Abstract
An egalitarian socialist legacy and relatively high and growing levels of income, particularly over the last decade, have translated into fairly equal gender outcomes in Russia along many dimensions. There are no significant differences in education levels between men and women, and in recent years more young women have completed post-secondary education than young men. Girls outperform boys in reading in standardized exams and do as well as them in math and science. At first glance, women do not seem to have difficulties in transitioning from school to work or remaining employed over the life cycle. And female labor force participation is significantly above the levels observed in other countries in Europe and Central Asia, as well as in the Organization for Economic Cooperation and Development, or OECD. This new assessment of gender equality issues in Russia seeks to gauge the progress in all the domains of outcomes during the last 10 years, and to further understand the main causes behind the persisting gender gaps identified in the country. This assessment builds on the analytical framework proposed by the World Development Report 2012: gender equality and development (World Bank 2012a) to provide a general overview of gender issues in Russia, and it builds on literature at the frontier in economics to go deeper in the two selected topics: adult mortality and gender gap in pay.

    Belarus : Country Gender Profile

    Belarus demonstrated strong economic growth 2000-2008 and this translated into fast poverty reduction. Belarus invested a lot in the human capital of its population both in men and women. This assessment identifies and describes main gender disparities in Belarus in agency, education, health, and access to economic opportunities. The report builds on the framework of the World Bank's regional gender report, Europe and Central Asia: opportunities for men and women, as well as the World development report on gender and development. The assessment takes a quantitative approach using a wide range of different international data sources including World Bank's world development indicators, the global financial inclusion database, the life in transition survey, European Bank for Reconstruction and Development (EBRD)-World Bank business environment and enterprise performance survey as well as local household living standards survey. The report is organized as follows: section one discusses agency and describes factors which may shape the process how men and women use their endowments and utilize economic opportunities to achieve desired outcomes. The second section analyzes gender disparities in endowments, such as health and education. The third section focuses on gender gaps in the labor market, entrepreneurship and earnings, access to finance and poverty. The fourth section presents conclusions and policy recommendations.

    Vietnam Country Gender Assessment

    Viet Nam has undergone a major socio-economic transformation over the past quarter century, rising from one of the poorest countries in the world to a middle income country. Today it continues to develop rapidly, becoming more integrated with the global economy and undergoing significant regulatory and structural changes. Viet Nam has also made remarkable progress on gender equality, but important gender differences still remain. On the positive side Viet Nam has had considerable progress in addressing gender disparities in education, employment and health. The gender gap in earnings is lower in Viet Nam than in many other East Asian countries. Indeed by a number of measures, women's outcomes have improved significantly. However, upon deeper examination of the data, a number of challenges still remain. The report is organized into five chapters. The current chapter has provided a background to the report and the process through which it has been prepared. The next three chapters will deal with the substantive issues, focusing primarily on gender but addressing ethnicity and other forms of social inequality where relevant. Chapter two will provide an analysis of the situation and trends in gender equality in relation to the multiple dimensions of poverty, some of which are included in the Millennium Development Goals (MDGs). Chapter three will provide an in-depth gender analysis of livelihoods and employment, bearing in mind the likely impact of the recent crisis as well as the challenges of transition to middle income status. Chapter four will pick up on the issue of women's political participation in leadership positions and in the wider society. The final chapter will synthesize the key findings of the report and prioritize key recommendations.

    Opportunities for Men and Women : Emerging Europe and Central Asia

    The countries of Central and Eastern Europe and Central Asia have a long history of striving for gender equality, especially in the public sphere. Not only was this an important goal during the socialist era, but governments continued to pursue gender equality even during the difficult years of transition. The governments in the region allocated substantial resources toward the health and education of both women and men. They also adopted legislation that treated women and men equally in the labor market and they provided child care services. During much of the last century, the region surpassed countries both developing and developed in establishing the equal treatment of women and men. This report reviews changes in gender inequalities in Europe and Central Asia over the last decade, with a particular focus on economic opportunities both in labor markets and in entrepreneurial activity. In addition, given the importance of health and education in opening up opportunities for men and women in the economic sphere, the report discusses the changes in human capital endowments in this area as well. Unfortunately, the lack of data prevents us from covering the role of other assets, such as property or financial assets, in broadening opportunities for women. The remainder of this executive summary is structured as follows. The next section, A, reviews the main aspects of the World Development Report on gender and development. The following sections, B and C, discuss the main messages of this report and policy priorities, respectively. Section D makes some closing remarks.

