Abstract
One of the most compelling reasons for pursuing low-carbon development is that the potential impacts of climate change are predicted to be severe, for both industrial and developing countries, and that reducing greenhouse gas emissions can reduce the risk of the most catastrophic impacts. The challenge of reducing emissions is sobering: leading scientific models indicate that limiting the rise in global mean temperatures to less than two degree Celsius will require that global greenhouse gas emissions peak within the next 10-15 years and then fall by 2050 to levels about 50 percent lower than in 1990. Although many countries recognize the need to curtail carbon emissions, there is considerable uncertainty about how much this will cost in individual countries, what measures can be undertaken in both the short and longer term, and how cost-effective specific interventions are in reducing emissions. This study analyzes a range of energy efficiency options available in Mexico, including supply-side efficiency improvements in the electric power and oil and gas industries, and demand-side electricity efficiency measures addressing high-growth energy-consuming activities, such as air conditioning and refrigeration. It also evaluates a range of renewable energy options that make use of the country's vast wind, solar, biomass, hydro, and geothermal resources.

Publication Mexico - Low-Carbon Development : Main Report(World Bank, 2009-01-01)This study analyzes a range of energy efficiency options available in Mexico, including supply-side efficiency improvements in the electric power and oil and gas industries and demand-side electricity efficiency measures to limit high-growth energy-consuming activities, such as air conditioning and refrigeration. It also evaluates a range of renewable energy options that make use of the country's vast wind, solar, biomass, hydro, and geothermal resources. But low-carbon (CO2) development is not only about energy production and consumption. In Mexico one of the most important sources of greenhouse gas emissions continues to be emissions from deforestation. The rate of deforestation has fallen steadily in Mexico over the past decades. Expanded programs for forest management, wildlife conservation, and efforts to increase the stock of forests can provide needed employment in rural areas and help make Mexican forests net absorbers of CO2 in the coming years. A fundamental question often asked about low-cost mitigation options is why they are not already being undertaken. As the study shows, the availability of commercial technology and even low financial costs is often not enough to overcome barriers related to institutional and knowledge gaps, regulatory and legal constraints, or societal norms. Inability to surmount these 'transactions costs' is typically at the root of the problem of why supposedly low-cost actions are not undertaken. To partially overcome this dilemma, one of the explicit criteria used in this study for identifying low-carbon measures was that they had already been implemented on some scale in Mexico or in a similar economy outside of Mexico. In order to mainstream low-carbon development, a package of new stimuli will be needed, including public and consumer education and training, public demonstrations, standards and regulations, and financial incentives.Publication Low-Carbon Development for Mexico(Washington, DC, 2010-05)Publication Planning for a Low Carbon Future(Washington, DC, 2012-11-01)Developing countries are faced with the dual challenge of reducing poverty while improving management of natural capital and mitigating the emission of greenhouse gases (GHGs) and local pollutants. The challenge is particularly acute for large, rapidly growing economies, such as India, China, and Brazil. In response to this challenge, Energy Sector Management assistance Program (ESMAP) and the World Bank began in 2007 to provide support to countries to develop long term frameworks for reducing GHG emissions in a way that is compatible with economic growth objectives and tied to national and sectoral plans. In total, seven studies were conducted between 2007 and 2010, for the following countries: Brazil, China, India, Indonesia, Mexico, Poland, and South Africa. This report collates the lessons learned from these studies and is intended as a practical guide for government officials, practitioners, and development agencies involved in low carbon development planning. The low carbon studies were tailored to the individual needs of each country involved. In Brazil, India, Indonesia, Mexico, and Poland the studies took the form of an economy-wide analysis of