Abstract
Analysis in this policy note indicates a rapid deterioration in employment opportunities for young individuals transitioning from school to work in Egypt. Despite substantial improvements in labor market outcomes in recent years (in raising employment and participation and in lowering unemployment), unemployment rates in Egypt remain exceedingly high among youth entering the labor market for the first time. A slow school-to-work transition remains the main reason behind high unemployment rates. Young entrants to the labor market have become more educated than ever before: the share of the working-age-population with university education in Egypt has increased significantly between the years 1998 and 2006 (from 14% to 19% among men and from 9% to 14% among women). However, youth are unable to capitalize the time and resources invested in their education as the labor market is not providing enough good-quality jobs for them. To cope with scarce formal jobs, young-educated workers are opting to work in the informal sector and/or withdraw from the labor force, which is contributing to a deadweight loss of recent investments in education. There are three key factors that seem to explain why school-to-job transition remains low in Egypt: investments in the private sector remain low and capital intensive, new graduates are not equipped with the skills demanded by the private sector, and the public sector still provides incentives for educated individuals (mainly women) to queue for private sector jobs. There are several policy options used in the international context to further enhance the performance of the labor market; such as enhancing employability of new entrants, reforming the technical and vocational training system, and designing targeted programs aiming to boost labor demand.

    Youth Employment : A Human Development Agenda for the Next Decade

    This paper reviews the main challenges facing countries in attempting to improve labor market outcomes among youth, focusing on the issues that became starkly visible during the recent financial crisis. In order to better identify and set up human development interventions, the paper proposes an agenda that focuses on three areas: (1) improving the understanding of the causes and consequences of poor labor market outcomes for youth; (2) continuing to learn from the evaluation of pilots and programs that aim to promote productive employment among young people; and (3) addressing implementation issues which frequently overwhelm the best designs. The paper utilizes research on youth employment to take stock of youth labor market outcomes across regions, focusing on inactivity, unemployment, and employment indicators. A review of what is known about current interventions, including those that appear in the youth employment Inventory database of programs, provides the basis for determining the efficacy of five categories of intervention: (i) skills training (including vocational training, on-the-job-training programs, literacy and numeracy programs, second-chance and equivalency programs, and soft-skills programs); (ii) entrepreneurship promotion (financial assistance, technical assistance, and entrepreneurship training); (iii) subsidized employment (including wage subsidy programs, public works, and public/community service programs); (iv) employment services (including search assistance and access to labor market information, job counseling and placement services, and financial assistance for job search); and (v) reforms to labor market regulation (including anti-discrimination legislation) training programs, wage subsidies. Finally, the paper proposes an agenda for research and policy analysis in the area of human development that is expected to help both deepen the understanding of youth employment issues and improve the selection, design, and implementation of youth employment programs.

    Building Effective Employment Programs for Unemployed Youth in the Middle East and North Africa

    This study surveys active labor market programs (ALMPs) in selected countries of the Middle East and North Africa (MENA) region, identifies key challenges to their effective and efficient delivery, and proposes a policy framework for reforming public service provision. This study draws on data collected through surveys administered to public social, employment, and education agencies in selected MENA countries to identify key constraints and options for reforming publicly provided employment programs. Recent political transitions arising from the Arab Spring have contributed to the deterioration of labor market outcomes in the MENA region. In this context, ALMPs could become an important policy lever to address some of the challenges facing labor markets. These include: joblessness, skills mismatches, lack of labor market mobility, large and expanding informal sector, and lack of formal employment networks. The study also provides specific details on the beneficiaries, targeting, and expenditures of ALMPs during this same period.

    Public Employment Services and Publicly Provided ALMPs in Egypt

    This note presents a brief overview of Public Employment Services (PES) in Egypt and describes the institutional framework for public delivery of Active Labor Market Programs (ALMPs) in Egypt. Egypt has the fourth largest economy in the Middle East and North Africa (MENA) Region and has implemented economic reforms since 2004 which have led to some economic growth (e.g. a fast growing technology sector and the country has been recognized as one of the top offshoring destinations for international companies).

    Active Labor Market Programs for Youth : A Framework to Guide Youth Employment Interventions

    Youth are three times more likely to be unemployed than adults, even in economies with strong economic growth. This note is a tool to provide policymakers and youth-serving organizations with a framework to better diagnose short- to medium-run constraints facing the stock of unemployed youth and to design evidence based youth employment interventions. The note only addresses youth employment; strategies to affect wages, productivity, underemployment, or job quality are not directly discussed. This note presents youth-oriented Active Labor Market Programs (ALMPs) that conform to one of two criteria. Each intervention either has been shown to have predominately positive impact, as measured by rigorous impact evaluations, or has weaker evidence of impact-rigorous evaluations with mixed evidence of impact or strong positive monitoring data-and is theoretically sound. Cost-effectiveness information is presented when available. The note focuses on programs that are appropriate to address constraints faced by youth from disadvantaged backgrounds.