    Emerging Europe and Central Asia - Opportunities for men and women

    Europe and Central Asia have suffered a setback in economic growth because of the recent global crisis, which revealed fundamental structural weaknesses previously hidden by the prosperity before the crisis. The major weaknesses are the large savings deficits, the lagging reforms in the social sectors, and the deterioration in competitiveness. Policies can address these weaknesses by taking into account the role of the behavior of firms, public spending on health and education, the consequences of demographic pressures, particularly on pension systems, and the bottlenecks created by skilled labor force shortages. This report reviews the performance of women and men during the past decade in three spheres: human capital, labor markets, and entrepreneurship. Similar to World Development Report 2012 (World Bank 2011a), it looks at the dimensions of endowments and economic opportunities. However, it does not cover issues related to agency, that is, the ability of actors to make independent choices and exercise control over their own actions. The data are analyzed to determine whether women and men are performing well compared with each other, but also how they fare in a global context. The analysis is primarily quantitative and mines various data sets. This is strength of the report because a quantitative analysis can add value by providing some measure of the degree of differences in the outcomes observed. Yet, it is a weakness as well because the outcomes are measured, but not always explained. Consequently, more work is needed in this area, especially qualitative analysis that is followed up by targeted quantitative surveys.

    Bangladesh Health Sector Profile 2010

    This health sector profile is a description of the health sector in Bangladesh, including its structure, resources, services, performance and dynamics. This document provides an overview of the sector, based on publicly available reports and data. The document intends to help the Ministry of Health and Family Welfare (MOHFW) and its partners to agree on the way forward and its respective roles in the process. It is neither an evaluation nor a programme review, rather it draws and extracts from these key documents to describe how the system works. Chapters one and two provide an overview on the health status of the people of Bangladesh and the determinants of health. Chapters three to eight summarise relevant aspects of the six health systems building blocks: the overall organisation of the health sector including governance and leadership; health services; human resources; information; financing; and medicines. Chapter nine summarises system reform aspects in the Health, Nutrition and Population Sector Programme (HNPSP) and work leading to the new draft national health policy. The annex provides a list of people consulted. The focus of the health sector profile is to describe how the sector works rather than how it should, or what has not happened in the past. The document offers no recommendations of its own in an attempt to leave open space for dialogue. To best serve this purpose, the profile describes all building blocks rather than only those areas where data and information are available. The expectation is that the profile will be updated periodically to fill existing gaps and reflect changes in the sector over time.

    Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

    World Development Report 2006

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Remarks to the Annual Meetings 2020 Development Committee

    David Malpass, President of the World Bank Group, announced that the Board approved a fast track approach to emergency health support programs that now covers 111 countries. Most projects are well advanced, with average disbursement upward of 40 percent. The goal is to take broad, fast action early. The operational framework presented back in June has positioned the Bank to help countries address immediate health threats and social and economic impacts and maintain our focus on long-term development. The Bank is making good progress toward the 15-month target of 160 billion dollars in surge financing. Much of it is for the poorest countries and will take the form of grants or low-rate, long-maturity loans. IFC, through the Global Health Platform, will be providing financing to vaccine manufacturers to foster expanded production of COVID-19 vaccines in both part 1 and 2 countries, providing production is reserved for emerging markets. The Development Committee holds a unique place in the international architecture. It is the only global forum in which the Governments of developed countries and the Governments of developing countries, creditor countries and borrower countries, come together to discuss development and the ‘net transfer of resources to developing countries.’ The current International Financial Architecture system is skewed in favor of the rich and creditor countries. It is important that all voices are heard, so Malpass urged the Ministers of developing countries to use their voice and speak their minds today. Malpass urged consideration of how we can build a new approach to debt restructuring that allows for a fair relationship and balance between creditors and debtors. This will be critical in restoring growth in developing countries; and helping reverse the inequality.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