low carbon growth potential, employing a range of data and modeling tools. The governments of China and South Africa conducted their own analyses, but requested the assistance of ESMAP and the World Bank for peer review and to get international expertise on specific focus areas, such as energy efficiency and renewable energy. The combined outputs, and the modeling tools developed as part of the program, represent a significant contribution to international efforts on climate change mitigation and low carbon development.Publication Low-Carbon Development : Opportunities for Nigeria(Washington, DC: World Bank, 2013-05-29)The Federal Government of Nigeria (FGN) has formulated an ambitious strategy, known as Vision 20: 2020, which aims to make Nigeria the world s 20th largest economy by 2020. This book argues that there are many ways that Nigeria can achieve the Vision 20: 2020 development objectives for 2020 and beyond, but with up to 32 percent lower carbon emissions. A lower carbon path offers not only the global benefits of reducing contributions to climate change, but also net economic benefits to Nigeria, estimated at about 2 percent of gross domestic product (GDP). The FGN and the World Bank agreed, as part of the Country Partnership Strategy (CPS) 2010-13, to conduct an analysis of the implications of climate change for Nigeria's development agenda. The current volume focuses on low-carbon development. Building on the work under way on Nigeria's nationally appropriate mitigation actions, the authors evaluate opportunities to pursue national development priorities using technologies and interventions that reduce emissions of greenhouse gases (GHGs), referred to here as low-carbon options. The document is structured as follows: chapter one is introduction; chapter two provides essential background on the country and the economic sectors. Chapter three describes the analytical approach, providing a summary of how the scenarios were developed, methods of analysis, models, and the data and general assumptions used. Chapters four-seven present the analysis and results for each sector: agriculture and land use, oil and gas, power, and transport, respectively. Each chapter provides an introduction to the sector and the approach, findings, and recommendations for options and actions for low-carbon development. Chapter eight summarizes the key findings across sectors. It describes the main scenarios that were modeled across all sectors and their implications for GHG emissions and the economy. It provides general recommendations on how Nigeria can reconcile national growth objectives with low-carbon development using a cross-sector perspective.Publication Assessing Low-Carbon Development in Nigeria : An Analysis of Four Sectors(Washington, DC: World Bank, 2013-01-01)The Federal Government of Nigeria (FGN) and the World Bank have agreed to carry out a Climate Change Assessment (CCA) within the framework of the Bank's Country Partnership Strategy (CPS) for Nigeria (2010-13). The CCA includes an analysis of options for low-carbon development in selected sectors, including power, oil and gas, transport, and agriculture. The goal of the low-carbon analysis is to define likely trends in carbon emissions up to 2035, based on government sector development plans, and to identify opportunities for achieving equivalent development objectives with a reduced carbon footprint. This study comprises the following components: (i) development of a reference scenario of greenhouse gas (GHG) net emissions for the agriculture sector, consistent with vision 20: 2020 and other government plans; (ii) identification of opportunities for reduced net emissions- reduced emissions and or enhanced carbon sequestration- while achieving the same development objectives as in the reference scenario; and (iii) economic assessment of low-carbon options in order to help the Nigerian government to prioritize policy options. The study evaluates costs and benefits in a partial equilibrium setting, with no attempt to capture the indirect, general equilibrium effects of adopting low-carbon technologies or management practices. The results of this analysis (the first of its kind in Nigeria) should be considered as a first approximation of the potential for low-carbon development in the Nigerian agriculture sector. The study aims at providing policy makers with an order-of-magnitude estimate of mitigation potential, and an understanding of the value of dedicating further efforts (including through specific projects) at pursuing low-carbon development in agriculture, but is not meant to inform the design of specific, project-level interventions.