    Promoting Labor Market Participation and Social Inclusion in Europe and Central Asia's Poorest Countries

    This report, funded by the Trust Fund for Environmentally and Socially Sustainable Development (TFESSD), seeks to identify labor market inequalities in the ten countries outlined above, to relate these inequalities to other forms of social exclusion, and to propose areas for policy action aimed at boosting labor market participation. The remainder of the report is structured as follows. Chapter two describes the role that jobs play in fostering good living standards, productivity and social cohesion, and contextualizes the discussion on jobs and participation in the ten countries. Chapter three zooms in, highlighting inequalities in labor force participation across demographic groups. Chapter four shifts the focus to the factors explaining unequal labor force participation across groups, and discusses a policy agenda for these ten countries, drawing on experiences from the rest of the world. Chapter five concludes.

    Consumption Baskets and Currency Choice in International Borrowing

    Most emerging markets do not borrow much internationally in their own currency, although doing that has been argued as an attractive insurance mechanism. This phenomenon, commonly labeled "the original sin", has mostly been interpreted as evidence of the countries' inability to borrow in domestic currency from abroad. This paper provides a novel explanation for that phenomenon: not that countries are unable to borrow abroad in their currency, they might not need to do so. In the model, the small prevalence of external borrowing in domestic currency arises as an equilibrium outcome, despite the absence of exogenous frictions or limits on market participation. The equilibrium outcome is driven by the fact that domestic and foreign lenders have differential consumption baskets. In particular, a large part of domestic lenders' consumption basket is denominated in domestic currency whereas all of foreign lenders' is in dollars. A depreciation of domestic currency, which tends to occur in bad times, is therefore less harmful to domestic savers than to foreign investors. This makes domestic lenders require a lower premium than foreign lenders on domestic currency debt. For plausible calibrations, this consumption basket effect can induce foreign investors to pull out of the domestic currency debt market.

    Digital Africa

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries

    Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.

    Gender norms, landholdership, and rural land use fee and agricultural income tax in Ethiopia

    Area-based land taxes, a form of property tax, exist where rural land markets do not exist or do not function well. Understanding how these taxes affect different groups of landholders, including by men and women, is important since a tax based on the land size is likely to have an outsized effect on smaller landholders. However, survey data allowing for an individual- and household-disaggregated analysis has been scarce. Using newly available data on tax payments and self-reported individual land ownership from the Ethiopian Socioeconomic Survey 2018/2019, this paper assessed the gender implications of an area-based rural land use fee and agricultural income tax in Ethiopia. We found that female adult-only households were more likely than dual adult households to be smallholders with less than 0.5 hectare of land, and these smallholders faced the largest per-hectare tax rates. Female-headed- and female adult-only households faced a tax incidence that was 37 percent higher than it was for male-headed and dual-adult households. The gender land ownership patterns, norms limiting women’s role in agriculture, household structures, and gender agricultural productivity gaps are likely to result in lower consumption, and consequently, a higher tax burden for women. Finally, we simulated the effect of a hypothetical tax schedule with progressive per-hectare tax rates and exemptions for smallholders and found that while this would reduce women’s tax burdens, the tax remained to be regressive because of the prevalence of landholder ship among poor households. Our study highlights the difficulty of area-based land taxes to be progressive.

    Direct and Indirect Impacts of Transport Mobility on Access to Jobs: Evidence from South Africa

    Access to jobs is essential for economic growth. In Africa, unemployment rates are notably high. This paper reexamines the relationship between transport mobility and labor market outcomes, with a particular focus on the direct and indirect effects of transport connectivity. As predicted by theory, wages are influenced by the level of commuting deterrence. Generally, higher earnings are associated with longer commute times and/or higher commuting costs. Local accessibility is also important, especially for individuals with time constraints. Both direct and indirect impacts are found to be significant in South Africa, where job accessibility has been challenging since the end of apartheid. For the direct impact, the wage elasticity associated with commuting costs is significant. Returns on commute are particularly high for women. Local accessibility to socioeconomic facilities, such as shops and health services, is also found to have a significant impact, consistent with the concept of mobility of care. To enhance employment, therefore, it is crucial to connect people not only to job locations but also to various socioeconomic points of interest, such as markets and hospitals, in an integrated manner. This integration will enable individuals to spend more time working and commuting longer distances.
