the summary document. Part two (annex one) comprises an in-depth review and analysis of data on the reintegration process-es of ex-combatants across the GLR. Part three (annex two) is an in-depth analysis of community dynamics across the GLR. In brief, part one of the study is a meta-analytical and knowledge-focused piece that reflects more broadly on the detailed analysis of the datasets presented in annexes one and two, therefore, this part can be read as a freestanding report. However, it’s worth noting that any reading will benefit significantly from exploring the detailed findings in annexes one and two.Publication Is Reintegration Still Worth Doing Eight Years After the Ceasefire?(World Bank, Washington, DC, 2011)Although official warfare in the Republic of Congo stopped more than eight years ago, the pool region has continued to feel the collateral effects of war until now at a scale largely ignored by the general public. The pool region is where the Ninjas, a group of local militias, originated during the civil strife and retreated to afterwards. Peace and recovery did not gain traction in the area until 2010/11. Key findings of this analysis of the disarmament, demobilization and reintegration (DDR) process include: The lack of a public security presence: the pool region has largely been deprived of public security forces over the past thirteen years (1998-2010), which led to power abuse. Until recently, several Ninja bases remained throughout the pool region, led by free-riding commanders operating independently of any official Ninja structure. The recognition of intra-regional disparity: warfare affected localities very differently. While the southern districts have been calm for the past eight years, abuse was regularly reported along the railroad prior to 2011. The economic situation of ex-combatants: There have been many self-demobilizations in the past decade, and many ex-combatants have already learned to cope. The heterogeneity of ex-combatants: ex-combatants do not constitute a homogeneous group. Therefore, their reintegration needs differ. The consulting team developed a typology to help understand the profiles of all ex-combatants. Non-targeted assistance: the consulting team recommends pairing recent governmental disarmament operations with community driven reconstruction programming to provide closure to the population affected by the war. The main focus of programming should be to reenergize local economies destroyed by the war, especially medium-scale agriculture and animal husbandry, and to open up the region to development. The objective of this study was to analyze the extent of reintegration of ex-combatants in the pool region and to formulate recommendations for potential future action.

"Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication 1 World Manga : Passage 2.