Publication World Development Report 2018(Washington, DC: World Bank, 2018)Every year, the World Bank's World Development Report takes on a topic of central importance to global development. The 2018 Report, Learning to Realize Education's Promise, is the first ever devoted entirely to education. Now is an excellent time for it: education has long been critical for human welfare, but is even more so in a time of rapid economic change. The Report explores four main themes. First, education's promise: Education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies - both within and outside the education system. Second, the learning crisis: Despite gains in education access, recent learning assessments show that many young people around the world, especially from poor families, are leaving school unequipped with even the most foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. Third, promising interventions to improve learning: Research from areas such as brain science, pedagogical innovations, or school management have identified interventions that promote learning by ensuring that learners are prepared, that teachers are skilled as well as motivated, and that other inputs support the teacher-learner relationship. Fourth, learning at scale: Achieving learning throughout an education system will require more than just scaling up effective interventions. Change requires overcoming technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and being adaptive when implementing programs.Publication An Investment Framework for Nutrition(Washington, DC: World Bank, 2017-04-12)The report estimates the costs, impacts and financing scenarios to achieve the World Health Assembly global nutrition targets for stunting, anemia in women, exclusive breastfeeding and the scaling up of the treatment of severe wasting among young children. To reach these four targets, the world needs $70 billion over 10 years to invest in high-impact nutrition-specific interventions. This investment would have enormous benefits: 65 million cases of stunting and 265 million cases of anemia in women would be prevented in 2025 as compared with the 2015 baseline. In addition, at least 91 million more children would be treated for severe wasting and 105 million additional babies would be exclusively breastfed during the first six months of life over 10 years. Altogether, achieving these targets would avert at least 3.7 million child deaths. Every dollar invested in this package of interventions would yield between $4 and $35 in economic returns, making investing in early nutrition one of the best value-for-money development actions. Although some of the targets—especially those for reducing stunting in children and anemia in women—are ambitious and will require concerted efforts in financing, scale-up, and sustained commitment, recent experience from several countries suggests that meeting these targets is feasible. These investments in the critical 1000 day window of early childhood are inalienable and portable and will pay lifelong dividends – not only for children directly affected but also for us all in the form of more robust societies – that will drive future economies.Publication World Development Report 2021(Washington, DC: World Bank, 2021-03-24)Today’s unprecedented growth of data and their ubiquity in our lives are signs that the data revolution is transforming the world. And yet much of the value of data remains untapped. Data collected for one purpose have the potential to generate economic and social value in applications far beyond those originally anticipated. But many barriers stand in the way, ranging from misaligned incentives and incompatible data systems to a fundamental lack of trust. World Development Report 2021: Data for Better Lives explores the tremendous potential of the changing data landscape to improve the lives of poor people, while also acknowledging its potential to open back doors that can harm individuals, businesses, and societies. To address this tension between the helpful and harmful potential of data, this Report calls for a new social contract that enables the use and reuse of data to create economic and social value, ensures equitable access to that value, and fosters trust that data will not be misused in harmful ways. This Report begins by assessing how better use and reuse of data can enhance the design of public policies, programs, and service delivery, as well as improve market efficiency and job creation through private sector growth. Because better data governance is key to realizing this value, the Report then looks at how infrastructure policy, data regulation, economic policies, and institutional capabilities enable the sharing of data for their economic and social benefits, while safeguarding against harmful outcomes. The Report concludes by pulling together the pieces and offering an aspirational vision of an integrated national data system that would deliver on the promise of producing high-quality data and making them accessible in a way that promotes their safe use and reuse. By examining these opportunities and challenges, the Report shows how data can benefit the lives of all people, but particularly poor people in low- and middle-income countries.Publication The Changing Wealth of Nations 2021(Washington, DC: World Bank, 2021-10-27)It is now clear that a narrow focus on the growth of gross domestic product (GDP) is insufficient to achieve humanity’s aspirations for sustainable prosperity. Wellfunctioning ecosystems and educated populations are requisites for sustainable wellbeing. These and other too-often-neglected ingredients of national wealth must be addressed if the development path is to be sustainable. The Changing Wealth of Nations 2021: Managing Assets for the Future provides the most comprehensive accounting of the wealth of nations, an in-depth analysis of the evolution of wealth, and pathways to build wealth for the future. This report—and the accompanying global database—firmly establishes comprehensive wealth as a measure of sustainability and a key component of country analytics. It expands the coverage of wealth accounts and improves our understanding of the quality of all assets, notably, natural capital. Wealth—the stock of produced, natural, and human capital—is measured as the sum of assets that yield a stream of benefits over time. Changes in the wealth of nations matter because they reflect the change in countries’ assets that underpin future income. Countries regularly track GDP as an indicator of their economic progress, but not wealth, and national wealth has a more direct and long-term impact on people’s lives. This report provides a new set of tools and analysis to help policy makers navigate risks and to guide collective action. Wealth accounts can be applied in macroeconomic analysis to areas of major policy concern such as climate change and natural resource management. This report can be used to look beyond GDP, to gauge nations’ economic well-being, and to promote sustainable prosperity.Publication World Development Report 2017(Washington, DC: World Bank, 2017-01-30)Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? This book addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.
