Abstract
The ultimate objective of gender analysis is to inform programs and policies that contribute to closing persistent gaps. However, the specific impact of gender analysis and advice activities is not always evident or measured. There is growing interest among development partners, including the World Bank, in better understanding and systematizing the associations between data and reforms in this area. Is the increasing amount of knowledge generated over the last years translating into actual programmatic and policy change to close gender gaps If so, what are the factors that can help to move from diagnostics and technical assistance into action Based on a review of recent successful experiences of the Poverty and Equity Global Practice at the World Bank Group, this note summarizes emerging lessons that can help to start addressing these questions.

    Gender Gaps in Peru

    Closing the existing gender gaps will be required to boost shared prosperity and maximize poverty reduction efforts in Peru over the coming years. Gender inequities are not only unfair from an ethical and social perspective, but also economically inefficient. Greater gender equality can raise overall productivity, improve development outcomes, especially of the next generation, and lead to more representative decision making. This review of gender issues aims to uncover the main gender gaps in the country, and to identify potential policy recommendations that could help closing them in the coming years. Chapter 1 covers the legal and institutional framework and the issue of the agency of women; Chapter 2 provides an overview the situation with regards to the main endowments of health and education; and Chapter 3 deals with the existing gender gaps in economic opportunity.

    Investing in Opportunities for All

    The Croatia Country Gender Assessment reviewed the state of equality between women and men in Croatia in endowments, economic opportunities, and voice and agency. Overall, the country has made progress on including gender equality both institutionally and legally into its policy agenda. Certain indicators of gender equality remain strong, such as equitable primary and secondaryschool enrollment for boys and girls. A closer look reveals areas that need to be improved, such as equality in the labor market, women's entrepreneurship and role in politics and business, the situation of Roma women, rural and urban disparities, care work distribution between men and women, and the inclusion of lesbian, gay, bisexual, transgender, and intersex (LGBTI) people.The most significant gap is in access to economic opportunities, with a large number of women, youth, retirees, and minorities excluded from the labor market. Sustainable and effective solutions for this complex issue lie in a whole of government effort covering education andskills development, including retraining and lifelong learning; equity in healthcare; provision of care services to enable women to enter the labor market; and inclusive entrepreneurship. The findings are in line with some of the issues raised in the Croatia Systematic Country Diagnostic of the World Bank; this assessment unpacks these issues in more detail and identifies additional areas for attention. The World Bank could use its engagement with the Government of Croatia to advocate for these issues, and to look for entry points in its current portfolio and pipeline. To this end, a Gender Roadmap has been developed under the Country Partnership Framework (2019-2024) that will focus on how some of the gender gaps could be reduced through the Bank's current and future engagements, and progress tracked periodically. It shows a commitment by the Bank to follow up on the findings and the recommendations arising from this assessment. The conclusions have been arrived at using mixed methods, supplementing quantitative sources with qualitative tools. The assessment is also innovative in highlighting the intersectionality of overlapping disadvantages arising from social and spatial exclusion. It does this by bringing in voices of the youth, elderly women, Roma, and LGBTI from Slavonia (one of the least-developed parts of the country), and Zagreb (the most developed). For instance, the cumulative disadvantages for an elderly rural woman in less-developed Slavonia is not the same as that for a woman of similar age in the capital Zagreb.

    Understanding Youth Violence : Cases from Liberia and Sierra Leone

    Addressing youth issues is essential to promoting stability and preventing violence in fragile and conflict-affected states. However, there is little evidence that youth programming and policies have helped reduce violence in these settings. This can reflect the lack of understanding about youth issues and how problems affecting them encourage their participation in violence. This study set out to understand youth violence in Liberia and Sierra Leone, two countries in which there has historically been a great deal of youth participation in group violence, where the risk of youth mobilization into violence persists, and where interpersonal and gender-based violence are still a concern. In addition to having young populations, both countries have governments that have emphasized improving youths' lives by both reducing poverty and preventing violence. In turn, programming and policies in these (and many other conflict-affected) countries tend to be focused on employment generation due to the assumption that youth become prone to violent behavior as the result of economic exclusion (their inability to achieve a stable source of livelihood). The findings from this study will be useful to help governments (particularly of fragile and conflict-affected states) and donors better understand youth issues, design more effective interventions to address youth violence, and promote longer-term stability. The report begins with a review of literature on existing theories of youth exclusion and drivers of youth violence, with a greater focus on history of violence in West Africa. It proceeds with an outline of the study methodology for data collection, sample selection, and analysis. The analysis follows, highlighting key findings. The report concludes with recommendations for policies and youth programming.

    Gender Dimensions of the COVID-19 Pandemic

    Experiences from previous pandemics and large-scale shocks show that these crises often affect men and women differently. Specifically, the effectiveness of policy actions and the prevention of costly reversals in the progress achieved towards greater gender equality will crucially depend on how gender considerations are reflected in the examination of potential impacts of and responses to COVID-19. Not only women and girls can be expected to be impacted differently, but they can also play different roles in the response vis-à-vis men and boys that could enhance the likelihood of success.

It details gender outcomes beyond the national aggregate and emphasizes that gender inequality in Brazil has to be understood at the intersection of gender/location of residence and gender/race.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

Global growth is expected to slow further this year, reflecting the lagged and ongoing effects of tight monetary policy to rein in inflation, restrictive credit conditions, and anemic global trade and investment. Downside risks include an escalation of the recent conflict in the Middle East, financial stress, persistent inflation, weaker-than-expected activity in China, trade fragmentation, and climate-related disasters. Against this backdrop, policy makers face enormous challenges. In emerging market and developing economies (EMDEs), commodity exporters face the enduring challenges posed by fiscal policy procyclicality and volatility, which highlight the need for robust fiscal frameworks. Across EMDEs, previous episodes of investment growth acceleration underscore the critical importance of macroeconomic and structural policies and an enabling institutional environment in bolstering investment and long-term growth. At the global level, cooperation needs to be strengthened to provide debt relief, facilitate trade integration, tackle climate change, and alleviate food insecurity.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    The Sourcebook synthesizes real-world experiences and lessons learned of social protection delivery systems from around the world, with a particular focus on social and labor benefits and services. It takes a practical approach, seeking to address concrete “how-to” questions, including: How do countries deliver social protection benefits and services? How do they do so effectively and efficiently? How do they ensure dynamic inclusion, especially for the most vulnerable and needy? How do they promote better coordination and integration—not only among social protection programs but also programs in other parts of government? How can they meet the needs of their intended populations and provide a better client experience? The Sourcebook structures itself around eight key principles that can frame the delivery systems mindset: (1) delivery systems evolve over time, do so in a non-linear fashion, and are affected by the starting point(s); (2) additional efforts should be made to “do simple well”, and to do so from the start rather than trying to remedy by after-the-fact adding-on of features or aspects; (3) quality implementation matters, and weaknesses in the design or structure of any core system element will negatively impact delivery; (4) defining the “first mile” for people interface greatly affects the system and overall delivery, and is most improved when that “first mile” is understood as the weakest link in delivery systems); (5) delivery systems do not operate in a vacuum and thus should not be developed in silos; (6) delivery systems can contribute more broadly to government’s ability to intervene in other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services; (7) there is no single blueprint for delivery systems, but there are commonalities and those common elements constitute the core of the delivery systems framework; (8) inclusion and coordination are pervasive and perennial dual challenges, and they contribute to the objectives of effectiveness and efficiency.
